    evised Standard Constitution and By- Laws of the

    Supreme Student Government in Secondary

    Schools

    PREAMABLE

    We, the student of KASARINLAN HIGH SCHOOL

    with the help of Almighty God, believing in the

    need for a better organized student government

    and in the development of the youth as future

    leaders of the nation, do hereby promulgate and

    adopt this Revised Standard Constitution and By

    Laws of the Supreme Student Government that

    hall advance, implement, and maintain our goals

    and aspiration embody the ideas of principle of

    freedom, equality, justice and democracy and

    promote the welfare of all students and the

    academic standard of our Alma Mater.

    Article I

    General Provision

    ec. 1 This Constitution and By- Laws

    hall be known as the Constitution and By- Laws of

    he Supreme

    tudent Government of Kasarinlan High School

    ec. 2 For purposes of this Constitution

    nd By-Laws, SSG refers to the Supreme Student

    overnment of Kasarinlan High School

    Article II

    Name and Domicile

    ec. 1 The name of the organization shall

    e known as the Supreme student Government.

    ec. 2 The office of the SSG shall be

    ocated inside the premises of the school.

    Article III

    Declaration of Principles and Objectives

    ec. 1 The SSG of Kasarinlan High School

    hall promote mutual understanding thru social,

    vic, intellectual, recreational and scientific

    rograms and activities.

    ec. 2 The SSG shall have the following

    uties:

    a. Develop love of God and Country,

    moral character, personal discipline, leadership

    and efficiency among its members;

    b. Train Members for effective and

    efficient leadership;

    c. Help the students Develop self-

    confidence

    d. Promote unity among leaders and studentry;

    e. Maintain school aspiration to prom

    quality education and academic excellence;

    f. Serve and protect students right a

    welfare; and,

    g. Represent the studentry in the poli

    making body of the school concerning students

    welfare.

    Article IV

    Membership

    Sec. 1 All bonafide students are the

    members of the studentry to whom the SSG sh

    accountable at all times.

    Article V

    Rights of Students

    Sec. 1 Every Student has the right to

    enjoy responsible freedom of speech and

    expression.

    Sec. 2 Every Student has the right to a

    of all the services offered by the SSG.

    Sec. 3 Every Student has the right to

    conduct and participate in all School Activities.

    Sec. 4 Every Student has the right toinformation on all the issues and matters

    concerning them.

    Sec. 5 Every Student has the right to

    vote, be nominated and be elected into the off

    Sec. 6 Every Student has the right to b

    represented in the different meetings and

    assemblies of the school on issues affecting the

    welfare of the studentry.

    Article VI

    Duties and Obligation of Students

    ec. 1 Every Student has the responsibility to

    bserve the Laws

    f the Republic of the Philippines, and the rulesnd regulations of the school at all times.

    ec. 2 Every Student shall pay the SSG

    evelopmental Fee as

    regulated and approved by

    ppropriated DepEd issuance

    ec. 3 Every Student shall support and

    romote the thrusts and objectives of the SSG and

    he School.

    ec. 4 Every Student shall abide the SSG

    onstitution and by laws.

    ec. 5 Every Student shall participate actively

    n all DepED recognized school activities and strive

    or academic excellence.

    ec. 6 Every Student shall exercise his/her

    ghts and do his/her responsibilities as an SSG

    member.

    Article VII

    Powers and Duties of the Supreme Student

    Government

    ec. 1 The Supreme Student Government shall

    e the highest governing body of the entire

    tudentry.

    ec. 2 The SSG shall have the following

    unctions and responsibilities:

    . Formulate and recommend programs

    hat will address relevant issues/concerns of the

    tudentry;

    . Plan and Implement policies and

    rograms designed to protect and to promote

    tudents rights and welfare;

    Monitor and evaluate the students

    ctivities in the school and in the community.

    d. Create committees necessary to

    address the needs of the students;

    e. Make recommendations to school

    authorities regarding student matters, affairs, a

    activities;

    f. Serve as the representative of the

    studentry in voicing their opinions, suggestions

    and grievances;

    g. Participate in the crafting/formulat

    of School Improvement Plans (SIPs);

    h. Act as coordination council of all

    campus co-curricular organizations;

    i. Have such powers and duties as t

    school authorities and the studentry may, from

    time to time, grant or delegate, consistent with

    stated principles, objectives and school policies

    j. Spearhead all mandated thrust

    programs and activities of the SSG, such as bu

    not limited to anti -drug abuse, anti-smoking,

    brigade eskwela, Tutorial Services for challeng

    learners and Environmental Program;

    k. Monitor and supervise the election

    the Supreme Student Government Officers for

    Succeeding school years;

    l. Monitor and coordinate elections other recognized campus co-curricular

    organizations;

    m. Recommend to the School Head the

    granting, renewal or revocation of accreditatio

    campus students organizations;

    n. Turn-over financial assets, papers,

    documents, properties and other responsibilitie

    the incoming Student Government Officers, an

    o. Submit financial and accomplishme

    reports to the school authorities on a monthly

    basis. Terminal report must be submitted to th

    school authorities and the incoming SSG office

    during the turn-over of responsibilities.

    Article VIII

    Composition, Election, Qualifications and Term

    Office of the SSG

    ec. 1 The officers of the SSG are the duly

    ected President, Vice president, Secretary,

    reasurer, Auditor, Public Information Officer,

    eace Officer, Year Level Chairperson if applicable

    nd the Year Level Representatives.

    ec. 2 The Year Level Representative/s shall

    e elected depending on the number of enrollees

    n the school pursuant to DECS Order No. 37, s.

    001.

    ec.3 The Year Level Representatives who

    hall get the higher number of votes among the

    ected Year Level Representatives in their

    espective year level shall serve as the Year Level

    hairperson of the year level concerned.

    ec.4 All SSG elections shall be conducted

    chool-wide every third and/or fourth week of

    ebruary annually.

    ec.5 Elections for the First Year Level

    epresentative/s shall be conducted every 1st

    eek of July annually.

    ec.6 The Campaign Preiod shall not be more

    hatn five(5) school dys prior to the SSG elections,

    nless otherwise stipulate in an appropriate

    epED issuance.

    ec.7 Candidates for all SSg elective positions

    hall;

    . Be bonafied students;

    . Be of good academic standing with a

    eneral average of 85 and above with out any

    ailing grade during the 1st to 3rd grading period

    f the current school year;

    Be of good moral character

    . Have not been subjected to any

    isciplinary sanction; and,

    . Have paid the SSG Development Fee

    nd other related SSG contributions since his/her

    dmission to the school.

    ec. 8 Once elected, all SSG Officers,

    xcept the year level

    hairpersons and Representatives shall be

    onsidered resigned and ineligible from all major

    ective or appointive positions in other clubs and

    rganizations. Major elective or appointive

    positions shall refer to the position of President

    Vice President, Secretary, Treasurer, Auditor,

    Public Information Officer, Peace Officer or

    equivalent positions, including Editor-in-chief,

    Managing Editor and Associate Editor of the sch

    Paper or Publication.

    Sec. 9 No residency shall be required of the

    candidates for all SSG elective positions.

    Sec. 10 The officers of the SSG shall hold of

    for one academic year.

    Article IX

    Duties and Functions of SSG Officers

    Sec. 1 The President shall be the chief

    executive officer of the SSG. He/She shall have

    following duties:

    a. Preside over all meeting and/or maydesignate another officer to preside for a speci

    meeting;

    b. Enforce this constitution, By laws and othe

    regulations that maybe promulgated;

    c. Sign all official minutes, resolutions,

    correspondences, and other official papers of t

    SSG;

    d. Represent the SSG or designate his/her

    representative for any external or internal

    affairs/functions;

    e. Head the coordinating Council of Campus C

    curricular Organizations;

    f. Implement SSG programs and projects;

    g. Create Ad Hoc Committees, as the need

    arises, the chairperson or which shall be appoin

    by the SSG president; and,

    h. Perform such functions inherent and

    incidental to his/her office.

    Sec. 2 The Vice President shall have the

    following duties:

    a. Assist the President in all matters

    where his/her assistance is necessary;

    b. Assume the office of the President

    should the position become a vacant;

    Supervise members in planning and

    rranging meetings or programs of activities;

    . Head the Internal Affairs Committee

    nd conceptualize programs and projects and plan

    ctivities with the Year Level Representatives;

    nd,

    . Perform such other duties assigned by

    he SSG.

    ec. 3 The Secretary shall have the following

    uties,

    . Keep accurate records of the minutes and

    ocument proceedings of every meeting;

    . Keep a file of all pertinent documents and

    apers of the SSG and make them accessible to

    he studentry;

    Call and prepare all notices of SSG meetings;

    . Head the Supreme Student Government;

    ecretariat; and,

    . Perform such other duties assigned by the

    SG.

    ec. 4 The Treasurer shall have the following

    uties;

    . Keep all financial records of the SSG;

    . Serve as the disbursing officer of all

    he SSGs funds;

    Prepare the annual budget of the SSG;

    . Prepare financial reports every month,

    fter an activity, and at the end of term;

    . Formulate pertinent financial

    uidelines for the organization;

    Head the Finance Committeel; and,

    . Perform such other duties assigned by

    he SSG.

    ec.5 The Auditor shall have the following

    uties:

    . Certify the legitimacy and correctness

    f the disbursement of funds;

    . Audit all expenditures of the SSG

    unds;

    c. Assist the Treasurer in formulating

    guidelines and reports;

    d. Keep and update inventory of all th

    SSGs Property;

    e. Act as the Assistant Head of the

    Finance Committee, and;

    f. Perform such other duties assigne

    by the SSG.

    Sec. 6 The Public Information Officer shall h

    the following duties:

    a. Popularize the thrusts and objectiv

    of the SSG;

    b. Build and maintain a credible imag

    the SSG;

    c. Take charge in the promotion of S

    projects and activities;

    d. Head the publicity committee, and

    e. Perform such other duties assigned

    the SSG.

    Sec. 7 The Peace Officer shall have the

    following duties:

    a. Help the Presiding officer to maintain peac

    and order during meetings;

    b. Act as Disciplinary Officer, if needed;

    c. Maintain Peace and order within the prem

    of the school;

    d. Act as chief peace officer and over all Sgt.

    arms of subordinate organizations and classes;

    e. Chair the students welfare committee and

    appoint its members, and;

    f. Perform such other duties assigned by the

    SSG.

    Sec. 8 The Year Level Chairperson/s shall h

    the following duties, apart from duties enumer

    in section 9:

    a. Act as the year level head coordinator of a

    SSG programs and Projects in his/her Year leve

    Sec. 9 The Year Level Representative/s sha

    have the following duties:

    . Represent his/her year level in all of the

    meeting of the SSG;

    . Serve as the grievance desk for their

    espective year level;

    Conceptualize and implement programs and

    rojects, and recommend policies for their

    espective year level;

    . Assist the effective implementation of theSGs Programs and Projects; and,

    . Perform such other duties assigned by the

    SG.

    Article X

    Permanent Committees in the Supreme Student

    Government

    ec. 1 There shall be seven (7) permanent

    ommittees in the SSG, namely, the Executive

    ommittee, Internal Affairs Committee,

    ecretariat, Finance Committee, Publicity

    ommittee, Students Welfare Committee and the

    pecial Projects Committee, members of each

    ommittee in the SSG shall be appointed by the

    resident from among the officers of the

    omeroom organizations upon the

    ecommendation of the chairperson of the

    ommittee.

    ec. 2 The Executive committee shall be

    eaded by the President and shall act as the

    dministrative arm of the SSG.

    ec. 3 The Internal Affairs committee shall

    ice President and shall take charge of all the

    matters regarding the members of the SSG and

    heir functions.

    ec. 4 The Secretariat shall be headed by the

    ecretary and shall be the official SSG work group.

    ec. 5 The Finance committee shall be headed

    y the Public Information Officer and shall be the

    esponsible for disseminating information on

    matters concerning the SSG.

    ec. 7 The Students Welfare Committee shall

    e headed by the Peace Officer and shall look

    fter the rights of the students and act upon their

    omplaints.

    Sec. 8 The Special Projects Committee sha

    headed by a person appointed by the SSG

    president and shall implement Programs and

    Projects of anti-drug abuse, anti-smoking, Briga

    Eskwela, Reading and Tutorial Services for

    challenged Learners, and Environment.

    Sec. 9 Other committees, permanent or ad

    in nature may be created by the SSG as the ne

    arises.

    Article XI

    Homeroom Class Organizations

    Sec. 1 There shall be a homeroom class

    organization in every section composed of offic

    parallel to the organization structure of the SSG

    Sec. 2 The Homeroom class organization sh

    be responsible in implementing programs and

    projects of each class.

    Sec. 3 The homeroom class organization sh

    assist the SSG in implementing its programs an

    projects.

    Sec. 4 The homeroom class organization sh

    be guided by the designated class adviser mus

    a part of the teaching staff of the school.

    Article XII

    Coordinating Council of Campus Co-Curricul

    Organizations

    Sec. 1 The Coordinating Council shall be

    headed by the President of the Supreme Stude

    Government as the chairperson.

    Sec. 2 The coordinatin council shall be

    composed of the different Presidents of all

    recognized legitimate campus co-curricular

    organizations.

    Sec. 3 The coordinating Council shall have

    following functions:

    a. Coordinate school wide activities, which ne

    the participation and involvement of the whole

    studentry ;

    b. Provide a consultative mechanics and sup

    for the implementation of the various program

    and projects of all co-curricular affairs

    organizations;

    Plan programs and synchronized student

    ctivities in the campus.

    . Serve as a venue to present accomplishment

    eports, financial reports and such other reports of

    he SSG and other organizations as are necessary

    r required, and,

    . Set rules and standards for the collection of

    membership fees or contributions by recognized

    ampus co-curricular clubs or organizations for the

    pproval of the school head.

    ec. 4 The coordinating shall meet once every

    uarter or upon notice of the request of any of its

    members as often as the council may deem

    ecessary.

    ec. 5 The school head shall serve as the

    dviser of the coordinating Council, such as, all

    esolutions and agreements arrived at by the

    oordinating council shall be noted by the School

    rincipal.

    Article XIII

    Supreme Student Government Adviser

    ec. 1 The SSG adviser shall be designated by

    he School Head among the three (3) teacher

    ominees officers through a resolution.

    ec. 2 The SSG Adviser shall have theollowing qualifications:

    . preferably social studies teacher department

    ead or any competent, able and willing teacher,

    nd,

    . with good character and reputation in the

    chool and community.

    ec. 3 The SSG Adviser shall monitor all

    rograms, projects activities and meetings of the

    SG at all times.

    ec. 4 The Advisorship in the SSG shall be

    quivalent to one teaching load (DepED Order No.

    3. s. 2002).

    Article XIV

    Commission on Elections

    ec. 1 The commission on elections, wherein

    effered to as the SSG Comelec, shall be

    established within 45 days before the day of

    election.

    Sec. 2 The SSg Comelec shall be the only

    agency that will manage the electon process

    including the campaign.

    Sec. 3 The SSG COMELEC shall be compose

    11 members represented by each year level w

    do not have vested interest in the election, or i

    any way related to any of the candidate, and w

    shall select a chairpersonamong themselves.

    Sec. 4 The Composition of the members sh

    be 3 from the first year level (incoming second

    year), four from the Second Year Level (incomi

    3rd year) and four from third year (incoming 4t

    year)

    Sec. 5 The Composition of the members of

    SSG COMELEC shall be appointed by the advise

    the SSG.

    Sec. 6 The SSG COMELEC shall have the

    following duties and responsibilities:

    a. Conduct fair, honest and systemat

    elections;

    b. Formulate an election code or mod

    an existing election code if necessary subject

    the approval of the school head;

    c. Validate the electoral proccedings

    results.

    d. Accept or revoke candidacy;

    e. Proclaim the new set of officers;

    f. Keep all pertinent election

    papers/documents;

    g. Decide on protest relative to the

    conduct and results of the elections;

    h. Prepare and distribute the necessa

    election paraphernalia, certificate of candidacy

    forms and other election related materials befo

    during, and after the election: and;

    i. Disqualify candidates who have

    violated any of the guidelines, which have been

    promulgated.

    Article XV

    The General Assembly

    ec. 1 The General Assembly of the SSG shall

    e composed of all elected Homeroom Class

    rganization Presidents of the school.

    ec. 2 The General Assembly shall be a forum

    or information and consultations, which decisions

    hall be significantly considered.

    ec.3 The general Assembly shall convenedy the President once every two months starting

    n the month of July and as the need arises.

    Article XVI

    Membership to the Division, Regional and National

    Federation of Supreme Student Government

    ec. 1 As a duly constituted SSG, and having

    dopted the standard Constitutions and By-Laws,

    his SSG shall be, and shall remain to be, anutomatic member of the Division, Regional and

    ational Federation of Supreme Student

    overnments.

    ec.2 As such this SSG shall abide by the rules

    nd regulations issued by the proper federation

    onsisted with the policies and guidelines of the

    epartment of education.

    Article XVII

    Meetings and Quorums

    ec. 1 The SSg shall conduct regular meeting

    very first and third week of the month or as

    greed upon by the officers.

    ec. 2 Special meetings of the SSG may be

    alled upon by the President or by majority of the

    SG officers.

    ec. 3 Majority of the officers of the SSG (50%

    1) shall constitue a quorum.

    ec. 4 Each officer of the SSG is entitled to

    nly one vote.

    ec. 5 No proxy shall be allowed when voting.

    Article XVIII

    Finance

    ec. 1 The SSGs funds shall be classified into

    rust Funds and Special Funds. Trust Funds shall

    consist of the SSG devbelopmental Fee, the

    amount of which shall be regulated by the SSG

    consultation and with the approval of the Scho

    Head but in no case shall it exceed the limit se

    the Department of education in an appropriate

    official issuance. The special funds are funds th

    come from donations, sponsorship, fund-raising

    projects or any amount derived from legitimate

    sources.

    Sec. 2 All recipient of moneys from all sou

    shall be evidenced by acknowledgement receip

    Sec. 3 A monthly report on the receipts and

    collections made duly signed by the treasurer a

    the president and noted by the SSG adviser sh

    be posted on the SSG bulletin board and

    submitted to the school head.

    Sec. 4 The SSG shall deposit all funds recei

    and collected immediately to a reputable bankunder the account of the SSG President and

    Treasurer,

    Sec. 5 The Organization may accept cash

    donations from any member or any public or

    private person or institution, as long as it will n

    affect or compromise the integrity of the SSG.

    Sec. 6 The SSG may undertake fund-raising

    activities to subsidized its projects or activities

    Sec. 7 The SSG shall enjoy the freedom to

    determine its priorities in the disbursement of

    funds, provided that it shall be actually, directl

    and exclusively used to support and/or finance

    SSG programs, projects and activities.

    Sec. 8 All disbursements and bank withdraw

    shall be made in accordance with the programs

    projects and activities of the SSG as embodied

    the yearly action plan duly approved by the sc

    head.

    Sec. 9 The SSG President and the treasurer

    shall be the signatory of all disbursement funds

    and bank withdrawals in the SSG. All funds

    disbursement and bank withdrawals must be

    accompanied with an SSG resolution duly note

    the SSG Adviser and all expenses. Supported b

    the official receipts, The School Head shall be

    provided a copy of all resolutions relative to th

    disbursement made.

    ec. 10 The SSG, through the Treasurer and

    he Auditor, shall promulgate financial guidelines

    or proper financial management. Sec. 11 At

    he end of every activity, the SSG shall liquidate

    xpenses before another disbursement or bank

    ithdrawal shall be authorized. Funds of the SSG

    hall be audited at the end of the term of the SSG

    nd at the end of every activity.

    ec. 12 Financial Statements shall be posted inhe SSG Bulletin Board every month, printed in

    very issue of the school paper, and furnished the

    chool Head.

    Article XIX

    Impeachment, Resignation and Vacancies

    ec. 1 The officers of the SSG may be

    mpeached on the following grounds:

    . Culpable violations of the Constitutionnd By-laws;

    . Gross misconduct, violence to person

    n authority, negligence, and disloyalty to the

    ause of SSG and the School;

    Non-attendance in the both regular

    nd special meetings for 3 times without valid

    ause; and,

    . Abuse or misuse of power anduthority.

    ec. 2 Two-thirds vote of the General

    ssembly shall be final. However, the officer

    harged shall be informed 20 days prior to his/her

    mpeachment case proceedings, of the

    harge/charges against the accused the

    pportunity to be heard with or without a counsel

    n his/her defense.

    ec. 4 Resignation of an elected officer shalle in writing and shall take effect 5 days after the

    pproval of the majority of the SSG officers.

    ec. 5 Resignation of an appointed officer shall

    e in writing and shall take effect immediately

    fter the approval of the appointing committee.

    ec. 6 Any vacancy in any of the positions for

    he reason of death, resignation, impeachment,

    hall be filled, subject to the recommendation of

    he SSG.

    Sec. 7 Any vacancy in the SSG, except the

    position of the President, shall be filled within t

    school days from the day the position is render

    or considered vacant, by appointment of the

    President from among the qualified members o

    the SSG. Immediately upon appointment, the

    appointee shall serve the remaining period.

    Sec. 8 The SSG COMELEC shall certify as th

    vacancy occurring in the SSG and the SSG advshall certify the fact of appointment of the vaca

    position.

    Article XX

    Amendments

    Sec. 1 The Constitution and By- Laws may

    amended or modified in full or part once every

    years from its official issuance through a DepE

    order or memorandum.

    Sec. 2 The school SSG, Division and/or Regiona

    Federations of student Government may propo

    amendments. Such proposal shall be carried

    through a resolution duly signed and concurred

    by a majority vote of the School SSG officers, t

    Division or Regional Federations officers

    concerned voting separately.

    Sec. 3 Proposed amendments shall be

    transmitted to the DepED CSCA at least one

    month before the holding of the NLTSGO or any

    National conference/events organized for the

    purpose, where the same shall be submitted fo

    consultation, discuss and deliberation.

    Sec. 4 Amendments to this Constitution an

    By-Laws shall take effect immediately upon

    approval of the Secretary of the Department of

    Education.
