2012 Resident Coordinator Annual Report Montenegro Montenegro continues to undertake extensive reforms for harmonisation with European Union legal and policy frameworks. The country made considerable progress since it regained independence in 2006 in establishing institutional, policy and legal frameworks. However, according to the latest 2012 Progress Report of the European Commission Montenegro’s limited administrative capacity represents a challenge in a number of areas and needs to be strengthened in view of the accession negotiations and to ensure effective implementation of the acquis. Further progress is needed in the areas of free movement of workers, free movement of capital, company law, food safety, veterinary and phytosanitary policy, taxation, enterprise and industrial policy, environment and climate change, and financial and budgetary provisions. Montenegro has continued to improve the legal and institutional framework on the protection of fundamental rights. Nevertheless, shortcomings persist, especially in the enforcement of these rights. Administrative capacity and financial means to implement the laws remain limited, according to the Progress Report.The United Nations Country Team in a “Delivering as One” context, has played a key role in contributing to the reform process, and is well positioned to provide tailor-made capacity development support to address issues of human rights fulfilment and sustainable human development, while also supporting European Union accession. The year 2012 was characterised by opening accession negotiations with the EU in June, historic visit of the UN Secretary General in July, parliamentary elections in October and a very modest economic growth. During the meeting of the North Atlantic Council in Chicago on 20 May 2012, the heads of states and governments issued a Declaration stating, inter alia,the significant progress that Montenegro has made towards NATO membership and its contribution to security in the Western Balkans region and beyond, including through its active role in regional cooperation activities and its participation in ISAF. They added that Montenegro has successfully implemented significant political, economic and defence reforms, and that NATO encourages it to continue on that path so it can draw even closer to the Alliance . Montenegro’s progress towards membership is under active review. On 26 June 2012, the European Council welcomed the EU Commission’s report on Montenegro's progress in the implementation of reforms and adopted the general EU position for the accession negotiations. The EU opened accession negotiations with Montenegro on 29 June, highlighting the importance of further progress in areas of the rule of law, and fight against corruption and organised crime. Therefore, the first negotiations talks opened with the country regard chapters 23 and 24 of the acquis. Another positive development in the year 2012 is Montenegro’s election, by UN General Assembly, in UN Human Rights Council (HRC) for a three year term - period 2013 - 2015. Among the main criteria for admission to HRC are candidate’s contribution to promotion and protection of human rights and voluntary commitments which the candidate country intends to fulfil during its three-year membership in the Council. Montenegro is a third country from the region to be admitted to the HRC, after Slovenia and Bosnia and Herzegovina. On the political front, the Democratic Party of Socialists (DPS) remains the dominant political force in 2013, following the victory in the parliamentary elections . However, the ruling coalition did not get an outright majority like in previous two elections, but in November it signed a deal for establishment of the government with ethnic minority parties. The president of the country proposed the leader of the DPS and long-time politician, Milo Djukanovic, to head the country's newly elected government. Djukanovic has already served several terms as prime minister and president. Montenegro continued to face developmental challenges , throughout 2012, particularly those of vulnerable groups and regional disparities, which were exacerbated by the global financial crisis. The issues of income poverty and inequality continued to be at the centre of the human development agenda. According to data of the National Statistics Office, published in Poverty analysis in Montenegro for the year of 2010, the level of inequality slightly decreased from 26,4 in 2009 to 24,3 in 2010, measured by Gini coefficient. Based on the projections of the Ministry of Finance, the Montenegrin economy will have a real growth of 0.5% in 2012. The slowdown has been caused by worse international situation, unfavourable weather conditions at the beginning of the year (which resulted in lower volume of trade, traffic, investments and agricultural production), as well as by overhaul of the thermal power plant in Pljevlja and reduced production of hydro power plants and aluminium company and its lower price. The Roma are the most vulnerable with a poverty rate of 36 per cent; they are followed closely by displaced and internally displaced persons, welfare recipients, older people, the unemployed, and people with disabilities. Efforts are also needed to engender respect for protection of minorities and vulnerable groups such as children with disabilities. This is a first step towards equitable socio-economic development to support the elimination of disparities. Attitudes towards children with disabilities are changing, and there have been numerous positive steps since 2010 in promoting their social inclusion. Policy and legal frameworks for gender equality are in place; however, due to pervasive norms and attitudes, women’s participation in political and economic life remains low and capacity to implement the frameworks is also limited. EU integration remains the foreign policy priority. Promoting economic recovery is also high on the government’s agenda, following a modest growth in 2012. Fulfilling obligation of the HRC membership re promotion and protection of human rights and voluntary commitments will also be high on the agenda in 2013, together with meeting of recommendations from the second cycle of the Universal Periodic Review .

Summary on progress towards UNDAF outcomes

Montenegro, self-starting Delivering as One (DaO) country as of late 2009, began implementation of the Phase II of itsIntegrated UN Programme, which actually represents the first UNDAF in independent Montenegro, in 2012.

The existing Joint Country Steering Committee (JCSC), which approves the Integrated UN Programme and guides the UN inits “Delivering as One” commitment, is the primary political mechanism through which the Government is engaged inimplementation and monitoring of Phase II. The Programme is guided by the over-riding priority of the Montenegrin Governmentto join the European Union as well as by key national reform and development strategies. The Integrated UN Programme forMontenegro has three strategic programme pillars, namely: Social Inclusion, Democratic Governance, and SustainableEconomic Development & Environmental Protection (SEDEP).

Together with national partners, the UN agencies in Montenegro in 2012 continued implementation of joint programmes inrelation to Democratic Governance, Social Inclusion and Sustainable Economic Development and Environmental Protection (SEDEP)on a) Good Health system Governance for Equitable Effective and Quality Health Care in Montenegro (joint programme of UNDPand WHO); b) Non-communicable diseases prevention, healthy lifestyles and food safety (joint programme of WHO, UNICEF andUNDP); c)Improving the business environment through green jobs and institution building (joint programme of UNDP andregionally based organisations UNEP, UNESCO, UNIDO and FAO); d) Support to fulfilment of Montenegro’s social inclusion prioritiesrelated to permanent solution of status for refugee, displaced and domicile Roma persons (joint programme of all residentagencies, implemented by UNDP); e)Child protection and social inclusion (joint activity of UNICEF & WHO); f) DRR, RiskManagement and Climate Change Adaptation (joint programme of UNDP, UNEP, UNICEF) all funded partially or entirely from theExpanded DAO Funding Window 2010 and 2011.

Montenegro received USD 557,000 from the 2011 Expanded Funding Window , however, one part of the funds wastransferred to the UN Country Fund in second half of 2012. Thus, implementation of some activities under the mentioned jointprojects/programmes was postponed and picked up in December only. Namely, there were some redirections of funds by theJCSC due to considerable delay in the receipt of funds by donors to the UN Country Fund and later in the release of the funds dueto a long process of consultations at the level of the JCSC. Some of the funds were redirected to UN wide UNICEF led Multipleindicator cluster survey on behaviour of women and children. In addition, the UN Country Fund Montenegro received additionalfunds from EFW for 2012 in the amount of USD 127,000. The JCSC allocated these funds for developing a joint programme foryouth in northern part of the country, building on existing and potential activities/contributions of all agencies in Montenegro, andadditional amount for Multiple indicator cluster survey on behaviour of women and children.

The JCSC also commended efficiency of the joint work and highlighted the importance of cooperation with the UN System.Achieved results were positively assessed, while resource mobilisation was recognised as the main challenge in the process ofcreating necessary conditions for full implementation of the Integrated Programme. In regard to this, the UNCT developed a jointresource mobilisation matrix, as agreed at its retreat in April, and discussed it regularly at UNCT meetings. In addition, the UNCTreceived in December some seed funding in the amount of USD 60,000 for undertaking national consultations for the post 2015development agenda.

The JCSC discussed strategic priorities of Integrated UN Programme and areas that needed additional attention both from theGovernment and UN sides, such as issues of human rights of different vulnerable groups. It also agreed upon necessity tostrategically plan and implement interventions and activities in accordance with national priorities. Therefore, UNICEF and UNDP Country Programme Action Plans were signed jointly in January, which is a good example of successful implementation ofDaO in the country.

The example of the Mental Health Strategy development, was assessed at JCSC meeting as positive result of the Integrated UNProgramme and the concept Delivering as One being important instruments not only for strengthening coherency of the UN but forcoordination of strategic partners and technical support (more precisely World Bank and the EU).

In regard to donor coordination , the members of the JCSC agreed to include advisor to the Prime Minister on internationaleconomic cooperation and structural reforms into the work of the Committee, thus enabling more efficient communication withpossible donors. At the same time, the UN has also initiated, together with World Bank and European Commission moresystematic approach to donor coordination in public administration reform.

Within the framework of EU accession , cooperation has been continued with national institutions in addressing the issue ofdisplaced and internally displaced persons, especially in the area of providing support for their registration and voluntary return tothe places of origin.

Networking aimed at raising awareness on human rights protection was particularly upgraded on the occasions of Human RightsDay observance, when the UN brought together all relevant national and international partners which are working on human rightsrelated issues. The Working Group on Gender and Human Rights merged its knowledge, experience and commitment withthe Government, Ombudsperson, Academia, NGO sector, OSCE Mission and EU Delegation to Montenegro, to organise aconference on important human rights topics and pursue concrete recommendations in the areas of: Montenegro's membership inthe UN HR Council 2013-2015, property rights-restitution and prison reform.

The Theme Group and Joint Team on HIV/AIDS could not meet all targets of this year's work plan due to sudden phasing outof UNAIDS and PAF funding from the region hence the lack of funding for programmatic activities. However, the UN Theme Groupeffectively monitored implementation of the National HIV/AIDS Strategy 2010-2014 and National HIV/AIDS Programme2012-2016, and assisted national authorities in addressing the key obstacles and gaps in the national response by developing a Report on Mid-term Review on implementation of the National HIV/AIDS Strategy 2010-2014 .. Since there will be no more

Report on Mid-term Review on implementation of the National HIV/AIDS Strategy 2010-2014 .. Since there will be no morecontribution from UNAIDS for programmatic activities on HIV/AIDS as of 2013, the UN agencies did the phasing out strategy andcommunicated the closing of the joint programme, which began in late 2007, in an event organised for relevant nationalcounterparts and the Government. The Report was also presented at the closing event organised by the Theme Group in October.The Theme Group also effectively implemented the last phase of the joint programme “UNCT and National Response toHIV/AIDS” closed in October. UNGASS and national indicators as per Action Plan on Monitoring and Evaluation of the NationalHIV/AIDS Response were achieved with support from the UN. The UN Theme Group on HIV/AIDS will continue to exist and tocoordinate and monitor all UN activities on HIV/AIDS.

UNCT’s policy engagement activities with national partners are evident in development and realisation of projects andprogrammes dealing with: support in acquiring personal documents for I/DPs and domiciled Roma (at risk ofstatelessness) , social inclusion and child protection , improving the business environment through green jobs andinstitution building as well as through assisting the country in creating and harmonising effective legal aid , mediation andjuvenile justice systems. In addition, the UN family in the country provided advisory and technical support to the Government inpreparing the second cycle of UPR reporting .

Another important outcome of UNCT’s policy engagement with national partners is in the area of disaster risk reduction , riskmanagement and climate change adaptation. The UN system supported the Ministry of Interior, Sector for Emergencies, and 12municipalities to develop local flood risk assessments based on which the flood preparedness plans were developed and carriedout in 2012. The UN system will support the relevant national partners in development of multi-hazard risk assessment in all othermunicipalities in 2013.

In addition, the UNCT also organised two trainings on disaster risk reduction for its Technical Group on Emergencies and otherrelevant staff in April and June.

Overall, the Integrated UN Programme follows programmes and priorities defined in the policy documents of the Government ofMontenegro that pertain to UN mandates and comparative advantages. Implementation of the Integrated UN Programme involves realisation of nine outcomes [1]. Outputs of the Integrated UN Programme fully correspond to strategic objectives ofMontenegro in joining the EU, achieving the Millennium Development Goals and Millennium Declaration, improving donorcoordination and strengthening of international cooperation.

The Delivering as One approach of work led to higher level of strategic results as UN agencies and the Government pooledagency and ministry specific resources for joint and more coherent and coordinated work. The JCSC reviewed for the second timethe implementation of Integrated UN Programme. It also recommended concrete activities aimed at further enhancement of thework of all pillars and of implementation of the UN reform.

Summary on progress in UN Reform

Montenegro is a unique environment since it is a rather new country and there is still a need for normative and capacitydevelopment support from international organisations. It is also an upper middle income country (MIC) which opened accessionnegotiations with the EU hence certain funds for development in different areas are available, but are gradually decreasing due toregional approaches by major donors toward MICs. The Expanded Funding Window has positioned the UN as a partner whichsupports human-rights and development agenda at time of diminishing resources.

A Phase II of the Integrated UN Programme 2010-2011 builds on the areas of intervention of a total of 12 resident (UNDP,UNICEF, UNHCR, WHO, IOM) and regionally-based programmes, funds and agencies of the UN system (FAO, UNEP, UNESCO,UNIDO, UN Women and IAEA) already agreed between them and the Government of Montenegro. In order to have real impact,the UN focus on three specific areas: social inclusion, democratic governance and sustainable economic development andenvironment. The UN work was successful thanks to close cooperation with ministries and other national institutions.

Total planned budget in 2012 amounted to USD 17 million and estimated delivery is USD 14.7 million, which makes 86% delivery,representing a considerable increase compared to 2011. In addition, parliamentary elections and subsequent negotiations onformation of the new Government throughout the whole second part of the year slowed down the implementation of overall UN’swork in the country.

Together with the Government and different national and international partners, the UN merges its capacities, expertise andcomparative advantages to mutually address number of concerns, which, after three years of its implementation of DaO inMontenegro, resulted in concrete joint outcomes :

Finding durable solutions for displaced persons from neighbouring countries, with focus on Sarajevo Process, aimed toclose the refugee chapter from the conflicts in the 90’s;

Child protection, social inclusion and creating opportunities for the most vulnerable groups;

Addressing challenges of people with disabilities, both children and adults;

Supporting good governance across the system and strengthening variety of national capacities to foster EU accession;

Supporting good governance across the system and strengthening variety of national capacities to foster EU accession;

Supporting governance in the health sector and strengthening mental health system;

Supporting development of green economy and business clusters;

Response to climate changes and disaster risk reduction.

In addition, UN’s assistance and cooperation proved to be particularly valuable in time of crisis – as seen during heavy snowstormin February and March 2012, when the UN jointly supported the most vulnerable in three northern municipalities, and recentlywhen a devastating fire swallowed the entire camp where mostly domicile Roma and refugees live. In such and similar hard timesfor the country, the UN joins its capacities with national institutions to provide support to ones in the need.

Throughout the year, the Government and especially the Ministry of Foreign Affairs and ministries convening the three pillars hascontinued to be particularly engaged in and supportive of the Delivering as One approach. The Government is furtherencouraging the DAO concept as a way to reduce transaction costs and to increase donor coordination. They also consider theDAO as a means to improve their internal horizontal coordination, which is still a challenge. The Directorate for UN and OtherInternational Organisations has efficiently coordinated the work of ministries which are members of the Joint Country SteeringCommittee.

The President hosted UN Secretary General’s in Montenegro during his visit to the countries of the Western Balkans in July. Inaddition, the State Protocol and different national institutions led the process of organisation of the visit.

The Joint Country Steering Committee has met only once in 2012 due to the fact that the parliamentary elections andsubsequent negotiations on formation of the new Government spread throughout the whole second part of the year. The meeting,held in April, was co-chaired by the Minister for Foreign Affairs and the Resident Coordinator. Members of the JCSC adopted theUN Annual Work Plan concluding that the document was in accordance with development priorities of Montenegro and that itcreated conditions for strengthening capacities in all programmatic areas. The Steering Committee also reviewed progress in theimplementation of the Phase I of Integrated UN Programme 2010-2011 and it discussed major results from 2011 per outcome;major outputs of project/programmes financed from the UN Country Fund; 2012 RC/UNCT Work Plan and 2011 RC/UNCT AnnualReport results; joint resource mobilisation - the current status & the Phase I (2010-2011) plus future outlooks for joint resourcemobilisation. Furthermore, the Steering Committee assessed implementation of recommendations for improving the work andcooperation among Sector/Pillar WGs,with the aim of further enhancing the implementation of the Integrated UN Programme andDaO as a whole. The recommendations on resource mobilisation and appointment of national co-conveners in Pillar WorkingGroups have been reflected in the work of all Pillars.

At the technical level, the existing UN Pillar Working Groups and the government’s Sector Working Groups engaged in jointplanning exercises , which resulted in development of 2012 UN Annual Work Plan, and in regular coordination of activities whenimplementing projects/programmes. The Pillar and Sector Working Groups held joint meetings in 2012, at least two per pillar, atwhich they discussed results and ways of improving horizontal coordination and cooperation. The Pillar Working Groups presentedthe major results of the Phase I (2010-2011) per outcome to members of the JCSC at the beginning of the year and will do so for2013 at the beginning of next year.

The UN M&E Task Force was established in the first quarter of the year and it closely cooperated with conveners of Pillars inorder to revise the M&E Framework and M&E Plan. The Pillar Working Groups met at the end of the year to discuss the M&EFramework and Plan and agreed how to use the documents in their monitoring and reporting to the JCSC.

The UN Country Team, through its inter-agency Operations Management Team (OMT), worked on increasing efficiency andeffectiveness through improved business practices and common services as well as planning and preparing for the functioning inthe future common premises. In particular, the OMT implemented a strategic work plan for 2011 common services with relevanttargets and timeliness. Targets of a Plan for functioning of common services in the future UN Eco Shared Premises were met bythe OMT, in close cooperation with the UNCT and other UN staff, where possible since the finalisation of the construction of thenew building was postponed by the Directorate for Public Works to 2013. In regard to HACT, Terms of Reference for themacro-assessment were published in the third quarter of the year and the assessment will be completed by June 2013.

The Joint Communications Team (JCT) continued to upgrade the efficiency of its joint work which resulted in successfuldevelopment and implementation of the Joint Communication Strategy 2012 and relevant Action Plan. The Strategy focused onthree key priorities of UN’s work: Social inclusion and poverty, Domestic violence and Green economy. Thus, the UN System inMontenegro organised seven synchronised communications campaigns throughout the year, including It’s about ability (UNICEF),fostering (UNICEF), 16 Days of activism against domestic violence (UN), Sarajevo process (UNHCR), Rio +20 (UNDP), TouchDurmitor (UNESCO & UNDP), Promotion of legal migrations (IOM). The historic visit of the UN Secretary General in Julycontributed to high visibility of the UN’s work and DaO. In addition, there were 13 joint activities/events/observances organisedthroughout the year resulting in a more unified voice and coherent brand image of the UN System in Montenegro, includingestablishment of United Nations Park in Old Royal Capital Cetinje on the occasion of UN Day. The JCT was strengthened as ateam after successful team building retreat at the beginning of the year, resulting in increased performance and responsiveness ofthe team, along with improved model of sharing responsibilities and tasks distribution.

Moreover, the UNCT organised, through the JCT, an internal survey on perception of Delivering as One among UN employees.The survey was aimed at scanning staff’s perceptions in order to identify strengths and weaknesses that need to be accordinglyaddressed. The 2012 Survey showed that majority of UN staff see DaO as a very useful concept, recognising tangible potentialssuch as avoiding overlapping, improvement of overall UN work’s efficiency and effectiveness and slight reduction of operationalcosts. It also pointed to some concrete weaknesses of DaO, being perceived by many as an extra workload while somecomplained on complicated procedures. The survey will be repeated annually in order to follow the trends.

The construction of the UN Shared Eco Premises is slowly moving to its completion using efficient, ecological technology and amodern design that will provide the appropriate joint roof for UN family in Montenegro. The finalisation of the construction of theso called UN Eco Building was postponed on few occasions due to technical reasons that have to do with a complex engineeringdesign and inexperience of local partners in the construction of green buildings. During the visit of the UN Secretary General, it

was stated that the construction would be finalised at the end of 2012. However, the finalisation had to be postponed one moretime and the Minister of Foreign Affairs and European Integration informed the UN SG in November, on the margins of the GeneralAssembly’s meeting re election of new members of the UN HR Council, that the construction will be finalised in 2013.

The UN Security Plan and Security Risk Assessment were updated ensuring safety and security of UN staff and approved by theSecurity Management Team (SMT). An emergency situation drill (response to natural disaster) was organised by the SMT inOctober.

It is important to mention that most of the Participating UN Organisation even though faced with considerable financial constraints cost-shared costs of two out of three UN Coordination Office staff.

Key aspects of the proposed 2013 workplan

The UN resident and regionally based organisations will continue implementation of the Phase II of UN IntegratedProgramme, covering the period 2012-2016. Pillar and Sector Working Groups, hence the UN and the line ministries, will developand finalise the 2013 UN Annual Work Plan by the end of January and will simultaneously began its implementation. In allthree result areas of the Programme (Social Inclusion, Democratic Governance and Sustainable Economic Development& Environmental Protection ) the core principles of human rights, gender equality and development of national capacity will beupheld and incorporated throughout the implementation of the Annual Work Plan.

Due to financial constraints, UNESCO, UN Women and UNAIDS are leaving and their project offices will be closed by 2013.However, they will continue their work on the ground through their regional offices.

The UN system will continue to provide continuous, enhanced and coherent support to Montenegro in the overall reformprocess (EU accession, fulfilment of international obligations including the Millennium Declaration and MDGs, CEDAW, the UPR, the CRC and conventions on refugees and statelessness). It will support the continued integration of human rights principles intoGovernment policies and actions. Furthermore, the UN agencies will support the newly elected Government of Montenegro in theprocess of implementation of relevant strategies, such as the Strategy on Social Inclusion, and further on in the process ofmonitoring and evaluation. Other related dimensions of UN coherence will also continue to be built upon based on experience todate, including common services and business processes, preparation for the move to the common UN Eco premises, andenhanced Resident Coordinator’s and UNCT’s functions.

The Participating UN Organisations will continue its joint programming and activities in all pillars of the Integrated Programme,particularly in the areas of I/DPs / refugees, child protection and social inclusion, justice reform, sustainable development andenvironmental protection.

As the Integrated UN Programme moved into the second phase, an important feature is joint implementation of sub-programmesby a number of Participating UN Organisations in support of particular outcomes. Joint Programmes reflect complementarity andsynergy of support among UN organisations to collectively work together on common national development priorities. Not allagencies work together on all joint programmes, but only those agencies that can add value. Each existing joint programme hasits own lead agency, based on the primacy of its role or mandate in the area. Implementation of the following jointprogrammes will continue in 2013:

1. Improving the business environment through green jobs and institution building (joint programme of UNDP andregionally based organisations UNEP, UNESCO, UNIDO and FAO)

2. DRR, Risk Management and Climate Change Adaptation (joint programme of UNDP, UNEP, UNICEF)

3. Non-communicable diseases prevention, healthy lifestyles and food safety (joint programme of WHO, UNICEF andUNDP)

4. UN Eco Shared Premises (joint programme of resident Participating Organisations).

In addition, the UN will formulate and implement a Joint Initiative on Youth that should build on existing capacities of UNorganisations and result in development of a comprehensive programme on empowerment of youth, with the focus on the Northof Montenegro. The UN will also work on national consultations for the post 2015 development agenda; UNICEF led Multipleindicator cluster survey on behaviour of women and children and on creating closer cooperation and links with the Parliament ofMontenegro in implementation of the Integrated UN Programme.

The UNCT will work extensively on further enhancing the functioning of all Pillar/Sector Working Groups together with theGovernment of Montenegro and will intensify its activities in the area of monitoring & evaluation through joint work of theworking groups. Further decrease of transaction costs for both the UN and Government is expected, especially after the moveto the joint premises.

The cross-cutting Working Group on Gender and Human Rights will continue communications and establish close workingrelationship with the three Pillar Working Groups. It will provide support to the UNCT and Pillar Groups in ensuring that all staff inthe UN who are responsible for Integrated UN Programme's outputs have formal training in gender mainstreaming and HRBA andcan monitor and report the outputs of their work through the mentioned lens. The Working Group will remain involved in jointUN’s work in the area of “16 days against violence campaign” and Human Rights Day, both organised jointly by the UN andpartners since 2008.

The UN Coordination Office will continue monitoring the construction of the UN Eco building , which should hopefully befinalised in 2013, and will provide necessary technical support to the Government and construction company in this process. TheOperations Management Team will put into force the plan for functioning of common services in the future UN Eco Shared

Premises in close cooperation with the UNCT. Possible common ICT Services need to be identified before moving into the newjoint building as well as eco-friendly furniture and security fence need to be procured and relevant funds need to be secured byUN organisations. The UN family expects to be able to move under one roof in the second half of 2013.

The UNCT will also continue its work on further implementation of HACT . The HACT Task Force will conduct amacro-assessment of country’s public financial system in the first half of 2013.

Furthermore, strengthening joint UN communication and functioning of the Joint Communications Group will be continuedthrough further synchronisation of agencies’ communications campaigns and events and though implementation of the JointCommunication Strategy for 2012-2013 and relevant annual work plan.

Since the future of Expanded Funding Window funds is uncertain and 2013 RC funds will be at the same level as in 2012, most ofthe costs for human resources of UN Coordination Office (UNCO), will need to be picked up by the Participating UNOrganisations. Some of the expenses will be covered though projects and activities where the UNCO is providing its programmaticand administrative support, such as the Joint Youth Initiative (25% of the salary of UN Admin Finance Assistant will be coveredwith funds from the Youth Initiative and 2012 Expanded Funding Window Funds). The UNCT, therefore, agreed that theParticipating UN Organisations will cost share most costs of the position of UN Communications Analyst and UN Admin/FinanceAssistant on the basis of proportional cost-sharing model. As in 2012, Regionally-based Organisations (RBOs) will be requested tocontribute towards 20% of the total cost for the mentioned two positions and this cost will be divided among RBOs on equal basis.The resident UN Organisations will continue to cost-share for positions of UN Eco Building Project Coordinator and 20% salary of astaff member covering the position of the Country Security Focal Point. A more sustainable and structured modality of resourcingthe UN Coordination Office will be discussed towards the end of the next year.

We would appreciate if the following could be provided to our UNCT:

-Assistance and guidance in building capacities of the Operations Management Team on functioning of common services in thefuture UN Eco Shared Premises, with a special focus on common ICT system;

TheGovernment is supposed to finalizethe M&E plan for the Strategy in2013. b) Representatives from 12municipalities have been trainedand are using the informationmanagement services/GIS fordisaster management and planning.c) Transformation Plan wasdeveloped and submitted to theMinistry of Labour and Socialwelfare. The Ministry has confirmedthat the content of the Plan isacceptable. However, the Plan wasnot officially adopted. One of thereasons for non-adoption of thePlan is lack of financial resourcesfor its implementation. Thus theMinistry could not adopt the Planwithout additional consultations andthe approval of the Ministry ofFinance. d) The activities onstrengthening early cancer controland prevention are ongoing andwere delayed primarily due todelays in disbursing the thirdtranche of 2011 EFW funds. Thisrequired some changes to be madewith respect to the initial Plan ofaction as in the meantime thecountry had to mobilize its ownresources and expertise anddevelop the NCCP. Therefore, thePlan of action has been revised toidentify specific interventions totackle NCDs through addressingsocial determinants of health andhealth inequities at the countrylevel. e) Final Draft of the Studywas produced in October 2012following the extensive consultativeprocess with the line Ministry ofLabour and Social welfare, Ministryof Interior, Ministry of Health and

UNDP's Study on FamilyViolence and Violence AgainstWomen offered constructiveproposals for better understandingof family violence, violence againstwomen problem area, efficientresponse of all actors in theprocess of providing assistance,support and protection to victims.The findings of the study wereused for development of 2012 “16days against violence campaign”,organised jointly by the UN, OSCEand national partners. Thecampaign used innovativestrategies to call upon relevantstakeholders for the 0 tolerance toviolence in family. The UN Theme Group andUN Joint Team on HIV/AIDSto strengthen capacities ofthe national authoritiesrelated to National HIV/AIDSStrategy 2010-2014 andNational Roadmap to achieveUniversal Access goals andto support national partnersin their implementation. TheUN Theme Group and UNJoint Team on HIV/AIDS towork closely with relevantnational counterparts onenhancing the human rightsof people living with HIV. TheUN Theme Group and UNJoint Team on HIV/AIDS toeffectively monitorimplementation of theNational HIV/AIDS Strategy2010-2014 and NationalHIV/AIDS Programme2012-2016, and to assistnational authorities inaddressing the key obstaclesand gaps in the nationalresponse.

At least 40 nationalinstitutions' staff provided withtrainings on strengtheningcapacities in the area of publicrelations, monitoring andevaluation and organisationalmanagement. At least 15medical staff provided withlearning tools for reducingstigma and discriminationtowards people living with HIV.National HIV/AIDS Strategyand National HIV/AIDSProgramme fully implementedand international obligationsregarding the global HIV/AIDSreporting fulfilled. Due to the lack of funding forprogrammatic activities and closingof the joint project, financedmainly by UNAIDS, it was notpossible to implement most of theplanned activities. However, theUN Theme Group and UN JointTeam on HIV/AIDS effectivelymonitored implementation of theNational HIV/AIDS Strategy2010-2014 and National HIV/AIDSProgramme 2012-2016, andassisted national authorities inaddressing the key obstacles andgaps in the national responsethrough developing a Report onMid-term Review on implementationof the National HIV/AIDS Strategy2010-2014. UNGASS and nationalindicators as per Action Plan onMonitoring and Evaluation of theNational HIV/AIDS Response wereachieved with support from theUN. The UN's joint programme onHIV/AIDS has been closed togetherwith the position of UNAIDS FocalPoint in the country in October.However, Montenegro has beenapproved for continuation of theGlobal Fund HIV Grant for period2012-2015 and the primaryrecipient of the funds remains tobe UNDP, while NGO CAZAS willtake over the role of mainsub-recipient responsible for NGOsector dealing with HIV/AIDS in thecountry.

Regular followup and update on theprogress of this projectprovided by the UNCoordination Office.

Contractor construction and labourclosely monitored by the ProjectCoordinator and the UNCoordination Office. The UNCO,supported by contractedinternational company and the mainarchitect, reviewed the quality ofthe executed works assuring thatthe building is built in line withterms and requirements of verifiedtechnical documentation. Therewere few instances when certainamendments to the project wereeither proposed by the constructioncompany and Directorate or had tobe made (such as photovoltaicsystem and project fordoors/windows) which in turn led todelays in the construction process.The Project Coordinator and the UNCoordination Office organised 5teleconferences with internationalarchitects, engineers and nationalpartners on these and othersubjects and took active part in allrelevant meetings organised bynational institutions. Regular followup and update on the progress ofthe project was provided by theUN Coordination Office to the UNCTon regular basis as well as to theteam of internationalarchitects/engineers.

Adocumentary about UN inMontenegro has not been producedand broadcasted on nationaltelevision in the last quarter of theyear, due to technical constraintsof certain UN entities for providingrelevant inputs. More than 20 newphoto galleries created for differentUN purposes in 2012; UNMontenegro website continuouslyupdated, while few new moduleshave been developed, less thanplanned, due to the budgetaryconstraints. In the meantime, newcommunications modulesdeveloped – UN Montenegrosignificantly increased interactionon social media, mostly thanking tolaunch of a unified Facebook pageand YouTube channel in the firsthalf of the year. Number of peoplewho tweet about the work of UNalso multiplied. In addition, UNMontenegro developed new externalcommunications module – UNMontenegro Monthly Update, abulletin aimed for UN’s partners. Aninternal survey on DaO perceptionamong UN staff organised underthe leadership of JCT, aiming toscan staff’s perception of DaO inorder to identify both strong andweak DaO aspects so they couldbe accordingly addressed. The2012 Survey identified baselineindicators in this regard, and thesurvey will be repeated annually, sothe trends could be followed.

In addition, theUNCT discussed a joint resourcemobilisation for the Integrated UNProgramme at its retreat in Apriland developed a relevant resourcemobilisation matrix that wasfollowed up and discussed regularlyin UNCT meetings. The UN RC andUNICEF Representative paid visit tonon-resident agencies in Belgrade,Serbia, to discuss possibilities ofcooperation including financialsupport to UN's activities and as afollow up to the visit from 2011.Initial feedback from theembassies was positive.Furthermore, the UNCT received inDecember some seed funding inthe amount of USD 64,000 forundertaking national consultationsfor the post 2015 developmentagenda. It also secured someadditional funding from theExpanded Funding Window, whichwill be used primarily for the jointUN project on youth empowermentand on UNICEF led Multiple indicatorcluster survey on behaviour ofwomen and children. A conceptnote on vulnerabilities in thenorthern region of Montenegro wasdeveloped for the purpose ofpreparing a comprehensive jointUN project on youthempowerment.

A) Strengthening UNCT Coordination Capacity

RCO Staffing The UN Coordination Officeprovided effective and timelysupport to the UNCT inimplementation of the RCWork plan for 2011 andIntegrated UN Programmeas well as in coordination ofdifferent activities re UN EcoShared Premises.

Frequency of JCSC, UNCT,JCT, SMT meetings held andnumber of action pointsaddressed. The 2013 fundsfor the UN Coordination Officesecured.

CP Results Recommendations to DGO

In 2010 Montenegro became a self-starter ’Delivering as One’ country. The UN System, together with the Government, committed to shift from individual agencies’ work to a joint work within theframework of the Integrated UN Programme, which articulates Delivering as One reform in Montenegro. The UN Country Team (UNCT) is engaged mostly in the areas of human rights and developmentfocusing on three key priorities: social inclusion, democratic governance and sustainable economic development and environmental protection. UN family in Montenegro currently consists of fiveresident and seven regionally based organisations. Active and successful joint work of the UN System in the country would not be possible without a joint approach in terms of communications andadvocacy. That is why the UNCT decided to reinforce a team established in 2007, the Joint Communications Team (JCT). Members of JCT are representatives from each resident organisation, some ofwhom communications professionals, some project officers acting as communications focal points. At the beginning, the concept of joint communications mostly reflected differences anddiscrepancies between mandates and priorities of participating agencies. However, in the course of time the JCT developed capacities to become a high performing and responsive unit that efficientlyleads communications processes, both internally and externally.

Transactioncosts:

The role of joint communications in the process of Delivering asOne is of utmost importance, so ways of greater prioritisation ofthis DaO aspect should be pursued. Also, establishing a globalplatform for the exchange of best practices and for organisingperiodical trainings would significantly help DaO countries inefficient implementation of joint UN communications andadvocacy.

Achievements:

Lessons learned: Impetus for change in motivation and productivity must come from both decision makersand members of any team, and their shared understanding of diversity being thegreatest asset while cooperation, trust and effective communication are the key to anyteam’s success. Setting up appropriate advocacy instruments for helping people betterunderstand and embrace DaO is also crucial for successful joint communications. On theother side, cocooning in individual agencies’ mandates can significantly harm the processof implementation of DaO and any joint work.
