New TCE Toxicity Values• 2011 EPA released new “Reference
Concentration” or RfC of 2 µg/m3
• 2 µg/m3 is safe for short- and long-term exposure
• RfC considers developmental effects (fetal cardiac malformations) that may occur after only a few days exposure during early pregnancy
• RfC based on animal studies with supporting human epidemiology

TCE short-term Levels of Concern for Sensitive Receptors
• TCE concentrations found to be well above the IH criteria– exceeding 20 μg/m3 in a home; or – exceeding 60 μg/m3 in a workplace
• DEP recommends considering additional short-term options – such as temporary relocation - for reducing or eliminating exposures to women who may in their first eight weeks of pregnancy while response actions are developed and implemented.

Implications for Waste Site Cleanup
• Rules: Massachusetts Contingency Plan (MCP, 310 CMR 40.0000)
• “Vapor Intrusion” = migration of contaminants into indoor air from soil or groundwater
• MCP defines “Imminent Hazard” to be conditions posing a significant risk for even a short period of time
• Exposure to TCE in indoor air may posean “Imminent Hazard” requiringimmediate action.

– Vent the basement or lowest level of the building by opening windows;
