Cities grow more vulnerable to the impacts of climate change with every passing year. With a rise in natural disasters such as super storms, earthquakes, landslides, and floods that claim lives, we are constantly reminded of the pressing need for leading local

governance on these issues.

Despite these reminders, many still fail to act on climate change. This inertia risks not only the infrastructure of growing cities the world over, but also the lives within those cities. Cities are rapidly growing, and as populations increase, strengthening resilience needs to be center stage. Local governments must therefore continue to forge the path to resilient cities.

The 4th Global Forum on Urban Resilience and Adaptation puts the spotlight on this issue, bringing together key players to catalyze much needed work on climate change adaptation and disaster preparedness and responses. In its fourth successful consecutive year, Resilient Cities 2013 promises to be another milestone in making cities resilient. It will see local governments and stakeholders break down silos and get to the heart of the issues. This year will also see progress on the Durban Adaptation Charter and the commitment of mayors in the Mayors Adaptation Forum. I wish you all the best with the congress and hope you are inspired by colleagues from around the world and learn from their experiences. This is the time for cities, let us not hold back. Be there, be a part of the change, be a resilient cities pioneer!

A warm welcome to Bonn, Germany‘s United Nations City, and welcome to Resilient Cities 2013! Directly preceding the meetings of the Subsidiary Bodies to the UN Climate Convention, city leaders and experts from all over the world will again discuss the

challenges and potentials of urban resilience and climate adaptation.Bonn is a perfect place for this. The presence of the UN is visible – almost 1,000 staff members of UN organizations are working towards sustainable development worldwide, starting with the Climate Convention. However, all of the UN organizations here in Bonn are linked to the issue of climate change in one way or another – and so are federal ministries, development agencies, research and science institutions, global players in economy, the media, and some 150 NGOs. This sustainability cluster has achieved a sophisticated culture of dialogue and interdisciplinary cooperation. Already now, Bonn has gained a reputation as a platform for sustainability whose characteristic is diversity: diversity of actors, of opinions, of approaches, and solutions in an atmosphere of tolerance and participation. And our common goals tend to overcome all structural divisions. Since the first edition of Resilient Cities in 2010, important steps have been taken. Within only three years, this conference has become a leading platform for cities and adaptation. The Durban Adaptation Charter shows the commitment and ambition of cities all over the world in the philosophy of the Cancun Adaptation Framework. And this becomes visible in Bonn every year – during the Resilient Cities Conference! As home to the ICLEI World Secretariat, Bonn has actively supported Resilient Cities from the very beginning. It is our common hope that Resilient Cities 2013 will again connect cities and senior experts in order to facilitate the financing and implementation of leading resilience concepts in cities worldwide. As Mayor of Bonn and Vice Chair of the World Mayors Council on Climate Change with over 80 members today, I count on the expertise and experience at the local level to adapt to climate change as well as the passion, energy, and commitment of fellow mayors all over the world – and especially of those who will join this year’s Mayors Adaptation Forum!I am looking forward to fruitful debates and to learning about your inspiring ideas for successful urban resilience and climate adaptation!

At a time when the concentration of greenhouse gases in the atmosphere has reached its peak in the history of humankind on Earth, the Resilient Cities Congress once again highlights the importance and urgency of scaling up action at the local level to cope

with the challenge of climate change. This year´s Congress can also be recognized as one of the largest global meeting of local governments after the conclusion of the Rio+20 Summit in June 2012, which introduced a new setting of the global architecture of sustainability efforts. Under the able leadership of Mayor Nimptsch of Bonn and Mayor Nxumalo of eThekwini Municipality/Durban, I am confident that the 2013 Mayors Adaptation Forum will provide key contributions to the success of the Resilient Cities Congress by leveraging political support on the implementation of the Durban Adaptation Charter, integrating the concept of food systems into urban adaptation, and providing guidance to global advocacy of local governments in the post-Rio+20 era.In my capacity as Chair of World Mayors Council on Climate Change, I would like to commend all organizers and participants of the Resilient Cities Congress. I look forward to meeting you in Nantes, France on 27-28 September at the World Mayors Summit on Climate Change 2013, to further build on achievements in Bonn, especially on the way to Warsaw in November 2013 and Paris in December 2015.

Welcome to the fourth congress of Resilient Cities, the Global Forum on Urban Resilience and Adaptation!

We have seen another unsettling year in terms of impacts from disasters. Although insured losses were lower than 2011 (due to earthquakes and flooding in Asia Pacific), 2012 was still a catastrophic year. To name just two-earthquakes in Italy resulted in an economic loss of USD 16 billion and Hurricane Sandy positioned extreme weather events at the forefront of the news and minds across the world as she hurtled into New York City.

Additionally, the year bore witness to another series of droughts which led to the highest ever recorded loss in agriculture insurance in the US alone (Swiss Re, 2013). The impact, of course, was on food systems. These large scale events remind us how crucial it is to work towards helping our communities be resilient to disasters and also to the impacts of climate change. They remind us of how important it is for cities to be aware of and take into account their broader regions and systems.

Fortunately, as our congress evolves and moves forward, so too does the great work that leading cities are doing to help their communities strengthen resilience. This year’s Resilient Cities showcases progress in key areas such as the social aspects of adaptation, resilient design and technology and ecosystem based adaptation.

Specifically, we will have key forums on Resilient Building and Construction and a full day special forum on Resilient Urban Food Systems. We will be working towards strengthening city-region food systems in that forum and setting the scene for what local governments can and should do to enhance their resilience. We will also feature a special session on the Durban Adaptation Charter, outlining the ongoing implementation work and we welcome the Mayors and city leaders present at the Mayors Adaptation Forum.

With such an exciting and rich program, I welcome you to Bonn and hope you make the most of the informative and productive sessions over the course of the three days!

Greater variability in temperature and precipitation, sea level rise, and increased intensity and frequency of natural hazards are expected to result from climate change. These challenges will severely affect the already overburdened lives of the world’s poor

communities and negatively impact life-supporting ecosystems. Local governments therefore need to be proactive and prepare for these changes by ensuring that they have measures in place to secure infrastructure, protect natural resources and environmental quality, maintain local services, and ensure the health, livelihoods and well-being of vulnerable people. Increasingly, resilience is recognized as a decisive factor in achieving sustainable development. Nowhere is this more necessary than in cities, which are already home to the majority the world’s population. Climate change adaptation, which entails planning for a climatically uncertain future in order to minimize vulnerability or exploit opportunities, enhances a city’s capacity to absorb and recover from the impacts of a changing climate, and in doing so achieve urban resilience. Local governments have rallied together and have committed to reduce the impacts that climate change will have on urban systems – through tools such as the Durban Adaptation Charter – and by initiating and maintaining integrated adaptation programs, are striving to achieve resilience in the built, natural and human systems and communities that make up the world’s cities. As patron of Resilient Cities 2013, I congratulate ICLEI for leading the global partnership of local governments and associated organizations in a local movement that will result in global change. I wish the distinguished delegates of Resilient Cities 2013 every success with their exchanges and deliberations.

Resilient Cities 2014 Singapore will be organized by ICLEI under a partnership with the Centre for Liveable Cities, in conjunction with the World Cities Summit Singapore.

Registration and participants help deskThe registration and participants help desk will be available for the duration of the congress. Opening hours are: Thursday, 30 May: 14:00 - 18:00Friday, 31 May: 08:00 - 19:30

CateringMeal and drink vouchers are required for dinners and lunches during the congress. Registered participants will receive their vouchers (one per meal and one for a drink per meal) upon their registration at the registration desk. Additional vouchers can be purchased at the reception desk of the venue. Please return the non-used vouchers to the congress team at the congress registration and participants help desk upon your departure.

Evening event: Reception by the City of Bonn at Bonn Art Museum on 31 May at 19:30On the evening of Friday, 31 May, the City of Bonn invites all congress participants to an evening reception at the Bonn Art Museum (Friedrich-Ebert-Allee 2, Bonn). Transfer from the congress venue by tram will be organized in small groups led by ICLEI representatives starting at 18:30 with the meeting point at the registration desk.

InternetThe Gustav-Stresemann-Institut provides free of charge wireless internet access.

Banks and ATMs near the venueThe closest bank to the Congress venue is at the Volksbank-haus along Heinemannstraße towards the Rheinaue Park. From the venue, turn right towards Heinemannstrasse, and take another right onto this main road. The bank is approximately 350 m ahead on your left. In the opposite direction is the Maritim Hotel, which has an ATM and offers currency exchange. To get there from the Congress venue, turn right towards Heinemannstrasse and take a left on tothis main road. Turn right at Jean-Monet-Straße and left into the roundabout entrance of the hotel.

Greening the eventKeeping in mind the available resources and capacity, conscious efforts were taken towards making Resilient Cities a greener congress this year.

In order to minimize paper waste, many congress materials (e.g. session descriptions) were published on our website and made accessible prior to the event. Paper-based materials are printed on FSC certified paper.

Facilities at the Gustav-Stresemann-Institut (GSI) allow for natural light to brighten the space, minimizing electricity consumption. The venue is easily accessible by public transport and has accommodation options nearby. The city of Bonn is an EcoMobility-friendly city with a well-developed bike and pedestrian lane network.

We welcome our participants to join in the effort for a green congress. Please take advantage of these sustainable options and exercise environmental consciousness where possible.
