Q: A friend of mine recentlyput an offer on a property,which was verbally accepted(the seller was overseas, so thecontract had not been signedat this point). However, at thisstage she was having secondthoughts and wanted to pullout to think it through a bitmore. Until what point canyou pull out of a propertycontract without losing yourdeposit?
A: Once an offer has been verballyaccepted (that is, the agent hasconveyed acceptance to thebuyer), it is then a binding contract,and is treated as such as far as thedeposit is concerned. If the offer isunconditional, then the buyerwould lose his or her deposit if heor she pulled out at any stage afterthis acceptance. If the offer hasconditions on it, those conditionsstill need to be satisfied before thedeposit becomes non-refundable.
Q: I have a fairly urgent needto sell my property within thenext two months. It istenanted for another fourweeks. The current tenant hasold furniture which spoils thelook of the property. Should Ibegin marketing asap so that Ihave the longest chance tosell, or should I wait until thetenant moves out so I canpresent the propertyproperly?
A: If there were no timeconstraints, I would definitelyadvise that you wait until the tenantmoves out to present the propertyto its fullest potential, as this willhelp you to get the best price.However, if you must sell by acertain time, as in your case, itwould be safer to startimmediately. You may get a fastersale, but unfortunately it is almostcertain to cost you money.Alternatively, it may be a good ideato try and entice the tenant tomove out sooner by assisting withsome of their moving costs.
Q: I am not a permanentresident of Australia, but Iwould like to buy a propertyhere. Am I able to?
A: First stop here is to talk to theForeign Investment Review Boardfor guidelines on what you can buyin your particular situation.Generally, non-residents can onlybuy vacant land or brand newresidences that have not beenowned or lived in prior. Howevercertain special visas allow you tobuy other property that you mayhave to sell on your departurefrom the country.
Q: I am going to sell my housein about a year to relocateover east. It’s a 1950sproperty, with good designand good bones, but it’s quiteoutdated. I would like to dosome renovations to refreshthe property before I sell theproperty, but don’t have thebudget to re-do everything Iwould like to. What are thebest changes to make in termsof adding value to the propertyfor sale?
A: This is where paint comes inhandy – paint, paint and more paint(preferably white) can totallytransform a tired looking home.Then there are the floors –polishing the boards, re-carpetingor putting in new tiles will make ahuge difference. Paint the kitchencupboards and put stainless steelhandles on them. Install a newlaminate benchtop if the budgetallows. Paint those daggy bathroomtiles with tile paint from Bunnings.Finally, put some good lookingfurniture in there, and you’re sureto make an extra $50,000-$100,000 on your sale!

Interior designer Shaynna Blaze and garden designer CharlieAlbone join residential real estate expert Andrew Winter as theytour some of the nation’s hardest to sell homes and help someincredibly stressed-out homeowners.
Melbourne-based Shaynna said even though it was a fairlybuoyant market when they started filming the new season lastyear, some houses were still not being snapped up due to theowners’ attitudes and how they presented their properties.
“It’s a hard thing to do because your home is an emotionalpurchase but it’s really important if you want to move on to makeother people feel as if they can move in,” she said.
“These days buyers will look at the internet before they evenlook at a house so you’ve got about two or three seconds to grab
somebody with a photo and make that vital first impression.Shaynna said selling a home was all about knowing your market
and the type of people who were going to come through, whetherthey would be families with children, single, couples or emptynesters, and then decorate accordingly.
“First look at de-cluttering, thencolour and what’s going to create thebest advantage for the house,” she said.
“De-cluttering is not just aboutwhat’s on the surface but also behindthe cupboard.”
A major de-cluttering job can be seenin the first episode of the series whereShaynna said it was not until halfwaythrough that they were able to see whatfeatures the 1920s bungalow actuallyhad.
The next step is to look at a houselike a stranger, which can be hard but it
is important to critically look at all the things that need fixing, likeeasy little maintenance jobs.
“People open and close doors and drawers, turn on taps andswitches to make sure that everything functions and they’realways going to be looking for a negative so they can bump downthe price,” she said.
“And de-personalising is also a way to go. The last thing youwant someone to see when they go into the master bedroom arephotos of the people who live there because you get the vision ofit already being someone else’s home.
“When a buyer walks into a house they want to feel as thoughthey could move in, so you want to de-personalise for that reason.Some people walk around quite upset and say that it doesn’t feellike their home anymore... and then you’ve got the other side of itwhere people say that they didn’t realise their home could look sogood and they don’t think they want to leave!” ■

WESTERN Australia’s South-West combines unique naturalexperiences with gourmet delights.

The region is a popular holiday destination for many WAfamilies and interstate and overseas visitors.
According to local experts, the South-West market hasbeen very active over the past six to eight months as a resultof growing confidence in the real estate market and realisticpricing.
Acton South West Dunsborough director StevePapadopoulos told Residential Dunsborough, Eagle Bay andYallingup in particular had shown great signs of recovery.
“Sellers have been realistic in their asking prices and thesharp rises of the past few years have now settled down to amore steady growth,’’ he said.
“Acton South-West transacted over $100 million inproperty sales in the last quarter and as long as pricing ismaintained at a sensible rate of growth, the market willcontinue to stay active.”
Mr Papadopoulos said Busselton had also enjoyed largevolumes of sales partly due to investors choosing the areabased on the planned future growth of the region and goodvalue investment properties.
“There is a large number of people moving to the South-West and many are either long-term renters or people whoneed to rent for a year or two until they build their ownhome,” he said.
“Margaret River, on the other hand, hasn’t experienced thesame level of sales as its neighbours but all indications showthat prices have begun to level so we can expect a lot moreinterest in 2010.”
Stocker Preston principal Peter De Chiera said while South-West sales in December were slow and reflective of thegeneral downturn in the market in 2009, January and Februarywere extremely busy, and Stocker Preston Dunsborough hadexperienced the best sales since the market peaked in 2007.
“Sales were generally limited to houses under $1 millionwith a high proportion under $700,000,’’ he said.
“Sales in excess of this range were limited, but buyers arereturning to the market.”
Mr De Chiera said March had continued this trend withstrong enquiry for top-end properties in areas such as
Yallingup, Eagle Bay and Dunsborough.JMW Real Estate principal Joe White said the 2008 financial
crisis could be thanked for taking the froth and bubble off tofocus on the fundamentals of supply, demand and value.
“We have seen a surprisingly strong recovery in turnover,most noticeably in the typical entry-level four-bed, two-bathproject-style home which is showinga quarterly average sale price of$483,194 in Oct/Nov/Dec 2009,’’ hesaid.
Mr White said beachfrontproperties were starting to turn overand rural residential houses had againstarted to sell, with pleasing resultsbetween $1 million and $1.75 million.
According to Hegney PropertyGroup director and senior valuerDamien Schifferli, the second half of2009 was marked by a surprisingrecovery in the South-West real estate market, thanks tobargain-hunters and investors.
“Firstly, bargain hunters stepped in and swallowed all thedistressed vendor sales at prices not seen for the past fouryears,” he said.
“Then, investors and holiday home hunters quickly jumpedon the wave to take advantage of low interest rates and thewide choice in quality property for sale.
“By the end of 2009, property values in most areas hadimproved 20 per cent on the lows that were experiencedearlier that year.
“For example, a conventional property located in OldDunsborough or on Geographe Bay Road, Dunsborough, had
fallen in value from $2 million in December 2007 to $1.4million in March 2009.
“This same type of property would have now increased toapproximately $1.7 million.”
Mr Schifferli said people visiting the South-West over Easterwho fear missing out on a good-value property have no need
to worry as the wave had not yetreached the beachfront areas ofGracetown, Prevelly, Gnarabup orGeographe Bay Road in Busselton.
“These areas still representexcellent buying in the $1 million to$1.4 million price range and weexpect to see the flow-on effects ofproperty value growth in thesemarkets throughout the next 12months,’’ he said.
“Now is a great time for buyingopportunities as there is a very wide
range of choice currently available.“As always, the best homes are bought first; however, we
would caution all purchasers to seek independent advice withregard to property values before they purchase as the markethas changed considerably over the past 12 months.’’
Mr White said looking into the crystal ball, a price-sensitive,steady recovery was proving to be what was occurring in theState’s South-West at the moment.
“The bargains have long since been flushed through thesystem, and a definable and predictable market which showsexceptional value has resulted.
“ The question has to be asked – if you were looking to buy,then what are you waiting for?” he said.■

Traditionally regarded as the busiest timeof year for sales by local real estate agents, itwill be interesting to see the effects of theglobal financial crisis of the past 18 monthsbringing with it a pronounced reduction indemand and a large increase in stock.
The Greater Bunbury region, Shire ofBusselton and Shire of Augusta-MargaretRiver have experienced a decrease inproperty values across most market sectors,with the prestige residential and ruralresidential markets (between $1m to $3m)suffering the greatest impact of thedownturn, with falls of up to 40 per cent insome instances.
Statistics published by the Real EstateInstitute of Western Australian (REIWA) forthe September quarter of 2009 suggest thatsales volumes increased by around 6 per centover this period although further falls invalues have been recorded, with decreases in
the Greater Bunbury region of -3.6 per cent,Busselton -10.6 per cent, Dunsborough andsurrounding localities -16.2 per cent andShire of Augusta-Margaret River -11 per cent.
According to residential valuation serviceCB Richard Ellis, during the Decemberquarter, the South West saw a far greaterlevel of activity within the $500,000 to$1,000,000 price brackets.
Senior valuer Justin Anderson said anincrease in regional land sales had also beenapparent in most areas, predominantly due tothe Federal Government’s First HomeOwners Grant.
However, there is still a slight oversupplyof residential vacant land for sale, particularlyin large developing residential estatesincluding Dalyellup Beach in Bunbury,Kingston estate and Treendale estate inAustralind, Provence estate and VasseNewtown, Busselton.
REIWA statistics for the Septemberquarter indicated that the median land priceincreased by 7.2 per cent to $160,000.
Dunsborough and the nearby prestige
localities of Quindalup, Yallingup and EagleBay are likely to be more in demand forproperties priced between $1m-$3m.
Over the past several months there havebeen a number of sales in this price rangealthough there is still a general oversupply,particularly in the locality of Eagle Bay.
Rural and rural lifestyle property sectorswithin the Shires of Busselton and Augusta-Margaret River have experienced apronounced reduction in demand over thepast 12 months and a significant increase inproperties available for sale, particularlytourism and viticulture-based enterprises.
Across the board, value levels appear tohave fallen by up to 15-20 per cent and there
have been limited transactions. CB Ellis said in summary, the residential
housing markets within the South Westregion appeared to be showing some signs ofrecovery and may have levelled in mostsectors.
The influx of Perth-based residents andinterstate tourists during this autumn periodmay “paint a picture” as to the state of thelocal markets.
“We would expect to see a furtherincrease in sales transactions across most ofthe main regional centres; however, valuelevels are likely to remain relatively steadyuntil excess stock levels are furtherreduced,’’ Mr Anderson said. ■
