    I.1 The Indian economy continued to performwell during 2007-08, although the growth moderatedmarginally. This was the third year in succession whenthe Indian economy achieved a growth rate of 9 percent and above. This was the highest average growthrate achieved during any three year period in thehistory of independent India. During each of the lastthree years, the growth rate of agriculture was wellabove the trend growth rate with foodgrainsproduction touching a new high in each of the lasttwo years. Industry also registered robust growth withthe growth rate in the previous year being in doubledigits. Services exhibited double digit growth in allthe three years. Although the Indian economy hasbeen generally performing well in the post-reformperiod, the performance during the last three yearswas indeed noteworthy and it was second only toChina among the major countries.

    I.2 The improved performance in the last threeyears was the result of the well thought out andcalibrated reforms pursued in the various sectorsduring the last one decade and a half. The highgrowth rate was underpinned by a distinctimprovement in the saving and investment ratesmainly on account of a turnaround in the publicsector saving rate and improvement in the corporatesector saving rate along with the sustained highsaving rate of households. Under the rule-basedfiscal consolidation programme, public sector savingswitnessed a turnaround underpinned by a steadyincrease in the tax-GDP ratio and steadyimprovement in savings of non-departmental

    undertakings. This enabled a narrowing of publicsector saving-investment gap in recent years, therebyreleasing greater resources for the private sector.The significant financial restructuring of the corporatesector and consequent reduction in the overall debt-equity
