Executive summary
Sites of Importance for Nature Conservation (SINCs) are non-statutory sites that are designated at a local level because of their importance for nature conservation. They receive
protection from development through Local Planning policy.
In London there are three tiers of such sites:
� Sites of Metropolitan Importance: these are the best examples of wildlife sites in
London and are selected by the Mayor of London and his officers at the Greater London Authority (the GLA).
� Sites of Borough Importance: selected at a borough level these are important wildlife
sites for the Borough.
� Sites of Local Importance: selected at a borough level these sites ensure that
everyone has easy access to nature close to home.
There have been significant changes in legislation, planning policy guidance and to sites in
Enfield since the production of the Unitary Development Plan. The last review of Enfield’s Sites of Importance for Nature Conservation was undertaken in 2000, this informed the SINC
sites designated on the adopted Proposals Map, which accompanies the Core Strategy. There
are currently25 sites shown as SINCs.
In 2007 the GLA undertook an audit of all open spaces in the borough and recommended
that in total, 50 sites be designated as SINCs.
In accordance with National and GLA guidance the London Borough of Enfield established a
Local Wildlife Site Selection Panel who agreed to a methodology and criteria for selecting
SINCs and then assess the sites recommended by the GLA against these criteria. In total 41 of the 50 SINCS were selected for designation as SINCs: 15 Local, 19 Borough and 7
Metropolitan sites.
As recommended by the Mayor of London the methodology used for selecting sites was
endorsed by the London Wildlife Sites Board on the 27th October 2011. These sites will be taken through the Development Management DPD (DMD) process for agreement.

1.0 Introduction
National planning policy for biodiversity and geological conservation1 recognises that Local Sites2 should promote the preservation, restoration and re-creation of priority habitats,
ecological networks and the protection and recovery of priority species populations, linked to national and local targets. It goes further to include planning policies that In London these
sites are collectively known as Sites of importance for Nature Conservation (SINCs).
Local Sites are non statutory sites designated at a local or regional level for their importance for conservation. In London there are three tiers of such sites:
� Sites of Metropolitan Importance: these are the best examples of wildlife sites in London and are selected by the Mayor of London and his officers at the Greater
London Authority.
� Sites of Borough Importance: selected at a borough level these are important wildlife sites for the Borough.
� Sites of Local Importance: selected at a borough level these sites ensure that everyone has easy access to nature close to home.
Government guidance3 states that local authorities should provide leadership in establishing and maintaining partnerships and systems to identify and manage Local Sites.
The London Plan states that Boroughs should identify and secure the appropriate
management of sites of Borough and Local importance for nature conservation in consultation with the London Wildlife Sites Board.
The London Wildlife Sites Board’s guidance4, in line with National Policy, states that proposed Local and Borough SINCs should be assessed by a Local Site Selection Panel whose
responsibility it is to provide independent, expert advice on the approach to surveys and
evaluation and to validate any recommendations on SINC status.
This document details the results of a review of SINCs undertaken between August and
September 2011.
The methodology and selection criteria used to select the SINCs can is given in the
document: ‘Sites of Importance for Nature Conservation in Enfield - Procedures and Methodology for Selecting Sites’ which is available from the council on request.

2.0 Greater London Authority open spaces survey of Enfield 2007
In 2007 The Greater London Authority undertook a survey of open spaces across the borough. An abridged version of the survey methodology is given below:
i. Open spaces above 0.25ha were identified from Ordnance Survey 1:10,000 maps and aerial photography. Each parcel was assigned a parcel name and number and was
also assigned to a site (e.g. the Trent Park Site consists of 62 different parcels).
ii. A total of 850 habitat parcels were surveyed across 448 sites in Enfield iii. Parcels were broadly speaking of homogenous habitat type and or land ownership.
iv. Parcels were surveyed and the proportion of the parcel covered by different habitat types was recorded.
v. A series of habitat qualifiers for each parcel were recorded (e.g. Frequently mown,
Floating Vegetation, Ancient woodland) vi. Type of open space, access, ownership and facilities were also recorded.
vii. Habitat boundaries within land parcels were not mapped. viii. The habitat classification used was broadly similar to that given in the Joint Nature
Conservation Committee Handbook for Phase 1 habitat survey (Nature Conservancy Council 1990) but with some differences in habitat classification
ix. Where permission to access the land parcel could not be obtained the survey was
undertaken from publically accessible land and where this was not possible the parcel was not surveyed.
x. Where land parcels that had not been identified in the office were observed in the field, including some that were less than 0.25 hectares in size, these were also
surveyed
An additional output of this survey was a review of existing SINCS, and identification of new
sites, which in the surveyor’s opinion should be designated as a SINC. Where this was the case a short description of the site and summary information was produced and this along
with a map of the site was provided to the London Borough of Enfield. This has formed the
basis of this, the first review of Enfield’s SINCs.

3.0 2011 review process
3.1. Enfield Local Wildlife Sites Selection Panel
The Enfield Local Wildlife Sites Selection Panel (ELWSSP) was established in September 2011.
The panel consists of local natural history experts, local groups with an interest in land management; a representative of the Environment Agency and Council officers from the
planning, planning policy and parks teams. The terms of reference for the panel are given in and a list of current members can be found in the document: ‘Sites of Importance for Nature Conservation in Enfield - Procedures and Methodology for Selecting Sites’ which is available from the council on request.
3.2. Methodology for selecting SINCs
The methodology for selecting sites is set out in the document ‘Sites of Importance for Nature Conservation in Enfield - Procedures and Methodology for Selecting Sites’ and was endorsed by the London Wildlife Sites Board on the 27th October 2011.
This review is the first that has been undertaken using the 2011 methodology.
3.3. Sites assessed by the Local Wildlife Sites Selection Panel in 2011
In this review only those sites recommended by the GLA following their 2007 open spaces survey were assessed. All 50 sites were visited by the Council’s biodiversity officer prior to
them being bought in front of the selection panel.
The panel’s recommendations are given in section 4.0 below.
Citations and maps of the designated Local and Borough SINCs are given in the document:
‘Sites of Importance for Nature Conservation Citations - November 2011’ which is available from the council on request.
3.4. Metropolitan Sites of Importance for Nature Conservation
Where the LWSSP recommends changes to Metropolitan Sites, these need to be agreed by the GLA through the London Wildlife Sites Board. Following the review two changes to
Metropolitan sites were recommended, these are described in section 4.
3.5. Designation within Enfield’s Local Plan
Three documents form the evidence base in relation to SINCs in Enfield for the Development Management Document (which forms part of the Local Plan), this comprises of:

The SINCs selected by the ELWSSP will be designated on the final Policies map through the
statutory process.

3.6. Future reviews
It is anticipated that the schedule of SINCs will be next reviewed when an updated Local Plan
Policies map (or equivalent) is produced.

4.0 Recommendations following the 2011 review
4.1. 2007 open spaces survey recommendations
50 sites were reviewed by the Enfield local wildlife sites selection panel and in total, 41 of the
50 SINCS were selected for designation as SINCs; 15 Local, 19 Borough and 7 Metropolitan sites.
8 sites failed to meet the criteria for selection, these are:
1. Holly Hill Farm Rough (previously a Borough site)
2. Kenninghall Open Space (previously a Local site)
3. New Southgate Millennium Green (previously a Local site)
4. Plumridge Farm Meadow (previously a Borough site)
5. Sainsburys Open Space at Green Lanes (previously a Local site)
6. Slopers Pond and Salmons Brook (previously a Borough site)
7. The Paulin Ground Woods (previously a Borough site)
8. Wildwoods Wet Grassland (previously a Borough site)
The Prince of Wales Field Local SINC has been amalgamated with the adjacent and
contiguous Lea Valley Metropolitan SINC.
4.2. Differences between 2000 (adopted Core Strategy
Proposals Map) and 2011(proposed changes as part of the DMD) sites
There were 25 sites designated as SINCs in 20005(as shown on the existing adopted Proposals Map) and after this review the following changes to these 25 sites have been
made:
1. The Paulin Ground Woods SINC, failed to meet the criteria for selection and has been
deselected.
2. Boxer's Lake and Lonsdale Drive Woods has been downgraded from a Borough site to
a Local site
3. Two sites, Pymmes Park and Pymmes Brook SINC, and Oakwood Park SINC, have been upgraded to a Borough site from a Local site
4. Grovelands Park and Priory Hospital SINC have been upgraded to a Metropolitan site
5. The Prince of Wales Field Local SINC has been amalgamated with the adjacent Lea
Valley Metropolitan Site6

include the Hounsden Gutter
