APPROVING THE MINIMUM STANDARDS IN THE SPECIF CATIONSFOR CAL. 5.56MM ASSAULT RIFLE FOR SPECIAL OPERAT ONS USE

WHEREAS, Section 14, paragraphs (i) and (m) of Republic Act o. 6975 as amendedby Section 5, paragraph (a), sub-paragraphs (5) and (8) of Republic Act. 0.8551, empowersthe Commission to approve or modify plans and programs on edu ation and training,logistical requirements, communications, records, information syste , crime laboratory,crime prevention and crime reporting as well as prescribe minimum standards for arms,equipment and uniforms and, after consultation with the Philippine eraldy Commission,for insignia of ranks, awards and medals of honor;

WHEREAS, pursuant to the aforecited legal prescription, th PNP, through itsUniform and Equipment Standardization Board (UESB) Resolution No. 013-14 dated July 2,2013, submitted the proposed standard specifications for Cal. 5.56 m Assault Rifle forspecial operations use for the consideration and approval by the Commis ion;

WHEREAS, the proposed UESB specifications for 5.56mm ass ult rifle for SpecialOperations Use is to attain good quality assault rifles which are inte -operable and inter-changeable for use by the PNP Special Action Force, Aviation Secu ity Group, MaritimeGroup, Special Weapons and Tactics, and other Special Operations Gro s of the PNP to ablyperform their mission and functions;

WHEREAS, the UESB proposed specifications is a product of me iculous consultationsamong end-users to have a non-tailored fit specification favorable 0 a particular brandproduct by any manufacturer;

WHEREAS, after thorough review and evaluation, the C I mmission finds theproposed Specifications for 5.56mm Assault Rifle for Special Ope ations Use to be inconformity with the requirements of Republic Act. No. 8551, Republi Act No. 9184 and itsImplementing Rules and Regulations (IRR) to include logistical policie and issuances of theCommission, to meet the requirements of the PNP.

NOW THEREFORE, the Commission, in the exercise of it statutory power toadminister and control the PNP, HAS RESOLVED TO APPROVE, AS IT HEREBYAPPROVES the minimum standard in the specifications for 5.56mm A sault Rifle, for specialoperations use of the Philippine National Police to read as follows:

c. At least one (1) year warranty on parts and services.d. Must pass the PNP Test and Evaluation.

RESOLVED FURTHER, that NAPOLCOM Resolution No. 2011-172 dated May 27,2011 is hereby revoked and rescinded accordingly.

RESOLVED FURTHERMORE, that this Resolution takes effect after fifteen (15) daysfrom date of filing of a copy hereof at the University of the Philippines Law Center, pursuantto Executive Order No. 292 or the Administrative Code of 1987, as ame ded.
