    How does the Water board propose to solve

    this problem. Some of the proposed measures

    are

    - Bring water from Hemavathy

    - Divert the west flowing rivers in Coastal

    Karnataka and tap water from them- Use water in Manchanabele Reservoir

    - Ultimately bring water from Almatti

    How feasible are these ideas?

    - One of the most basic principles followed in

    River management systems is that the watershould not be diverted from the respective

    basin areas because it negates the principles

    of equity. The benefits from any river should

    first address the needs of people living in the

    particular river basin.

    Let us now analyze the reasons for this sorry state

    of affairs

    - Primary reasons are the following

    - Neglect of Arkavathy & Hesarghatta

    - Neglect of the interconnected tank

    system

    - Converting SWD into a sewer system- Ignoring the benefits of circulation of

    treated water for non potable purposes

    A framework of Solution from the Citizensperspective

    - Revive the Hesarghatta lake and Arkavathyriver system which can yield 300mld; it cantake care of 25% of our requirement and thewhole project can be a reality within 5 years.

    Plans are already there and what is requiredis the administrative foresight and thepolitical will.

    - Revive all the existing lakes of Bangalore,

    not as stand alone lakes but as a completely

    interconnected system of lakes. Wherever

    the Rajakaluve is encroached either clear the

    encroachment or create an alternative

    interconnection. It will immediately bring up

    the water table, compensate the heatcollector effects of asphalting and bring back

    the famed climate of Bangalore

    - Further this will revive thousands of dead

    bore wells and significantly reduce the

    dependence on the present water supplysystem, especially in the peripheral areas.

    - This will enable a sustainable supply of at

    least 200 mld through the planned use ofground water

    - Stop all illegal letting in of sewage into the

    Storm Water Drains which are meant for

    collection and discharge of rain water.

    - Relocate the sewage lines constructed

    within the SWDs

    - Prevent future violations by fencing the

    SWD network and having 24/7 security

    - This will enable the rain water to becollected in huge lakes around the city whereyou can set up water treatment plants and

    supply drinking water.- This results in effective decentralization andbetter management

    - It is estimated that an average rainfall of750mm p.a. can supply 120 days requirementof drinking water.

    Going through the rainfall data for the past

    110 years, it is found that the average rainfall

    was less than 750mm per annum in about 20

    years and for the rest of the years it has been

    between 750 and 1300 mm. If proper storage

    capacity is created this variation could also

    be taken care of.

    - Immediate steps need to be taken to supplytreated waste water for all non potableusage. This will effectively bring down the

    demand for filtered water.- The actual requirement of filtered water isabout 35 to 40 Lts per person per day. Therest of the water is required purely for nonpotable use.

    - It should be mandated that all new layouts,

    huge apartment blocks should have twin

    water supply lines to facilitate the circulation

    of treated water for non potable uses such as

    toilet flushing, car washing, gardening etc.

    - It is criminal to use filtered water for above

    purposes

    Once these schemes are fully implemented ourdependence on Cauvery comes down drastically as thefollowing table shows:

    1. Arkavathy & Hesarghatta 300 mld2. Revival of Lakes 200 mld

    3. RWH through SWD 400 mld

    4. Recirculation of Treated Water 200 mld*

    Total 1100 mld

    *This can be far higher if the entire city is covered with twinwater lines.

    - Shortage after the implementation

    of Cauvery IV Stage 55 mld

    - Contribution from new sources 1100 mld- Surplus 1045 mld

    This surplus can meet the needs of another

    8 million population

    Projected Population of Bangalore by 2050 is

    around 16 million

    - In fact it can serve a larger population if we

    mandate the use of twin water supply lines

    for all new residential layouts; then the

    requirement for filtered water will be only 40

    liters per person per day.

    It is abundantly clear that the ONLY possible

    solution is to implement the measures

    outlined above instead of pursuing inherently

    unjust and unfair schemes which will create

    unnecessary and avoidable inter and intra

    state litigations without actually solving the

    basic problem

    - For the successful implementation of this

    project- the State Government should exercise

    the necessary political will;

    - BWS&SB should exhibit farsightednessin planning and implementing the

    mind set regarding the water usage pattern

    - Most importantly, there must becitizen participation right from the
