Senior technician developing and maintaining mid-tier information systems supporting the receipt and processing of electronic documents and transactions for Garnishment, Civilian Pay, and Retired/Annuitant Pay systems. Work products include user guides, status reports, system documentation, and test reports which are always clear and accurate, as well as designing and coding the underlying systems.

As System Administrator, troubleshoot multiple information systems in support of Garnishment and Pay system’s document and transaction processing. My speed and accuracy reduces customer stress and strengthens the trust based relationship between the IT Branch and its business partners

Analyze current data processing and research in order to make technical evaluations of potential procurements and innovations to share with team members and audit teams.

Implement technical changes to Garnishment, Civilian Pay, and Retired/Annuitant Pay systems. Reanalyze existing systems to improve performance, information assurance controls and provide updates. Foresee problems and propose solutions before the customer is affected.

Organize different technical teams to test software updates and recommend configuration changes which requires self-learning of new software packages and technological innovations. Produce test scripts, and other complete and accurate system documentation resulting in thoroughly tested and timely implementations.

Maintain and report on Information Assurance Security controls in compliance with Information Assurance Policies such as DoDD 8500.1, DoDI 8500.2 and OMB Circular A-123. Pitch-in on internal attest engagements helps to meet important deadlines and keep our information systems complaint with regulatory standards. Duties include helping DFAS remain ‘audit ready’ by actively implementing, testing and documenting information assurance controls.

Specific Accomplishments in past year

Graduated Summa Cum Laude from CSU with a Master in Accountancy-Taxation, earning a cumulative GPA of 3.9 (4.0 basis), while working full-time

Earned 50 Continuing Education (CE) hours in accordance with DFAS security directives for holders of the Comptia Security+ Certificate, and completed 40 hours of Continuing Education for Ohio CPA license requirement. My initiative in taking training on my own ensures that I have the knowledge and skills to continue optimally serving the organization’s customers.

Completed detailed functional and technical documentation of the Retired & Annuitant Pay RAPID information system. This effort took painstaking reverse engineering of code written by Lockheed Martin in Microsoft SQL and Adobe Cold Fusion

Wrote detailed design document and test plans for Garnishment’s IT System conversion from legacy Struts1 Application Framework to Struts2. Additionally completed 85% of the conversion programming.

Tested and configured software thereby ensuring Garnishment and Retired Pay information systems remain security compliant with DoD standards and reducing risk of security breaches.

Performed testing with 20 U.S. States and the Federal Office of Child Support Enforcement for Electronic Wage Withholding Orders (eIWO) processing. It is mandatory that all 50 States submit orders electronically instead of paper thereby saving money in processing and handling.
