The month of December saw the Rock Creek entrances once again decked out for the holidays, providing a welcoming sight to residents and visiting guests. Your HOA’s social committee hosted the first ever "Jazz on the Green" event early in the month, with three food trucks set up in the parking lot and a local jazz musician performing on the lawn behind the HOA building. The event was a great success and well received by the few hundred homeowners and their guests in attendance. Based on the positive feedback, you can expect to see similar type events planned in the future. Also, in December, we kicked off our main 2018 capital improvement project, "Lakeshore Park", located along the lake between the Pool & Tennis center and the Association office. We are investing close to $190K to transform this unused parcel of land into a premier landmark in Rock Creek. Gone will be the dreaded steps and uneven concrete slabs, replaced by extensive landscaping, lighted paver walkways, and additional seating areas. The three former fishing platform areas have been incorporated into the design but, have been raised to the same level as the surrounding areas. This project will hopefully be wrapped up by mid‐ February and enjoyed by Rock Creek residents for years to come. Future enhancements may call for a gazebo and possibly a lake fountain. Last month the Board approved the HOA budget for 2019. In addition to supporting all staff and maintenance related costs, additional funds were set aside for future capital improvement projects under consideration by the Board. Maintenance dues for the Master Association will remain at the current level of $150 per quarter, though we face increased pressure due to rising costs, that could possibly lead to a slight increase in 2020. As you have now realized the newsletter has gone completely digital to save costs and expedite delivery. You can now have this either emailed to you (HOA office needs email address) or download the document directly from your Rock Creek Homeowner portal. Another change for this year, in an effort to improve our billing process, is the switch to an annual coupon book. Please make note of the quarterly due dates (1/1, 4/1, 7/1, 10/1) as there will not be any reminder notices mailed going forward. You can track receipt of your payments and account balance on the HOA portal (do you have your login yet?). It’s Board election time again so look for your ballots in the mail later this month. The next meeting is on January 16th, with election results tabulated at the February meeting. Probably not as exciting as some of the National/ state elections, but please participate in the process and support those candidates willing to invest their time and energy into our community. Also, please offer a friendly wave or hello when you come across one of the 10 dedicated Rock Creek employees that we are fortunate to have in helping to make this a great place to live. Some of our future landscape projects will include a redesign and replacement of scrubs and trees at the south entrance andSheridan. The replacement and enhancement of the landscaping at Stirling and Flamingo will start in October.

We have recently begun some tree and shrub plantings in the "green belt" along the walking paths. This area is a "watershed" for Rock Creek street drainage and presents a challenge to find the correct tree and shrub species to tolerate the moist soil. FP&L also has restrictions on heights and locations of landscaping in these areas.

Your Rock Creek Board, the Architectural Review Board, and the Rock Creek staff will continue to make Rock Creek a place we can always be proud of.

As my 13th year goes by, having the opportunity to work for Rock Creek, I wish to once again on behalf of the staff of Rock Creek, thank our volunteer Board members, Committee members, & residents for their guidance, support, suggestions, & assistance throughout the year. I also wish to thank Susan, our Office Manager, Rey our Facility Manager, as well as the rest of your wonderful staff: Team leaders Jon & Hector, as well as Hancel, Ismael, Jose, Antonio, & Lester for their dedication and work ethic this year as we strive to maintain and improve the appearance of your community.

Best wishes for a Happy & healthy New Year from the entire staff of Rock Creek

TREASURER'S REPORT By Robert Levine 

As of November 30th, 2018, Rock Creek has about $520K in Operating funds and about $770K in our reserve funds. Year to date we are about $55K under budget. The monthly financial reports are reviewed at each open Board meeting. The Budget Committee presented their 2019 Draft budget to the full Rock Creek Board of Directors at their November 28th, open Board meeting. This Budget meeting was noticed via e-mail or USPS mail delivery to each owner. After careful review, the Board voted to once again, maintain the fee at $150.00 per quarter in 2019. The Board will continue to consider Capital Improvement projects for 2019, including outdoor camera installs, conversion of sections of the manual irrigation system to a timer-based system, revamping of the Lake pump station, and the adding of a pedestrian path or bridge connecting the FPL 2 & FPL 3 walking path/easement areas, as mentioned in our Budget mailing cover letter. We continue to work with the Attorney for Rock Creek as regarding past due accounts and modifying our receivable process to further reduce the past due amounts owed to the community. Thank you to our owners who continue to pay their quarterly fees in a timely manner. Enjoy the Winter and best wishes for a Happy & Healthy New Year.

Rock Creek will no longer send out quarterly courtesy reminder statements as we have transitioned to a Payment Coupon Booklet which was mailed to all homeowners in December 2018. Rock Creek continues to accept checks, money orders and 3rd party bank checks as a form of payment. In addition, by registering your account on the Homeowner Portal, you will be able to view your account history and make a one-time payment or setup auto pay. 1. Requests from an owner with delinquent assessments will be denied on the basis of the account delinquency. Once the assessment account is in a current status, the ARB will promptly review and act on the request.

2. The owner understands and agrees that no work in this request shall commence until written approval by the ARB is received.

3. Construction must meet all zoning, building codes, and laws of the City and County. Check with Cooper City as to requirements for permits. Nothing herein contained shall be construed as a waiver or modification of any such code or law.

4. Misrepresentation of any items in this request, either oral or written, may void any approval by the ARB. If working in the easements, please check

with local utilities for line locations.

5. No access is permitted through common areas and the FPL easement without the prior written approval of the ARB committee. Applicant will be required to sign a Hold Harmless Agreement with Rock Creek, Inc. and post a $2,500 deposit with Rock Creek. The ARB has no authority to allow access through Cooper City’s public right-of-ways.

6. In the event that the homeowner, or his agents, contractors or subcontractors shall violate any of the terms or conditions set forth in this Approval,

the homeowner hereby acknowledges and consents to the immediate entry of a permanent injunction without notice requiring the cessation of all further work, the restoration of the property to its original condition and the payment to Rock Creek, Inc.

7. Notwithstanding the right of Rock Creek, Inc. to obtain a permanent injunction as set for the above, Rock Creek, Inc. shall additionally have the

right to fine the homeowner for each day a violation of these terms and/or conditions continues, up to a maximum of $50.00 per day.

8. In submitting this Property Change Request Form, you are authorizing the Community Manager and the members of the Architectural Review Board access to all exterior portions of your property (until a decision has been made on the request) for the purposes of determining whether the proposed modifications is in harmony with the surrounding properties and whether there are any other violations which need to be addressed before approval can be granted.
