    WHEREAS on September 14 1987 the cty adopted aresoution setting forth its inen to participate in thedevelopment by BankersFrst community Development corporation andtheWebb Group o theAugustaRverfronCener by undertaking theconstructono a conerence cener at a cost no to exceed3 900 000 00 a public parking deck at a cost no toexceed3 816 000 00 anextensono theRverwak at a cost no toexceed 890 000 00 and certaninrastructureimprovements onandto be dedca d to public use at a cost no to exceed1 300 000 00 and

    WHEREAS the development o sad project wthcertanrevsons and modfcaons thereto whchproject incudes theconstructono ahoe and oficebuilding tobe fnanced inpartby aUrbanDevelopment Action Gan UDAG granted toctyby theUntedSaes Department o Housing and Urban Development and in
