St. Louis County Police Department Recognizes Charter Members

The St. Louis County Police Department will in its 61st year of existence on July 1, 2016 define and celebrate for the first time a very important part of its history.

The St. Louis County Police Department was established on July 1, 1955 without an “approved budget, adequate equipment, or vehicles” according to the information gathered by Colonel Gil Kleinknecht, Police Historian (Ret. DSN (Department Serial Number) 1128), researching the department’s 2016 “Charter Member Project.” Lacking were “patrol sub-stations, permanent or experienced supervisors, standard operating procedures and little or no investigative or identification equipment.” The first 18 months of the department’s existence were ones of organization and development to create a “professional police agency.”

For these first 60 years of the department’s existence, Historian Colonel Gil Kleinknecht’s project research established that there had never been an official definition as to which police officers were the “Charter Members” of the County Police. From July 1, 1955 to January 23, 1957 (the first 18 months of the department’s existence) there were 150 police officers commissioned.

With the approval of current St. Louis County Police Chief Colonel Jon Belmar a “Charter Member” definition was established this year. The “Charter Member” definition includes: .Joined the police department between July 1, 1955 and January 23, 1957 .Served honorably .Is currently receiving a pension/annuity from St. Louis County .Has been recommended by the St. Louis County Police Retirees’ Association

The Board of Police Commissioners and Colonel Jon Belmar recognized the 9 living “Charter Member” police officers from a total list of 43 “Charter Members” at a ceremony August 17, 2016 in the St. Louis County Council Chambers, 41 South Central Avenue, Clayton, Missouri. The “Charter Member” officers who received a framed certificate honoring their designation were:

John “Denny” Robertson, President of the St. Louis County Police Retirees Association, recently sat down with both St. Louis County Executive Steve Stenger and Thomas P. Curran, his Senior Policy Advisor.The discussion centered on the St. Louis County Retirement Program.

The last COLA for St. Louis County retirees was September 1, 2005. Noted during the talk by “Denny” was the Retirement Fund’s funded ratio was frequently below an 80% minimum (RSMo, Section 105.684.1) during the last ten years and thus too low for the County Executive to recommend a Cost of Living Adjustment (COLA) to the retirees as recommended by the Retirement Fund Board. The funded ratio of the Retirement Fund has been more frequently in the 60-70% range during these past years. (NOTE: Most recent funded ratio listed in each quarterly newsletter on page 6). (NOTE: St. Louis as a Charter County has the option not to follow the letter of RSMo, Section 105.684.1 re a COLA with its retirement plan.)

“Denny” reminded in his remarks that in 2014 out of his concern for the long term funding of the Retirement Plan and future COLAs that he had requested the Missouri State Auditor, to perform an audit of the St. Louis County’s Retirement Plan. His request was placed on the consideration list for future state audit consideration.

“Denny” commended the County Executive for his considering options to correct Retirement Program problems. These proposed changes include all newly hired County employees to achieve vesting in the Retirement Plan after 7 or more years of service as well as future employees paying at least 4% of their salaries into the Retirement Fund (These proposals not yet sent to the County Council by the County Executive for consideration and vote.)

The Samuel K. Buchanon Educational Assistance Fund (SKB Fund) was created in September 2005. We became a non-profit organization - (501 c 3) in 2007. We gave out our first scholarships in 2009. To date, we have awarded 36 County Government dependents a $500 scholarship totaling $18,000. Applications for scholarships are accepted from October 1 through December 31 annually.
