Executive Director, Center for the Improvement of Child Caring, North Hollywood, California, 1974 – present.

This private, non-profit research, training and community service organization was founded by

Dr. Alvy in 1974. His duties as Executive Director have included developing Board members and

maintaining Board member relations (Dr. Alvy is President of the Board). He supervises the daily

operation of the organization, writes grant proposals and represents the organization in public and through

the media. He also provides organization oversight of CICC’s various research, training and community

service projects, for which he is the main designer and creator. Dr. Alvy is also responsible for the

recruitment, hiring and evaluation of all employees.

Director, Raising Tolerant and Kind Children Project, Center for the Improvement of Child Caring, North Hollywood, California, Project under development, 2013 -- present

Founder and Founding Board Member, National Effective Parenting Initiative (NEPI), North Hollywood, California, September 2006 – December 2010.

This coalition was composed of individuals and organizations that advocated, celebrated and promoted

effective parenting and parenting education. The goal of this national organization, which consisted of

three complementary membership programs for Parents, Professionals and Organizations, was to help

create the conditions in the United States where it could become the birthright of every child to be raised

by loving and skillful parents who receive the best possible parenting education and support. Its activities

included (1) an online Effective Parenting Petition in support of making effective parenting and parenting

education national priorities, (2) the design and advocacy of a federal government-led effective parenting

initiative which Dr. Alvy wrote, (3) a December 2006 White House Briefing in Washington D.C.to present

the initiative to members of the Bush administration, (4) a Board of Advisors that consisted of top

parenting and parenting education authorities, (5) the bringing together of more than 30 national and local

parenting institutions as Organizational Affiliates, and (6) the creation of a model for community-led

effective parenting initiatives or projects which contains many of the elements of the earlier government-

led initiative that Dr. Alvy designed.

Founder and Director, Uniting Los Angeles for Effective Parenting Project, North Hollywood, California, January 2008 – December 2010.

This community-led effective parenting initiative, which Dr. Alvy designed and which was organized by

the Center for the Improvement of Child Caring and the National Effective Parenting Initiative, reinforced

and expanded the parenting enhancement infrastructure of the County of Los Angeles. The project

included plans and initial actions to create (1) a multi-faceted public education campaign to raise awareness

about what constitutes effective parenting in the 21st century and the role of parenting education in being an

effective contemporary parent, (2) building the capacity of local institutions to provide the full spectrum

of modern parenting and family skill-building services and programs, (3) a centralized telephone and

Internet information, referral and enrollment services, (4) community wide effective parenting expositions,

and (5) an effective parenting council to coordinate and provide quality control. The Project Partners

included county and city elected officials (county supervisors, city council members, mayors, etc.),

community-based organizations, federated funding groups, schools and school districts, foundations and

corporations, and related family and child businesses.

Continuing Education Director, Center for the Improvement of Child Caring, North Hollywood, California, 1975 – present.

Dr. Alvy selects, reviews and/or develops all of CICC’s continuing education offerings, including

national and local professional training conferences, national and local parenting instructor training

workshops, and national and local workshops and courses that are designed for specific professional

personnel such as psychologists, social workers, counselors, educators, childcare professionals, and

physicians. He serves as the key liaison person to accrediting and funding bodies over all of CICC’s CE

programs. CICC’s programs are accredited by such groups as the American Psychological Association.

Editor, Primary Writer, Effective Parenting Newsletter, Center for the Improvement of Child Caring, North Hollywood, California, September 2005 – December 2010.

Dr. Alvy selected the topics, reviewed the research and wrote each issue of this online newsletter for

human service and educational professionals and heads of school districts, federal, state and local agencies.

The newsletter was distributed to over 41,000 subscribers nationwide.

Director, National Partnership Campaign to Find and Help Young Children with Special Needs, Center for the Improvement of Child Caring, Studio City, California, October 2004 - 2006.

This nationwide campaign helped to mobilize individuals and organizations to partner with CICC in

educating parents of young children to be alert to any special developmental, behavioral or emotional needs

in their children and to move into action at the first signs of such needs. Its goal was to increase the

numbers of children under five with special needs who are identified and helped before entering school,

and to educate parents and communities about the importance of early identification and early intervention.

The Campaign utilized the online CICC Discovery Tool and Referral System as its central education,

screening and referral service.

Project Director, “Does My Child Have Special Needs?” Project, Center for the Improvement of Child Caring, Studio City, Calif., May 2001 – May 2004.

This three year project was funded by the Los Angeles County Children and Families First Proposition

10 Commission (First 5 LA). It produced several vehicles for helping to identify young children with

special needs (discovery or identification tools that were used as part of the project website and in

numerous project publications for parents and childcare professionals), a multi-faceted website, and a new

Developmental Assessment Course for Psychologists. It also provided treatment services for young

children with special needs within the natural environment of childcare centers and family childcare homes,

training for childcare professionals to identify and help such children, training allied health professionals to

deliver parent training services for parents of young children with special needs, and training for early

childhood education personnel on how best to manage the behavior of children with special needs.

Working Together to Help Young children with special Needs conferences were conducted at UCLA for

the full spectrum of professionals who treat, educate and care for young children with special needs.

Budget: $1,000,000 per year.

Project Director, Antelope Valley Childcare System and Parent Education Project, Center for the Improvement of Child Caring, Studio City, Calif., May 2001 – May 2004.

This three year project was funded by the Los Angeles County Children and Families First Proposition

10 Commission (First 5 LA). It provided a variety of parenting education classes, seminars and self-

instructional materials for parents whose children participated in the childcare system in Antelope Valley,

and it prepared childcare professionals to be Effective Parenting Advocates. Over 20,000 parents were

served. This project was patterned after the similar project for the San Fernando Valley.

Budget: $500,000 per year.

Project Director, San Fernando Valley Childcare System and Parent Education Project, Center for the Improvement of Child Caring, Studio City, Calif., July 2000 – June 2003.

This three year project was funded by the Los Angeles County Children and Families First Proposition

10 Commission (First 5 LA). It brought a wide range of parenting classes, seminars and self-instructional

materials into the childcare system in the San Fernando Valley, and prepared childcare professionals to be

Effective Parenting Advocates. Over 20,000 parents were served. The project became a model for how to

bring parenting education into the early childhood care and education system.

Budget: $300,000 per year

Founder and Director, National Parenting Instructor Association (NPIA), Center for the Improvement of Child Caring, Studio City, California, 1994-1996. This membership and advocacy association for individuals who conduct or sponsor parenting classes, seminars, or workshops nationwide was funded out of CICC resource funds and membership dues during its three year existence. There were over 1000 members before CICC had to close NPIA for fiscal reasons. During those years there were annual national conferences attended by individuals and co-sponsored by such government groups as the National Institute for Mental Health and such corporations as Xerox. The 1994 conference was titled, Violence in America: The Solution Starts at Home, the 1995 conference was Parents and Schools: Partners in Building America's Future, and 1996 conference was Careers and Kids: Balancing Work and Family Responsibilities.

This national project involved the (1) creation of a National Expert panel on Parenting as Prevention,

which Dr. Alvy led, (2) the creation of a resource manual on Parenting As Prevention, for which Dr. Alvy

wrote a major chapter on the scientific justification of parent training as a substance abuse prevention

strategy, and distilled ten specific roles parents can play in substance use prevention, and (3) five regional

conferences on Parenting As Prevention for representatives of ten states per conference, for which Dr. Alvy

delivered a keynote address and chaired a panel of experts who spoke on the ten specific roles.

Project Director, Statewide Parenting Instructor Training Project: Black and Hispanic Parenting Programs, Center for the Improvement of Child Caring, 1989 – 1990.

This project was funded by the California Department of Drug and Alcohol Programs. It consisted of

workshops in Southern and Northern California to train human service agency personnel to deliver CICC’s

Effective Black Parenting and Los Niños Bien Educados programs to families throughout the state.

Project Director, Statewide Parent Training Project, Center for the Improvement of Child Caring, 1987 – 1988.

This project consisted of conducting two major conferences, one in Northern California and one in

Southern California, to showcase a wide range of parent training programs for state drug and alcohol,

mental health, social service and educational professionals, and two instructor training worships to prepare

35 professionals to deliver a behaviorally-based parent training program in communities throughout

California.

Project Director, Hispanic Parenting Program, Center for the Improvement of Child Caring, 1986 - 1988.

This project was funded by a grant from the Mattel Foundation and it consisted of refining a parent

training curriculum for Hispanic parents, Los Niños Bien Educados, field testing it in schools of the Los

Angeles Unified School District and in the Los Angeles Catholic Archdiocese, and working with these

institutions to incorporate the program on an on-going basis.

Conference Co-Chairman, The Third National Parenting Symposium.

This conference was co-sponsored by the Center for the Improvement of Child Caring and the

International Society for Research in Parenting. It was conducted at the Biltmore Hotel in Los Angeles,

March 26-29, 1987.

Project Director, Countywide Parenting Information Service, Center for the Improvement of Child Caring, 1983 – 1985.

The directorship of this regional project consisted of the design and on-going supervision of a model

telephone counseling and referral service for linking parents and professionals throughout Los Angeles

County to the available parent training programs and childcare resources. The project was funded by

private foundation grants and service contracts with the County of Los Angeles.

Project Director, Programs for Parents, Center for the Improvement of Child Caring, 1974 - 1985.

The leadership of this regional project included the design, selection and implementation of 30

different parent training programs at various community sites throughout Los Angeles County. These

programs were funded by corporate and foundation grants and participant fees.

Project Director, Countywide Child Abuse Information Center, Center for the Improvement of Child Caring, 1976 – 1977.

This project was funded by the County of Los Angeles and consisted of a telephone counseling and

referral service about the identification, reporting, treatment and prevention of child abuse and neglect, and

technical assistance and educational services to community agencies, hospitals, school districts, and mental

health agencies.

Principal Investigator, “How is My Child Doing?” Research Study, Center for the Improvement of Child Caring, 2002-2004. This study further researched the reliability and validity

of the tool that CICC developed as part of the “Does My Child Have Special Needs?” Project to help

identify young children with special needs, The CICC Discovery Tool. The study was supported by grant

funds from First 5 LA, the Los Angeles County Proposition 10 Commission. More than 300 families were

involved.

Principal Investigator, Drug Abuse Prevention and Black Parent Training, a research project

funded by the National Institute on Drug Abuse and conducted by the Center for the Improvement of Child

Caring, 1985 – 1988. Total Budget: $790,000. The project was a controlled, longitudinal field test of

CICC’s Effective Black Parenting Program with inner city African American parents and children.

Co-Principal Investigator, Socio-Familial Context of Black Drug Use and Delinquency, a

research project jointly funded by the National Institute on Drug Abuse and the Office of Juvenile Justice

and Delinquency Prevention, and conducted by the Center for the Improvement of Child Caring, 1987 –

1989. Total Budget $106,133. The project tested a model to predict which inner city African American

children are likely to become drug users and/or delinquents.

Principal Investigator, Culturally-Adapted Parent Training, a research project funded by the

National Institute of Mental Health and conducted by the Center for the Improvement of Child Caring,

1979 – 1981. Total Budget: $350,000. The project involved the development of special parent training

programs for African and Latino American parents, and basic research that compared the child rearing

attitudes and practices of parents from different cultures.

Principal Investigator, Expansion of the Personnel for Parent Development Programs, a

training and research grant from the National Institute of Mental Health to the Center for the Improvement

of Child Caring , 1979 – 1981. Total Budget: $283,000. The project added on additional training activities

to an earlier program and field tested the revised national training model by training additional parenting

instructors.

Principal Investigator, Personnel for Parent Development Program, a training grant from the

National Institute of Mental Health to the Center for the Improvement of Child Caring, 1977 – 1979. Total

Budget: $176,000. The project developed and tested a national model for preparing mental health, social

service and educational personnel to deliver group parent training services in their agencies and schools.

Principal Investigator, Indigenous Mental Health Workers for Children Services, a research

and training project funded by the National Institute of Mental Health and conducted by Kedren

Community Mental Health Center, South Central Los Angeles, California, 1974 - 1977. Total Budget:

$367,000. The project developed a national model for training workers from the local community to

This award to Dr. Alvy was for career achievements in helping to prevent the abuse and neglect of

America’s children, for improving the effectiveness of parents and communities to raise children as

This award was given as part of the celebration of the nation’s first National Parent’s Day. Dr. Alvy was

among eight individuals who were honored for exemplary accomplishments nationwide in uplifting and

supporting the role of parents in the rearing of their children.

Services.
