1 RESPONSES TO BIDDERS QUESTIONS RFP/2013/498 General Questions regarding tender process: 1. In general, to how many agencies have you send this RFP to? How many agencies will be responding? Answer: Please be advised that this is an open tender that has been publicly advertised as well as sent directly to a range of companies. There is no limitation on the number of companies which are invited to bid. 2. How many agencies are pitching? Answer: It’s an open tender, any eligible company can submit before the closing date. 3. How does a framework agreement work? If we were successful would we no longer have to pitch for work? Answer: UNHCR seeks to establish frame agreements for the requirement(s) indicated in the RFP because we expect frequent purchases over the defined period of time of three years. For each specific project that falls under the terms of the frame agreement, UNHCR will draft a Statement of Work and share it with the supplier. This Statement of Work will outline the specific project details. An example Statement of Work is attached to the document as Annex 1. Note that the frame agreement does not commit UNHCR to actually buy any service quantities during the validity of the agreement. It is our expectation, however, that the quality and prices agreed on for a frame agreement will remain constant over the time period. 4. General Questions regarding tender process: 1. In general, to how many agencies have you send this RFP to? How many agencies will be

responding? Answer: Please be advised that this is an open tender that has been publicly advertised as well as sent directly to a range of companies. There is no limitation on the number of companies which are invited to bid.

2. How many agencies are pitching? Answer: It’s an open tender, any eligible company can submit

before the closing date. 3. How does a framework agreement work? If we were successful would we no longer have to pitch

for work? Answer: UNHCR seeks to establish frame agreements for the requirement(s) indicated in the RFP because we expect frequent purchases over the defined period of time of three years. For each specific project that falls under the terms of the frame agreement, UNHCR will draft a Statement of Work and share it with the supplier. This Statement of Work will outline the specific project details. An example Statement of Work is attached to the document as Annex 1. Note that the frame agreement does not commit UNHCR to actually buy any service quantities during the validity of the agreement. It is our expectation, however, that the quality and prices agreed on for a frame agreement will remain constant over the time period.

4. How many agencies and in what categories do you envisage having in your roster? How many

Answer: UNHCR awards frame agreements on non-exclusive basis. One or more suppliers will be selected for a specific service component. 5. Do you have a specific number of agencies in mind that you intend to appoint a sub-category or

category, more generally? Answer: Please see answer to questions 4.

6. Are we correct in understanding that, should we choose to do so, we can submit a bid to be included on the framework solely for one sub-category, for example 3.4.2 Digital (which is within 3.4 Creative Production)? Answer: Yes.

7. We are interested in providing Services 5- Monitoring and Evaluation. But is it possible to bid only to 5.1 and 5.2 which are our core business (and to skip 5.3 financial evaluations)? Answer: Yes.

8. If we don't bid for all the sections in the RFP would that work against us? Answer: No, the suitability of each supplier will be evaluated separately for each of the 5 components according to the criteria outlined in the RFP.

9. Do you have a preference as to which country the appointed bidders work out of? Answer: In line with the UNHCR procurement rules, we adhere to the standard of fair competition and do not place any restriction of country location, except for where certain UN sanctions may apply.

10. In the Cover letter it says that 'Copies of the PDF format documents may, as an addition, be included in excel or other formats'. Does this mean that as long as the Technical Offer and Financial offer are sent in PDF format, they can also be sent in other formats as well? Answer: We would like to receive one copy as pdf, but feel free to include other formats as needed. As for the financial offer form, we appreciate to receive back the filled out form in excel format as well.

11. Are you able to give us an indication of budget by section for this RFP? Or an overall budget, breakdown by ad-hoc projects? Answer: The budget is not known yet, we will work on a project basis, for which we will draft a Statement of Work. Note there will not be a guarantee that UNHCR will actually buy any minimum or maximum amount during the validity of the agreement.

12. How much budget do you have for communications in 2013, how high was your spend on communications in 2012? Answer: Please see answer to question 3 and 11.

13. What is the date that UNHCR will inform companies that have been either successful or

unsuccessful? Answer: In compliance with UNHCR procurement guidelines, UNHCR notifies bidders after the tender process is completed.

14. Can you confirm that this RFP covers the supply of ad hoc fundraising consultancy by individual consultants? Answer: Only registered business entities are eligible to bid.

15. In the Cover letter it says that the 'Technical Offer score will be calculated according to the percentage distribution for the Technical and Financial Offers.' This is unclear to me, so you could please explain it further. Answer: To clarify: The technical part will be scored on the basis of the technical offers received. The maximum score a bidder can achieve in the technical evaluation part is 70 points. These points will be allocated according to pre-established criteria, which are outlined in the cover letter. As for the financial proposal, the maximum score of 30 points will be given to the lowest all-inclusive price proposal for a service component.

16. If we did make the shortlist would we be able to get sight of any data, results, proposition testing or donor-motivation research, so we could better understand the current position of UNHCR and use this to inform any recommendations we made? Answer: The short – listed bidders will be invited for interview session in order to confirm their understanding of UNHCR’s requirements as laid out in the ToR. In this regard, no new information will be given to shortlisted bidders.

17. For clarity, when you refer to "service categories", "service components", and "delivery areas" are these all being used interchangeably to refer to the same things i.e. the 5 high level types of services set out in section 3 of the RFP, specifically 3.1 Strategy Development, 3.2 Global Campaign Delivery, 3.3 Brand Development, 3.4 Creative Production, 3.5 Monitoring and Evaluation? Answer: This is correct.

18. Regarding the bid evaluation: Who are the decision makers? Answer: The technical proposals are

evaluated by a team of technical experts against pre-established criteria. 19. Is it an option to answer the RFP in an alliance with a partner agency rather than subcontracting?

If so, will we need to submit two vendor registration forms? Answer: Yes, consortia are allowed to bid. We expect to receive a vendor registration form only from the lead agency. Please outline clearly the governance structure of the consortium.

20. Are you looking only for Communication agencies or do you think we can bid as a market

research and polling association? Answer: We welcome responses from market research and polling agencies.

Other Procedural Questions:

21. How many years audited reports do you need to see? Just the most recent? If we’re applying as a consortium, do we need to include all the parties or just us as lead? Answer: Please include only the lead party’s financial reports. However, UNHCR expects that in case of consortia, all governing structures are clearly outlined in the technical proposals.

22. Certain portions of the contract that require clarification/edits based on the nature of the work that we are doing. Will we have an opportunity to note or discuss those issues? Answer: Please give as many clarifications as possible in your technical proposal, and also in your financial proposal, if need be.

23. Can client references (in a technical proposal) include the UNHCR staff member i.e. the officer who managed a previous contract in UNHCR? Answer: As the RFP Cover Letter Section 2.4.1. outlines: If your company had worked directly with UNHCR for a specific project which is related to one of the requirements outlined in the RFP, state this in your technical proposal and provide the name and contact of the colleague. As for client reference letters we ask you to provide us with references (including contact details) from outside our organization. Note that any correspondence with an UNHCR staff member other than the procurement focal point in respect of this RFP is not permitted (reference is made to section 2.3. of the RFP Cover Letter).

24. Please provide guidance on the best way our financial proposal can be responsive to your needs.

The RFP seeks to identify vendors to carry out the identified tasks, but a detailed statement of work apparently will only be provided to the firm(s) that submit the winning proposal(s). It is very difficult to provide a meaningful financial proposal without a statement of work. Therefore, I'm wondering if a rate sheet would be sufficient. If not, please advise on what basis we might calculate our financial proposal. Answer: Statements of work will concern the exact project under the frame agreement, so they are available when the exact project occurs. For the financial submission, please use the rate sheet in Annex B (Financial Offer Form), which will be drawn on when establishing any future statements of work. In case you foresee additional costs with regards to the fulfillment of the services, please add them to the financial proposal, with cross-references to the technical proposal, if necessary. No pricing information whatsoever shall be contained in the technical proposals.

25. We are happy to supply a registration certificate, as requested in section A of the Technical Offer

(2.4.1.A of the RFP). I understand from our CFO that there are several types of ‘registration certificates’. Could you please clarify which certification you are looking for? Answer: UNHCR requires a copy of your business registration certificate (“certificate of good standing” or similar) that proves your company is legally registered.

26. Would you want us to clearly show UN and multilateral work on a global scale for us to be selected from the RFP submission? Answer: If your company has experience with working with the UN, please provide us a detailed outline, including contact details where applicable. However, it is not a must requirement to have previous working experience with UN/multilateral actors.

Questions regarding the Financial Offer Form (Annex B):

27. Section 2.4.2 of the RFP makes several references to the price structure information on Annex B

(Financial Offer Form). I only see a half page on Annex B, which requests the currency and which categories the vendor is responding to. There is not a matrix for daily consultancy rates, as the RFP implies. Have I overlooked something? Answer: The Annex B is an excel sheet which contains several worksheets that correspond to the service components UNHCR requires. Please find attached the chart in excel once again to this submission as Annex 2. All the 5 components require daily rates. You are kindly asked to use the chart to submit your offer. The 5 Service Components are:

1) Strategy Development (Fundraising and Communications) 2) Global Campaign Delivery (Awareness, Engagement and Fundraising) 3) Brand Development 4) Creative Production 5) Monitoring and Evaluation Daily rates per person per day would apply to all work executed at UNHCR offices in Geneva and London and to the offsite/offshore/company home-based location as proposed by the bidder – please also see question 31 for further reference.

28. Since service packages/project durations have not been agreed yet as per the Statements of

Work/ “specific service proposals” referred to in Annex A, are bidders requested to provide, in addition to consultants’ day rates, estimates for service categories as a whole over the frame agreement’s two years - or expected specific service proposals (for which, project durations and HR requirements would have to be estimated by the Supplier)? Please confirm fixed price retainer agreements are not possible; and also whether proposals can be made for specific elements of a service category, rather than for all of the work in a service category?

29. Answer: Please see answer to question 24.

30. Overall, please clarify precisely what is required in the Financial Offer, and how it should be broken down? Answer: Please see answer to question 24.

31. Fully burdened all inclusive day rate: We are not familiar with the term “fully burdened” but we

assume that this means day rates should include all consulting fees and administrative overheads such as telephone and postage. Please confirm if this is correct or we would be grateful for a fuller explanation. Answer: The fully burdened daily rates means the all-inclusive rate that UNHCR can expect when contracting your company’s consultant(s), with no further costs for any administrative or travels or similar added to the fully burdened rates. However, you may introduce a cost breakdown in your price proposal.

In general, the Annex B rate sheet / financial offer form includes three pricing rows per skill profile, which need to be filled with the fully burdened daily rates for work executed in Geneva, London (UNHCR PSFR main hubs) or in the company’s home-based location. In case that your company’s home location is not Geneva and/or London, we expect you to include daily subsistence allowance(s) and travel-related costs in the fully burdened daily rates for these two locations. This procedure would naturally not apply for the home-based location. UNHCR may request your consultants to travel to a fourth location other than the ones mentioned above. In this case, we would calculate with the home-based-location daily rate plus re-imburse travel related costs as is to be determined by UNHCR and agreed on in advance to project kickoff (note that UN travel rules are the cheapest economic fare, most direct flight). The columns in the rate sheets reflect different durations of assignments.

32. Please explain how expenses arising from a specific Statement of Work such as travel, accommodation and subsistence will be handled for suppliers with a Frame Agreement. Answer: Please see answer to question 31.

33. We were not clear what is required for the different location daily rates for the Financial Offer. Do

you mean that if any of the parties were to work from the UNHCR offices in London or Geneva, what would their rates be (i.e. give rates with and without overhead costs?) And, if this is the case, would these rates need to include travel/accommodation costs? Answer: Please see the above definition on fully burdened daily rated in the answer to question 31.

34. Can you please clarify what you would like to see when you ask for an overall financial offer? Our

understanding is that we should cost up a likely budget for a team over a certain period of time

assuming delivery of the services you have outlined – obviously this would need to make some assumptions about the amount and scope of work. Or do you just want to see daily consultancy rates and what that would cost on a daily basis for a blended team. Answer: Please see the answer to question 31. We ask for daily rates, which may or may not differ for each project length (thus the introduction of the duration columns).

35. When proposing staff members that could be made available for UNHCR projects, is it imperative that the individuals are mapped to one or other of your specific "Resource Profile Categories"? Staff members with fewer years of experience, for example, could therefore not be included. Answer: To the extent possible, please fill in your prices for the given resource profiles. However, in Annex B, we also ask you to provide for any other resource profile that you find reflects your proposed staff profile(s). For this, use the table labeled “Other” (add further tables if needed). Please clearly define your resource profile. This could be done i.e. via making respective cross-references to Annex B in your technical proposal. Having said this, please keep in mind to refrain from giving any pricing information in your technical proposal.

Questions regarding the UNHCR Vendor Registration Form (Annex C):

36. In the Instructions for Completion it clearly states that the signed form has to be mailed to a postal address in Budapest. Whilst in the RFP it clearly states if should be "sent by e-mail ONLY to [email protected]. Which is correct? Answer: Regarding the vendor form, pleased disregard what is stated on the form re the postal address. The filled, signed registration form is to be submitted by e-mail as part of the technical proposal to [email protected].

37. The Registration Form requires a signature at the bottom: Is this form to be emailed along with the technical bid, or is it to be filled out and a hardcopy mailed to the address listed at the bottom of the form, i.e. Budapest, Hungary (or "the relevant" UNHCR office)? Answer: Please see answer to Question 36.

Questions regarding the UNHCR General Terms and Conditions (Annex D):

38. Is there a signature page for Annex D (UNHCR General Conditions of Contracts for the Provision

of Services)? Or will just signing at the end suffice? Answer: Please initial all pages and send the document back to us, along with your technical proposal. There is no signature page.

Interview Sessions:

39. In the RFP it states that UNHCR "expects to conduct interviews via video conference between 03/05/2013 -10/05/2013. Firstly can you please confirm that this will be via a system that is universally used and useable and remote locations such as Skype or GoToMeeting as I will not be able to access any other system as I will be on mission for my clients? How long will such video conferences last for? Answer: We do confirm that we will choose a system that will be universally acceptable, such as Skype or Webex. The duration of the meeting is yet to be determined, however, we will share a detailed programme with shortlisted bidders in due course.

40. What is the date that UNHCR will inform companies that they have been shortlisted? Will this to allow sufficient time to prepare a presentation and make the logistical arrangements? Answer: We will inform shortlisted bidders with a minimum of one week preparation time before the actual conference call will take place. As outlined in the RFP, the purpose of the conference call is to reaffirm the content of the proposals submitted as per the TOR.

41. The request for proposal cover letter mentions on page 6, sub-section 2.5.1 that a short list will be drawn up and asked to prepare a powerpoint presentation for a video conference between 03/05/13 - 10/05/13. If we are successful and make the shortlist would we receive a new TOR or brief, that outlines the deliverables for the powerpoint presentation. Answer: No, the purpose of the interview session will be solely to re-affirm the content of your company’s technical proposal in relation to the terms of reference of RFP 498. The project details will only be released through a statement of work on a case-by-case basis after frame agreements are concluded with the

successful bidders of the RFP. Note that the dates for the interviews will be moved according to the deadline extension. UNHCR will inform shortlisted bidders in due course.

Questions regarding the Technical Proposal: 42. Where are the key markets in which you would prefer to see agency footprint?

Answer: Our main priorities are Canada, US, UK, Sweden, Germany, Spain, Italy, Hong Kong, Australia, Japan South Korea. Thereafter: Mexico, Brazil, Philippines, Thailand

43. We have a question concerning part 5. i.e. Monitoring and Evaluation. Because true qualitative analysis can only be conducted by human, mother tongue linguists, the costs to analyse editorial from EVERY country in the world is not be cost effective. We suggest to start the analysis programme in your key markets as this will have the biggest impact to your communication objectives. With this in mind could you please confirm what are your key markets? Answer: Please see answer to question 42. And yes, that is how we would approach it.

44. Please elaborate on your "additional information required" regarding outsourcing (page 10 of the RFP). Can you offer an example scenario where a project might be outsourced to one or more partners? Answer: The monitoring and media analysis of a campaign may be outsourced whilst the main creative and marketing elements of the campaign may be carried out in house.

45. Regarding 1.1.1 of the RFP – Please name campaigns (apart from World Refugee Day, Nansen

Award) launched by CPIS over the last three years? Answer: Campaigns are Statelessness, State of the World’s Refugees book launch, Asylum migration nexus, protracted refugee situations.

46. Regarding Section 1.1.2 of the RFP – What financial targets does PSFR have over the next 2 years for fundraising from individuals/ trusts/ corporates/ foundations? Does it expect to target other markets than those named? Answer: PSFR plans to expand its activities in size and scope.

47. Regarding Section 3.1 of the RFP- How many campaigns and how many events does the UNHCR expect to run over next 2 years? Please confirm these are specifically fundraising campaigns and events? Answer: There are three annual ones, including the World Refugee Day, the Nansen and one other, which is yet to be defined.

48. Regarding Section 3.2 of the RFP – In terms of advocacy on e.g. Statelessness, which governments/ organizations are the top 10 targets? Which other policy areas does UNHCR expect to campaign on? Which countries are the top 10 targets for changing attitudes e.g. combating intolerance? Answer: Target would be the US and other countries which have passed legislation but have not yet signed the convention. Other areas for advocacy campaigns include Integration in Europe, Asylum-Migration issues, Human trafficking. For key markets, please see the answer to question 42.

49. Regarding Section 3.3 of the RFP - What are the objectives of refining the brand? Answer: The brand has not been fully rolled out to staff and a brand and communications handbook is needed to help communicate how to use the brand across the organisation. As brand work was done several years ago we will take this opportunity to review how it is articulated and will be open to amendments.

50. Regarding Sections 3.1 Strategy Development and Consultancy of the RFP: • Are there any targets for the size and/or scope of the donor pipeline the UNHCR wants to

build? For example, is there any priority between identifying potential corporate v. foundation v. HNWI donors, which global markets prospects should be in or target numbers to reach? Answer: The Leadership giving strategy is in the process of being developed.

• What existing experience/success has the UNHCR had with each type of fundraising suggested (corporate giving, individual giving, HNWIs, and foundations)? Is there a sense of where the organisation will need the most help and/or what opportunity will there be to review existing fundraising strategies and performance with each of these groups as part of the project? Answer: UNHCR has had good success with each of these areas to different levels. Some programs such as HNWI are less developed than Corporate Giving. However, we will be revisiting strategy later this year and relevant agencies will be asked to contribute to this development.

51. Regarding Section 4.4.1- the Fundraising Product: What quantity of output is expected in this area? For example, within 'Development of fundraising proposals and report writing and editing', is the expectation to develop 3-4 example proposals for different donor types connected to the campaign (e.g. proposal for a corporate donor, proposal for a HNWI, etc) or to develop several tailored proposals for identified prospects? Additionally is there freedom for the consultant to determine which donor products will be most successful given the campaign content and/or does the UNHCR have a designated list of regular donor products that are expected to be developed (e.g. legacy marketing toolkits, regular giving appeals)? Answer: This has yet to be determined and we may need a variety of both. We need companies that can respond to a brief to produce generic proposal types and tailored ones when needed.

52. Can you provide any insight on the specific, most important challenges you face in achieving the

goals outlined in the RFP? Answer: The main challenges are: 1. Establishing clear and coherent visual and verbal messaging across all external platforms and publications. 2. Conceptualizing a global advocacy campaign which can be used in all of our 120 offices and which is adaptable to various operational contexts. 3. Launching short turn around media campaigns which would include creation of multimedia materials.

53. What can you tell us about the organization and the issues it faces, or how you perceive them?

Answer: Our main problems are the increasing number of individuals displaced globally and ensuring we have the resources to provide adequate protection.

54. Of all the countries you are currently fundraising in, which are the most important? Answer: Please see answer to question 42.

55. What clues can you give us as to what you would like to see in the tender document? Do you want to see 'the/an answer'? Is it definitely one document per 'module/requirement' or one document per bidder? Answer: Please submit one technical proposal and one financial proposal where you are clearly indicating for which service components you intend to bid. Your companies capacities and capabilities will be assessed for each service component against pre-established criteria. Thus, clearly show your credentials against each service component you are bidding for.

56. What is currently working for you in communications and fundraising terms? Please can you provide examples? Answer: The dominant form of fundraising is from face to face and corporate donations. However, digital and TV are gaining ground.

57. Regarding the format of Response: • In the RFP section 2.4.1 Content of the Technical Offer it states ‘Bidders must prove their

company’s expertise, capacity and experience to provide one or more of the service components’.

o Does this mean you are expecting us to provide a proposal based only on our past experience related to the services in the ToR, or are you also expecting us to develop a new communications strategy and plan for the UNHCR?

Answer: As for the purpose of this tendering exercise, mainly the former. Objectives/targets: 58. What are the fundraising financial targets? And how are they split between the different donor

groups (i.e. governments, private companies, individuals etc)? Answer: Whilst details cannot be provided, we aim for 60%/40% individual giving - leadership giving ratio on income.

59. From a geographic perspective, is there a weighting to countries that you believe represent a greater/lesser opportunity to increase donations? i.e. are some countries more fatigued/saturated than others? Answer: Some areas of the world are showing sustainable growth, especially in Asia.

60. Do you have a profile of your typical target donors? Answer: No.

61. Do you have any audience research or perception analysis that can be shared? Answer: No.

62. What are the greatest barriers to increased donations? (aside from general economic conditions and donor fatigue) Answer: Our capacity to roll out, donor retention and market saturation.

The campaign:

63. Are there existing campaign elements or platforms (other than the stated events) that the communications programme will need to support? Answer: No.

64. Do you have a defined set of messages for the campaign that you can share?

Answer: No. 65. Are you looking for centralized development of the campaign only, or does the scope include local

adaptation and execution of the campaign? Answer: Both.

66. Are there existing third party partnerships, celebrities, ambassadors that should be considered as

part of the ongoing programme? Answer: No.

67. Have you historically measured the success and reach of your efforts?

Answer: Yes. 68. Please describe in more detail the set-up of your global and local communications functions.

Answer: We have 120 offices around the world with a public information or media colleague present. Our campaigns are sometimes global and sometimes regional depending on the policy issue. In all cases we need to make sure that any concept can be embraced by our various operational contexts, be appropriate across different cultures and translatable in different languages.

69. Geographics: Across how many markets/countries is the winning company expected to manage communications? Everywhere where you have an office? Answer: Just in the target countries identified.

70. Which are your priority markets for communications? Answer: It really depends on the issue. If we

look at World Refugee Day which is our annual Global campaign, then we would focus on major media hubs in terms of securing media exposure.

71. In the ToR it states that PSFR is actively fundraising in Spain, Italy, Germany, Sweden, UK,

72. Who do you consider to be your main spokespeople? What kind of role do you expect for goodwill ambassadors to play in the agency’s campaign? Answer: Main Media Spokespeople are the High Commissioner, Melissa Fleming, Adrian Edwards and Sybella Wilkes. We hope the national and international goodwill ambassadors will play an active role in promoting our campaigns. However, this programme is still in its early stages.

73. What does UNHCR consider to be an example of a successful campaign? Answer: A campaign that hits the KPI’s set at the outset be it fundraising, awareness, engagement or advocacy.

74. In the request for proposals cover letter. page 3 under sub-section 2.4.1, part b, point 2. You ask us to provide case studies and a description of our company's relevant experience for each service component we are bidding for. Outline the number, nature and magnitude of similar successfully completed projects. i.e case studies demonstrating relevant experience; and similar projects currently underway, number of clients. We have one particular case study in mind that could demonstrate our relevant experience for each service component we're bidding for. Are we allowed to use the same primary example for each service component and then list 'other' (secondary) similar projects completed under each service component to demonstrate the breadth of our work? Or would you prefer that each service provision has a different case studies as the primary example? Answer: One solid case study is acceptable.

75. In the request for proposals cover letter, page 4 under sub-section 2.4.1, part c, point 4. You ask us to provide CVs/Bio's of the team. Are we required to supply both? or will staff bios alone be ok? Answer: Staff bios are acceptable.

76. The covering letter asks for submissions from “qualified service providers”. In this context, does

‘qualified’ mean that agencies should match the selection criteria, or does it point to a pre-existing qualification (e.g. membership of an established roster)? Answer: The former.

77. In Annexe A, section 3.3, the RFP mentions, “Branding guidelines and … visual identity.” At this stage, does the UNHCR attach importance to the role of the organisation’s verbal identity? If not, would our specialism in this area naturally exclude us from contributing a useful proposal? Answer: No, verbal identify is critical and would be part of the required services.

78. How many locations within each continent do you have? Answer: 7,685 people in more than 125
