US DEPARTMENT OF DEFENSE, ARMY SUPPORT ACTIVITY (ASA) – SOTO CANO AIR BASE
Soto Cano Air Base (SCAB) is SOUTHCOM’s strategic force projection platform in Central and South America.
Deputy Director Public Works (DPW) 11/1996 – 3/2015
Selected Achievements:
Supervised the activities of 7 departments within the public works sector. In general, managed the physical facilities,
real property, utilities and operational services that enable a community to function.
Managed a 2 square mile self-sustained installation, 850+ facilities, $165M installation infrastruture development
program. The last six years construction program totals $87.9M for 145 projects.
Developed and implemented the installation’s first infrastructure long range plans, environmental management
programs, energy and water conservation programs, renewable energy program, and LEED initiatives.
Selected to brief commanders and civilian leaders on long-term infrastructure development and investment plans.
Skillful crisis manager, advisor, representative & coordinator; active, tireless involvement & coordination with local
organizations & utility companies reduced the impact on ops and relocation of facilities, cost avoidance $20M.
Appointed as a Source Selection Board member for 5 major contracts ($270M).
Developed, analyzed and managed the annual construction programs, work plans, operational requirements, budget,
expenditures, workloads and success. Increased credibility among investors to spend more resources in the installation.
The MVP during Hurricane MITCH (500yr storm); the key member of the engineering response team in charge of the
disaster relief efforts and projects of the most catastrophic hurricane in the history of Honduras, 1998-1999.
The technical performance evaluator of the base operations support contractor, 200+ personnel, $12M per year.
The first employee in a newly created position; developed the methodology to capture agreements, historical and
engineering data. These data has been used by both governments for development.

Managed the installation’s operations and maintenance: 8 shops, utility systems, landfill operations, 120+ employees.
Supervised technical negotiations during Labor Union conflict. Analyzed impacts; developed restructuring plans;
reduced personnel by 40% in the 6 shops.
Volunteered to manage a special project, installed a “Portable Airfield Parking Apron” for 16 helicopters in 30 days.
Managed a 3-shift crews/15 people/shift. Completed the project early and received a promotion.

Coordinated equipment needs while maintaining project schedule and reducing operational cost.
