IntroductionCleethorpes is a popular tourist destination, mainly attracting visitors from across Yorkshire but also from areas further away.

The beaches are a natural attraction and are seen as an environmental asset to the people of North East Lincolnshire.

The resort, beaches and promenades are very special and offer a real traditional seaside experience for all, including:

• Family fun days out and bucket and spade adventures

• Relaxed recreation for walkers and those with dogs

• Interesting places to eat and drink

• Fun in the sea and a variety of water-based activities such as jet skiing, kite surfing, fishing and sailing

• Enjoy being “away from it all” and experience hiking, bird watching, nature trails and family fun play trails

The resort and its beaches are carefully managed to protect the infrastructure and ensure that quality services are provided and that the foreshores, promenades and beaches are kept clean, tidy and safe at all times.

The safety of visitors is essential and as such, the resort’s beach safety team work hard to manage the area and ensure that local people and visitors alike can the enjoy their time.

The resort and its beach needs to be managed properly so that a long term sustainable future for the area is maintained, to help secure the future development of the resort.

The team also works with partner organisations to tackle issues like overcrowding and anti-social behaviour.

The Resort Beach Management Plan is designed to collate all the existing information, regarding the resort and beach management operations into one clear and transparent plan.

Beach safety duty officer’s role

The beach safety duty officer is responsible for maintaining communication with the coastguard, ensuring that staffing levels are correct and that the team are present and fit for duty.

The duty officer will make sure that key tasks are covered including the two way radio system and the first aid station, both of which are permanently manned throughout the day and act as a central communications centre for the resort. They will also arrange the daily checks of areas such as:

• North Promenade

• Central Promenade, Dolphin Gardens and the Pier Gardens

• Lakeside, Boating Lake, paddling pool and sand pit

• Southern Beach, Humber Yacht Club and the sandbanks area

Another key task for the duty officer involves organising mobile patrols around the tide tables. Five hours before the tide is due in at Cleethorpes patrols will take place from the Humber Mouth Yacht Club area along to Anthony’s Bank car park. The patrols are to ensure that nobody is in danger of being cut off by the tide or trapped on the sandbanks.

The North and Central Promenade areas are also regularly patrolled and checked by the CCTV camera’s.

While on patrol the team also keep an eye out on the state of the resort and work to identify potential health and safety risks. In particular they look for problems such as:

Graffiti Vandalism Anti-social behaviour Excess litter Drain blockages and sand bank levels Beach cleanliness Concession operations (safe, neat, clean, tidy and lawful) Faults or repairs

Aims and Objectives

• To operate a formal management plan, in line with North East Lincolnshire Council’s corporate strategy

• Ensure that all health and safety legislation is co-ordinated and managed systematically

• Conserve the natural environment

• Manage Cleethorpes as an all year round tourist resort

• Attain the prestigious “Blue Flag”and “Quality Coast” awards • To promote access along all the coastal pathways situated within North East Lincolnshire

• To support the economic regeneration of Cleethorpes for the benefit of visitors and residents

• To identify potential income pathways and commercial opportunities to further develop the resort. Formulate resort and beach management operations into one clear and transparent plan.

Neighbourhood operations based at the Doughty Road Depot

The day-to-day maintenance of the resort is managed by the neighbourhood services team, operating from the Doughty Road Depot in Grimsby. Key tasks involve street cleansing and grounds maintenance.

During the peak season, between April and September, litter is picked up first thing in the morning and the resort’s beaches are mechanically raked daily and monitored throughout the day to make sure the resort is well presented.

The bins are emptied between four to six times a day depending on the volume of visitors in the resort and the gullies are cleaned twice a year

Cleethorpes in Bloom

The Cleethorpes in Bloom committee is a private organisation that works alongside North East Lincolnshire Council, local businesses and community groups and residents to promote Cleethorpes as a popular and beautiful resort.

Ecology

The environmental issues that affect the resort beach management plan are sensitive and delicately balanced subjects that involve a wide range of people, organisations and community groups.

The beach safety team works closely with the council’s ecology officer to monitor the activities that take place within the boundary of the designated site on the Humber Estuary. The ecology officer also ensures that all legislation and frameworks are complied with and agreed with Natural England.

Coastal defences

Whenever it is high tide, coastal defences are put under a certain amount of pressure and there are risks relating to flooding of vulnerable areas.

The coastal defence manager works very closely with the Environment Agency, communicating regularly to ensure that partnership procedures and strategies are working effectively.

It is important for the council’s staff to work together and keep each other informed and updated about routine maintenance and daily operational issues that may affect the Resort Beach Management Plan’s long term sustainability.

Shoreline Management Plan (2006)

The Shoreline Management Plan (SMP) from 2006 covers the area from Flamborough Head in North Yorkshire to Gibralter Point in Lincolnshire.

SMPs are large-scale assessments of the risks associated with coastal processes and present a long-term policy framework to reduce the risks to people and the developed, historic and natural environment. Notable risks can include flooding, oil spills or pollution.

The Humber Management Plan

The Humber Management Plan identifies more than 100 activities that are required to ensure the good condition of the Humber Estuary is maintained. North East Lincolnshire Council’s plan ties in with that of other local authorities, all of which work with the Humber Advisory Group to implement them.

Humber Emergency Planning {HEPS}

Humber Emergency Planning (Hep) plans for and manages any emergency situation that may arise within the Humber catchment area. The group involved representatives from all four Humber authorities: North East Lincolnshire Council, North Lincolnshire Council, Hull City Council and East Riding of Yorkshire Council.

Estates and valuations

The team are involved with processing all concession stall applications and ensuring that all documentation and license details are in place.

Street Lighting

Significant improvements have been made to the illuminations along the seafront, foreshore and promenade areas.

Highways

The team carry out any necessary repairs involving pathways, road cycle tracks and walls.

The team continues to share best practice with colleagues from around the UK, through groups such as United Kingdom Beach Managers Forum (UKBMF), the National Water Safety Forum (East of England region) and British Resorts and Destinations Association (BRADA).

Tide Patrol and emergency procedures are regularly reviewed and discussed with the coastguard, police, ambulance, fire and RNLI.
