    Foreword

    The Ministry of Agriculture and Forests (MoAF) is once again pleased to publish the

    Bhutan RNR Stascs (BRS) 2012, its 3rdedion. It is a comprehensive and systemac

    compendium of basic stascal informaon of the Renewable Natural Resources (RNR)

    sector.

    This BRS is expected to serve as the major source of informaon for planners, policy

    makers, researchers and academicians. The compilaon is based on informaon gathered

    through periodic stascal censuses and surveys, as well as from the administrave data

    maintained by various departments and agencies within the ministry of agriculture and

    forests (MoAF).

    I am very pleased to note that every eort has been made to ensure the basic quality

    and reliability of stascs contained in this publicaon. Data validaon, compilaonand updang protocols have been strictly observed with all the data sources and RNR

    Stascal Steering Group (RNR-SSC). Brief notes on the coverage and data sources,

    wherever possible, have been provided for the benet of the users.

    This publicaon is yet another eort by the RNR Stascal Coordinaon Secon (RNR-

    SCS) of the Policy and Planning Division (PPD) MoAF in its connuous and concerted

    commitment to intensifying disseminaon of reliable informaon to wider audiences.

    This iniave is also to strengthen the implementaon of the policy of One Gateway

    for RNR stascs disseminaon, which is one of the crical components of the RNR

    Stascal Framework.

    The MoAF would like to congratulate and extend its appreciaon to the PPD and all

    departments / agencies including dzongkhag RNR sectors, for successfully bringing

    out this publicaon. The contribuons and hard works of RNR-SSC members and all

    individuals in the informaon management secons of departments and agencies are

    much appreciated.

    1.1: Regional Classicaon and Administrave Units

    For the purpose of facilitang allocaon of resources and developmental acvies, the

    Renewable Natural Resources (RNR) sector also known as Ministry of Agriculture and

    Forests (MoAF) has adopted four regional classicaons as East Central (4 dzongkhags),

    Eastern (6 dzongkhags), West Central (5 dzongkhags) and Western (5 dzongkhags). The

    Constuencies and Chiwogs have been derived from an ocial circular of the Elecon

    Commission of Bhutan in 2011. See Table 1.

    1.2: Five-Year Plans Budgetary Outlay

    The rst ve-year plan (1962-1967) was started in 1962 with a total budgetary outlay of

    just one-hundred and seven million ngultrum for the country. The RNR sector, in those

    mes known as the Ministry of Development, received seven millions (6.5%) of the total

    outlay. As the country progressed, the budgetary provision for developmental works

    also increased from one plan to another and so with the RNR sector. Today, for the 10th

    Plan (2008-2013) the amount of budget allocaons both at the country and the sector

    levels have increased as indicated in Table 2.

    There has always been some amount of unspent budget for over the past scal years

    (2008/2009 to 2011/2012) of the plan ranging from 17% to 33% from. The unspent

    budget as of December 2012 for 2012/2013 scal year is 62%. See Figure 1.

    1.3: RNR Gross Domesc Products (GDP)

    The GDP of RNR Sector has been increasing year aer year in the absolute term while its

    contribuon to naonal GDP is seeing a declining trend. This is mainly because the other

    sectors such as hydropower, community and social services and construcon sectors inparcular have been equally booming with their economic development. Nevertheless,

    the RNR sector sll stands the second largest contributor to naonal GDP. See Figure 2,

    Table 4 and 5.

    2.1: RNR Stascal Framework 2012 in brief

    The release of the RNR

    Stascal Framework

    2012 (RSF) has signicantly

    inuenced in the

    improvement of validity

    and comprehensiveness

    of this publicaon. The

    RSF has provided venues

    for beer planning anddesigning of RNR stascal

    acvies, systemazing

    the ow of data from eld

    to departments and to the

    RNR stascal coordinaon

    secon where all dada are

    compiled and published

    as annual Bhutan RNR

    Stascs. The graphicalpresentaon on the right is

    the organizaonal structure

    of how the stascal data

    are transmied between

    departmental informaon secons and RNR stascal coordinaon secon.

    The RSF has resulted in instung the RNR Stascal Steering Commiee (RNR-SSC)

    represented by all departments and agencies within RNR sector. This commiee meets

    to review or consult on any acvies having relevance to RNR stascal issues as and

    when required. The role of the RNR-SSC is also to strengthen eciency of the RSF to

    sustain producon and use of RNR stascs in formulang realisc development plans

    and polices.

    The members of the RNR-SSC constute heads of the informaon management secons

    (IMS) of the respecve sub-sectors, viz. Department of Agriculture (DoA), Department

    of Livestock (DoL), Department of Forests and Park Services (DoFPS), Council for

    Bhutan RNR Research of Bhutan (CoRRB), Department of Agricultural Markeng and

    Cooperaves (DAMC), Bhutan Food and Agricultural Regulatory Authority (BAFRA),

    Informaon and Communicaon Services (ICS) and Naonal Bio-diversity Center (NBC).

    The tasks of overall coordinaon and secretarial jobs to the RNR-SSC have been entrusted

    to the RNR Stascal Coordinaon Secon (RNR-SCS) of the Policy and Planning Division

    (PPD), Ministry of Agriculture and Forests (MoAF). The RNR-SSC is chaired by one of the

    directors of the sub-sectors on rotaonal basis.

    So far the commiee has met 4 mes since it incepon in April 2012. The rst three

    meengs were mainly focused on review and making amendment in the RSF while the

    last (the fourth) meeng was held to discuss and nalize the Bhutan RNR Stascs

    2012.

    3.1: Human Resource Prole

    Human resource development is crucial part and must be placed at the center of

    concerns for development processes. The ability of a sector to pursue sustainable

    development is determined by the capacity of its workforce. To achieve success, further

    inputs are required for eecve, ecient, accessible, viable and high-quality services.

    Adequate and ecient human resources are required across dierent occupaons and

    geographical regions. Table 18 shows the trends of sta strength of the RNR Sector and

    its share to total civil servants in the country over the last 9 years (2003-2011).

    4.1: Land Cover

    The release of land cover mapping report (LCMP, 2010) by Department of Agriculture

    (DoA) has bridged the knowledge gaps on the countrys land cover, parcularly the forest

    cover as 72.5% and agricultural area as 7.8% According to the LCMP, the forest cover

    appeared to be at 80.9% with 70.5% percent under tree cover and culvated agricultural

    area at 2.93 (Table 16).

    The descripon of land cover classes is provided in Annexure I.

    The LCMP (2010) assessment shows signicant dierences in land cover from the LUPP

    (1995). In parcular, the total forest cover has increased from 64.36% (based on 40077

    km2) to 70.46% (based on 38394 km2) with actual area increase of 1265.9 km2. The

    actual culvated agricultural land on the other hand has dropped from 7.85% (based

    on 40077 km2) to 2.93% (based on 38394 km2) with actual area decrease of 2020 km2.

    According to the LCMP report the dierences could bepartly due to over-classicaon

    of culvated agricultural land during LUPP-1995 and fallowing of Tseriland during LCMP

    of culvated agricultural land during LUPP-1995 and fallowing of Tseri land during LCMP

    The recent internaonal boundary demarcaon has also caused some dierences in

    the relave land cover composion, largely due to the loss of high-altude area in the

    northern part of the country. However, part of the dierences between the LUPP (1995)and LCMP (2010) land cover assessments according to the report, are mainly aributed

    to improvements in the assessment methodology.

    CHAPTER 5

    5.1: Agriculture

    The goal of the RNR sector has been to increase self-suciency in food commodies

    through domesc producon. One of the objecves of the RNR sectors 10thPlan (2008

    to 2013) was to help reduce poverty from 23% to 15 % of the populaon by the end

    of the plan. Agriculture crops producon has an important role to play in meeng this

    objecve since more than 90% of the populaon under poverty lives in the rural areas.

    To arrive at 65% self-suciency in rice has also been one of the targets set by the RNR

    sector for the 10thPlan.

    The food-grains self-suciency rate (SSR) for 2011 was recorded at 51% for paddy (rice)

    and 64% for total cereals. The projected gure for 2012 shows the SSR of 53% and 69%with increase of 2% and 5% for paddy and total cereals respecvely over 2011.

    Paddy and maize are prominent cereal crops while important cash crops include

    potatoes, vegetables, oranges, and apples. The agriculture subsector has been pung

    lots of eorts and resources to increase producvity of these crops by introducon

    of good agronomic pracces and high yielding crop variees along with development

    of necessary infrastructures such as farm roads, irrigaon channel and post harvest

    facilies among others.

    5.1.1: Trends in producon of major cereal crops

    The paddy producvity has been increasing, though at low velocity over the years. In

    2011, the naonal paddy yield stood at 1,312 kilos per acre, an increase of 21% over

    2005 with annual average increase rate of 3%. The paddy producvity projecon for

    the 2012 stands at 1,376 kilograms per acre, which is an increase of 5% over 2011. See

    Figure 9.

    Some of the challenges confronng the RNR sector in meeng the food demand of the

    country are associated with relavely small land holdings, low yields of crops, crops

    damages by wildlife, outbreaks of pests and diseases, uncertain climac condions and

    shortage of farm labour among others.

    5.2: Livestock

    Livestock husbandry is one of the central components of agricultural farming and thus

    of the economy for subsistence farmers in the rural areas of the country. The various

    types of livestock accomplish a diversity of funcons, ranging from a source of food,

    ferlizers, source of raw materials for clothes to being a labor force on the farms and

    transportaon. Livestock rearing is oen the only economic mainstay for the highlanders,while for many; livestock is one of the few means of asset creaon and escaping the

    poverty trap. Therefore, livestock must be an integral part of nearly all rural poverty

    reducon strategies.

    The aspiraons of the RNR sector and livestock sub-sector in parcular are to create

    enabling environment for farmers and entrepreneurs to invest in livestock acvies

    for increasing livestock producon which is the core income generang component

    in the subsector. The acvies being undertaken towards meeng these aspiraons

    are capacity enhancement of rural communies, organizaon of farmers groups and

    5.3: Forestry

    Forests provide vital source of livelihood for many dierent human selements as well

    as for governments and provide habitats to diverse animal and plant species. They

    oer watershed protecon and provide mber and non-mber products for house

    construcon, food and medicines; and various recreaonal opons. They prevent soil

    erosion, help in maintaining the water cycle, and check global warming by absorbing

    carbon. Forests bear such ecological funcons as regulaon of climate and water turn

    over in nature. Bhutans largest economy is hydropower generated from rivers and

    streams which are subject to dry up if the forests degrade.

    Because of all the above reasons and also of many other possible adverse aects of

    environmental degradaon on human health and economy, the royal government has

    commied and reected in the Constuon of Bhutan to maintain at least 60% of the

    countrys area under forests cover for all mes to come despites ever increasing demand

    for mber and other natural resources for infrastructural development and livelihoods.

    5.3.3: Forest Management Units

    With rapid improvement in socio-economic condion of the country, demand for rural

    and commercial mber is escalang. In order to meet the demand without compromising

    the health of the forest, the forest management units (FMUs) have been instuted in

    which all forest areas idened for harvesng are recorded to determine growing stock,

    assess demand, stock availability and need for ecological protecon. At the present,

    there are 20 Forest Management Units (FMU) out of which 17 are operaonal. Each

    FMU is operated within the limits of Annual Allowable Cut (AAC) without weakening the
