INTRODUCTION

The production of apparel from raw materials to finished products is a long process. It starts with fibres via spinning, weaving or knitting, bleaching, dyeing, printing, washing, cutting and sewing to a garment. The processes are not only mechanical but they can be considered as chemical intensive and complex.

Imps & Elfs has committed itself to develop responsible chemical management procedures for all products, including accessories attached to garments, prints and packaging materials. Imps & Elfs expects the same commitment from its suppliers and have therefore developed a Restricted Substances List (Imps & Elfs RSL 3.0) to inform all suppliers on all chemicals that are banned or restricted in Imps & Elfs production processes and finished products. The purpose of a Restricted Substances List (RSL) is to reduce the use of hazardous¹ substances in the textile and apparel supply chain.

Our RSL includes; 1. The strictest legal requirements both inside and outside the EU2. Substances under investigation with no specific legal basis yet3. Other attention points in requirements from Eco label organisations or are mentioned by NGO’s, like Greenpeace .

A valid OEKO-TEX® Standard 100 product certificate issued by the OEKO-TEX® Association (www.oeko-tex.com) covers most of requirements of this RSL. The new OEKO-TEX® certification is called Sustainable Textile Production (STeP) (replacement of OEKO-TEX® Standard 1000) and has a wider scope: it covers also environmental aspects on the production site. Certification according to Oeko-Tex ® Standard 100 or STeP can be more cost effective than single tests. Input Stream Management of the bluesign® system (www.bluesign.com), for unsustainable substances to be eliminated first or meeting the EU Ecolabel (www.ecolabel.eu) requirements is also a cost effective way to fulfil obligations of this RSL. Above that, who participate in the Global Organic Textile Standard (GOTS) certification program (www.global-standard.org), with completion of GOTS certification, use only GOTS accepted chemical inputs such as dyestuffs, prints and auxiliary agents and therefore meet the requirements of this RSL. GOTS is the worldwide leading textile processing standard for organic fibres, including ecological and social criteria, backed up by independent certification of the entire textile supply chain.

Please be prepared that your contact person could request a signature for each order to declare that the specific order complies with our RSL requirements. Also it can be possible that one of your styles will be selected for pre-delivery testing at a certified laboratory.

As matter of general principle, Imps & Elfs reserves the right to select styles to be (counter) tested upon arrival in our warehouse. If this post-test is a “FAIL”, all the cost incurred in this testing procedure shall be borne by the supplier, including all additional cost for non-marketable styles.

As a result of a dynamic process this RSL will be updated on a regular basis in order to assist in the development of responsible entrepreneurship and they can be used as a basis for the development of Quality Management Systems.

Imps & Elfs has recently updated the new Restricted Substances List 3.0 and shared with you about all chemicals that are banned or restricted in Imps & Elfs production processes and in finished products.

By this agreement we would like you to ensure us, that all products, fabrics and accessories will be produced in compliance with the List of Restricted Chemicals in products and additional requirements. This list gets updated every year and we will inform you the updated list, as and when have the information.

In addition to the information in the list relating to the chemicals and their residues, it is necessary that you collect, display and keep all the safety and security sheets concerning the chemicals used on our products, fabrics and accessories during - but not restricted to - production, finishing and/or transport.

You will hereby acknowledges: . • the receipt and content of the List of Restricted Chemicals (Imps & Elfs RSL 3.0 & RSL Introduction letter) sent to you in mail;• the commitment to fully and unconditionally comply with the List of restricted chemicals and additional requirements;• If required Imps & Elfs will ask you to conduct and present test report in some of the products.

NPEs/OPEsareincludedinthegroupofnon-ionicsurfactantscalledalkylphenolethoxylates(APEOs).NPEsandOPEscandegradetoNPandOPrespectively.APEOsareusedindetergents,scouringagents,wettingagents,softeners,emulsifier/dispersingagentsfordyesandprints,impregnatingagentsandasdegreasingagentsInleathertanning,APEOisusedinde-greasing,finishingetc.Insilkproductionforde-gumming.APEOcouldalsobepresentindyesandpigmentpreparations.Polyesterpaddinganddown/featherfillingsareriskyforAPEO.Thesechemicalsareliabletobetoxic,persistentandtobioaccumulate.IfNPEOsandOPEOsarereleasedtotheenvironment,theycanbedegradedbacktoNPsandOPs,whicharetoxictoaquaticlife,persistentintheenvironmentandcanbioaccumulatedinbodytissue.Theyaresimilartonaturaloestrogenhormonesandcandisruptsexualdevelopmentinsomeorganismse.g.causingfeminisationoffish.

CHLOROBENZESANDCHLOROTOLUENES areusedinbatchdyeingofsyntheticfibres,particularlypolyesterfibres,topromotetheabsorptionanddiffusionofdispersedyesintothefibreatrelativelowtemperatures.Carriersareimportantfordyeingblendsofwoolandpolyesteraswoolcannotbedyedathighertemperaturesthanboiling.Thereisariskthatthecarrierswillremainonthetextilematerialorpartiallyevaporateduringsubsequentprocesses.Mostofthesecarriersaretoxictohumansandaquaticorganisms,andsomeareevencarcinogenic.

CHLORINATEDPARAFFINS arepolychlorinatedalkanesandtheyaredividedintothreecategoriesdependingonthelengthofthecarbonchain,short(C10-C13),medium(C14-C17),andlong(C20-C30).Shortchainchlorinatedparaffinsareusedasflameretardantsforplastics.Theyarealsousedasaplasticizerinrubber,paints,andadhesives.ShortChainChlorinatedParaffinsareclassifiedasdangeroustotheenvironmentbecausetheyareverytoxictoaquaticorganisms,andmaycauselong-termadverseeffectsintheaquaticenvironment.

CHLOROPHENOLS arepolychlorinatedcompoundsusedasapreservativetowood,leather,andtextiles.PCPandTeCPhavebeenusedasanantifungalinwoodproducts,textiles,andleather.PCPandTeCPareirritatantstotheskin,eyesandmouthandcancauseharmfuleffectstotheliver,kidneys,bloodandlungsandareprobablehumancarcinogens.

DISPERSEDYESWHICHARECLASSIFIEDTOBEALLERGENIC aregenerallywater-insolublecolourantsthataremainlyusedfordyingpolyester,nylonandcelluloseacetate.Somedispersedyeshaveanallergenous(sensitizing)potentialtothehumanskinandcanbeconsideredasapossiblethreattohealth,especiallyifthedyesexhibitpoorcolourfastnesstoperspirationfastness.
