1 Capacity of Responder

Background:

The Since 1982, Able Engineering has helped aircraft operators and fleet owners safely reduce operating costs by providing resourceful

solutions. After laying roots as experts in processing turbine engine components for original equipment manufacturers, we expanded

our business in the 1990s to include FAA-approved parts, along with repairs, overhauls, exchanges and partnerships. More than 30

years after opening our doors, we continue to extend our capabilities and grow our team. While many things have changed over the

decades, one thing has remained the same: Able’s unrelenting focus on being the best value alternative around for aircraft parts and

maintenance. In 2012, Able built and expanded into a new headquarters in Mesa, Arizona. This facility brings together our devoted

team of nearly 500 production, engineering, quality, customer service, sales and support employees. It also houses some of the most

advanced technology on the market. From state-of-the-art design equipment to futuristic robots, the Able headquarters has all the

expertise and equipment, you need, and all under one roof. Textron Aviation acquired Able Engineering in early 2016. It is important to

note that while Bell Helicopter authorized hundreds of repair processes after the Textron purchase, Bell Helicopter has no controlling

influence over Able—by design. The intention of Textron Aviation is for Able to operate with the full benefit of the Textron name, but not

beholden to Bell Helicopter.

1.3 Responder shall provide a list of key personnel and their back-ups who will be assigned to the County’s contract. Please include any specialized training or certifications of personnel within your organization and a description of the type of work

they would perform, and a listing of their experience (or resume).

1.5 Responder shall state if a portion of the work is to be performed by a sub-contractor, identify them, provide contact information, and identify the work to be performed by the contractor or subcontractor. Able Aerospace performs all work

in-house and does not use outside vendors. If ever there were a requirement for Able to use or pursue an outside vendor, correspondence would be made immediately.

2 Method of Approach

2.1 Responder shall provide information detailing the estimated delivery time for all parts requests to include exceptions for after hours and holiday requests. Please include times based on stock, non-stock and AOG items.

Able Aerospace always strives to meet or exceed customer expectations regarding Total Turnaround Time. We understand the need and that Turn around and lead times are often extremely crucial and the operations of the Pinal County Sheriff Department are for the support of public safety. In some cases, unforeseen matters outside of our control may cause delay of completion overhauls or repairs. Being sister companies with the OEM, Able has capabilities to utilize Bell Helicopter inventory and network of Customer Service Facilities to provide the most expeditious supply of spares and support to the customer. As stated, Able’s in-house inventory provides its customers with product on the shelf and ready to go. In cases of shortages of parts, Able also have components on the shelf for quick exchange options to support Pinal County. Able vows to keep an open line of communication with the Tucson Police Department and their logistics support teams, to keep them apprised of all possible delays and status of components. We have dedicated account managers that will inform of status on components or parts as required by the customer.

2.2 Responder shall describe warranties and how warranty claims will be handled.

Able Aerospace Services (AAS) warrants approved replacement parts, overhauled parts, and repaired parts to be free from defects in material and workmanship at time of shipment. AAS’ liability is limited to repairing or replacing, at AAS’ sole discretion. This warranty reserves the right to exclude surface treatments on all components and subassemblies such as cadmium plating, paint coatings, chemical conversion coatings, etc, and will be reviewed on a case-by-case scenario. This warranty excludes corrosion damage due to harsh environment either in service or in storage. Parts that have achieved the manufacturer’s recommended overhaul interval shall be considered as having fulfilled the warranty period, unless otherwise specified in AAS invoice terms.

APPROVED REPLACEMENT PARTS: Approved replacement parts are warranted for twelve (12) months from date of receipt by or 1000 flight hours.

REPAIRED PARTS: Repaired parts are warranted only with respect to parts replaced and repair procedures performed, and are warranted for twelve (12) months from date of receipt. If a warranty request is approved by AAS, repairs will be completed or the approved replacement part will be replaced, and the warranty period for the replacement part or repaired part will be limited to the unexpired portion of the warranty period for the original part repaired or replaced.

2.3 Responder shall describe return policy and how returns will be handled.

Please reference the warranty information for any returns concerning warranty consideration. If the return is to be made against factory new items provided, Able Aerospace would require that consideration for return be requested through the account manager. We will then provide an email confirmation to be included with the items being returned. Able will work with Pinal County in every way possible to facilitate best in class service for any returns that may be required.

2.4 Responder shall state if company offers onsite labor assistance and if so, what hours and days. Please provide labor hour pricing on the pricing response form.

Yes, Able can offer onsite labor support assistance. Labor rates are $95.00 per hour. Minimum hours daily: 4

hours; Overnights and weekends: 6 hours

2.5 Responder shall state if company has ability to provide OEM authorized onsite training for pilots and mechanics and if so

please provide terms for providing that training.

Able has a unique relationship with Bell Helicopter, which means we have the capabilities to facilitate onsite training for mechanics and pilots.

2.6 Responder shall describe your company’s problem resolution and escalation process.

Able Aerospace Services is committed to providing Pinal County with the best possible customer service and support in the industry.

Our facility brings together a devoted team of over 450 production, engineering, quality, customer service, sales and support employees. Initial requests would come through your designated account representative. If this cannot be immediately answered, the requirement will then be escalated to the appropriate personnel. Able has internal system put in place that will allow the request to be formalized and tracked by management. All inquiries will be addressed within the work day and a timeline provided if a resolution is not immediately available.

2.7 Responder may provide additional information regarding technology or services not specifically listed in the RFP that they may believe to be beneficial to the County. Please list any additional costs associated with these items at the bottom of Response Form 2 Pricing.
