REVIVAL OF OLD ANCILLARY UNITS & DEVELOPMENT OF NEW ANCILLARY UNITS AT WCL

WCL has taken a decision for revival of old Ancillary Units customized to our present requirement and also development of new Ancillaries for the ancilarised items. The list is indicative and not exhaustive and further items may be added / deleted as per the decision of WCL management.

Fresh application by the interested previous ancillary units valid as on 01.04.2011 & new local manufacturers within the vicinity of WCL Command Areas, can submit their application for award of ancillary status for supply of items as per the enclosed list.

The salient features and the modus-operandi of the ancillary policy is as below:

1) List of items for which new ancillary status shall be awarded is enclosed as enclosure to revive old Ancillaries and development of new ancillaries.

2) Validity of the ancillary status is for 5 years from the date of its award. 3) The award of ancillary status shall be decided by a New Plant Level

Committee consisting of the following:- From WCL

From MSME and Local Industries

Director, MSME, Civil Lines, Nagpur President/Secretary, MIDC Industrial Association, Hingna President/Secretary, Young Industrialist Association, Nagpur President/Secretary, MIDC Industries Association, Chandrapur President/Secretary, Vidarbha Chamber of SSI, President/Secretary Darda Industrial Estate, Yavatmal

4. In case any MSE /Ancillary Unit is not lowest, they shall be considered for purchase

preferences when they comply the following :

i. Offer of MSE/Ancillary is techno-commercially acceptable. ii. The quoted price of MSE/Ancillary should be within L1+15% iii. MSE/Ancillary firm will have to match the accepted L-1 landed price.

5. Order will be limited to their offered/quoted capacity

6. In case MSE/Ancillary Units are not matching L-1 landed price or having capacity constraint such quantity shall be considered for placement of order on available MSE/Ancillary or lowest bidder depending upon the case.

7. Application received from old ancillary units for revival and new firms for award of ancillary status shall be scrutinized by WCL and put up to PLC for recommendations. The Ancillary Status to eligible firms shall be awarded after formal approval.

Where L-1 is MSE, and one Ancillary unit is eligible and no other eligible MSEs.

70% to L-1 MSE Unit (50% for being L-1 + 20% for being MSE) 30% to Ancillary unit at L1 rate

III.

Where L-1 is MSE, and more than 1 Ancillary unit is eligible and no other eligible MSE.

(Case of 2 ancillary participating) - 70% to L-1 firm (50% for being L1 + 20% for being MSE)

- 18% to 1st Ancillary at L1 rate (60% x30% = 18% for being lowest ancillary)

- 12% to 2nd Ancillary at L1 rate (40% x 30% = 12% for being 2nd ancillary) (Case of 3 ancillary participating) - 70% to L-1 firm (50% for being L1 + 20% for being MSE)

- 15% to 1st Ancillary at L1 rate (50% x30% = 15% for being ancillary)

- 9% to 2nd Ancillary at L1 rate (30% x 30%= 9% for being

ancillary)

- 6% to 3rd Ancillary at L1 rate (20% x 30% = 6% for being ancillary) (Case of 4 ancillary participating) - 70% to L-1 firm (50% for being L1 + 20% for being MSE)

-12% to 1st Ancillary at L1 rate (40% x 30% = 12% for being ancillary

-9% to 2nd Ancillary at L1 rate (30% x 30% = 9% for being ancillary)

-6% to 3rd Ancillary at L1 rate (20% of 30% = 6% for being ancillary)

-3% to 4th Ancillary at L1 rate (10% of 30% = 3% for being ancillary)

IV.

Ancillary is L-1 and there is another eligible Ancillary unit participated in the tender. No other Ancillary unit or MSE is eligible for order:

Total 78% to L1 firm (50% for being L-1firm + 10% for being MSE and 18% for being L1 Ancillary). 22% to other eligible Ancillary unit at L1 rate(10% being ancillary and 12% being second eligible ancillary..

V.

L-1 is Ancillary unit and there are more than one ancillary units eligible for order. No MSE has quoted or eligible for order.

VI.

L-1 is Non-MSE. One Ancillary unit is eligible for order. No MSE is eligible for order.

VII.

L-1 is Non-MSE, more than one Ancillary Units are eligible for order. No MSE is eligible for order.

VIII.

L-1 is Non-MSE, and there is no Ancillary Unit, but MSEs are eligible participant.

80% to L-1 (50% for L-1 + 30% for Ancillary) 20% to eligible MSE at L1 rate (in case of one MSE) In case of more than one eligible MSE, the 20% quantity at L1 rate shall be equally distributed among eligible MSEs.

IX.

Where L-1 is MSE, and there are no other MSEs & Ancillaries available

100% to MSE

X.

Where L-1 is Non MSE and 1 MSE (General) and another MSE owned by SC/ST entrepreneur is eligible

80% to L-1 Non MSE 12% to MSE owned by SC/ST (8% for being MSE and 4% for being SC ST) at L1 rate 08% to MSE (General) at L1 rate.

XI.

If L-1 is a Non-MSE, and there are general MSEs and MSEs owned by SC & ST (who quoted price within price band of L-1 +15% available for that item.)

Depending upon the number of MSEs quoting price within the price band a minimum of 4% shall be ensured for SC or ST owned MSEs. Example : If L-1 is a Non MSE, and 2 general MSEs & 01 SC or ST owned MSE is quoting price within the price band of L1 + 15%, 16% of the tendered quantity will be shared i.e. 6%+5%+5% at L1 price. In this case, SC or ST owned MSE shall get 4% over and above 6% i.e. a total of 10%. Remaining 5% each to GEN MSE. When the participating MSEs increase the % distribution amongst MSEs will decrease but a minimum of 4% shall be ensured for SC or ST owned MSEs.

XII.

If L-1 is MSE and MSE owned by SC & ST participants

88% to L1 MSE (80% for being L-1firm + 8% for being MSE). 12% at L1 rate to general SC/ST MSE (8% being MSE firm and 4% being MSE owned by SC/ST )

XIII.

It L1 is MSE owned by SC/ST and other MSE also participated.

92% to L1 SC/ST owned MSE (80% for being L-1firm + 8% for being MSE and 4 % for MSE owned by SC/ST). 8% at L1 rate to general MSE (8% for MSE )

2) Letter for submission of requisite information/documents for revival of old Ancillary units has been sent through post. In case any of the old Ancillaries not received the same they can download this format for submission of requisite information/documents
