The Power of the CityFor Rogers, cities represent a high point ofhuman achievement. They are the engineof business and the heart of culture, theplace where people, goods and ideas cometogether. Cities encourage co-operation andthe formation of social groups, which can

achieve more than individuals on their own.Architecture plays a vital part in humanisingcities, structuring the scale of spaces andbuildings, and shaping an environment that

encourages justice, fairness and delight. This room shows a small selection of Rogers’surban projects, in Florence, where he wasborn; Paris, where he made his mark with the

Centre Pompidou; Shanghai, which expresseshis philosophy of the compact sustainablecity; and London, where he lives with hisfamily today.

The Ephebic Oath was sworn more than2,400 years ago by the young men of Athens,a world city at that time, as they wereformally inducted as citizens.

Pressure on LondonBy 2033, London will have 2,000,000 morecitizens, needing:

250,000 more school places

1,000,000 more homes

1,000,000 more jobs

50% more capacity on public transport.

London: the compact city

A vision for 2033

London’s population has grown by more thantwo million people over the past two decadesand all indications are that it will have anothertwo million by 2033.

Compact development is the only strategy forabsorbing this growth in a sustainable way.

Compact development whilst not impactingon the countryside is the only sustainable wayforward for London.

localities

London’s character comes from being an

amalgam of 600 individual localities, each withits own personality and its own potential.

This structure of localities is particularlyappropriate for compact growth. Intensifying

each locality will allow it to provide everydayneeds within easy access.

This structure also makes London unique. Thehistory and ever-changing character of its

populations allows each centre to have its ownidentity and develop its own future.

diversity of its inhabitants, and allows each tohave its own identity.

No single locality dominates and each candevelop in the most appropriate way for thepeople it serves.

Reclaim our High Streets: the nuclei forgrowth

London’s 600 miles of high streets should

provide the most important public space ineach locality – the equivalent of piazzas inItalian cities.

We need to reclaim the high streets for public

use, with new types of buildings for health, leisure and learning and new opportunities forworking and shopping.

Reinvigorated high streets will be the core of

‘polycentres’, major urban hubs which providestrategic services and opportunities as wellas being strong employment and residentialclusters.

Grow the transport network: strengthenconnectivity

Connectivity creates opportunity. It allows

the whole city, wherever they live and work.Better connectivity will rebalance Londonmore evenly.

The emphasis should be on new networksthat incorporate the under-served east intothe systems that currently focus on the Cityand the West End. Connectivity is essential to

make individual local centres the ‘polycentres’of a large city.

This map reads like a CGI scan ofLondon’s connectivity. It indicates the

effect on connectivity of planned transportimprovements, in rail, bus and undergroundnetworks.

Orange will be areas with high connectivity

(multiple bus, tube and rail connections).

Hatched orange and blue will be areas withmedium connectivity.

Dark blue will be areas with moderateconnectivity.

Light blue will be areas with poor connectivity.

White are areas of open space.

A revolution in personal mobility, includingnew forms of micro vehicle, will increaseconnectivity beyond currently plannedimprovements.

Build mixed-use developments on

buildings.

This is enough for 500,000 homes at mediumdensity.

itself – as sites are developed, more becomeavailable as industry abandons them. Many

are in the East.

We need a strategy that creates vibrantmixed communities on these sites, with highdesign standards to create new types of

homes, workplaces, civic buildings and publicspaces.

When connected to the rest of the city bynew and improved transport networks, these

localities will balance access to housing, education, work and leisure more fairlyacross the city.

A revolution in personal mobility, including

new forms of micro vehicle, will furtherincrease connectivity beyond the plannedimprovements shown in this map.

Protect the green belt

Protect the Green Belt and reinforce thenetwork of green and public spaces withinthe city.

The Green Belt is an amazing resourcefor Londoners. It must be protected fromdevelopment and access to it improved.

better public space. London’s network ofgreen and public spaces should be linked toform a ‘green grid’ across the whole city.

This ‘green grid’ will offer everyone a benchnear their front door, a tree within view, apark within a few minute walk, and access tothe cycle networks across the whole city.

The future of London

We need to adopt a 10% extra planning

in all localities.

orbital to link London’s ‘polycentres’.

London must go electric – small electric citycars, electric bikes, trikes and rickshaws.

We must plant one million more trees onLondon’s streets to link the green grid and

add to the seven million trees in GreaterLondon.

We need intelligent adaptable green buildingsthat collect solar energy.

We need a major new road tunnel linkingnorth and south London.

“Successive Presidents have realised theyhave the power to improve the quality oftheir beautiful city – Pompidou with Centre

Pompidou, Mitterrand with his Grands Projetsand Sarkozy with Grand Paris.”

On the initiative of President Nicolas Sarkozy, the French state commissioned Rogers Stirk

Harbour + Partners as one of ten architectsto recommend how greater Paris couldposition itself to become a sustainable cityinto the future.

RSHP’s proposals advocated the principlesof the compact city, with maximum use of

transport connectivity and a network of publicopen spaces. Their aim was to create a seriesof ‘polycentres’ from existing local nodes byincreasing density and the variety of activities.

This policy would help rebalance the city, expand its green spaces, reduce its carbonfootprint and improve social inclusion.

Scandicci2002–2013 (built)FlorenceRogers Stirk Harbour + Partners

Client: Commune of Scandicci

By extending a tram route in Florence toScandicci, a satellite town 10 km to the west

of the historic city and the province’s secondlargest neighbourhood, Rogers wanted totransform it from a dormitory town to asmall-scale example of his concept of a

compact city.New commercial, residential, cultural andeducational buildings around the tram stopin Scandicci bring a vibrant mix of activitiesto its central area. Daily needs can be metnearby, while wider opportunities are only ashort journey away.

The scheme has shifted the balance ofFlorence, connecting its second largestcommunity to its centre.

The junctions between the inner ring and theradials are dense, multi-activity nodes withtransport links across the city.
