    How do youth end fair on a

    positive note? They have a hoe-down! With the help of a DFM(Drug Free Montcalm) grant, 4-H youth will be able to end theirtime at Fair in a constructiveway. Fair is a time where a yearsworth of planning and work arenally showcased. It is a time ofso many emotions: excitement,anxiety while getting judged andwaiting for results, sometimesdisappointment and sometimesjubilation. It is reuniting withold friends and meeting newones. Living on these emotionalroller coasters for a week can be

    tough on kids.

    So, as Fair wraps up andeveryone is getting ready to goback and resume their normallives, one last night is dedicatedto giving the youth just a littlebit of fun and an upbeat way torelieve some of those emotions.They have a dance and pizzaparty. Members of the Green-ville Outlaws 4-H club wrote fora youth grant from Drug FreeMontcalm to support this activ-ity. It will allow youth to havea fun way to come down offthe rush of Fair, and reinforcepositive choices.

    Greenville Outlaws 4-H Club

    is spearheading this dance andpizza party. It is open to all threehundred-plus 4-H youth mem-bers. Said Sandy Spittka of theGreenville Outlaws 4-H group,This $500 grant allows us tohelp youth have one more nightof safe fun, and it shows youththat they can have fun withoutdrugs, alcohol or tobacco. Theyare getting one more construc-tive choice in entertainment!Plus, youth will be handlingmost of the work of this event,from decorating and promotionto set up and tear down.

    Drug Free Montcalm Grants4-H fair a great hoedown

    The Montcalm County Pan-handle Area Chamber is seek-ing award nominations forindividuals who have made a dif-ference within the community.The Chamber has established anannual award honoring it rstrecipient Dorothy A. Ravell. TheDorothy Ravell Making a Differ-ence Award is presented at thePanhandle Chambers AnnualMeeting in October.

    In addition to the nomineesroutine duties and responsibili-ties, as a member of the com-munity, some individuals go theextra mile to get involved in pro-grams and activities that benet

    the community. These individu-als display leadership, initia-tive, creativity, and dedication.Through his or her involvement,he or she inspires others to getinvolved and make a difference inthe lives of others.

    The Dorothy A Ravell Makinga Difference Award is an awarddesigned to honor an individual,living or deceased, who has madea signicant impact upon the

    community. (This individual doesnot need to be a current, or past,member of the chamber.)

    Chapter 188 honored four ofMichigans sons and their par-ents at a Blue to Gold Ceremo-ny. The young men we honored were Joseph Prentler, DavidHuhn, Jacob Crebessa and Jer-emiah Crebessa.

    Our rural community cametogether to honor and remem-ber these young men for a shorttime at our county fair on theafternoon of July 9. There werefriends and family, Fair Boardmembers, Vietnam Vets, cur-rently serving young men inuniform, Blue Star Mothers andsome of the young men from Jo-sephs unit that came in from allover the country just to be therewith his Mom because he cant be any longer. The ceremony was short but full of meaningfor all of us as we sat with these

    Mothers and Fathers to honor

    their sons service. The serviceto our country that was paidwith the ultimate sacrice. TheGold Star Banner had a GoldStar covering a Blue Star, likeat one time our Countrys Flagcovered their caskets, and nowthe memories are all that is leftthat cover the life that is no lon-ger with us.

    As we read their names maywe stop a moment and remem- ber what they meant to theirMothers and Fathers, they weretheir hearts. As I write this, it isJuly 20 th and today the agsare again ying at half-mast inour state, in honor of anotherone of Michigans fallen. Maywe never forget what each namerepresents as each Gold Starbanner is presented, a Mothersand/or a Fathers heart that is

    gone.

    In 2009 we purchased theproperty in Reynolds Townshipat 23156 W. Almy Rd., HowardCity, and we began building ourretirement home. We paid our$450 to the Board of Review re-questing permission to occupythe walk-out basement whilewe were building, only thebasement was done but not themain oor so the request wasdenied. We were told we couldlive there it was with in theordinance. The township tookus to Court and we lost, we didnot meet all the codes. We paidthe nes in 2010 we received atemporary camping permit tolive on the property while wewere building and added theupstairs on. Then we past allcodes and received a temporaryoccupancy permit for the walk-out lower level so we moved in.This was still not good enoughso the Township took us backto Court and we lost once againbecause all the codes for theupstairs was not completed andwe paid the nes. During theCourt process we completed allinspections for the completehome and received a temporaryoccupancy permit for the entiredwelling but this is still notgood enough for the Township.

    So the Township insisted thatwe can not live in our home

    until we receive a permanentoccupancy permit.

    I dont understand themind set of the Supervisor orthe Board. I am at a total lossof what the board expects andwhy they would want to inicthardships on their constituen-cies. Is this a dictatorship ornot you decide feel free to comesee for your self and make your

    I used to be a proud citizenof Howard City, but not somuch anymore. Talking to mywife after work and nding outthat children are not allowed toplay in sprinklers or use waterto cool off on hot days because

    their water bill is too highis just awful. As a citizen ofHoward City I think somethingshould be done about the risingcosts of water in the Village. Iknow that my water bill for lastmonth was almost $90 for twopeople. That is higher then mygas bill. Maybe it is time fora change in the Village sinceevery time you ask a questionyou get a run around.

    I for one would much rathersee lower water bills and taxesthen brick work uptown butthen, I dont think we wereever asked. Besides how canthey lower water bills and taxeswhen there are so many housessitting empty because people

    could no long afford to livehere.

    Whatever happened to ourpeaceful little village wherechildren could play in the waterwithout taking out a secondmortgage on your house. Whathappened to not being afraid toput things in the yard withoutgetting them stolen? Whathappened to caring about the

    Answeringconcerns overzoning issuesLetter to the editor:

    This letter is in response toprevious letters to the editorand many citizens questionsconcerning Mr. Powells zon-ing issues. Given the amountof misinformation circulating

    in the community regardingthe Powell zoning matters,we believe it was necessary torespond.

    First, Reynolds Townshipofcials have attempted towork with Mr. Powell for wellover a year to bring both of hisproperties (his property on thenorth side of M-82 involvingexcavating, septic, landscap-ing and other businesses, aswell as the property immedi-ately across the street to thesouth) into compliance withthe Reynolds Township ZoningOrdinance. Over the last 20

    years, Mr. Powell has expandedhis business and uses on hisproperty on the north side of

    M-82, generally without anyzoning approvals. The Town-ship approval from the early1990s was simply for a septictank business. The ZoningOrdinance has not allowed thegeneral excavating business,landscaping, outdoor materialsstorage or similar business onthe property for well over 20years. As for the heavy equip-

    ment storage, stock piling ofmaterials and similar matterswhich are occurring on Mr.Powells parcel on the southside of M-82, none of thoseuses have been lawful in a resi-dentially zoned area under theZoning Ordinance.

    Since last Fall, Mr. Powellhas received numerous lettersfrom the Township regardingthe zoning violations on his twoproperties, as well as Town-ship suggestions about how toremedy those violations. TheTownship pointed out that Mr.Powell could either apply for aC-2 rezoning or apply for a use variance. However, the Town-ship also noted that under bothMichigan statute and the Zon-ing Ordinance, use variancesare very difcult to obtain.One of the standards that theapplicant must prove for a usevariance is that the property isalmost worthless as currentlyzoned and that the immediatehardship causing the need forthe variance request was notcreated by any action of theapplicant. Of course, for theparcel to the north, there aremany uses which could oc-cur (and are occurring) on theproperty.

    The denial of the use vari-

    ance is not necessarily the endof this matter. Mr. Powellcould apply for a rezoning tothe C-2 zoning designation. Oralternately, he, or any memberof the community, could re-quest an amendment to the textof the C-1 zoning regulationsin the Zoning Ordinance to al-low landscaping and a nurserybusiness within that zone as a

    matter of right. Given the waybusinesses have changed andevolved over the years, such anamendment might be appropri-ate. Mr. Powell, Willett Smith,and Louise Culver have metwith Township ofcials thisweek to again outline the op-tions Mr. Powell has to resolvethese issues. It is our opinionthis was an encouraging meet-ing with positive steps to bringMr. Powells property intocompliance.

    Given the rhetoric of Mr.Powell and some of his sup-porters, one would think thatthe Township is attempting toput him out of business. Noth-ing could be further from thetruth. The Township wishesto see Mr. Powells businessthrive, as we do all businessesin the community.

    It is important to keep inmind that these zoning issuesare not a matter of liking ordisliking a particular busi-ness or its owner. Rather, theissue is compliance with thelaw and whether everyone willhave to comply with the ZoningOrdinance in a fair and uniformmanner.

    Official certification has been received from the Michigan Secretary of State

    that the Township of Winfield has a population of 2000 or more accord-

    ing to the most recent United States Census and is therefore eligible to be

    incorporated as a charter township under the provisions of Section 3a of

    the Charter Township Act, 1947 PA 359 (MCL 42.3a). The township board
