3.0 PREREQUISITES

3.1 Before starting work the user SHALL verify this procedure is current by referring toNuclear Document Management System (NDMS) or one of the other methods listed inSO1 23-1-1.3.

4.0 PRECAUTIONS

4.1 To prevent inadvertent operation of equipment during testing, the trip and close circuitsfrom the LOVS SHOULD BE disabled by lifting the trip or close circuit lead(s) identified inSection 6.0.

4.2 The leads from the sequence timers that operate the loads will also be lifted to preventinadvertent equipment operation during testing.

4.3 All leads that require lifting SHOULD BE lifted on the "Intemal" side of the terminal blockor on the relay.

When testing ABB 27N or 62 relays ensure proper polarity when connecting a test sourcefor control power.

If a control wiring insulation test is required, partially withdraw any ABB 27N or 62 relayunits from the case sufficiently to break the rear connections before applying the testvoltage.

4.6 During testing of timer relays, some auto start and stopping functions will be inoperable.

6.0 PROCEDURE

6.1 Procedure Management

6.1.1 Discrepancies discovered including failure to meet the engineering acceptancecritreria in the Table of Step 7.3 SHALL BE reported to the responsible ElectricalTest Supervisor at the time of discovery. This supervisor shall ensure thesediscrepancies are properly documented in accordance with S0123-I-1.3.Additionally, the Control Room Supervisor (SRO) SHOULD BE notified in writingof these discrepancies.

6.1.2 Corrective action taken SHOULD be noted in the Work Done Section of the MO.Under no circumstances shall the device be returned to service without theControl Room Supervisor's (SRO) approval.

6.1.3 The completion of this procedure, in its entirety, satisfies the TechnicalSpecification Requirements referenced in Section 2.1. Failure to meetAcceptance Criteria SHALL require reporting a failed Surveillance in accordancewith S0123-1-1.3. See Section 7.0 for specific information.

6.1.4 Should a step in this procedure NOT be performable due to plant or equipmentcondition, it SHOULD BE so noted in the Remarks Section of the Data Recordand any appropriate MO number should also be recorded. Priorto returningequipment to service, the Control Room Supervisor (SRO) and responsibleSupervisor SHOULD concur.

6.1.5 Complete appropriate sections of S0123-11-15.3, for devices as they are alteredduring the performance of this procedure if devices are altered in a manner otherthan as dictated in Section 6.0 of this procedure. Alterations required to performthe functional test SHOULD BE documented.

6.1.6 LOVS isolation switches may be opened as desired during this procedure tomeet circuit isolation/testing requirements.

6.1.7 Record all data as devices are tested during the performance of this procedure.Ensure As-Found data is recorded prior to making any adjustments or prior toany cleaning. Ensure As-Left data is within the Acceptance Criteria listed.

6.1.8 Individual components or circuits may be tested concurrently or in any logicalsequence.

6.1.9 The group dynamic functional test steps 6.12.8 - 6.12.11 of this procedure areonly required to be performed to satisfy Technical Specification SurveillanceRequirement 3.8.1.18 for load sequence timing in the event OperationsProcedure S023-3-3.12 is NOT being performed.

6.3 Voltage Failure Detection - Westinghouse CV-2

NOTES: 1. The following tests of CV-2 relays supersede all test requirements ofS0123-ll-11.9 except Initial Test on replacement relays.

2. Use only Fluke Model 46 DMM, or equivalent, for calibration of the CV-2 relays.See Special Tools, Attachment 3.

3. Steps 6.3.3 through 6.3.5 may be performed in any sequence on each relay oron all relays (.27F1, 127F2, 127F3, and 127F4) being tested.

6.3.1 Check Loss of Voltage channel time:

.1 Connect timer to monitor channel operating time (from loss of input voltage at127F1 to contact closure of 127F1X2).

.2 Momentarily open relay cutout switch No. 8 of Relay 127F1 and check time tocontact closure of 127F1 X2.

.3 Channel operating time Acceptance Criteria is 1.0 seconds ± 5%(0.95 - 1.05 seconds) from initiation (loss of voltage) to output (actuation of the127FX2 relay). Record results on Data Record.

.4 Disconnect the timer installed in step 6.3.1.1.

.5 Repeat steps 6.3.1.1 through 6.3.1 .4 for the other three channels (127F2, 127F3and 127F4).

6.3.2 Verify open/open TS-2 Cutout switches (127F1 TO F4 DC CONTROL) identifiedon drawing 30299 for Relays 127F1, 127F2, 127F3, and 127F4.

6.3.3 Check CV relays minimum trip voltage. Acceptance Criteria is105.00 VAC ± 3.3% (101.53-108.47V). Enter As-Found value(s) on DataRecord.

6.3.4 Check operating time of the relay at 120 to 0 Volts. Operating time' should be1.0 Seconds ± 5%, -10 cycles (0.783=0.883 Sec.). Record As-Found time andvoltage on Data Record, for information only.

6.3.5 Verify operation of the ICS targets and enter verification on the Data Record.Current should NOT be greater than present lCS tap setting.

* As Found Tech Spec Acceptance Criteria of 1.0 ± 0.05 seconds for the channel is verified at step 6.3.1. TheAcceptance Criteria here is for the CV-2 undervoltage relay only with an allowance for the operating time ofthe associated auxiliary relays.

6.3.6 Perform an electrical and mechanical inspection on each relay per the Electricaland Mechanical Inspection section of S01 23-1l-11 .9 and enter verification on theData Record, Attachment 5.

NOTE: Relays 127F1, 127F2, 127F3, and 127F4 may be tested in any order or concurrentlyin steps 6.3.7 through 6.3.12.

6.3.7 Check minimum trip on each relay. It should be within 105 VAC ± 1%(1 03.95-1 06.05V). Adjust control spring as necessary. Record the As-Leftminimum trip voltage on the Data Record.

6.3.8 Perform minimum roll test on each relay with each relay's tap screw and time dialset to the desired points. Enter verification on the Data Record.

6.3.9 With each relay's tap screw and time dial set to the desired points, verify therelay timing to be within 1.0 Seconds ± 5%, -10 cycles (0.783-0.883 Sec.) 2 for120 to 0 Volts (This is a preliminary setting of the relay). Slight adjustment to thetime dial may be necessary to obtain the desired times. Record As-Leftoperating time on the Data Record, for information only.

6.3.10 If any relay does NOT meet the Acceptance Criteria of Step 6.3.9, calibrate thatrelay by adjusting the permanent magnet and time lever position to obtaindesired time.

6.3.11 If calibration is performed on a relay, repeat Steps 6.3.7 through 6.3.9 for thatrelay. If Acceptance Criteria cannot be met, refer to Step 6.1.1.

6.3.12 Close main relay contacts and pass sufficient DC current through the trip circuitto close contacts of the ICS. This current should NOT be greater than the ICStap setting. The operation indicator target should drop freely. Enter verificationon the Data Record.

6.3.13 Upon completion of acceptable relay test/calibration, fill out an OD-45 RelayData Card and place it on the relay (normally 127F1 of this group). Enterverification on Data Record.

6.3.14 Remove all relay test plugs, including all test leads.

6.3.15 Verify all links, tap screws and adjustments are secured and tight.

6.3.16 Re-install relay covers and reset all targets.

6.3.17 Close relay TS-2 Cutout switches opened in Step 6.3.2.

6.3.18 On the Data Record, enter verification of restoration Steps 6.3.14 through 6.3.17for each relay.

As Left Tech Spec Acceptance Crierla of 1.0 ± 0.05 seconds for the channel will be verified at step 6.8.31.The Acceptance Criteria here is for the CV-2 undervoltage relay only with an allowance for the operating timeof the associated auxiliary relays.

6.4 Degraded Voltage Delection Relays - ABB 27N

NOTES: 1. The following tests of the 27N relays supersede all test requirements ofS0123-lI-1 1.60 (when issued) except Initial Test on replacement relays.

2. Use only Fluke Model 45 DMM, or equivalent, and Multi-Amp Epoch-10, orequivalent, for calibration of the ABB 27N relays. See Special Tools,Attachment 3.

3. Steps 6.4.3 through 6.4.5 may be performed in any sequence on each relay oron all relays (12701, 127D2, 12703 and 12704) being tested.

6.4.1 Open/verify open TS-21, TS-22, TS-23 and TS-24 Cutout switches terminals 5/6and 718 shown on drawing 30220 sheet 2 for Relays DGV-1, DGV-2, DGV-3 andDGV-4.

6.4.2 For trending, check 27N relay pickup voltage. Acceptance Criteria is121.4 VAC t 0.37% (120.95-121.85V). Enter As-Found value on the DataRecord.

6.4.3 Check 27N relay dropout voltage. Acceptance Criteria is 120.8 VAC ± 0.37%(120.35-121.24V). Enter As-Found value on the Data Record.

6.4.4 Check operating time of relay at 125 to 0 Volts. Acceptance Criteria is2.0 Seconds + 8.7% (1.83-2.17 Sec.). Record As-Found operating time andvoltage on Data Record.

6.4.5 Verify operation of target and enter verification on Data Record.

NOTES: 1. Relay rebuilding is NOT intended for this section. Major deficiencies SHOULDBE reported to the responsible Test Supervisor.

2. Any terminations needing repair or replacement SHOULD BE repairedfreplacedper Procedure S0123-1-4.59.1 or S0123-1-4.59.3.

3. All corrective actions are to be recorded in the Work Done Section of the MO.

4. Sub-sections of Section 6.4.6 may be performed in any logical sequence oneach relay being tested.

6.4.6 Perform an electrical and mechanical inspection on relay to verify and correct asnecessary, the following:

.1 All electrical terminals are tight. Tighten as necessary.

.2 All wire lugs are properly applied per S01 23-1-4.59 and wire strands are intact.Reterminate per S0123-1-4.59.1, if necessary.

.3 All screws and nuts are firmly secured. Tighten as necessary.

6.4.6 .4 All internal parts of relay case are aligned properly, firmly secured, and free ofdirt or metal filings. Adjust, tighten, and clean as needed.

.5 All parts are free of cracks. Consult with supervisor if parts are damaged.Record all damage on MO.

.6 All electronic components are soldered properly, free of evidence of overheating,free of leakage or swelling (capacitors) and free of cracks (resistors and P.C.boards). Rework connections per S01 23-1-4.59.3.

.7 Enter verification of inspection on the Data Record, Attachment 5.

|NOTE: tRelays 127D1, 127102, 127D3, and 127D4 may be tested in any order orNOTE: concurrently in steps 6.4.7 through 6.4.9.

6.4.7 Check pickup voltage of relay. It should be within 121.4 ± 0.1 VAC(121.3-121 .5V). Adjust R27 as necessary. Record As-Left pickup voltage onData Record.

6.4.8 Check dropout voltage of relay. It should be within 120.8 ± 0.1 VAC(120.7-120.9V). Adjust R16 as necessary. Record As-Left dropout voltage onData Record.

6.4.9 With relays tap plugs set to desired points, verify the relay timing to be within2.0 Seconds ± 1% (1.98-2.02 Sec.) for 125 to 0 Volts. Slight adjustment of R41may be necessary to obtain desired time. Record As-Left operating time on DataRecord.

6.4.10 Upon completion of acceptable relay test/calibration, fill out an OD-45 RelayData Card and place it on relay (normally 127D1 of this group). Enterverification on Data Record.

6.4.11 Remove all relay test plugs and test leads.

6.4.12 Verily all tap plugs and adjustments are secured and tight.

6.4.13 Re-install relay cover(s) and reset all targets.

6.4.14 Close relay TS-21, TS-22, TS-23, and TS-24 terminals 516 and 7/8 Cutoutswitches opened in Step 6.4.1.

6.4.15 On the Data Record, enter verification of restoration, Steps 6.4.11 through 6.4.14for each relay.

6.8 LOVS, DGYSS and SDVS Circuit Functional Test

6.8.1 Verify 127F auxiliary HFA relays are energized with no time delay when a jumperis momentarily applied across contacts I and 10 of voltage failure relay.Reference drawing 30299. Enter verification on Data Record.

6.8.2 Connect timer to monitor channel operating time (from loss of input voage at127F1 to contact closure of 127F1 X2).

NOTE: The following step verifies the Tech Spec channel timing Acceptance Criteria of1.0 + 0.05 seconds (preferred time is • 1.0 second), from initiation (loss of voltage)to output (actuation of -the 127F X2 relay).

6.8.3 Momentarily open relay cutout switch No. 8 of Relay 127F1 and allow 162F1timer to operate and energize 1 62F auxiliary relays.

NOTE- Adjust time delay of 1 27F1 relay such that the time delay of the entire LOVSchannel up to and including 127F1X3 and 127F1X11127F1X2 is 1.00 + 0.05seconds. (A LOVS channel consists of relay 127F1 and auxiliary relays 127FIX3and 127F1X1/127F1X2 in series.) This timing requirement also applies to the LOVSchannels associated with relays 127F2, 127F3, and 127F4.

.1 Channel operating time Acceptance Criteria is 1.0 seconds - 5%, +0%(0.95 - 1.00 seconds). Adjust 127F1 time dial and retest, as required. Recordresults on Data Record.

.2 Verify that no stop, trip, start or close signal exists on any of the (eight contact)circuit blocks as shown on drawing 30299. Enter verification on Data Record.

.3 Disconnect the timer installed in step 6.8.2.

6.8.4 Repeat Steps 6.8.1 through 6.8.3 for the other three circuits (127F2 - 162F2,127F3 - 1 62F3, 1 27F4 - 1 62F4). This test verifies that actuation of 1 out of 4relays will NOT cause circuit blocks to function.

6.8.5 At 2A0421, CLOSE/verify closed all TS21, TS22, TS23 and TS24 cutoutswitches.

6.8.6 OPEN TS25, terminals 1/2 and 3/4 (disables 1 62A alarm circuit).

6.8.7 At 2A0421, install an OPEN (SIAS simulation) switched jumper at terminal boardDX, terminals 1 (CIA) and 3 (P1A), (to simulate actuation of SIAS relay K1 03A,contacts 6B and 6C). Refer to E/D 30220 sh 2 and WID 31763 sh 21 A.

6.8.8 OPEN TS21, terminals 13114 and 15/16 (removes AC input to relay 12713-1,simulates degraded voltage). Wait 2 seconds for relay to operate.

6.8.9 CLOSE the SIAS simulation switch at 2AO421.

6.8.10 After approximately 4.3 seconds, verify operation of the DGV-1 relay by checkingthat the LOVS auxiliary relays 127F1X1, 127F1X2, 162F1, 162F1X1, 162F1X2,162F1X3 and 162F1X4 are energized. Enter verification on the Data Record.

6.12 System Functional Test

NOTES: I. Group dynamic functional test steps 6.12.8 - 6-12.11 of this procedure are onlyrequired to be performed to satisfy Technical Specification SurveillanceRequirement 3.8.1.18 for load sequence timing in the event OperationsProcedure S023-3-3.12 is NOT being performed.

2. Steps 6.12.1 - 6.12.7 verify equipment operability (including shedding of eachload (T.S. S.R. 3.8.1 .11 .B).

3. Performing functional test(s) of LOVS circuits detailed in this procedure, willNOT cause any equipment needed in Mode 5 to become inoperable. Functionsthat will be made inoperable are bus undervoltage detection, automatic startingof Diesel Generator, and bus load shedding and load sequencing.

4. During functional testing of load breakers to prove individual circuitperformance, some questions of operability may arise when In-Service loadbreakers are tested. The breaker will be tripped and closed from LOVS auxiliaryrelays, and it is for the tripping function test that an operability assessment isneeded (for an In-Service load only) as the trip signal will remain energized untilLOVS auxiliary relays are reset by Technician.

5. During functional test of Tie Breaker 2AO417, the intertie function for Unit 3, Bus3A04, will be out of service and may require an operability assessment

When Functionally Testing LOVS Reset, Diesel Breaker and Tie Breaker

6.12.1 Functionally test each 4kV or 480V breaker in the "I n-Test" or "Connected"position, or using an umbilical cable (test can be either individually or in groups)as operating conditions permit.

6.12.2 Record function test status for each breaker: "As-Found" position, "As-Left"position (should be returned to "As-Found" position), and test completion, on theData Record.

6.12.3 Test equipment, as applicable, may be required to monitor functions of circuitsunder test and will be installed at the discretion of the Test Technician. Cubicleswhere test equipment is connected SHOULD BE listed on the Data Record.

6.12.4 When the operating lineup of the individual circuits will NOT support testoperations while in the "In-Test" position, wires may be lifted, jumpers installedand/or contacts may be blocked. Lifted leads, installed jumpers and/or blockedcontacts SHOULD BE listed on the Data Record.

Definitions

1. An Initial Test is defined as the required scope of testing normally performed during initial plantconstruction, addition of new equipment or transmission lines, or revision/modification of existingelectrical protection system, or when a relay is replaced.

2. A, Routine Tst is defined as the required scope of testing normally performed on a periodic basisto verify relay calibration parameters have NOT changed.

3. A Calibration Change is defined as a change in the relay calibration setpoint normally requestedby the System Protection Engineer on form OD-43 and/or on the Setpoint Lists.

4. Minimum Trip is defined as that input value at which the moving contact will just make or breakcontact with its stationary contact, recognizing inherent dead band width of the device beingtested.

5. A Minimum Roll test verifies that an induction disc relay's disc (moving contact) will roll all theway from the backstop to the stationary contact when minimum trip plus 5% or minus 5%, asapplicable, is applied to the relay.

6. Trip Tests are defined as part of the Initial Test, Routine Test, Repairs or Calibration Changesthat will be performed at the completion of the relay work by functionally testing to verify completecircuit integrity.

7. In-Service Tests are defined as evaluating the electrical quantities, such as voltage, current, andphase angle, present at the relay terminals when the relay is in service.

8. Functional Test is defined as verifying proper operation of each circuit/branch circuit by operatingeach initiating device in the circuit/branch circuit, proving all circuit permissives, contact by contactand observing that all circuit devices function in accordance with circuit logic. Block contactsopen, close contacts orjumper or lift wires to simulate those conditions which cannot be set upotherwise (e.g., device contact operation is a function of a device in another circuit or a processcondition).
