Ballast and bilge. This is concrete blocks and a catch channel for seawater. Pumps are connected to pipes that open only six feet above the water line. Remove seawater that may bet taken on in rough seas or during firefighting operations.
The ballast serves as weight to keep the ship upright in rough seas or high winds.
There is no space for persons to enter except around the pumps individually.
