Who is eligible to apply? The applicant must be a municipality of the State of Rhode Island.

What property is eligible? The property must be owned by the municipality and have title, adequate control and

tenure of the project area in order to provide reasonable assurances that a conversion of the property out of permanent outdoor recreational use will not occur. Copies of the property deeds, leases, restrictions or other appropriate documents must be on file with the municipality and provided upon request.

Ineligible Projects: Projects primarily involving planning without proposing new or expanded recreational

resources; Projects that limit public access in the number of hours available to the public and/or

locked facilities (ex. some school based projects closed to public during practice and games times);

Projects that are primarily for normal maintenance and repair of facilities.

What conditions will the property be subject to? The property, as defined in the Project Boundary Map, must be kept available solely for

public outdoor recreation in perpetuity. All structures, land and facilities contained in the Project Boundary may not be used for non-outdoor, non-recreational purposes.

Regarding Fees: if no fees are charged to municipal residents, then fees cannot be charged to other RI residents. If fees are charged to municipal residents, then the fees to other RI residents cannot be more than twice the municipal resident fee.

DEM Recreation Easements will be required on all Acquisition Project properties. Projects are subject to review by the RI Historical Preservation and Heritage

Commission for potential impacts to historic properties. Projects must comply with all applicable governmental laws and regulations.

Project sponsors are required to: Hold public meetings to fulfill public participation and local municipal approval

requirements. This is required for all project categories regardless of funding levels. This will insure the proposed project has been thoroughly vetted and public officials and residents support the project before the application is reviewed:

Public Meeting/Hearing: Submit the agenda and meeting/hearing minutes demonstrating that the project was presented and discussed at a meeting/hearing of either the City/Town Council, Planning Board, or other similar public meeting. The notice requirement can be met through an advertisement in a local paper and/or posting on the Secretary of State’s website. The meeting can be a special public hearing or a regularly scheduled meeting with the proposed project listed as a separate item on the agenda. The proposed grant submission must be fully presented and discussed with an opportunity for public input. (Draft minutes are acceptable for the application submittal; however, final approved minutes are required prior to grant award.)

Municipal Approval: Submit documentation validating the municipality’s approval to submit the grant application to DEM. This can be an official City/Town Council letter, meeting minutes or a resolution.

Comply with the Americans with Disabilities Act (ADA) and utilize the universal design

Provide a Project Boundary Map with the Application that clearly identifies the project area and parcel boundaries. The project area delineated on the Project Boundary Map must remain dedicated to public recreational use in perpetuity.

Comply with municipal purchasing procedures including competitive bidding and proper advertisement.

Install suitable signage providing permanent public acknowledgment of financial assistance by the State Bond Funds at the project site.

Submit Status Reports at time intervals to be designated and a Final Project Report within 30 days of project completion.

Save the application form on your computer and enter the information in the space provided.

For Acquisition and Large Development Grants complete the entire application including Priority Rating System Questions. For Small Development Grants, do not complete the Priority Rating System questions. In Section D (Project Merit) Complete either Section D1 for Acquisition Grants or Section D2 for Large Development Grants.

Please be concise and stay within the space provided. If you are referencing reports and documents that are available on the internet, provide links to access them instead of copying the full report in the application or as an attachment.

Grant Deadline: Friday, December 1, 2017 at 3:00pm. Applications received after the filing deadline will not be considered for funding. Such applications may be resubmitted during a subsequent round.

How the Decision is made:

The RI Recreation Resources Review Committee (RRRC) utilizes an Open Project Selection Process (OPSP) developed as part of the 2009 Statewide Comprehensive Outdoor Recreation Plan (SCORP). Each application will be evaluated and scored based on the criteria of the Open Project Selection Process.

After each of the applications are ranked according to score, the RRRC recommends a priority list to the Director of the Department of Environmental Management for funding. The Director may award grants in the order of priority recommended by the Committee. Notwithstanding the above, the Director, with the advice of the rating committee, has the authority to adjust such grant awards, so that no one community receives a disproportionate amount of the funds available and so that a reasonable geographic distribution of funds is achieved.
