0.01 EVENT Any team with a finishing time (with penalties) of 33 Minutes or less will automatically be qualified to compete at the Hot Rodders of Tomorrow National Championship.

0.02 TEAM: 0.2-2 A School may have a maximum of 4 Teams Per School. An Instructor may not coach more than 2 Teams at an event. 0.2-3 A School may not have than 2 Teams qualify for the Hot Rodders of Tomorrow Championship. If more than 2 teams qualify from the same school the fastest 2 Teams will be selected to represent that school in the Championship. 0.2-4 A School may compete in no more than four (4)50% regional events in a season.

0.2-5 Any team that qualifies for the Hot Rodders of Tomorrow Championship and needs to

make a roster change must get approval from Rodney Bingham to replace that team

member who qualified.

0.2-6 A student may only be a member of 1 team. A school with multiple teams may not exchange team members. (For example Team 1 must have 5 different students than Team 2)

0.2-7 A team may not borrow a Student from another team who has already qualified for the Hot

Rodders of Tomorrow National Championship.

1.02-10-1 When to use a Pry Bar?

1.01 TEAM:

A team is comprised of 5 students and one instructor/coach. No more than 4 students may be in front of the bench at any time. A team may have one alternate if desired.

1.04 RELEASE FORM: All students will be required to sign a Hot Rodders of Tomorrow release form. Students under 18 will need the parental consent area signed. This will need to be completed for each student to compete and can be turned in the day of the competition.

1.05 SAFETY GLASSES: Students are required to wear safety glasses with side shields during the competition that comply with ANSI Z87.1-2010 rating. Safety Glasses with side shields are to be provided by the student, instructor and or school. Tinted glasses meeting ANSI Z87.1-2010 rating may be used at outside events. Prescription glasses may be worn with Side Shields installed instead of Safety Glasses. Student / School must provide the side shields for prescription glasses. If Student does not have side shields installed prescription glasses, then they will be required to wear Safety Glasses over Prescription Glasses.

1.06 FOOTWEAR: ANSI specified or rubber soled oil resistant shoes are required in either plain black or brown. Shoes must be worn and properly tied at all times during the competition. Black Shoes only at final (National) events.

1.07 PROTECTIVE HEAD GEAR: All students working on the engine MUST have approved head gear at all times.

Plain helmets only at national events.

1.08 PANTS: Clean and non-ripped black pants are preferred during the competition and mandatory during the Nationals. Sweat pants and shorts are not permitted. Regular fit or waist fit only NO low rider or hip fitting styles.

1.09 SHIRTS: Shirts will be distributed to each team by the Hot Rodders of Tomorrow from each sponsor. The teams are required to wear the shirts during the entire competition and are reminded that they are now representing that sponsor.

1.10 HATS: No hats will be allowed.

1.11 Smoking Students and instructors must be at least 100 yards away from event before using any tobacco or electronic smoking products. 1.12 Parts, component and or tool handling No tools, components, or fasteners may be placed in mouth. 1.13 Advertising No non HOT RODDERS sponsor stickers, hats, clothing, may be displayed during Hot Rodder events. 1.14 No loose fitting or hanging jewelry may be worn. Jewelry creating safety issues will be addressed during competition. 1.15 CUTS/INJURIES:

If a student is cut, bleeding, or injured in a way that affects their safety, the judge will stop the entire team and clock until the student is cared for. Once the student is cleared of their injuries the team and time will be restarted from their ending point. The student may return as long as no blood is evident. No exceptions.

1.16 AFTER COMPETITION INSPECTION: The instructor/coach and the team captain must be present with the engine after the competition for the judge’s inspection. The rest of the team should be cleaning work area for the next team.

1.17 CURFEW: The student’s curfew will be 10:00pm unless local law is posted earlier. If a student is caught outside their room without an instructor, chaperone, or parent after curfew, the entire team will be disqualified.

1.18 STUDENT SUPERVISION: Students must be under the supervision of an instructor, chaperone, or parent at all times. The entire team will be disqualified if a student is left unsupervised.

1.19 ENGINE STAND SPECIFICATIONS:

33.75 in outside length (front to back) 1.20 WORK AREA SPECIFICATIONS: Bench is 96” long x 40” wide x 38” tall. You may NOT extend or alter the Bench sides or back. The front of the Bench may NOT be extended by more than 10”. Competition floor is 9’1/4”wide x 16’ ¾” long. Safety area is 39” x 39”. 1.21 Speed Records: National Speed Record may only be set at a National Event. State Speed Records will set at Regional Qualifying Events.

2.01 This format is a guide to prevent major assemblies from coming off together (E.G. carburetor and manifold). You are encouraged to train your students as you see fit.

2.02 Students will begin the competition behind the bench (See Figure 2.02 for example) without anything in their hands. They will all leave from the left side of the bench. Only 4 students are permitted to work on the engine at one time.

2.03 The instructor can give instruction from behind the bench only, and cannot physically be involved with the disassembly or assembly.

2.04 All engine components fasteners, tools, and trays are to be placed on the bench (96 in long x 40 in wide x 38 in tall) and not on the floor. (See rule #1.20)

2.04-1 Only the cylinder head and the head gaskets may be hung on the safety stud.

2.05 If a nut, bolt, washer, spark plug, or other part is missing or damaged it MUST be called out a judge during the disassembly phase and it will be replaced or supplied to the bench person to be used during assembly.

2.06 A ½” hand wrench is the only approved tool for use in removal of Carburetor

2.07 12” or longer Breaker Bar or Ratchet must be used to De-Torque the following fasteners.

2.08 Removal and installation of all the engine components will be done with the engine block in the upright position; deck up and oil pan side down facing the ground.

2.09 Removal of the intake manifold, with gaskets. A 3/8 in, 12-point box end hand wrench or 12pt socket and extension NO RATCHET are the only approved tools for use.

2.10 To properly remove the oil filer, an oil filter wrench must be used.

2.11 All engine components must be removed separately except:

Distributor, distributor cap, and spark plug wires may be taken off as an assembly

The distributor cap and spark plug wires stay together as an assembly but must be removed from the distributor during the disassembly phase

Rocker arms, balls, and nuts may be removed as an assembly – only rocker arms must be kept in the proper order

Valves, valve springs, retainers, and locks remain on the cylinder head

The camshaft will not be removed from the block

Piston, piston rings, and connecting rod will remain as an assembly

The crankshaft will not be removed from the block (lower crank gear stays on the crank) 2.12 The correct sequence for removing spark plug wires, headers, and spark plugs are as follows

1. Remove the spark plug wires from spark plugs 2. Remove the headers and header gaskets (using only a 3/8 in wrench or socket and extension NO

RATCHET) 3. Remove the spark plugs (Spark Plug Socket maximum length of 4”)

2.13 Push rods must be removed and placed in an approved holder before the cylinder heads are removed.

2.14 Upon removal, the cylinder head bolts and washers (except safety stud washer) must be completely removed from the cylinder head and placed in a tray. The number one cylinder head bolt has been replaced with stud (See Figure 2.14). The nut size is 1/2 in with a 6 point head. The torque value is rated the same.

2.15 Before removing the harmonic balancer, you must first remove the adaptor. The harmonic balancer must be removed with a puller. Must have 3/8” x 24 bolts to remove harmonic balancer. Puller mounting bolts (3) must be hand started then 5 full turns of the wrench or ratchet *on each of the 3. Jack bolt (center bolt) must be in contact with crank shaft then 5 full turns of the wrench or ratchet *. Judges must see movement of the balancer with wrench or ratchet * before the balancer may be removed. Once the harmonic balancer has been removed, the engine can only be turned over with Hot Rodders of Tomorrow supplied crank socket.

* Procedure must be counted and called out if not done correctly the procedure will be redone.

Each time the crankshaft is rotated it must be called out to the judge, “Judge, rotating crank!” The call out must be loud enough for the judges to hear. This call out will also inform the other team members to watch themselves while the engine is being rotated. A warning and a penalty of 1 minute will be assessed each time the judge does not hear the verbal call.

2.16 In order to properly remove the timing chain cover, the oil pan must be loose in the front or completely removed.

2.17 When removing the piston and rod assembly, rod bolt protectors must be used. An approved U shaped rod bolt guide is considered a rod bolt protector. All rod bolt protectors must come off of the rods before completion of the disassembly process. When a rod cap is loosened, that rod and piston assembly must be removed from the engine block and placed immediately into a Piston Rack, Tray, or on Bench. Multiple rod caps or nuts are not permitted to be removed, only one piston and rod assembly at a time. Teams must de clock top piston ring and show a judge during disassemble phase. Piston cannot be placed or hung on engine at any time. Only the cylinder head and the head gaskets may be hung on the safety stud.

2.18 The following gaskets must be removed from the engine and placed on the bench.

Header gaskets

Intake manifold gaskets

Timing chain cover 2.20 All students are to return behind the bench using the left side when disassembly is complete - judges will check

the area for any leftover tools or components, and only the time keeper judge will call the students back to start the assembly process of the engine. If the time keeper judge calls out “not clear” then tools or components are still in the work area (it is the team’s responsibility to police the area).

2.21 The Hot Rodders of Tomorrow supplied crank socket will be the only tool remaining on the motor when disassembly is complete.

2.22 All engine components, fasteners, tools, and trays must be place on top of the bench all tools must be in trays or on bench. Hands pockets and aprons empty of tools and or engine components to end disassembly phase. See rule #1.20

2.23 If a Team Damages or Loses a Component or Fastener the Coach or Instructor may call a timeout and request a replacement Component or Fastener. A 4 minute penalty will apply for each occurrence.

3.01 Only the time keeper judge will call students back to start the assembly process. All students must behind the bench (See Figure 2.02 for example) then the start assembly process.

3.02 No pre-assembly of any components may be done at the bench. (E.g. carburetor and manifold, spark plugs and heads, etc.)

3.02-1 Only the cylinder head and the head gaskets may be hung on the safety stud.

3.03 The following components must be lubricated and called out to the judge’s attention:

All lubrication to be done at bench ONLY

Piston skirts both sides

Rod bearings both 1/2's

Cylinder head bolts threads must be oiled

Lifters – roller end

Pushrods - both ends or top of lifters and top of pushrods

Rocker arm pivot balls

Oil filter gasket During assembly, all of the fasteners bolts for a component must be hand started a minimum of 1/4 turn then tightened to spec. The loading of nuts or bolts into sockets is not permitted due to the possibility of stripping the threads of the fastener. If a judge can remove a fastener by hand without turning it, all fasteners in that assembly must be hand started again.

3.05 Proper installation procedure for piston and rod assembly:

Each time the crankshaft is rotated it must be called out to the judge, “Judge, rotating crank!” The call out must be loud enough for the judges to hear. This call out will also inform the other team members to watch themselves while the engine is being rotated.

Piston rings must be clocked/spaced 180 degrees apart during assembly and called out to a judge. a penalty applies if it is not called out. Piston and Rod assembly cannot be placed on the floor.

Bent or damaged piston rings will not be allowed to be installed in the engine. If a piston ring is damaged, the team must remove the piston and remove the damaged piston ring.

When installing the piston and rod assembly, rod bolt protectors must be used to protect the cylinder walls and crank journals from being scratched or marred.

Only one piston and rod assembly is to be installed at a time.

The crank journal must be in the down position and in view of the judge before the piston and rod assembly is installed.

With piston and rod assembly installed the rod cap and rod nuts are to be installed. To properly install the rod cap and nuts; hand start the nuts and snug them with a 9/16 in socket and ratchet and then proceed to the next piston and rod assembly.

The piston and rod assembly can be installed in any sequence from bank to bank or all in one bank. Whatever method is used the piston and rod assemblies should be installed in the correct cylinder.

All eight pistons and rod assemblies are required to be installed with the rod nuts snugged before the torque sequence begins.

There will be a two-step torque sequence for the rod nuts, 15 ft/lbs and 30 ft/lbs. No Extension maybe used.

Rotate the crankshaft so the crank journal is in the down position (below the pan rail) in plain view of the judges before torqueing the rod nuts. Then rotate crank to bring the next journal down to torque the next rod nuts. By the time all four journals are torqued the crank will have rotated 360 degrees. This will complete step one (15 ft/lbs). Repeat this procedure for step two (30 ft/lbs).

NOTE: A crank journal is the throw on the crankshaft that the piston and rod assembly bolt onto. (See Chart #1.) for a Chevrolet small block 350.

3.06 For proper installation of the cam gear and timing chain, number one piston is up in the top dead center (TDC) position (see Figure #4). The timing marks of the cam gear and the crankshaft gear, with the chain installed, are dot to dot (see Figure # 5) and all three (3) bolts must be started. This must be called out to a judge before the timing chain cover is stalled. Torque the timing gear bolts to 100 in/lbs. Show the judge the torque wrench specification setting before proceeding. A pry bar must be used and held in place when cam gear is torqued.

3.07 The lifters will be installed in the proper order. If the lifters are installed

incorrectly, a judge will wait until the roller lifter spider hold down has been installed before informing the team and making them correct the issue. Lifter guides may NOT be installed until ALL Lifters have been installed first.

3.08 After installing the roller lifter guides (no particular order is required), properly torque the roller lifter spider hold down bolts to 100 in/lbs. Show the judge the torque wrench specification setting before proceeding.

3.09 Properly torque the oil pump nut to 50 ft/lbs. Show the judge the torque wrench specification setting before proceeding. Pry bar must be used and held in place while oil pump is being installed and torqued.

3.10 Properly torque the timing chain cover bolts to 50 in/lbs. Show the judge the torque wrench specification setting before proceeding and make sure to torque the cover down in the correct sequence (see Figure #6).

3.11 Properly torque the oil pan 5/16” 12 point nuts to 50 in/lbs and the 3/8” 12 point nuts to 75 in/lbs. Show the judge the torque wrench specification setting before proceeding and make sure to torque the pan down in the correct sequence (see Figure #7).

3.12 Properly torque the harmonic balancer bolt to 50 ft/lbs. Show the judge the torque wrench specification setting before proceeding. A pry bar must be used and held in place when balancer is torqued.

3.13 Properly torque the harmonic balancer crankshaft adapter bolts to 100 in/lbs. Show the judge the torque wrench specification setting before proceeding. Engine may NOT be rotated with adapter until ALL adapter fasteners have been properly torqued.

3.14 Install the oil filter hand tight to the block. Penalty applies if the gasket is not lubed.

3.15 Properly torque the water pump bolts to 25 ft/lbs. Show the judge the torque wrench specification setting before proceeding and make sure to use an X torque pattern.

3.16 Cylinder heads can be installed at the same time, but only one side can be torqued at a time. There will be a two-step torque sequence, 25 ft/lbs and 50 ft/lbs. Show the judge the torque wrench specification setting before proceeding. For the proper torque sequence (see Figure #8). Cylinder heads must be torqued before final setting of the valve train.

3.17 Before the engine is completely assembled, the valve train must be properly adjusted. The following components need to be installed before beginning the valve train adjustment:

Piston and rod assembly

Timing chain and gears

Cylinder heads Valves can only be properly adjusted when the lifter is resting on the camshafts base circle (the back of the cam lobe). Improper valve adjustment will result from adjusting the valve while the lifter is on the camshaft lobe or lobe ramp. Use the following guide to insure the lifter is resting on the camshaft base circle before valve adjustment:

With the number one piston at top dead center (TDC) on the compression stroke you may adjust the following valves:

Intake Valves- #1, #2, #5, #7

Exhaust Valves- #1, #3, #4, #8

Rotate the engine clockwise 360 degrees. The number one piston should again be at top dead center (TDC), only this time it’s the exhaust stroke. Coincidently the number six piston is now at top dead center (TDC) on the compression stroke. You may adjust the following valves:

Intake Valves- #3, #4, #6, #8

Exhaust Valves- #2, #5, #6, #7

You may use the following procedure to adjust the valve lash. You will start with the rocker arm nut loose. Slowly tighten the rocker arm nut with one hand while rotating the pushrod back and forth with your other thumb and index finger until you feel a slight drag. At this point there should be no valve lash (extra clearance between the pushrod/valve and rocker arm). Now turn the rocker arm nut an additional 3/4 turn. Now the valve is properly adjusted.

3.18 Installation of the intake manifold, with gaskets, requires a special torque sequence (see Figure #9). A 3/8 in, 12-point box end hand wrench or 12pt socket and extension NO RATCHET are the only approved tools for use. If a judge can loosen any of the bolts with their fingers, the improper torque penalty will apply - 4 minutes.

3.19 Distributor can only be in place after oil pan has been installed.

3.20 The correct sequence for installing the headers, spark plug

3.21 To properly install the spark plugs, a dab of anti-seize is required on the threads. Torque the spark plugs to 100 in/lbs. Show the judge the torque wrench specification setting before proceeding.

3.22 Header installation, with gaskets, requires the bolts to be started by hand. A 3/8 in hand wrench or socket and extension (NO RATCHET) is the only approved tools to be used for the proper hand torque sequence from the center out. If a judge can loosen any of the bolts with their fingers, the improper torque penalty will apply - 4 minutes

3.23 The carburetor installation requires the nuts to be started by hand. A 1/2 in hand wrench is the only approved tool to be used for the proper hand torque in an X sequence. If a judge can loosen any of the bolts with their fingers, a penalty will apply.

3.24 The wing nut on the air cleaner should be installed hand tight.

3.25 Clock will stop when all Tools and Trays are returned to the bench and all students and instructor are behind the bench with hands up. See rule #1.20

(by students and or Instructors) will be reviewed and assessed by Hot Rodders of Tomorrow executive staff and assessed a penalty up to and including disqualification.

4.02 If offensive language is heard from one of the students during the competition, the student will be pulled from the competition for 5 minutes and cannot be replaced. Instead of 5 team members, the team will be down to 4 team members. Offensive language will not be tolerated.

4.03 If an instructor or student chooses not to solve a problem instead of fixing the problem when instructed to do so by a judge there will be a minimum of 50 minute penalty.

4.49 Multiple rod caps are not to be removed before the pistons and rods are removed - 5 minute penalty – a judge will stop the procedure if it happens, but will still assess a minimum of one 5 minute penalty

4.50 Piston placed or hung on engine at any time. 5 Anything hung on safety other than the Cylinder Head or Head Gasket - 1 minute penalty

4.51 Broken piston rings - 5 minute penalty

4.52 Rocker arms installed in the wrong order - 30 second penalty each

4.53 Incorrect valve adjustment - 1 minute penalty each

4.53-1 Piston and Rod Assembly placed on floor - 1 minute penalty each

4.54 Students are not permitted to be under the engine. A student can reach under the engine from all four sides, but cannot go into the safety area. On the first occurrence, a judge will tap the student and call out to the coach. If it happens again, a 3 minute penalty will apply. It is the coach’s job to watch students in the safety area.

4.55 Fail to use pry bar to de-torque or torque balancer - 1 minute penalty each occurrence

4.56 Not calling out "JUDGE JUDGE ROTATING CRANK" - 1 minute penalty each occurrence

4.57 Tools, components, and / or fasteners in mouth- 5 minute penalty each occurrence

4.58 All rules and penalties have been reviewed to ensure the competition is conducted in a manner that is as fair and safe as possible for all students. If a circumstance occurs that has not been covered in the above rules and procedures, it will fall under the term "EIRI" meaning “except in rare instances”. To indicate the likelihood that such a determination may be made a minimum 2 minute penalty will apply.
