According to en.wikipedia.org social networking sites are created to communicate and share information. A social networking site also focus on building online communities of people who share interests and activities.

1st It depends on what social networking site you are trying to use. Each site has different rules.

How does social networking siteswork?

For example, on facebook people who are 13 and over are allowed to use it. And users who are 18 and over cannot access users under 13 unless they are registered under a high school or college.

Networking sites are easy to use if you know the basic

uses of using the internet and a computer.

When you are using a social networking site you just have register and make sure you

follow the rules of the website

Also the site is legal if the site also follows the rules in

Section 230 of the Communications Decency Act.

Yes the site is legal if the site follows the rules in section 512 Digital Millennium Copyright

Act

According to the article Understanding the legal issues for social networking sites and their users, It states the following about legal issues on Section 512 and 230:

“Section 512(c) removes liability for copyright infringement from websites that allow users to post content, as long as the site has a mechanism in place whereby the copyright owner can request the removal of infringing content. The site must also not receive a financial benefit directly attributable to the infringing activity.”

“Section 230 of the Communications Decency Act immunizes website from any liability resulting from the publication of information provided by another. This usually arises in the context of defamation, but several courts have expanded it to cover other sorts of claims as well.”
