BRIDGE INSPECTION LEVEL LEVEL DESCRIPTION INSPECTION FREQUENCY
Level 1
A routine maintenance inspection to check the general serviceability of the structure for obvious signs of defects which might affect the immediate safety of road users; and, to identify maintenance items that require immediate action or scheduled routine maintenance.

Level 2
A visual inspection of components to assess their condition; reporting condition and extent for each component; establishing an overall condition rating for the structure; identifying need for a detailed engineering investigation (Level 3) and/or other supplementary testing; a photographic record of the structure.
3 yearly
Level 3 A detailed engineering investigation generally including a field investigation and a theoretical / structural analysis, such as load carrying capacity.
Generally undertaken on recommendations from Level 2
inspections.
Bridge condition inspection are conducted in accordance with the VicRoads Roads Structures Inspection Manual June 2014 TRIM ref D6974816

These above response times have been developed taking into consideration the Risk Assessment and Priority Response Matrix as detailed in Section 6.3 of Council’s current Road Management Plan. Each defect is assessed and prioritised in accordance with the Road Management Plan Risk Assessment and Priority Response Matrix. Council’s inspectors have been trained in identifying asset distress conditions as documented in this Manual and in prioritising the response time in accordance with the Road Management Plan Risk Assessment and Priority Response Matrix . This manual provides a visual assessment guide with examples of the range of distress / risk score conditions for the assets covered by the Road Management Plan. This pictorial guideline will assist road inspectors to achieve a consistent assessment of the Minimum Service Level targets contained in the Road Management Plan.
