“Northern coastal sub-urbs that have deliveredannual average rates of capi-tal growth in excess of 11per cent over the last 10years include North Beach,Watermans Bay, Marmion,Hillarys, Kallaroo, Mullaloo,Ocean Reef and Quinns

Rocks,” he said. “During thepast year, property prices inmany of these suburbs haveunderperformed comparedto their long-term averagecapital growth rates whichmeans that they are histori-cally undervalued.

“For example, the medianprice of a home in Water-mans Bay fell by 3.2 per centover the past year comparedto an annual capital growthrate of 12.7 per cent overthe last decade – the medianprice in Ocean Reef rose byjust 1.8 per cent over thelast year compared to anannual average capitalgrowth rate of 11.1 per centduring the last decade.”

Mr Jonker said that thewinter months offer buyers

an excellent opportunity tosecure a coastal property asselling activity tends todecline before the marketupswing during the springand summer months.

Licensing system caveat

WA REAL estate agents have expressedreservations over a Federal push to create anational licensing system for the profession.

“The proposal to have a national licensefor real estate personnel made good sense,but the devil is in the details,” REIWA Pres-ident Alan Bourke said.

“The plan from Canberra is broadly toensure that when workersmove interstate theirlicences are uniform andrecognised across stateborders,” he said.

“However, the proposalhas the effect of wateringdown our existing highstandards and lowering thebenchmark for training andfor ongoing professionaldevelopment.”

Mr Bourke said buying ahouse was the single biggestinvestment most Australianswill make and that REIWA isadamant that the key to providing a low-riskprofessional service to homebuyers is bymandating a high level of qualification andongoing professional development.

“While it is important to have a high levelof initial training, it is equally important thatagents are kept up to date with changes inthe industry including government require-ments and the regulatory environmentagents operate within,” he said.

“This requirement is not contained with-in the current Federal proposal.”

The Board of the RealEstate Institute of Australia,which met in Perth at theend of June, has called forthe Federal Government,states and territories toagree to a national licensingsystem, which requiresagents to achieve a diplomalevel for licensing, compul-sory continuing profession-al development and licens-ing for commercial agencywork.

The national licensingscheme is due to start in

July of 2012, however Mr Bourke said theindustry would continue to lobby forchanges so that the professional safeguardscurrently in place are not undermined. ■

The unfailing attractionof living near the beachSCARBOROUGH first came to Aus-tralia’s attention in 1885, when a visitingSydney journalist praised its pristine whitesand and sparkling blue water.

Today, the glorious coastline is one of thesuburb’s iconic landmarks, with crowds oflocals, surfers and tourists enjoying the per-fect combination of sun, sand and surf allyear round.

While the beach’s beauty has remainedunchanged throughout the years, variousbuildings and entertainment centres havetransformed Scarborough’s urban-coastalcharacter.

Fast food restaurant Peters by the Sea,one of the foreshore’s first shops, is still afavourite haunt of hungry beach dwellers,but Luna Park, the Snake Pit and Scarbor-ough Hotel were demolished decades agoto make way for developments such as the24-level Observation City hotel that wasbuilt in the 1980s.

More recently, the Scar-borough Beach Amphithe-atre, which can accommodateup to 5000 people for cultur-al and sporting events, wasconstructed as part of theforeshore’s redevelopment.

Under Amendment 458 ofthe City of Stirling’s TownPlanning Scheme, shops andapartments are also beingbuilt to create a “vibrant andbusy local economy” that willtransform Scarborough intoan “exciting hub of activity forboth residents and visitors.”

“Scarborough Beach Roadbetween Hinderwell Streetand West Coast Highway hasbeen rezoned to four storieson both sides of the road, with commercialshops and offices on the ground floor andthree stories of residential facilities above,”O’Rourke Realty Investments General Man-ager Jarrad O’Rourke explained.

“West Coast Highway has been rezonedbetween Brighton Road and Pearl Parade toeight stories, with a 12-storey towerapproved on each of the Contacio, BP serv-ice station and White Sands Tavern sites.”

Mr O’Rourke said his family had received

approval for the redevelopment of a mixed-use, four-storey building on their agency’ssite at 62 Scarborough Beach Road, whichwould include basement parking, ground-floor offices and 11 luxury apartments.

The O’Rourkes have operated in the areafor almost 40 years and sold land to one ofthe first developments, SandCastles condo-miniums.

The Observation Rise, Seashells andCeVue apartments have since been con-structed, with the new White Sands andOcean29 developments in the pipeline.

Mr O’Rourke said residential accommo-dation further inland was forever changing,with old beach houses and post-war homesreplaced by new luxury duplexes andtriplexes.

He told Residential that developments ofall sizes were in huge demand, especiallyfrom young mining executives and babyboomers who were paying from $350,000

to more than $3 millionto secure a property.

“Young executives andbaby boomers are relo-cating to Scarboroughbecause of its lifestyle,”Mr O’Rourke said.

“It has a holidayatmosphere all yearround and the new town-houses, villas and beach-front apartments offer lit-tle or no maintenance,security and the lock-upand leave aspect, whichoffers peace of mind,especially for the fly-in,fly-out clientele.”

He said Scarborough’spopular streets included

“In the State Budget, theGovernment also announcedspending of $63.8 million onJoondalup Health Campus Stage1. Health services in a local areaare also an important issue thatcan enhance local property val-ues.

“Major new infrastructure isalso being built in the inner cityof Perth where we have majorinvestments such as the CityLink, the foreshore redevelop-ment and Perth Arena.

“All these projects will boostthe demand for inner-city livingand have a positive impact onproperty values.

“Overall, the outlook for theresidential property investmentmarket in WA remains verypositive for the coming financialyear,” Mr O’Rourke said.

“There is still a large under

supply of properties becausenot enough new homes arebeing constructed relative tothe huge growth in our popula-tion.”

Residential Valuations Manag-er of Propell National ValuersTravis Coleman said it was nosecret that it was currently abuyers’ market because of thelarge number of properties list-ed for sale in Perth.

“Depending on location,these areas offer astute proper-ty buyers the opportunity tomake long-term capital growthonce the market recovers,” hesaid.

“Current areas in Perthoffering the largest selection ofhomes with price discountsinclude the western suburbswith 89.7 per cent of homessold with price discounts fol-lowed by Rockingham (85 percent), Armadale/Serpentine(85.1 per cent) Stirling East(79.6 per cent) and the City ofPerth (77.8 per cent).” ■

Census datavital for planningTHE Australian Census of Population andHousing is held every five years and thenext one is due on August 9, just a fewweeks away.

“For the property sector, the resultsfrom the census are very helpful when itcomes to determining the way in whichwe prepare and design our cities andtowns as well as indicating the projectedinfrastructure and service needs as popu-lation grows or declines in different areas,”REIWA President Alan Bourke said.

“Historically, the census has been co-ordinated by an army of volunteers whodeliver and retrieve the millions of hardcopy census forms across the length andbreadth of our vast nation.

“This year, some 43,000 people will help

with the mammoth task of getting a formto every household to ensure the mostaccurate snapshot of the state of thenation and its 22 million inhabitants.”

Mr Bourke said the census was a mas-sive logistical exercise and paid dividendsin the rich data it provided governments,businesses and members of the public forthe years following its release.

“The ABS can determine such things ascurrent population, characteristics of smallpopulation groups and the dwellings in whichthey live and whether dwelling are ownedoutright,mortgaged or rented,” he said.

“At REIWA we like to use much of thisdata to help illustrate our online suburbprofiles, which in turn assists many buyers,sellers and investors with their decisions.” ■

“Additions can devalue a home and a lotof the time you see a big patio on the side ofa house that looks like a shed.

“It’s important to consider the home’sstyle, patio location, angle of the sun, weath-er coming in, and the way it will look out atdifferent aspects because patios can framewater features, for example,” Mr Colemansaid.

“You also don’t want to jeopardise views,or make adjacent rooms dark and gloomy.

“We also ensure the home’s guttering anddrainage are adequate, and marry the patio’sgutters with those of the house.”

Once a customer’s requirements havebeen gathered and the design considerationsassessed,Next Generation provides a quote,drafts easy-to-understand plans and seekscouncil approval.

A patio takes about three to four weeksto complete after council permission isgranted, with an emphasis on customer ser-vice and quality control throughout.

Mr Coleman said he took great pride inhis company’s projects and enjoyed seeingthe end results.

It seems product quality and longevity,designs that won’t date and sterling cus-tomer service are all part of the next gener-ation of patios.
