Definitions

Sovereign Citizen – are anti‐government extremists who believe that even though they physically reside in this country, they are separate or “sovereign” from the United States. FBI.gov/news/stories/2010/april/sovereigncitizens_041310

Strawman – is the term Sovereigns associate with the name given to them at birth, which is the name a government recognizes.

Apostille – is a form of authentication issued to documents for use in countries that participate in the Hague Convention of 1961.

Lien – a legal claim that someone or something has on the property of another person until a debt has been paid back.

Sovereign Citizen Ideology

Sovereign citizens believe the government is operating outside of its jurisdiction and generally do not recognize federal, state, or local laws, policies, or governmental regulations. They subscribe to a number of conspiracy theories, including a prevalent theory which states the United States Government became bankrupt and began using citizens as collateral in trade agreements with foreign governments. They believe secret bank accounts exist at the United States Department of the Treasury. These accounts can be accessed using Internal Revenue Service, Uniform Commercial Code, and fraudulent financial documents.

Sovereign Citizen Ideology• Hold debt elimination training seminars around the country.

• Believe they can obtain funds from a secret “Strawman” account using legitimate IRS forms, UCC forms, and fraudulent financial documents.  

• Sovereign citizens believe once the documentation is filed, they gain access to their “Strawman” account with the Treasury Department.

• Sovereigns believe in a theory which claims two‐beings; the first is the real person, or flesh and blood identity, and the other identity is the legal person or name assigned to them at birth and documented on a birth certificate.  The “Strawman” or legal name associated with the person accumulates the debts, liabilities, taxes and legal responsibilities of the real flesh and blood version of the person.

Redemption Scheme

White‐collar criminal scam intended to pay off credit card companies, banks, and other creditors using fictitious financial instruments.

Theory:• House Joint Resolution 192, June 5, 1933.• Based on the false belief that when the USG abandoned the 

gold standard in 1933, it was secretly forced to declare bankruptcy and all Federal Reserve Notes subsequently became invalid.

• Since the nation was now bankrupt, in order not to default on its existing loans, the USG was forced to use its own citizens as collateral for the bonds issued.

Adverse Possession

To qualify as adverse possession (and get ownership of the property), the trespasser’s occupation of the land must be:

•Hostile (without permission),•Actual (physical occupation),•Open and notorious (obvious to onlookers), and•Exclusive and continuous for a certain period of 

time.

Adverse Possession

Zachariah Latnie was convicted of 15 crimes in January ‘17 by a jury in Albany, New York.   The jury acquitted him on six counts related to tampering with public records and false filings.
