MISSION

The Assistance to Nationals Section of the Philippine Embassy in Riyadh shall be the arm of the

Philippine Government in the protection of the welfare and promotion of the interests of Filipino

nationals in Riyadh, the Central Region and Eastern Region of the Kingdom of Saudi Arabia.

VISION

All Filipinos in Riyadh, Central Region and Eastern Region shall have their welfare protected

and interests promoted through a dedicated team of case officers serving round-the-clock

discharging their duties with utmost professionalism, integrity, competence and honesty.

Assistance Programs

1. Legal-consular advice and assistance

The Assistance to Nationals Section extends legal-consular advice and assistance to clients who wish to consult about

issues and concerns they encounter while living and working in the Kingdom. ANS case officers provide legal-consular

advice requested and extend assistance if necessary.

All cases outside the competence of ANS are referred to concerned offices of the Embassy.

The service is extended free of charge.

2. Jail visitation

The Assistance to Nationals Section extends legal-consular advice and assistance to Filipinos who are detained on

charges of violating local laws. The consular visits are conducted monthly by ANS case officers for major jail facilities in

the Kingdom.

Consular visits to detained Filipinos in police stations throughout Riyadh may be conducted upon approval of

concerned police authorities.

ANS case officers provide legal-consular advice and status updates on the respective cases of those detained and

extend assistance in making representations with concerned Saudi authorities.

3. Consular representation

The Assistance to Nationals Section extends consular representation during court proceedings or police investigations

involving Filipino nationals. The service includes legal-consular advice and interpretation and translation assistance.

The service is extended free of charge.

4. Quick Response Services

The Assistance to Nationals Section, in collaboration with the Philippine Overseas Labor Office in Riyadh (POLO-

Riyadh), extends quick response services through the Quick Response Team (QRT). The QRT responds to calls from

clients requiring urgent consular representation with concerned Saudi authorities including police arrests,

maltreatment and physical abuse complaints, and urgent medical attention for distressed Filipinos in Riyadh.

The services are extended in accordance with applicable rules and regulations of concerned Saudi authorities.

Assistance Program

Consular Outreach Services (Embassy on Wheels)

The Consular Section of the Philippine Embassy in Riyadh conducts consular outreach services (referred to as Embassy on

Wheels or EOW) to serve Filipino nationals who are based outside of Riyadh.

The EOW consular outreach services are conducted once a year in the areas of Sakaka, Ha’il, Buraidah in KSA and in Sana’a,

Yemen. In the Eastern Region, it is conducted twice every other month.

VISION

The Philippine Overseas Labor Office will provide timely and efficient services to overseas Filipino

workers and employers hiring Filipinos for contractual work in Riyadh, Kingdom of Saudi Arabia.

EMPLOYMENT PROMOTION

Document Verification

An important service provided by the Philippine Overseas Labor Office(POLO) is the verification of employment documents

submitted by prospective Saudi employers hiring Filipino workers. Under guidelines of the Philippine Overseas Employment

Administration (POEA), employment-related documents have to be verified by the Labor Attaché or his duly authorized

representative before the same documents are submitted to POEA for registration/processing.

The verification of documents is required to ensure that Filipino workers are covered with work contracts that comply with

terms and standards of the POEA. For this purpose, the processing of documents of employers with complaints filed by

workers is suspended until the complaints are resolved.

WORKERS PROTECTION

Mediation/Conciliation

POLO-OWWA Riyadh provides mediation/conciliation services in settling the problems of workers with employers amicably.

This is done before the complaint is filed with the Saudi Labor Office. This initial step consists of (a) counseling the worker on

options available to him/her, (b) calling the employer to discuss the worker’s complaint, (c) writing the employer to respond

to the worker’s complaint and (d) when needed, visiting the employer to discuss the worker’s complaint and to find a solution

that is acceptable to both the parties.

In the case of HSWs who are not covered by the Saudi Labor Law, their complaints are filed with the Office of the Governor for

appropriate action.

Shelter Provision

The POLO manages the daily operation of the Filipino Workers’ Resource Center (FWRC) under the supervision of the Chief of

Mission. The POLO adheres to admission policies to regulate the admission and stay of runaway HSWs at the shelter.

Admission policies

The shelter admits female Household Service Workers (HSWs) who appear in person at the Philippine Embassy/POLO-

OWWA within a reasonable period of time after they run away from their employers.

Upon admission, the HSW is oriented on BK House Rules and is informed of amicable settlement and repatriation

procedures through the services of the Philippine Embassy/POLO-OWWA and the Saudi Social Welfare Administration

(SSWA).

The shelter does not admit HSWs who have long stayed with other employers or with fellow Filipinos after running

away from their sponsors (irregular workers), but shall help them get endorsed to SSWA for clearance and exit visa

procedures.

In specific cases, irregular workers may be admitted with the written endorsement of the Embassy. Such cases include

trafficked victims.

Those admitted are not allowed to work for other employers.

Those who were previously admitted but subsequently ran away from the shelter are not re-admitted.

Under normal circumstances, it is the joint responsibility of the employer, the Philippine recruitment agency and the Saudi

manpower agency (if there is any) to repatriate the OFW pursuant to provisions of Republic Act No. 8042, as amended by

Republic Act 10022. In case the employer and/or the agency is unable to repatriate the worker, the Philippine government

through the OWWA--in case of regular/documented worker--or the Department of Foreign Affairs (DFA)--in case of

irregular/undocumented worker--shall repatriate the distressed worker upon request of POLO or the Philippine Embassy.

The POLO does not maintain a stand-by fund for the repatriation of workers. Prior approval by either OWWA or DFA is

required for this purpose on a case-to-case basis.

Migrant Filipinos and other overseas Filipino nationals who are in crisis situation and in need of special protection (such as but

not limited to victims of trafficking, deportees, and repatriates who were abused and exploited) are encouraged to seek

assistance in the Philippine Embassies in their countries of destination.

In response to the rising incidence of distressed Overseas Filipino Workers abroad, the Department of Social Welfare and

Development has institutionalized a system of providing social welfare services to Filipinos abroad to promote their best

interest and general welfare pursuant to Republic Act 8042 or the "Migrant Workers and Overseas Filipinos Act of 1995" and

the mandate of the Department to protect disadvantaged individuals and groups.

In coordination with the Department of Foreign Affairs and pursuant to E.O. 287, "Directing the Deployment/Posting of Social

Welfare Attaches in Selected Diplomatic Posts" for the protection of Overseas Filipino Workers (OFWs) and their families,

which was signed on February 24, 2004. The deployment of social workers abroad hopes to achieve the following objectives:

General:

Institutionalize a system of providing social welfare services to Filipinos in a foreign country to promote their best interest and

general welfare pursuant to RA 8042 and the mandate of the DSWD to provide protection to vulnerable and disadvantaged

individuals and groups.

Specific:

1. Implement comprehensive and appropriate social welfare services to overseas Filipinos and their families.

homesickness and other related problems. Intensive therapeutic counseling to victims of abuse/ maltreatment,

particularly of women and children, shall likewise be provided, as necessary and in coordination with specialists.

b. Critical Incident Stress Debriefing - is the conduct of individual or group sessions to those who have experienced

traumatic events to relieve their stress.

c. Assistance to Individuals in Crisis Situation - is the provision of limited financial and material assistance to meet a crisis

situation.

d. Referral - refers to facilitating access to services of other concerned GOs and NGOs to meet the needs of OFWs, either

in the host country or in the Philippines.

e. Repatriation Assistance - refers to assistance provided to OFWs or other Filipino nationals to facilitate their safe return

to the Philippines.

- Go to the Pag-IBIG Service Desk at the Philippine Embassy or POLO Riyadh, KSA

- Remit/pay savings/loan payment
