After a year of mixedresults, we are nowin a strong position.It has been a year offocus on our people,our structure, ourstrategic directionsand in particular,

our order book. We look to FY 2004with confidence.

Engineering Services was our star.Victoria delivered exceptional results.South Australia and Western Australiaalso did well. Only Queensland did notquite make it over the line. Our High-Energy/Field Service focus is buildingstrong businesses. Our branding andservice range sets us apart and we willbuild this even further in FY 04.

Contracting, our powerhouse,performed below expectation. SouthAustralia, Western Australia, NewSouth Wales and Northern Territoryhad positive results. Victoria andQueensland didn't. Poor projectselection, low sales and IR issues themain causes. Now resolved, these

should not affect FY 04. Our solidorder book means a good year ahead.

Switchboards have come of age. Wenow have substantial operations inSouth Australia, Victoria and WesternAustralia. We also have significantrepresentation in New South Walesand Queensland. A true Nationalpresence. All had positive results. We won some of the largest orders inAustralia. Forward orders are strong.

Our regional offices also found theirmark. Morwell, a brilliant performerfor its size. Bunbury, now strong insouthwest WA also performed well.And our operation in Mt Gambier inSA contributed significantly to ourwinning a number of major projects in the Green Triangle.

Communications and Data, now partof our Contracting and EngineeringServices businesses, has become avital, viable and sustainable part ofour end-to-end service.

Revenue Metering. Another successstory. Concentration on productredesign and sales has again built this

into a profitable business. Our leadingedge two element meters and import/export technology are in high demand.

What makes Nilsen special? I believe itis our being 87-year young and familyowned. So it is particularly exciting toadvise the appointment of Mark Nilsenas Executive Director Contracting.Mark's new role should see Nilsenbecome a 100-year plus, 4thgeneration family company. And,Mark having two sons, the fifthgeneration may also already bewaiting in the wings.

In all our fields of endeavour, wepursue our vision 'To Be Preferred'.Preferred by our customers, suppliers,and Nilsen People. To all, I thank youfor your support and look forward tostrong results this year and those tofollow. To all Nilsen People, thank you for making our vision, 'To BePreferred' a reality.

Last Review, we highlighted our impressive Excellence Awards record.No less than 36 awards across Australia.

Well, this year, we've nominated another 5 projects for awards. They not only showcase the quality ofour work, they are also a snapshot of the very broad range of specialist Nilsen skills across Australia.

Here are this year’s nominations.

Western Australia:

WA Maritime Museum. A new impressive feature of Fremantle Harbour. Its interioris as impressive as its exterior. The new home for America's Cup Winner Australia IIis a real showcase of our ability to provide cutting edge electrical and data servicesin a complex building where our work is for all to see.

New South Wales:

Stadium Australia. A world first! The moveable concrete stands allow optimised use.We helped make the 25,000 tonne concrete stands move in and out to suit the sportbeing played in this, the most recognised sporting arena in Australia. It highlightsour combined electrical and data skills on show to the world.

Victoria:

The University of Melbourne. Their most prestigious academic project. UniversitySquare. We delivered two projects on the Square, Buildings A and B. We selectedbuilding B for nomination. With more than 4,500 high-speed data connections, it is a leading edge example of our Data skills.

South Australia:

The Southern Expressway. A unique reversible freeway cutting through some 28 kilometres of suburbia. No traffic lights! It reverses direction each day to suit peak hour traffic flow.Making all this work needed a lot of computing power, data skills and communication overlong distances.

South Australia:

Glenelg Wastewater Treatment Plant. Treats wastewater to world best practiceenvironmental standards. This project required both electrical and instrumentation skills. Taking on the main contractor role meant managing not just Electrical and instrumentation,but also Mechanical and Civil disciplines.

For these projects, and all other work we do each year, 'Thank You' to all our Nilsen people. It is your quality attitudethat gives us the confidence, regardless of which project it may be, to showcase your skills in delivering excellence.

How will these projects be viewed by the judges? We hope to report in the next edition of the Review in March 2004 ...

A dictionary definition: Utility; 'the quality of practical use'.

No wonder Australian farmers calledthat unique Australian sedan-bodiedtruck, a Utility.

Well, when it comes to working forUtilities, we'd like to think we fit 'thequality of practical use' in a similarway. For Utilities to be successful,they, like all other industries, have tobalance their resources and the cost to maintain them. This often meansrelying on external support whenresources are overstretched. But muchof the work is highly specialised and the skills not easily available.Recognising this, our teams havefocused on developing the skills for this specialised industry. Theirachievement is credit to all. We nowhave the skills to undertake turnkeyprojects or just provide extra resourcesin special situations. And we can dothis in many diverse ways.

From supply of our very ownelectronic KwHr meters to bill for energy use, to building newsubstations, providing life extensionof switchgear and for anything inbetween, we're it! How much more of a utility can we be?

Our end-to-end solution for utilities isa true reflection of the wide range ofservices we provide.

Examples of our Utility end-to-endsolution:

Substations; building new green-field substation works, extension ofexisting subs, upgrading of equipmentand all other refurbishment works andsubstation related works.

So it came as a big surprise when acustomer said "I wish you hadn'tdone such a good job!"

It’s true!

How did it come about?

Now and again, every contractorencounters a project where theoriginal documentation and thefinally needed outcome are quitedifferent. This, naturally, brings abouta substantial amount of extra workand much change. All not able to beforeseen at the outset.

So, although it is always our objectiveto try to work within the originalproject brief, there are times when

some discussions with regard to extra costs are reasonable. Even then,however, we still recognise thedilemma faced by our customer whenunable to on-charge these extra costs.

It was as a result of some of thesediscussions that it was said to us.

It went something like this: "I wishyou hadn't done such a good job."Why? "Because then it would havebeen very easy to reject the variations!But because of the effort you put in, it would not be fair to do that".

It was great to see that our team haddone the work so well, there was noquestion about not looking at ourextra cost. Thanks to our customer for recognising the project ended upbeing quite different to how it was

originally intended. Thanks in thisinstance to our WA project team fordelivering an outcome to be proud ofin spite of the obstacles. Thanks to allNilsen people for continually doingthe same around Australia.

It is another example of our peopleworking to our vision. And thatvision has many facets. To bepreferred by customers, by suppliers,by our own people. And, in reverse,we prefer to work with customerswho appreciate the extra effort ourteams go to!

Company Managers and Directors, you may like to read on...

Over recent times, the electrical plant hasbeen recognised as a major workplacehazard. Especially if not inspectedregularly and maintained correctly. The energy released in that split secondwhen a fault is triggered (often whenswitching) can be likened to one or moregrenades going off. It has caused manyvery serious burn injuries and even deathin some instances.

Because of this, most, if not all,Australian states now have an ElectricityAct or similar. Also, through OHSlegislation, there are strict requirementsfor providing safe facilities andworkplaces. It is therefore important that your organisation understands and complies with the requirements.Why? Because if you are judged not tocomply, there is a risk of a heavy fine or prison sentence.

As an example, in October 2002, theQueensland Government passed into lawthe "Electrical Safety Act 2002". It hasbeen well publicised. Yet it is not widelyknown that this law makes regulartesting of your electricity system astatutory requirement.

Other states have similar requirements.Whilst these may not go to the samedetail, all require any electrical plant(switchboards, cabling, transformers etc.)you have control over, to be maintainedto the appropriate Australian Standards.

These acts have far reachingramifications.

For example, the Queensland Actrequires an Employer or a Self Employedperson to ensure that all electricalequipment used 'in the conduct of their business or undertaking' to be 'electrically safe'. This requires regular inspection and maintenance.Even organisations with existingprograms have had to modify these to ensure compliance.

Further, the Queensland act clearlydefines penalties and prison terms forfailure to meet these requirements. And of greater concern, it also states that the failure of staff to conform to the act is also a failure of the directors.

Is there a similar act in your state? If so, do you meet your obligations? Even if the act is different, the obligationsare likely to be the same, just arrived at ina different way.

We urge you to check.

Is the universe going to expandforever? Who knows? Whatever itdoes is unlikely to affect us in thenext 50 years or so.

But there are likely to be some 'bigbangs' that may cause you seriousproblems even in the next five years.

Most regard switchboards as staticplant, needing no maintenance andlasting forever. Sure, they sometimeshum, some generate a bit too muchheat, get a little warm. Still, in themain, they are regarded as prettyreliable. Out of sight and out of mind.

Not true! Switchboard failures maynot be everyday occurrences, butthey happen more often than peoplethink. And, when they happen, theresultant injury and damage can behorrific. Switchboard catastrophesare, in reality, electrical explosionsand most occur when an operator isswitching. No wonder therefore thelatest statistics out of the USA listswitching as the second highest cause for electrical worker deaths.

And the magnitude of any resultantexplosion increases as a directcorrelation of the prospective faultcurrent and voltage. It is no bigsecret that a 100kA fault is fourtimes more severe than a 50kA fault!Also, a fault in a 12kV system ismuch more severe than one at alower voltage.

The problem is now being recognisedby OH&S aware companies. Somewho have experienced switchboardfailures will require their operators tosuit up in flameproof clothing, shoesand gauntlets, and to wear helmetsand face shields.

Having long recognised standardswitchboard designs offer little, ifany, protection in these instances, we have been at the leading edge ofwhat is known as 'Internal ArcingFault Containment'. But, as faultlevels increase and designs evolve,there is a continuing need to keep upwith these developments. For thesereasons our development and testingprogramme continues unabated.

We see testing as an investment inthe future. Your future and ours.Also we see companies insisting onthese designs now as well placed if the time comes when standardswitchboards can only be operatedwith a full blast suit.

There are other benefits also. With careful design, damage issignificantly reduced, plant outagesshortened and through developmentslike N Series, the cost premium isnow much reduced.

Our arc-fault containment range nowincludes 24kV (25kA), 12kV (31.5kA),6.6kV (31.5kA) and 415V (100kA)designs.

Already one of the most testedswitchboard builders, this extratesting is further proof of ourcommitment to the industry. If youwant to future proof your newswitchboards, consider arc-faultcontained units.

And in the beginning there wasContracting. It is where we had ourgenesis. Since at least 1916 (somebelieve as early as 1912!), we've beenContractors. First in Victoria. From1931 in South Australia. And followingon in all other mainland states.

And, as part of our aim to becontractors in each of these places,we want to deliver the same widerange of commercial, industrial,health care, hospitality, education,utility and resource contracting skillsin each and every place.

But, how do you build a trulynational contracting organisation andprovide a consistent quality of servicethroughout the country? Only byinvolving all key Nilsen Managers.

All helping chart Nilsen future. Eachdelivering in their area. Each beingpart of an Australia-wide team.

It is our Contracting Steering Group.It meets on a regular basis and is anetwork for fast interchange ofinformation. The objective: to deliverthe required outcome regardless oflocation.

A national contractor must have as itsgreatest strength the ability to supportnationwide customers, nationwideprojects, nationwide rollouts.Regardless if it is in Melbourne orMillicent, Brisbane or Busselton, Perthor Paraburdoo, Sydney or Shoal Bayand Adelaide or Argyle. We candeliver in all these places.

From defence bases in the top end, a convention centre in Perth, a glassbottle plant (or two) in SA, trafficlight maintenance across allmetropolitan Melbourne, movingstands at Stadium Australia inSydney and hospitals in Brisbane, all are in a days work for this group.Contracting is our 'powerhouse'.

Through our Contracting SteeringGroup we Contract Australia wide.This team will undertake any projectanywhere, and at any time.

And who is steering our contractingship? Here are the people who makeit happen.

But not just the green! Also theamber, red, turning, walk and don'twalk lights!

As this issue is going to print, we have been maintaining the completeMelbourne traffic signal system,including electronic signs, emergencyphones and all other trafficmanagement equipment for three years.

Some 2600 traffic light controlledintersections over a five-thousandsquare kilometre plus area! Thenthere are the 579 help phones, 121CCTVs, 15 Trip Information signs, 10Variable Message signs, 17 ComputerCabins. And the list goes on...

Was it a challenge? You bet! We hadto start from scratch. We had just tenworking days from the signing of thecontract. And what a hectic ten days!In those ten days we had to:

Build, recruit and mobilise ourservice team.

Build, recruit and mobilise oursupport team.

Do all the inductions.

Develop our work methods and statements.

Train our team in traffic awareness.

Get the vans and trucks.

Get our vehicles kitted out and onthe road.

Organise all the plant.

Set up a call centre and GHQ.

Develop all the administrativeprocesses.

Seamlessly change over on theappointed day.

And change over we did. All asarranged, on October 1, 2000. From not being involved whatsoeverin day-to-day maintenance of thesystem to full operation, includingfinding the specialised staff almostovernight it was a tremendouschallenge. A logistical feat!

This was the first time the contractwas awarded to a single contractor,giving VicRoads the benefit of asingle point of contact and a singleline of responsibility, simplifiedadministration and a saving onduplicated administration costs.

As noted by our Stewart Joyce, whomade it all happen, "This traffic lightsystem is relied upon by allMelbourne residents. It is critical.Any problems or malfunctions can

create life and death situations. So itwas essential that, even in the veryshort ramp up time, we ensured thesystem and our people were fullyoperational from day one. No effortwas spared in this regard."

And, it is a real credit to our team onhow well they took on this challenge.This project has shown how we can'step out of the circle' to do majorworks at short notice wherever andwhenever they present. It proveswhen we commit to something, we do it, regardless of what thechallenges are.

Thank you to our project team for thetremendous work you've done. Youhave delivered a true professionalservice. Also, thanks to VicRoads forhaving the confidence in Nilsen.

Sporting arenas to industrial plants.We provide maintenance services tothese and many other facilities.

Outsourcing maintenance. It was a catch-cry some years ago. It was seen to reducecost. But it didn't always deliver. It didn'talways live up to expectations. Especiallyover the long term.

Sure, it helped downsize in-housemaintenance teams and saved thecustomer worrying about this function.But often, one worry replaced another.After all, someone still has to manageit and to manage it properly.

Frequently, savings were only made by doing less. Many were short-termsavings traded for long term griefthrough a fall off in reliability.Selecting the cheapest tendererregularly compounded this. After all,they needed to cut out the most cost.How? By doing the least!

These experiences were unfortunatebecause the true benefits tooutsourcing remain. And they are many and compelling!

Outsourcing makes available wide-ranging experience and skills nototherwise within reach. It allowsupsizing and down sizing as and whenneeded without employment, training or redundancy costs. It can provide thelatest maintenance philosophies andcost savings with minimum outlay.Specialist organisations can offersignificant savings by working smarter.Also a specialist service provider isacross all the latest legal requirements.You rest easy knowing you complywith the law. We believe if maintenanceis not your core business, outsourcingshould be considered seriously.

But it should be remembered thatoutsourcing will not create instant savings.

As Garry Meier, Manager of ourVictorian Engineering Services, notes;"When first approached, we often findfacilities in need of significant work justto bring them back to an acceptablestandard. Only then can a strategicmaintenance plan be implemented.

Only then can significant savings bebrought about. Remembering all thetime, of course, that savings must notintroduce risk. For this a soundunderstanding of customer needs andwhich activities are critical to thefacility a strategy is paramount. This can only be developed with the customer over time."

So, to make savings, be prepared tomake that initial investment. Haveyour service provider bring yourfacility up to scratch first. Remember,it may be a case of pain before gain,but if you work with an organisationyou have confidence in, the benefitscan be great.

What do these have in common?

All are new projects. All have been added to our order book since the March edition of our Nilsen Review. All are with major and highly respected customers.

Here are some pictures:

NEW PROJECTS.

Northern Territory: Robertson Barracks. On-goinginstallation on this most moderndefence base where we haveundertaken many and variedelectrical, data and other worksfor all of Darwin's major builders,including John Holland, HansenYuncken and Sitzler Bros.

Western Australia: Bunker Bay Resort. An environmentally sensitiveresort tucked away in beautifulBunker Bay near Busselton inthe south west of WA. Top classaccommodation and amenitiesby Major Developer, Mirvac Fini.

Victoria: Hazelwood Power Station. Thehighly specialised materialshandling skills of our MorwellRegional Office are certainly inhigh demand with on goingworks for a number of projectsin the La Trobe Valley, this workis with Hazelwood Power.

Queensland: Coolangatta Airport. Extensions tothe arrivals hall and refurbishmentto the Frequent Flyer Lounge forQantas, both to provide top classfacilities in this fast growing areanear the Gold Coast, another projectwith major builder Leighton.

New South Wales: The Proximity project. A largenew 20 Storey retail andresidential development nearSydney Airport in popularArncliffe, completion mid 2004.Another project with the 'WellBuilt Australian', Multiplex.

In each Review we try to show Nilsen landmarks in a particular State. You may recall in past editions we’ve featuredprojects from WA (New Maritime Museum and Swan Bells), from Victoria (MCG and Myer Music Bowl), from SA(National Wine Centre and Dame Roma Mitchell Performing Arts Centre), from NSW (Stadium Australia, 77 PacificHighway and the MLC building) and from the Northern Territory (Apin, Robertson Barracks and Royal Darwin Hospital).

This time it is Queensland’s turn.

The four projects selected and with which Nilsen have been involved, are:

NILSEN LANDMARKS.

Queensland Alumina Limited: Their Alumina Refinery at Gladstone is theworlds largest. We have delivered manyswitchboards to this world-class facilityand also undertake on going switchgearservicing and upgrading.

Brisbane airport:We have worked on a number of projects at the airport and continue with on-goinginstallation and contracting type works.

Queensland Investment Corporation Building:One of the dominant features on the Brisbaneskyline, where we do critical switchgearservicing on a large number of circuit breakers for Jones, Lang LaSalle.

Wolston Park Hospital:This facility was recently the focus of a majorupgrade, with a number of new buildingssensitively sited amongst many refurbishedheritage buildings. Our work was the electrical,data fire and security services to almost thirty buildings.

Chris Anderson: Chris has joined our WAContracting operations in the role ofContract Administrator and it will be histask to ensure our delivery teams dot all the Is and cross all the Ts.

Terry Appleby: Has the important role ofmaking sure our WA team get exactly whatthey need, when they need it and wherethey need it. He is WA's new procurementofficer.

Phil Bilsborow: Joins our SA Company asManager, Switchboard Division. He brings29 years experience and will not be short of things to do, looking after SA, NT andQueensland, as well as development of N Series.

Clive Blowers: Originally from WA, Clivehas now transferred back to WA to ourSwitchboard operation as designer, havingfirst joined the SA Switchboard operation ina similar role.

Rob Chanter: Working his way through theranks, Rob has learnt how to deliverprojects well and has now been appointedProject Manager, looking after a number ofprojects for our Contracting division in WA.

Dominic Cobb: Joins the WA Contractingteam as Construction Manager, making sureour Contracting teams both in the Pertharea and also in the North West deliver ontime and on budget.

Alex Genovese: With all the work our WA Contracting team have on at themoment, they are certainly welcoming Alex in his role as Supervisor.

Steve Green: With our Queenslandoperation growing, Steve has beenappointed as Area Manager, Queensland,working closely with our Contracting,Engineering Services and Switchboardteams to grow this area.

David Griggs: Fills a new position in SA'sEngineering Services area as the operationsManager of our High Energy activities. It isDavid's role to ensure all Techs are in theright place at the right time with the rightresources.

Michael Guy: The recent successes inMetering and divestment of our Test andMeasurement business has meant aconsiderable restructure, with Michaeltaking on the key role of Sales andOperations Manager for Metering.

Phillip Hoetz: Is now responsible forSupervision for both High Energy and FieldServices activities at our Bibra Lake, WAoperations. With the very wide range of workthese activities undertake, a challenging role.

David James: With the expansion of ourContracting activities in Queensland, Davidwill be looking after this major part of ourbusiness and oversee its development.

Gary Knight: With Geoff Smith appointedas General Manager, Gary joins our WACompany as its Commercial Manager,taking over this very important role on the west coast.

Peter Montebello: Has been awarded best1st Year Apprentice by our SA Company inits Contracting division. Well done Peterand keep up the good work!

Brian Murphy: Will find the weather inMelbourne much more amenable than atCasey station in Antarctica. Brian joins ourVictorian High Energy team as a test andcommissioning engineer.

Daniel Musolino: Daniel has been awardedthe Apprentice Encouragement award byour SA Company in its Contractingdivision. Good to see a reward for somevery good effort! Keep it up!

Mark Nilsen: Has been appointed ExecutiveDirector, Contracting. This sees Mark takingthe line responsibility for our three NilsenElectric companies. A major step in Nilsen moving to fourth generation family ownership.

David Robinson: Was awarded best 2ndYear Apprentice by our SA Company in itsContracting division. Another apprenticeshowing good attitude and good aptitude!

Bhupindra (Bhupi) Singh: Joins ourMelbourne based Engineering Services teamto help develop our Field Services andMotor businesses as Sales Engineer.

Jacqui Stone: Joins our South Australiancompany as Personal Assistant to theGeneral Manager, David Lindner and withall the territory David has to cover willcertainly have her work cut out keepingtrack of him.

Martin Surgeoner: Joins our QueenslandHigh Energy team as the estimator/administrator to provide customer support.Martin will be pricing and invoicing for thedivisions specialised services.

Bob Ullock: Bob joins as Major AccountsManager Victoria in our Metering Businesswhere recent leading-edge redesign of ourenergy meters is creating much customerinterest. It will be Bob's task to follow this through.

Kelvin Upton: With the broadening of our SA Engineering Services range of activities, it will be Kelvin's role to determine customerrequirement, pricing, project support and final project wrap-up.

Mark Watson: Has shown he has the ability totake on a greater role in our WA Contractingoperations and has been promoted to theposition of Supervisor, having been a ProjectAdministrator with the division for some time.
