Methods of adoption of International and Regional Standards
The methods of adoption of international documents on standardisation at the regional and national levels are described in Guides ISO/IEC 21-1:2005 (adoption of international standards) and ISO/IEC 21-2:2005 (adoption of other international deliverables) and are as follows:1. Endorsement method2. Republication
2.1. Reprinting2.2. Translation2.3. Redrafting.
With some changes the methods described in Guides ISO/IEC 21-1:2005 and ISO/IEC 21-2:2005 could be also applied for national adoption of standards and regional documents on standardisation(e.g., European standards EN or interstate standards GOST).
Adoption of Guides ISO/IEC 21 as National
Standards in the Partner Countries
In the Republic of Tajikistan national adoption of international
and regional standards is regulated by the General Procedure for
Development and Adoption of National Standards, that allows for
the application of the methods of translation and redrafting in
line with Guide ISO/IEC 21:2005

Evaluation of potential of the NSB to adopt
international and European Standards
A requirement for the adoption of international,
European and regional standards is the participation
of the National Standardisation Body (NSB) in the
relevant standardisation organisations or a possession
of a license agreement.
The Table below shows that all the Partner Countries can
adopt the ISO Standatds.

• All the INOGATE Partner Countries can adopt
interstate standards (EASC)
Potential to adopt Electricity Standards
• All the INOGATE Partner Countries can adopt
international standards ISO
• AZ, AM, BY, GE, KG, KZ, MD and UA can adopt
European standards CEN
• TJ, TM and UZ can not adopt standards CEN
• AZ, KG, TJ, TM and UZ have no possibility to adopt
either European standards СENELEC or international
standards IEC
• Only BY, GE, UA and KZ can adopt Standards CENELEC
• All the INOGATE Partner Countries can adopt
interstate standards EASC
National Secretariat
• The National Secretariat enjoys a full access to the
database of all the European and international
standards. It is worth noting that the access is
open only if the membership fees are duly paid.
Unfortunately, the payment of membership fees is
a constant challenge for the INOGATE Partner
Countries and thus, it is difficult to evaluate the
current potential of the PCs to obtain texts of
standards for their national adoption.
National Secretariat (2)
Most often, the functions of the National
Secretariat are given to National Standardisation
Instutites. For example, in Ukraine it is the State
Enterorise “Ukrainian Scientific, Research and
Training Centre on Standardisation, Certification
and Quality” (SE «UkrNDNC») of the Ministry of
Economic Development of Ukraine.
