Presidents’ Column

For this column I am going to get up on my soap box for a minute. It seems like every few years someone or some group gets a burr under their saddle about something going on at the range. It usually starts with some low level grumbling about a particular situation or incident. Pretty soon more people start piling on with their favorite gripe of the moment and the rumors start flying about all kinds of things. Most of these rumors end up being patently false or are highly exaggerated. Some of my pet peeve complaints are: (1) The Board is hiding something from the members. (2) The Board never helps my Division (3) We didn’t know the club was doing __________. (4) I didn’t know that was a rule.

Let me point out a few things. When I first took office as president 10 years ago we had about 1500 members and as an organization we were still what I would refer to as a good old boy club. Range time was easy to get and a lot of the club rules and business were handled pretty informally. If we wanted to make range improvement’s we just did it. Our finances were borderline in the red. A LOT of things have changed! We now have almost 6000 members. The Board has worked hard to bring every aspect of club business up to a more professional level. Meetings are better organized and documented. We have a paid financial manager and monthly independent audit of the club finances. Our financial situation is light years ahead of what we had 10 years ago. Thanks to good planning and good business decisions we have made hundreds of thousands of dollars in improvements to the range and yet we still have a very healthy bank account. Part of this is also due to the Boards efforts to get grants to help pay for improvements. Those efforts have yielded over $300,000 in grant money. The club carries no debt whatsoever. We have raised the pay of our employees to equal other businesses of our size and we have given them good training. This has allowed us to keep good people working for us. The club has made every effort to keep members informed on all aspects of range activity, thru weekly emails, articles in the Ricochet and notices posted around the range. None of these changes have happened overnight and some of them have taken a lot of time and effort by your all VOLUNTEER Board of Directors. RSSC offers an unequaled variety of shooting opportunities for the astoundingly low price mem-bership price of $100 per year.

Members of the Board and Division Directors take on a lot of responsibility and they glad-ly do it. Please remember that you, as a club member, have responsibilities to. Read the range rules. If you have a question about the rules. ASK a range official! Be safe! Stay informed! Not through rumor, but by asking questions of your Division Director or Board members. Read the Ricochet articles or call the office. I know it’s human nature to gripe once in a while, but if you have a real concern, come to a Board meeting or at least email a Board member. I always answer my emails promptly. Board business is NOT a secret. If you want to see how your club runs. COME TO A MEETING! We always welcome member input. If you see a problem. Offer solu-tions! Step up and help your Division improve, but do so with a POSITIVE attitude and keep the negative criticism to a minimum. Remember, if you’re going to come down on a volunteer with a lot of aggressive griping you had better be prepared to step up when they quit. The Board has never failed to help with reasonable improvements when asked. Due to the current process we are forced to follow by the Game and Fish Department some improvements will take time. We often have to have their approval, which sometimes takes months. That’s just the world we live in today and they are our landlord. Also remember that every range is used by multiple Divisions and we all have to work together and share the limited facilities we have. In many ways we are a victim of our own success. How about we all try harder to make a positive impact on our club.

Shotgun Notes

Greetings from the RSSC shotgun range.

Fall is in the air. Days are shorter, temps are more pleasant, visitors are returning, we are getting busier on the shotgun range. In 2010, RSSC was inducted into the Wildlife for Tomorrow hall of fame because of our commitment to conservation and strong support of the Hunter education Pro-gram. Rio has always given strong support to youth programs, firearms safety, and to the perpetuation of proper outdoor ethics. This year, Terry and Marge Abbott were also in-ducted into the WFT Hall of Fame in recognition of their involvement in hunter education, 4-H shooting programs, the Scholastic Clay Target program, and in leadership roles at RSSC. Countless hours over many years have been given to all of these entities. They never did any of this thinking that they might someday receive some award or recognition, they did it simply because that is who they are and it was just the natural thing to do. Their work is not done and they will likely continue to volunteer until the end of time. They share their wealth of knowledge and experience and can always be counted on. I sure am glad they are who and what they are. No one was happier than I that they received this prestigious award. They are among those that make Rio and Arizona a better place. CONGRATULATIONS!!! Our lead recovery is finished. The Lead Guys did a great job of recovering the lead from the sporting clays range and returning it to it's natural state. Rio's share of the sale of the lead will be put to good use for all to benefit. On a sad note, our friend and co-worker Barry Jacobs passed September 8. Barry was hired in 2010 and worked tirelessly for the shotgun range in addition to volunteering at major matches. He was a good friend and worked as if Rio was "his range", always helpful and concerned with the well being of the shooters, the environment, and all the critters that call this place home. May he rest in peace. He will be missed. Once again, thanks to all our patrons, members, guests, and employees that make Rio my favorite place to be. JOHN MARTIN

By Barrett Tillman The shooting community lost a devoted friend and longtime mentor when John Martin died in Mesa on July 23, age 88. John Joseph Martin was born in Flushing, New York, on September 17, 1927. His father was of Irish-German ancestry and his mother an Irish immigrant. The family lived in the greater NYC area and on Long Island. John grew up enamored of machinery, especially locomotives and aircraft, and lat-er restored vintage cars. I don’t know if his favorite movie was Planes, Trains, and Auto-mobiles, but should have asked him. Age 14 at the time of Pearl Harbor, John anticipated a role for himself in WW II. As a high school student he was drawn to the Army Specialized Training Program, leading to college enrollment without pay. He attended Rutgers University in New Jersey for a year and a half with accelerated technical training for ASTP cadets. But the project was canceled in early 1945 and John fetched up in Biloxi, Mississippi where he was released from active duty as a private. Subsequently John attended Rensselaer Polytechnic Institute in Troy, New York, receiving an army air corps ROTC commission. As a second lieutenant he went to Korea with a railroad unit from Pennsylvania, operating steam locomotives. John the steam fiend was delighted. As an officer in the army transportation corps, John attended MIT and graduated with a degree in mechanical engineering. Remaining active in the Reserves, he retired as a lieutenant colonel in 1978. Meanwhile, military life was good. John married another service member, Airman 2nd Class Beth Nestler, on December 31, 1952, and they had a son and daughter. You all know about Derrick but we should note that Lisa has her own military pedigree, and her husband was an Air Force pilot. John’s long and varied engineering career revolved around trains and airplanes. He worked at Texaco, EMD (General Motors’ locomotive division), the Denver and Rio Grande Railroad, White Motor Corporation, General Electric’s loco division, International Harvester, Fairbanks-Morse, Amtrack, and Garrett Air Research, retiring in 1992. One of John’s salient traits was a photographic memory. If he read something that interested him, he retained it approximately forever. Twice that I know of, he saw a “new” engine concept and immediately recognized it as pre-existing. The best example was at Garrett where a V-12 engine for drones was being touted. John said, “Oh, that’s like the Junkers Jumo 213 with annular radiators in the Focke-Wulf 190D.” The Martins moved to Mesa in 1978, when Derrick was studying gunsmithing in Colorado. With a longtime interest in firearms, John jumped into the Rio Salado pool with both feet. At that time the highpower range was limited to 300 yards, and John took it up-on himself to expand the facility—a project that blossomed in the early 80s. If somebody was improving the pits or building target lifters, inevitably John was there. Originally Rio Salado granted 100 life memberships as a start-up scheme, but John’s exceptional dedication and hard work brought him the last such membership, retro-actively. When the highpower range was dedicated in his name in the early 90s, he quipped that he hoped nobody would be disappointed if it wasn’t posthumous.

JOHN MARTIN

John was a tireless seeker of funds. He devoted enormous time hunting down grants from Fish and Game and other sources. He even found shooting scholarships for local students at colleges in Alaska and Tennessee. As a devoted highpower shooter, John was involved with the Civilian Marksman-ship Program for about ten years. He competed at Camp Perry five times but went far be-yond the shooting realm. He probably acquired a couple of thousand M1s for Arizona shooters via the CMP—an enormous change when previously only 160 Garands were available by lottery. In the political realm, John fought to stop the destruction of military surplus rifles, a campaign won by Alaska Senator Ted Stevens during the Clinton admin-istration. At various times John held every office of the Rio Salado Sportsman’s Club. He was also executive assistant to serving board members based on decades of knowledge and experience. Club president Terry Abbott says, “John's tireless efforts are one of the rea-sons the club has been so successful.” After “retirement” John kept active as an engineering consultant. With his droll sense of humor he enjoyed telling tales on himself. He recalled a session with a female doctor who asked him to explain the symptoms he experienced. After a lengthy descrip-tion, she interrupted him, declaring “You know, you sound just like a damned engineer!” I think John was more pleased than disappointed. As a hobby, John restored two classic cars: a 1938 LaSalle and a Cadillac Sixty Special. The Caddie was years in restoration, but John insisted that he wouldn’t sell it un-til the job was complete. When he began relying on bottled oxygen he spent more time in the garage, applying his meticulous standards to the task, regardless of his health. It was a point of pride that the job be finished to his standards rather than someone else years later. When John Martin left the range, he also left a wealth of friends and admirers far beyond the boundaries of Rio Salado.

BIOS For PRESIDENT

Terry Abbott

Greetings to members of RSSC, old and new. My name is Terry Abbott and I am once again running for the office of President. Even though I have served on the Executive Board for going on 11 years I can’t take for granted that all of the members know me. We have seen tremendous growth in the club over the last several years and we have doubled in size from around 2500 to almost 6000 members in the last 5 years. That is incredible growth by any standard. It is fantastic to see so many people using our range and getting involved in the shooting sports. That kind of growth also brings up some prob-lems. We have 15 Division Directors on the Board who repre-

sent 15 different shooting disciplines. We see ever increasing numbers of the general pub-lic using both the public rifle/pistol range and the shotgun range. Hunter safety instructors use our facility to certify hundreds of students each year. Commercial firearms instructors and several law enforcement groups utilize our ranges for training and certification. In short, RSSC is a very busy place. It is a constant challenge to maintain and continue to im-prove our facilities so that we all can enjoy our sport.

Since I was first elected President we have constructed a maintenance building, training center and the new outdoor education and air gun building. The public range has been expanded from 36 to 48 benches and a new range office was built. The shotgun range and club house were built. Every one of the competition ranges has had major improve-ments completed. All of this takes a lot of time, effort and money. I have worked with our Board of Directors team to obtain grants through Friends of NRA and the Arizona Game & Fish in excess of $300,000 to help pay for range improvements. I have worked with the Division Directors to make range improvements that make sense and are of high quality, so they will last for many years. I have worked hard to establish good relationships with FNRA, the Game and Fish Department, Tonto National Forest and other community or-ganizations so that we can help each other obtain our common goals. In spite of all the improvements we have made there is still much more to be done. I enjoy the challenge of continuing to make RSSC one of the best shooting facilities in the country. I am asking for your vote and support so that I can continue to help build a posi-tive future for RSSC. Thank you.

Jeff Kelley

My name is Jeff Kelly and I am currently the Treasur-er at Rio Salado Sportsman's Club and wish to continue sup-porting the Range by running for the office of Vice Presi-dent. I am a Arizona Native, and started shooting at Rio Sala-do in the NRA safety course as a junior. I have been a mem-ber of RSSC almost 20 years and currently am the Belt Fed Match director in the Full Auto Division. I participate in many of the shooting divisions at RSSC including 3 gun, Pistol, sporting clays, high power, 22 pistol and Full Auto. My board involvement has been assisting the new multi purpose building, and moving the

division financials to an all digital and audible accounting system. My day job has been with Honeywell Aerospace for 26 years working on Military and Commercial Propulsion systems. I would appreciate your consideration for the privilege to continue to serve RSSC Thank you.

During 2016, I have enjoyed serving as a member of the Executive Board in the position of Secretary. I have spent 40 years working in real estate accounting and finance, semi-retiring a couple of years ago. I have been a member of the club since 2009, shooting primarily in the Practacal Pistol divi-sion and have recently enjoyed beginning shooting sporting clays. My belief is that Rio Salado Sportsmans club is the best shooting facility in Arizona. We work for the members with the goal of making everyone's shooting experiences SAFE, rewarding and enjoyable. I’ve volunteered at NRA EVC events, am a member of the NRA 2nd Amendment Task Force and actively lobby for better fire-arm rights protection locally and nationally. Relationships. That is what makes us successful. As a longtime member of the shooting community, Rio Salado Sports-man’s Club, and especially as Chief Instructor for the last two years; I have gotten to know many of our instructors who use this facility. A big part of my job is to match students with the appro-priate instructor. Knowing the teaching styles of our instructors and types of classes they are best at helps me match the student to the right class. I have been shooting competitively for over 23 years and teaching for 11. I’ve learned from and taught some of my fellow Rio instructors. This past year I met with new instructors to share the safety rules we specifically need to be aware of at this range. My passion is to increase the female membership. I’m

proud to say we have increased the number of our ladies classes to help accommodate the numbers. Remember guys, if the ladies are involved, the more they will allow you to come out and play! We will continue to offer the Desert Flower Ladies Day each year. My plan for the next couple of years is to introduce a similar program for men AND women. An inexpensive introductory event to teach men and women the best and safest way to handle and shoot firearms. Our junior population is growing also! We have great junior programs with long guns. What we are weak in is pistol classes. I am continuing with the development of such classes (this has been more difficult than you would think). But, the demand is there and I am determine to get the classes perfected and offered on a regular basis. These Jr handgun classes will include parent/guardian involvement. It is important for the parents to learn alongside the child so they can help continue their education properly. Any position I hold (paid or volunteer) is important. I want to make it the best that I can. My club and fellow membership mean a great deal to me so I am dedicated to all 4 terms if you will have me. It’s not just something new to do….I want the position as Chief Instructor grow in value each year. I ask for your vote once again so I may continue to develop these relationships & classes and most importantly spread the education of firearm safety! I sincerely thank you for your consideration and support.

Matt Misino

Hello, my name is Matt Misino and I am running for RSSC Chief Instructor. I am a retired law enforcement officer with 23 years of service in AZ. Of those years, I’ve spent over 18 as a Field Training Officer, Firearms Instructor (including pistol, shotgun and patrol rifle), FATS (firearm training simu-lator) use of force instructor, along with other areas of instruc-tion. I was a patrol Sgt. for 14 years and have spent a great deal of my career teaching and mentoring. I have an extensive resume of Instructor Level classes and I thoroughly enjoy teaching.

My wife Stacy and I have been members here at Rio for several years and have been active in the Practical Pistol and TNS divisions. We enjoy the club and have made great friends here. I would like to bring regular New Gun Owner / New Shooter classes to the Rio cal-endar as well as other training in various disciplines and at all levels. I am hoping to con-tinue with my love of teaching and training by serving as the club’s Chief Instructor and I am humbly asking for your vote. Thank you.

PROCEDURES FOR JANUARY 2017

ELECTION OF CLUB OFFICERS 1. Proxies will not be used in this election. 2. Voting will be by mail, as well as ballots put in the Ballot Boxes located at the Main Range and the Activity Center. Ballots and copies of Candidate Bi-ographies may be obtained from the Main Range or Activity Center, or down-loaded from the Rio Salado Sportsman's Club website. Ballots and Candidate Biographies will be sent in the Ricochet to those who do not have E-Mail. There will be NO nominations from the floor on Election Day, January 14, 2017. Write-in candidates will be accepted on the ballots. Only ballots of members with a valid membership as of the election will be counted. 3. All members must mail their votes to the Club by January 3rd. A locked Ballot Box will be placed only at the Main Range and the Activity Center by November 1, 2016. The Range Manager will be responsible for the Ballot Boxes, but will not have a key to the locks. The Range Manager will brief the Range staff on election procedures and accepting ballots. 4. A Ballot Box will also be available at the range for members to deposit their ballots no later than 2 P.M. of Election Day. 5. Members who join or renew at the range on or before Saturday, January 14, 2017, will be given a ballot. They can complete the ballot and deposit it in the Ballot Box no later than 2:00 p.m. on Election Day. 6. The Junior Division Director will be responsible for counting the votes. The Membership Chairman will provide a list of members to the Junior Division Director to verify ballots. The Junior Division Director will announce the re-sults at the annual meeting. 7. The Range Manager will retain custody of the ballots in case of a recount. At such a time as determined by the Board of Directors the ballots may be de-stroyed.
