Special Student Populations Patterson utilizes an inclusive school model. An inclusive school is one where EVERYONE belongs and where the needs of the students are met. There are several important components to an inclusive school. Students must meet placement criteria in order to receive special education services. Special education in an inclusive school is a SERVICE, not just a location. Patterson Elementary School also uses an inclusion model for its special education students. This means that students with learning disabilities will receive the support they need to be successful WITHIN the general education classroom as often as possible. This support might come from special and general educators, instructional assistants, the counselor and peer assistants. The teachers will make sure the student’s curriculum and environment is appropriately modified. Behavioral Concerns R.F. Patterson has a behavior management teacher on campus a few days a week. This teacher will work with those students requiring intensive work on social skills in a smaller, more highly structured setting. This program will be available to all students and will be discussed with parents if the need arises. Referral to the program will be contingent upon teacher and principal recommendation, as well as, office referrals and/or suspensions. Speech Therapy A speech therapist is available for students assessed with articulation/oral language difficulties. Counseling R.F. Patterson has the services of a certified school counselor who is available to aid or assist in any kind of situation that interferes with a student’s academic success. This service includes: referral services to community agencies, individual and group counseling for students having academic, behavior, and/or attendance problems. Students who are being treated by other mental health professionals outside of school will not qualify for on-campus counseling. Gifted and Talented Education / Challenge Lab R.F. Patterson has a full-time G/T instructor to serve the educational needs of the academically gifted students. Qualifying students leave their homeroom classroom and meet with the G/T teacher for a designated time each week. The Challenge Lab is available to all students who may need enrichment or higher level thinking activities and have shown mastery of classroom objectives. Section 504 Program R.F. Patterson will provide support and accommodations to students who meet the criteria of having a handicap that substantially limits one or more life activities. Kim Chegwidden is the 504 coordinator at this campus.

Admission Regulations In accordance with TEC 21.031, every child who lives within the boundaries of the district and resides with his/her legal parent(s), legal guardian, or the person having legal control of him/her or by order of the court shall be permitted to attend the Kennedale School District. The following proof of residency information shall be required at the time the student is enrolled: at least one PAID gas or electric bill/receipt (no more than 1-month-old) or a current lease or mortgage statement for the student’s street address.

ENROLLMENT Registration Information It is very important that the office be notified when you have any changes in your child’s registration information. This information includes changes in: phone numbers, addresses, emergency contact persons, and persons listed on the temporary release section of the registration information. Your child will only be released to persons listed on his/her registration card. Please update emergency numbers regularly. Attendance Regulations The following regulations were established by the 74th Legislature in the summer of 1995:

A. S.B.25. 092-a A student may not be given credit for a class unless the student is in attendance for at least 90% of the days the class is offered. B. S.B. 25.092-b An attendance committee shall be established on each campus in

order to hear petitions for class credit by students who are in attendance fewer than the number of days required in S.B. 1

C. S.B. 25.092-d If a student is denied credit by the attendance committee, the guardian may appeal the decision to the Board of Trustees

D. S.B. 25.087-b A school district shall excuse a child from attending school for the purpose of observing religious holy days, including traveling for that purpose, before the absence if the parent/guardian submits a written request prior to the absence.

E. S.B. 25.087-b-2 A school district shall excuse a student for a temporary absence resulting from health care professional appointments if he/she begins classes or returns to school on the day of the appointment. Verification of the doctor’s visit must be submitted to the office the day of the appointment or the following day.

Student Absences Documentation of Absences

A. S.B. 25.0087.1 Excused medical absences if the student commences or ends the day at school and brings a medical note to school upon return. A medical excuse must be on file in the office for a student to be excused from PE/recess for more than 1 day.

B. When returning to school after an absence, a student must bring a note signed by the parent, which describes the reason for the absence. If a note is not provided to the school the day the student returns, the absence will be recorded as unexcused. If the reason given for any absence is suspect, medical verification may be required. If medical verification of the absence is not provided, the absence will be recorded as unexcused. When a student’s absence for personal illness exceeds 4 consecutive days, the student or parent shall present a statement from a physician or health clinic verifying the illness or other condition requiring the student’s extended absence from school (FEC Local). For additional information refer to the KISD Conduct Handbook.

C. S.B. 25.087.1 Considers absences for illness, family death or emergency, or natural disaster as excused, and the bill further reads, “a written note from the legal guardian must accompany the student upon his/her return.” If a note is not received upon the student’s return to school, the student’s absence will be considered unexcused. Students shall be given a reasonable time to make up work missed due to an absence. For the purpose of this subsection we shall define “reasonable time” as - the number of days absent is equal to the number of days the student has to make up the work for 100% credit (i.e. 2 days absent=2 days to make up work).

D. Parents are asked to call the school office by 9:00 a.m. the day of the student’s absence. KISD has a School Messenger system that will call your home or business to notify you of the absence. This call does not replace the need for a parent and/or doctor’s note upon the student’s return to school.

7

Page 8: R.F. Patterson Elementary School · Any person visiting Patterson Elementary during school hours will be signed in using our RAPTOR system. All visitors MUST check in the front office.

E. If a child is absent from school for two consecutive days, a parent may request the child’s assignments. Please contact the teacher by 9:00 a.m. and the assignments will be ready for pick-up at 3:30 p.m. the same day.

F. The R.F. Patterson Attendance Committee will review all student tardies and absences. * Five tardies will equal ONE UNEXCUSED absence for the purposes of mandatory attendance requirements. Excessive absences could lead to retention.

Attendance Awards **ONLY students who are NEVER ABSENT, TARDY, or CHECKED OUT EARLY will receive a PERFECT ATTENDANCE certificate at the end-of-the-year Award Ceremony. Students having two or fewer absences and/or tardies/early checkouts will earn an OUTSTANDING certificate. Tardies School begins promptly at 8:00. Students are allowed to enter the classrooms at 7:45. Students are tardy if:

● They are not seated in the classroom and ready to begin the day ● If they are checked out prior to dismissal for non-medical reasons.

If your child is tardy: ● A parent/guardian must walk them into the office and sign the student in as late. ● For every (5) tardies, a 1 hour after school detention will be assigned to recapture the time

lost. A notification will be sent home and parents/guardians will need to arrange for pick-up. Truancy (Absences, Tardies, and Leaving Early) The Texas Education Code TEC 25.092, requires a student to attend a minimum of 90% of the time a class is in session. Once a student reaches 3 unexcused absences in a 4 week period or 10 unexcused absences in a 6 month period the school must file truancy to Precinct 7. A court date will be set by the Precinct 7 courts in Mansfield. By law, R. F. Patterson Elementary must file truancy. The law treats late arrival tardies and early release tardies the same. If the student is arriving to the school campus late and the tardiness becomes "sufficiently egregious", it is treated as an absence, for the purpose of truancy. Truancy is missing days or parts of days without a valid excuse. Elementary students who routinely arrive late to school, especially those tardies which are more than just five minutes, constitute a partial day absence for truancy purposes. *Make sure to always send a note the next day when your child returns to school. If your child comes in tardy or leaves early for a medical appointment, send a note the next day and the tardy will be changed to medical excuse. Student Withdrawals If it becomes necessary to withdraw your child from school, please give the office at least 24 hours notice. A certain amount of paperwork is involved in order to complete the procedure accurately. The student’s LEGAL GUARDIAN must come into the school office. A note or phone call will not suffice for withdrawing a student. A copy of the guardian’s photo ID will be made in order to initiate this process. If the student owes the school money or books, the process will not be initiated.

POLICIES AND PROCEDURES Classroom Visitation Parent Classroom Observation Guidelines 1. Classroom observations by parents should be scheduled and should not exceed 20 minutes. 2. Observations can be scheduled based on need. 3. Parents should not interact with any student during the visit. 4. Food or drink should not be brought in the classroom. 5. Conversations with the students during class time are not appropriate. 6. The teacher should not share any information about students with parents. 7. Parents should sit in an area designated by the teacher so that the parent can observe the class and not attract the attention of the students. 8. Classroom observations are not appropriate times to have a conference. If specific information is needed from the teacher parents should schedule a conference with the teacher. 9. Instructional time is valuable and parent/teacher discussions should not take place during observations. Outside Information Requests Often, staff members/teachers are asked to fill out paperwork from outside agencies. In some cases, the outside agency sends the paperwork directly to the school to be filled out and sent back directly to the agency. In this case, the teacher or staff member will fill out the paperwork appropriately and send the paperwork back to the address requested by the agency. No copy of this paperwork will be kept on file by the teacher or the school. In some cases, parents will bring in paperwork to be filled out and want it returned directly to them. In these types of situations, the teacher or staff member will comply with the parent request unless the paperwork specifically states that the paperwork needs to be returned to the outside agency. No copy of this paperwork will be kept on file by the teacher or the school. Birthdays Birthdays are special and students are allowed to come to the office and announce their name, age, and teacher during morning announcements. They will also receive a birthday pencil. If you would like to provide birthday items for your child’s birthday, then please make arrangements with the classroom teacher ahead of time. If a parent chooses to participate, food items such as store bought cupcakes/cookies may be shared with class during the last 30 minutes of the day. If you would like the courtesy of a teacher to hand out birthday invitations, please send enough to give one to each student in the classroom. Teachers will not be able to pass the invitations out to students in other classrooms. If you would only like to invite certain children, then we ask that you and your child distribute those outside of the school day and not on school premises.

RECESS Parents are not allowed to observe/visit during recess. To help maintain the safety of all students, only staff members are permitted to supervise students on the playground. Animals on Campus Please do not bring animals/pets on school premises. Field Trips Each grade level will go on at least one field trip per school year. Students must have good behavior to attend the field trip. If the student’s safety, or safety of others, is a concern due to the student’s behavior, then the student will remain on campus. If a child does not attend a field trip for whatever reason, there will NOT be a refund of the cost of the field trip.

Volunteers Parents are encouraged to become an active member of the R.F. Patterson Parent Teacher Organization. PTO meetings are held throughout the year. All volunteers must have a background check completed and on file before working with students or accompanying a class on a field trip. Inclement Weather The district has an automated calling system for emergencies and current events. This calling system will be activated when school is closed for inclement weather. The calling system will call your primary phone number listed on the emergency card. Please update your phone number with the office if it changes. In order to ensure the safety of the children during an emergency, we participate in several types of emergency drills. These are to prepare our students for fires, inclement weather, and other situations where safety is a concern. These drills are practiced randomly throughout the year. We take great care to keep a calm atmosphere at all times during these drills. If your child should ask you questions at home, please assure them that school is a very safe place and remind your child to always follow directions quickly during these drills. For altered schedules or possible closing of school during inclement weather, please listen to the following stations: WBAP, KPLX, WFAA, KERA, KTVT, KDFW, or KXAS Channel 5. Photo Release Throughout the school year we may be taking individual and/or group pictures, or video of your child during school activities, as well as for any honors he/she may receive (i.e.: honor roll). A separate photo release form must be signed in order to publish your child’s name or picture within the school and/or classroom, local papers, at the administration building, on the school/district website, and in the RFP Yearbook. NUTRITION Lunch Information

● All students will have a lunch number. Advance payment decreases the chance that your

child will lose his/her lunch money. For your convenience, KISD participates in an online

payment system so that parents can easily add money to a student’s account. Please visit

the Patterson website or the Kennedale ISD website to access the online payment plan.

Just know that the payment may take up to 24-48 hours to post to the student’s

account. No school staff is allowed to loan your student breakfast or lunch money, so

please check on your child’s account as frequently as possible.

● Breakfast Price: $1.40 Reduced Price: $.30 Lunch Price: $2.40 Reduced Price: $.40

Adult price: $3.50 (designated Open lunch days)

● Students bringing cash or checks to school are expected to prepay money into their lunch

accounts upon arrival to school or until 9:00 a.m. This allows lines to move quickly and

gives students time to eat. This process assists with effectiveness to maximize the allotted

lunch time.

● Students in grades K-4 are given 30 minutes for lunch. FDA guidelines state that there can be no substitutions for milk. There is a designated “Nut Free” table in the cafeteria. Only students with nut allergies are permitted to sit at this table. Parents and visitors must always keep this table reserved for our students with nut allergies. Parents may only bring food for their child. No prearranged shared lunches will be allowed.

● R. F. Patterson Elementary School will have a closed lunchroom policy for visitors. However, to accommodate parents, and relatives who want to eat in our cafeteria, Patterson Elementary will designate one day every month for guests to come eat with students.

The completed form will be turned into our district nutrition coordinator who will then notify

you if you have qualifies for free, reduced, or regular lunch prices. This is not handled here

at the campus level.

Accounts/Payments Advance payment decreases the chance that your child will lose his/her lunch money. The website www.myschoolbucks.com may be used to add funds by debit or credit card. Please allow 24 hours for money to post to the account. Applications for the free and reduced lunch program are available in the school office and at http://www.schoollunchapp.com/. The online system will you to customize meals and A-la Carte items (all foods meet USDA/TDA nutritional guidelines), such as a second entrée, extra side dish, fresh fruit, vegetables, hot breads or snacks (ice cream, baked chips, crackers, granola bars, reduced fat whole grain cookies 100% juice slushies) from his/her account. Your child’s account for a-la carte can be limited to cash only. Parents are encouraged to use this option to set account limits for their children. Account limits may be in a dollar amount daily or other designation for the cafeteria staff to honor. Examples of frequently requested items are: No Extras, One Snack per Day, or Snacks on Friday Only. Any limits on lunch accounts must be made in using the Account Restriction Form given to the cafeteria manager, or faxed to the Child Nutrition Department. This information will be coded in the system so that the cashiers see the note on the computer. The form “Account Restrictions Form” is available from your cafeteria manager or on our website. Once these special instructions have been set up, they will remain on the account until the end of the year Nut Free Policy Classroom snacks and party treats sent to school to be shared with other students may not contain nuts. This includes foods containing peanuts, pecans, cashews, almonds, walnuts and coconut. A list of allowable foods/snacks will be sent home the first week of school and a copy will also be available in the front office. Parents may only send peanut products to school in their child’s lunch. DISCIPLINE Student Discipline Management/Citizenship R.F. Patterson will continue to utilize the school-wide Positive Behavior Interventions and Support program, Class Dojo, along with Capturing Kids’ Hearts. This program views inappropriate behavior as an opportunity to teach self-discipline strategies to the students, which in turn will help to maintain appropriate behavior. Students will continue to be taught specific steps for managing their behavior and will be held accountable. The students will receive an E, S, N, or U for their overall citizenship grade on their report cards. The criteria for each grade level is different in order to help the students learn behavioral expectations. Using the Capturing Kids Hearts strategies, verbal warnings will be given when a child is disruptive or misbehaves. The child will be asked to turn his/her behavior card. Each card turn change will result in a two point deduction in the child’s conduct grade. The student will begin each day on a green card. One card change will result in a yellow card, two points off the child’s conduct grade and sitting out ten minutes at recess. The next card change will be an orange card. That will result in an additional two points off of the child’s

12

conduct grade, parent notification, and sitting out twenty minutes at recess. The next card change will be a red card and additional points off the conduct grade. The fourth card change may result in an office visit. Office referrals are an automatic ten points off the child’s conduct grade. The conduct grade is cumulative and the child will begin with a 100 again at the beginning of each six weeks.

E = 90-100 N = 70-79 S = 80-89 U = Below a 70 A student may be sent to the office for any/all of the following reasons:

● Class disruptions ● Uncooperative/noncompliance ● Constant misbehavior ● Fighting ● Not keeping hands, feet and objects to self ● Inappropriate language ● Stealing ● Bullying ● Disrespectful behaviors

Repeated office visits for persistent misconduct and/or zero tolerance violations will lead to a referral to the AEP (Alternative Education Program). When a child is sent to the office he/she automatically loses 10 points from his/her overall citizenship. Our goal is for all students to develop strategies, which accelerate positive, productive school behavior through learning social skills, which can be used throughout life. Hallway Behavior All students are asked to walk quietly in the hallways and on the right side. Dress Code/Spirit Day: Fridays are the only day that students may wear t-shirts, and it must be some type of Kennedale Wildcat spirit shirt. We understand that not everyone is able to purchase a spirit shirt or wants to purchase one. If students do not have a spirit shirt for Fridays, then they must be in a regular dress code shirt with their jeans or bottoms. Cheerleading uniforms or football jerseys MAY NOT be worn on Fridays. Fridays are not free dress days. Please adhere to our request, so we do not have to call you in regards to your child’s attire. Dress-code violations will be counted on Fridays as well, and there are discipline consequences for students who are out of dress code even on Fridays. Suspensions All students must follow the Code of Conduct. Suspensions will occur for persistent misconduct violations. If a student is suspended, the parent/guardian will be called and the student must be picked up immediately. All books and supplies will be taken home. MEDICAL Medication: the following policy has been adopted for students attending R.F. Patterson Elementary School A. Current Prescription Medications All Requirements MUST be met:

● Medications must be in the ORIGINAL prescription container. (The pharmacy will supply two bottles, when requested—one for home and one for school.) ● Medications MAY NOT be carried back and forth by students. Any medication, which cannot be left at

school, will be transported back and forth by the parent/guardian. ● The attending physician has requested, in writing, that the medicine be given and states that it is medically

necessary that it be given at school. ● A SEPARATE medication request form is provided for each medication. ● The parent has requested, in writing, that the school nurse give the medication at school. ● Prescription medications sent to school in baggies, lunch boxes, etc. WILL NOT BE GIVEN AND WILL

BE CONFISCATED BY SCHOOL PERSONNEL.

B. Over-the-Counter Drugs (Tylenol, aspirin, cough drops, etc.) ● Over-the-counter drugs such as Tylenol, Aspirin, decongestants, etc will only be administered to students

with a WRITTEN REQUEST FROM A PHYSICIAN OR DENTIST. The physician/dentist must state that the drug is to be administered and when the request will expire. (If no expiration date is given, two weeks will be presumed.) The school nurse will not be expected to diagnose a condition and select the correct medication to administer. ANY/ALL OVER-THE-COUNTER DRUGS MUST COME TO SCHOOL IN THE ORIGINAL CONTAINER. If sent to school in baggies, lunch boxes, etc. the medicine will not be given and will be confiscated by school personnel.

● Medications which must be refrigerated will not be accepted unless the bottle can be kept at school.

15

Page 16: R.F. Patterson Elementary School · Any person visiting Patterson Elementary during school hours will be signed in using our RAPTOR system. All visitors MUST check in the front office.

● Medications prescribed every 12 hours or twice daily will not be given at school, since they can be given before and after school.

● Asthma inhalers will be kept in the nurse’s office unless the physician specifies on the request form that it is medically necessary for the student to carry an inhaler on his/her person. (Improper use or care of the inhaler can result in loss of this privilege.)

● Forms for use in requesting administration of medication and/or asthma inhalers by school personnel are available in the nurse’s office or you may use or copy the forms in this handbook.

Fever The spread of communicable disease, which is usually accompanied by a fever, is a great concern to this school district. Excluding students with fever from school can lessen outbreaks of such communicable diseases. Fever is an indicator of illness; children need the opportunity to recover fully before returning to school.

● A student with a temperature of 100 degrees F. or above is ill. Parents will be notified that the student needs to be picked up. The nurse’s office is small and serves a large student population. Please arrange to pick up your child as soon as possible.

● A student sent home or kept home with a fever or 100 degrees F. or above is to be excluded from school until he or she has been fever free (98.7 or below) for 24 hours or more. Example: If a student is sent home Tuesday with a fever, the student cannot return on Wednesday. A student can return earlier if a PHYSICIAN RECOMMENDS, IN WRITING, that the child may return to school at an earlier time.

● Your cooperation in this matter will help us prevent the spread of many communicable diseases among the students in our district.

Emergencies and Illnesses If your child is injured or becomes ill at school, the school nurse’s office or the principal’s office will notify you and render simple first aid. We must have telephone numbers where the parents (or responsible adult) can be reached when a child must be picked up during the school day. Student EMERGENCY CARDS will be sent home during the first week of school. Please complete the card carefully, SIGN THE BACK OF THE CARD, and return it to the school.

Parent Acknowledgment of State Law Regarding Attendance and Tardies Student Absences

Documentation of Absences A. S.B. 25.0087.1 Excused medical absences if the student commences or ends the day at school and

brings a medical note to school upon return.

Truancy (Absences, Tardies, and Leaving Early) The Texas Education Code TEC 25.092, requires a student to attend a minimum of 90% of the time a class is in

session.
