ONE of the biggest factors that willinfluence the property market inWestern Australia this year will beunemployment.

According to Propell NationalValuers Valuations Manager TravisColeman major long-term financialdecisions such as buying a house weredetermined by consumer confidenceand, in particular, security aboutemployment.

“Currently, Western Australia enjoysone of the lowest unemployment ratesin Australia at 3 per cent,’’ he said.“There would have to be a verysignificant rise in unemployment for theproperty market to be negativelyimpacted.

“This trend last occurred during theearly 1990s when unemployment roseabove 10 per cent and property values

began to fall because of a lack ofconsumer confidence in the propertymarket.”

Mr Coleman expects the propertymarket in WA will remain relativelystable at the lower end of the marketduring the early months of 2009.

“If buyers begin to believe thatunemployment rates will not increasesignificantly, then there should be anuptake in sales as buyers take advantage

WA’s top real estate developers sold101 lots last week, according to latestfigures from the Urban DevelopmentInstitute of Australia(WA).

“Sales are well upon the average 65 lotsales per week thatour developers wererecording in theperiod before theboost to the first home owners grantlast October,” said UDIA chiefexecutive Debra Goostrey.

“The four months prior to that

boost were the worst four months interms of sales numbers that we haveever recorded,” she said.

“It is promising to see that salesare picking up into 2009 and theincrease is testament to the positiveimpact that the first home owners

grant boost has had on the market.”She said the majority of sales were

priced between $160,000 and$240,000 – thetraditional first homebuyer market.

“Despite thedoom and gloomreports across thecountry, thesestatistics are a ray of

light for the property market in WA,”Ms Goostrey said.

The figures are based on a survey of12 UDIA Developer members. ■

WA land sales buck downward trend

Shares out and property inAUSTRALIANS are more confident investing inproperty than in shares during 2009, a surveysays.

Forty per cent of respondents said theirpriority in 2009 is to buy property, an onlinesurvey by mortgage broker Loan Market Grouprevealed.

Loan Market Group executive director JohnKolenda said measures from policymakers toboost the flagging economy and softer propertyprices have made the housing market moreattractive for investors.

Since September, the Reserve Bank ofAustralia has slashed the cash rate by threepercentage points to a seven-year low 4.25 percent.

Many market economists are forecasting thecentral bank to cut the cash rate to at least 3 percent by June.

And the Federal Government's increase inthe first home owner's grant is set to stimulatethe property market.

“It's [the cash rate] expected to go lower, andthat is obviously encouraging to prospectiveproperty buyers,”' Mr Kolenda said.

“The increase in the first home owners grantto $14,000 and to $21,000 for buying or buildinga new home will expire on June 30 this year.

“That is also likely to have a significant impacton the property market.”'

The housing sector is subdued, with averagehouse prices across the capital cities falling 1.8per cent in the September quarter after a 0.2per cent decline the three months before.

And new home sales fell 1.1 per cent inNovember, while building approvals dropped12.8 per cent in the same month.

Only 6 per cent of those surveyed said theywould invest in shares, following the AustralianAll Ordinaries index falling 43 per cent in 2008.

“Despite the doom and gloom reports across thecountry, these statistics are a ray of light for theproperty market in WA”

of low interest rates in the confidencethat they will have employment to pay themortgage repayments,’’ he said.

“In such circumstances, the WAproperty market has the potential to defymany economic forecasters and begin tostabilise, and even rebound, because theState has the highest full-time wages inAustralia.’’

He added that investors and propertybuyer should take the current window ofopportunity in the property market topurchase ‘prime’ property.

“If you are confident about youremployment prospects, then it may betime to consider upgrading, especially inthe price range above $1 million.

“Areas to consider include theWestern suburbs, inner and near cityriver suburbs as well as the northern andsouthern costal suburbs.’’ ■

REIWA Grandmaster realtor Ian Barnesdefied the odds by launching his own realestate business last week.

Within two hours of opening, EvolutionRealty in Applecross signed more than $20million in listings.

According to Mr Barnes, the milliondollar listings showed confidence in thereal estate market and starting a businessin challenging times.

“The property market is tougher andpeople may question my timing but when itcomes down to it, if you focus onunderstanding what people want from aselling and buying perspective, it is all aboutmatching their needs,’’ he said.

“If you have a strong performancerecord of being open and honest anddelivering results, any business will getthrough downtimes no matter whatindustry they are in.’’

Mr Barnes started his career in realestate six years ago, and after only twoyears achieved REIWA Grandmasterstatus, the highest recognition of salesachievement an individual agent can receivein industry.

He said it was a hard decision to branchout on his own, but praised his loyal client

base and wife Agnes for making the leap.“I have a desire to be the master of my

own destiny and it was never going to bejust right unless I could have control overall steps of the selling process, and starting

my own business was a logical and natural‘evolution’ for me,’’ he said.

“I really am blessed with wonderfulclients that have supported me for manyyears now.

“I am thrilled that once they heard I wasstarting up my own business, they said tome ‘We are with you’.”

Mr Barnes said now was an excitingmoment in his personal career but also forthe WA real estate market.

“I expect the market to continue to betight in 2009, and it is not a time to betesting the market but to meet themarket,’’ he said.

“Seller expectations need to be realisticas buyers will buy what they perceive to beoutstanding value.

“Unless pricing is about right, andpresentation and marketing are first class,properties will sit there on the market fora long time.

“I think it is a great time to upscale,downsize or generally to buy.”

Mr Barnes believes there will be plentyof people in Perth’s affluent suburbs thatstill want to buy in the next 12 months, soit is about meeting the market, finding theright buyer and helping the people move.

“I am very optimistic that the market for2009, whilst tougher, and tighter, willpresent good opportunities if we look forthem,’’ he said.

Apartments desirable as Perth rents begin to soarSTRATA properties such as apartmentsare becoming more popular with propertyinvestors in Perth because of the risingrents they can deliver.

During the year ending in the September2008 quarter, the median weekly rent foran apartment in the central Perth areawhich includes the Western suburbssurged by over 13 per cent to $380.

According to DEPPRO TaxDepreciation Specialists managing directorPaul Bennion , property investors who aredeciding to purchase an apartment canfurther boost their cash flow by claimingthe tax depreciation benefits associated

with such a property purchase.“It is unfortunate that property

investors who purchase new strataproperty in WA such as an apartment forinvestment purposes are the mostcommon group of investors who fail toobtain the full tax depreciationentitlements,’’ he said.

“It is estimated that only one in fiveresidential investors make use of the taxdepreciation entitlements which areavailable to all investors on all investmentproperties.

“Most investors do not realise that taxbenefits obtained through depreciation can

be equivalent to 60 per cent of the totalpurchase price of the property.”

For a new apartment in Perth, this canequate to over $200,000 in possible taxbenefits through depreciation.

A large proportion of these tax benefitsare never claimed which means that eachyear hundreds of millions of dollars in tax benefits are lost every year byinvestors not claiming their legitimateentitlements.

Mr Bennion said older style apartmentsalso qualified for substantial taxdepreciation benefits if a depreciationschedule is undertaken. ■

dFirst home buyers inrecord market shareTHE first home buyer share of the mortgage markethas risen to a seven-year high in response to big ratecuts and generous grants to new home owners.

Some 11,665 first-time borrowers made up 23.6 percent of the home borrowing market in November, thehighest proportion since January 2002, a big jump from October's 19.5per cent share, officialdata showed.

The AustralianBureau of Statistics(ABS) data alsoshowed that overallhome loan approvalsrose for the secondstraight month inNovember while thepopularity of fixed-rate loans dived to arecord low.

The number ofhousing financecommitments forowner-occupiers rose 1.3 per cent inNovember, seasonally adjusted.

This followed October's 1.4 per cent gain, whichreversed eight consecutive monthly falls.

Commonwealth Bank senior economist MichaelWorkman said aggressive rate cuts and the FederalGovernment's boost to first-home buyer grants hadrestored housing sector confidence.

“It is indicating that the interest rate cuts and also thefirst home buyers scheme have had quite a strongimpact on lending,”' Mr Workman said.

“The steep declines are over.” ■

NAMED after Sir Frederick Napier Broome,Western Australia's governor from 1883 to 1890,Broome Street in Cottesloe is a favourite streetin a suburb that has more than its share ofdesirable locations.

Steeped in history and lined with shadyNorfolk pines, the street runs parallel to MarineTerrace and has many stunning, heritage listedbuildings, including the Cottesloe Civic Centre.

Originally the home of former AttorneyGeneral Richard William Pennefather, it wassold to Claude Albo de Bernales in 1911 andnamed Overton Lodge.

De Bernales began extensive alterationsand additions in Spanish and Italian classicstyle, including the jarrah panelling andextensive stone

walls and gardens that remain today.The Cottesloe Council acquired Overton

Lodge in 1950 for £45,000 (about $95,000) and itis now Cottesloe's Civic Centre and WarMemorial Town Hall, as well as a popularwedding location.

Cottesloe Councillor John Utting and his wifeDiana have lived in Broome Street for nearly 40years and John has been a member of council formore than 20 of these.

Their house was one of the first new homes tobe built in the street post WWII and neither ofthem can imagine living anywhere else.

“It's just a pleasant quiet street to live in that isclose to the beach,” John said.

“I used to walk down to the beach fora swim every day in my younger days butI don't do that anymore.”

John and Diana met in 1950 at oneof the regular dances held at theCottesloe Surf Club and married in1952.

They decided that Cottesloeseemed like a nice place to settle down and

bought their block of land in Broome Street foraround £20,000 ($42,000).

Frank Torre from Mack Hall & Associates saysBroome Street ticks all the boxes when it comesto beachside living.

“Broome Street is the blue ribbon boulevardof Cottesloe,” he said. “Living there allows you tobe a minute’s stroll from the beach yet you canstill have a lovely garden and not get blown awaybe the sea breeze.”

It is also a street where it’s possible to have anocean view without being right on theoceanfront.

Lucky residents at the southern end ofBroome Street enjoy views over the Sea ViewGolf Course directly across to Rottnest Island.

The Sea View Golf Club can boast a bit ofhistory too, along with its breathtaking oceanviews.

The club is the third oldest in WesternAustralia and history reveals in 1909 a group ofmen stood at Broome Street overlooking a wastescrubland and envisaged a series of immaculatefairways, greens and trees. ■

“When we speak tiles I’m talking natural

stone, and natural stone and travertine are atthe heart of the Italian tile industry,” Rosssaid.

Forezzi sells all-natural stone, whichincludes sandstone, marble, travertine andgranite, but there is also a large selection ofmosaics, ceramic and glass tiles includingluxurious glass tiles layered with 18 caratgold. There are even genuine leather tilesthat look fabulous, feel soft underfoot andare easy to maintain.

They are also surprisingly cost effective, asare many of the tiles available at Forezzi.

“I think it's important to clarify thatnatural stone is not as expensive as somepeople think,” Ross said.

“And it is a living, breathing product that inno way can be compared with a man-madetile.”

The majority of Forezzi's tiles are fromItaly or Spain and most are exclusive toForezzi.

As for trends, Ross said the naturalsandstone tones were still popular andtravertine was always a big seller.

Ross is also a big advocate of

environmentally friendly tiles, and makes aneffort to import tiles that areenvironmentally sound. Another trend isusing tiles for feature walls and on the sidesof buildings, and many of the tiles in Forezzitruly are works of art that look too good tobe walked on.

“At Forezzi we are more likely to settrends than follow them,” Ross said. “I'mconstantly travelling, looking for new andexciting tiles because architects and interiordesigners working in the western suburbsare constantly after the latest look.” ■
