1 Introduction

BHP Billiton Canada Inc. (BHP) is currently permitting a proposed bulk potash export facility (the Project)

under the Vancouver Fraser Port Authority’s Project and Environmental Review (PER) process. A Traffic

Impact Assessment (387244-MMD-00-P0-RP-TE-0001) has been previouisly submitted in support of this

application.

The original Traffic Impact Assessment examined the following key intersections:

● Highway 17 NB Ramp and Tannery Rd;

● Highway 17 SB Ramp and Tannery Rd;

● Timberland Rd and Tannery Rd;

● Plywood Rd and Robson Rd; and

● Elevator Rd and Robson Rd.

Timberland Rd is one of the main access roads into Fraser Surrey Docks and is a key trucking route. The

intersection is a four-way stop intersection without any signalling implemented. Access to the Westran

Intermodal and TMS Ltd is provided by the intersection. A north-south running railway line, owned and

operated by the Southern Railway of British Columbia (SRY) runs adjacent to Timberland Rd; the

intersection also serves as an at-grade crossing, protected only by road signage.

The turning movement lanes described in the following sections are illustrated below in Figure 2 for better

clarity.

2 Existing Conditions

From the original study, the peak hours at the site were observed to be from 6:30AM to 7:30AM and

3:00PM to 4:00PM. An additional traffic count was completed at the Timberland Rd and Westran Access

intersection on Tuesday, June 26, 2018 during these two peak hours. The counts are summarized in Table

1 below, while the Turning Movements Counts Sheets are included in Appendix A.

A key observation was noted by the traffic surveyor. Traffic users tended to not obey the road markings; in

particular, those engaging in the SBR movement were seen to proceed without decreasing in speed, let

alone slowing to a full stop.

The original traffic counts used to build the Synchro models were undertaken in August 2017 (14th to 20th).

In order to account for seasonal differences and yearly growth, the observed numbers were multiplied by a

factor to balance with the pre-existing Synchro model volumes. The balanced values entered into the model

along with the applied factor value are presented in Table 2. The Synchro layout for this scenario as well as

the future cases are included in Appendix B, and supersede the previous Synchro plots.

With these inputs added into the Synchro model, the intersection conditions for the key and study

intersections are presented in Table 3 below. Similar to the original analysis, the intersection traffic

operations were summarized based on:

● Level of Service (LOS) values ranging from LOS A (no delays) to LOS F (fully saturated); and

● Average delays per movement.

The Synchro software program (Version 10.1) was utilised to calculate the LOS values and average delays.

3 Opening Day Conditions (2023)

The opening day scenario includes the new Fraser Grain Terminals (FGT) facility and the expansion within

FSD for the new Coal Export Facility. Changes assumed for the traffic in the original analysis are carried

through the network and incorporated into the turning movements of the study intersection (Table 4).

7 Conclusion

As concluded from the previous report, the Project generates minimal amount of additional traffic flowing

into the road network. As illustrated by the result tables for each scenario in this technical note:

● All intersections operate at adequate levels (LOS A or B) during both the AM and PM peak periods;

● No movements have been highlighted as a critical movement (LOS D or higher or a v/c ratio over 0.75);

and

● No changes to the LOS grades of any of the intersections.

As the expected conditions for the five previously studied intersections have had minimal or no change, the

recommendations provided at the end of the previously submitted report are retained.
