Research Center for Politics – Indonesian Institute of Science (P2P-LIPI) is a work unit within the Deputy for Social and Humanitarian Science – Indonesian Institute of Sciences (IPSK-LIPI), consisting of the Local, National and International Political Research Groups. Research Center for Politics has a vision to become

a scientific reference and a recommendation in the conceptualization of political policy, both at the national and international levels, which are independent and trusted. Research Center for Politics has a mission to encourage the democratization process towards the establishment of a rational and conducive national political system for the realization of the ideals of popular sovereignty, plurality, rule of law, civilization and upholding human rights, improving people’s welfare and fulfilling a sense of justice for all elements of the nation.

Foreword from The Chief of The Research Center for Politics

Prof. Dr. Firman Noor, M.A.Chief of Center for Political Research – Indonesian Institute of Science

Research Center for Politics began with the establishment of the National Cultural Research Institute (LRKN) in 1981, then changed to

the Center for Political and Regional Research and Development (PPW) in 1987, and changed again to Research Research Center for Politics (P2P) in 2001 until today.

As a think-thank institute, P2P conducts research and studies in the frameworks of science-for-science, science-for-community, and science-for-stakeholders. In accordance with that, P2P conducts research and studies related to the latest and relevant strategic political issues in the future that are both academic and policy.

Academically, P2P is required to produce superior studies that can compete and become scientific references at national and international levels. As for practically and ethically, P2P is required to provide direction and enlightenment to the public. This is done in order to form a solid foundation for Democracy Strengthening and Indonesia’s international Role for Nation’s Independence and Sovereignty.

This P2P profile is expected to provide information as a first step to establish mutually beneficial cooperation between P2P with the stakeholders and the general public.

Local Researchers Group

The Local Political Development Research Group has the responsibility to carry out research and studies that strengthen the local democratic institutions.

These studies cover the following issues: Regional autonomy and decentralization; Conflict and Reconciliation; Gender and Politics; Village Research. The results of this research and studies are expected to be scientific references, both nationally and internationally.

The study results of the Local Political Development Research Group become a number of outcomes in the form of books as activity reports, policy papers, policy recommendations, and policy briefs. The results of this research and studies are the important parts of strengthening the local democracy which is in line with the government programs related to the National Priority (PN) of the Political, Legal, and Security Affairs, especially in the context of consolidating democracy.

In their activities, the researchers who are the members of the Local Political Research Group also develop networks with various strategic partners, from LSM (Non-Governmental Organizations aka NGO) and governments at the national and international levels.

Both of these activities are in collaboration with the General Election Commission (KPU) – Republic of Indonesia. The National Political Development Group also compiled several Policy Papers including the Evaluating Police Reform.

The books that have been published by the National Researchers Group include: Pemilu Serentak 2019 (Simultaneous General Elections of 2019) (2016); Evaluasi Pemilu Legislatif (Evaluation of Legislative Elections) (2016); Evaluasi Pemilihan Presiden Langsung di Indonesia (Evaluation of Direct Presidential Elections in Indonesia) (2016); Pencapaian Reformasi Instrumental Polri (Achievement of National Police Instrumental Reform) (2017), Kode Etik Politisi dan Partai Politik (Political Code of Ethics and Political Parties) (2017), Intelijen dalam Pusaran Demokrasi (Intelligence in the Vortex of Democracy) (2017), Panduan Rekrutmen dan Kaderisasi Partai Politik (Guidelines for Recruitment and Cadre Formation of Political Parties) (2017), Relasi Nasionalisme dan Globalisasi (Relations between Nationalism and Globalization) (2017); Nasionalisme Pertambangan di Indonesia: Tantangan dan Harapan (Mining Nationalism in Indonesia: Challenges and Expectations) (2018).

Related to the Simultaneous General Elections of 2019, the National Field also held public opinion surveys and expert surveys and also qualitative research with the theme of Mapping the Political Conditions, Economy, Socio-Culture and Defense and Security towards the Simultaneous Election. The public opinion survey activities are carried out in 34 provinces, while expert surveys are conducted in 12 provinces.

There are three major themes that are the focus of the study of research groups on national political development; First, research on elections,

political parties and representative institutions; Second, Research on Defense and Security Sector Reform, Third; Research on the Problems of Democracy, Nationality and Globalization. In addition to conducting research / research the National Political Development Group also ...

… collaborates with various internal parties in research activities, seminars and the preparation of various academic scales documents. Some of these activities include; the Preparation of the Tools of Assessment of Political Party Integrity Systems and the Preparation of Academic Scripts for the Revision of the Law on Political Parties. The activities are carried out in collaboration with the Corruption Eradication Commission (KPK) of the Republic of Indonesia. Other activities include the preparation of Academic Scripts for the Design of 2019 Simultaneous Election conducted in collaboration with the Australian Electoral Commission (AEC) as well as the Study of Voter Participation and the Study of Non-Voting in the Simultaneous Local Elections.

The International Political Development Research Group conducts research and studies on Strengthening Indonesia’s Role in the Dynamics of

Regional and Global Politics. These research and studies cover the following strategic issues: ASEAN and Asia-Pacific; Conflict and cooperation at the Border; Foreign policy, Religion and Politics.

The research report and review of the International Political Development Research Group continue to be a number of outputs in the form of books, policy papers, policy recommendations, and policy briefs and the “Forward” newsletter (in English). The research and study report contains an important study of strengthening Indonesia’s role in the dynamics of regional and global politics which is also in line with the Politics, Legal, and Security Affairs of the National Priority (PN) program.

International Politics ColumnThe Dispute Of South China Sea

The South China Sea Conflict involves a number of ASEAN countries, namely Brunei, Philippines, Vietnam, Malaysia, and non-ASEAN countries, namely China,

Taiwan and the United States.

These countries have different approaches according to their respective interests. Malaysia and Brunei, for example, do not show an aggressive attitude. Meanwhile, China is aggressive by building islands in the Spratly islands, and Vietnam protests. In the meantime, the Philippines took an immediate legal action to the Arbitration Court, and ended with a Philippine victory. The United States has an interest in the South China Sea because it wants the region to be an international sea water route, by sending its naval power to this region. Taiwan as a country in the South China Sea strengthens its position in this area by conducting war training.

Internally, ASEAN, this dispute has created a gap in the attitudes of fellow members. Generally, ASEAN wants internal consolidation until this problem can be resolved at the ASEAN-China level. However, China only wants bilateral settlement with claimant states. For ASEAN, the completion of this version is considered to be cornering ASEAN member countries because they have to deal with China which has greater economic and military capacity.

Though the dispute resolution efforts have been agreed upon by ASEAN-China since 1997 in the “1997 Joint Statement of the Meeting of the Heads of State / Government of the Member States of ASEAN and President of the People’s Republic of China” which led to the birth of an agreement in 2002. This agreement was followed by

the South China Sea conflict that has been agreed upon with ASEAN. This distinctive attitude of China has created a separate political and security dynamic. Chinese claims in the South China Sea which are limited by the nine-dashed line have caused overlaps with the Indonesian sea boundary (ZEEI) in the Natuna islands. On July 14, 2017, the Coordinating Ministry of Maritime Affairs launched the NKRI (Unitary State of the Republic of Indonesia) map as a follow-up to the maritime boundary agreement that had been agreed between Indonesia and Singapore, Indonesia and the Philippines and also the International Court Decision through the Arbitration Court of the South China Sea between the Philippines and the People’s Republic of China. On the map, the Indonesian Government named the North Natuna Sea in Indonesia’s marine jurisdiction, not in the overall South China Sea region, as one of Indonesia’s efforts to reinforce sovereignty over the sea area in the north of Natuna. National Politics ColumnSimultaneous General Elections of 2019

In 2014, the P2P-LIPI, in collaboration with the Australian Electoral Commission (AEC), conducted a study of the Simultaneous General Elections of 2019. The purpose

of this study was to Design the Simultaneous General Elections in response to the Constitutional Court’s decision on 23 January 2014 which resulted in changes in the pattern of general elections administration to the Simultaneous General Elections, and will be held starting in 2019.

Second, the formation of a political coalition that must be carried out before the legislative general elections is expected to force political parties to change the orientation of the coalition from the short-term and opportunistic to be the coalition-based ideology, vision and political platforms.

Third, the separation of simultaneous national general elections and simultaneous local general elections is expected to have a positive impact on three things: (1) there is a time lag for the people to assess the government’s performance on the results of national simultaneous general elections; (2) there are great opportunities for uplifting local issues to the national level which have tended to be sunk by the national …

… issues; (3) the greater chance of local political elites whose leadership managed to compete as a political elite at the national level.

Fourth, the national simultaneous general elections which separated from local simultaneous elections is expected to improve the quality of the results of the

people’s choices because the attention of voters does not have to be divided into too many choices

at the very limited time in the voting booth. Because the number of ballots is relatively limited in each of the simultaneous general election, national and local, thus the voters have a little more time to decide carefully before voting or marking their choice. (SY)

Direct Regional Election and The Future of Local Democracy

The direct regional election was first held in 2005, followed by the holding of simultaneous regional elections in December 2015. The simultaneous direct

local elections were held again in 2018 in 171 regions consisting of 17 provinces, 39 cities and 115 districts. There are so many challenges faced by the government, organizers and participants, in the implementation of direct regional elections. In terms of the government, the funding for the implementation of direct regional elections that are sourced from the APBD (Regional Government Budget) will be borne by the respective regional governments that hold the Direct Regional Election.

The Direct Regional Election implementation also faces many challenges. For example, the discussion of the Election Organizing Law has not yet been completed. It should be noted that according to the previous law, the stages of organizing elections for members of the DPR (House of Representatives), DPD (Regional Representative Council), and DPRD (Regional Representative Assembly), began one

year before the holding of the voting of the Simultaneous General Elections of 2019. Therefore, the Ad hoc Organizing Agency for the Direct Regional Election must start working on the 2018 Direct Regional Election stage on August 2017, while the stages of the simultaneous general elections of 2019 will at least begin in April 2018. This becomes

a technical complexity in terms of budget because the budgetary source for the Direct Regional Election is the

APBD, while the Simultaneous Election budget is the APBN.

Not to mention the provisions regarding the creation of the Permanent Voters List that will be used in the Simultaneous General Elections in the 2019. The implementation of Direct Local Elections also faces challenges to eliminate the practice of money politics wherever possible, the use of SARA issues, making campaign models that focuses more to programs, maintain security and increase participation community in the democratic procession at the local level. Therefore, various thoughts regarding the implementation of this Direct Regional Election do need an attention.

Challenges are also experienced by the Direct Regional Election participants, such as the issue of candidate selection. In some incumbent area, it is still possible to go forward as a contestant. Not to mention the matter of candidates who are blessed by the central leadership of political parties, packaging the challenges of regional development, electability and projections of the performance of candidates / pairs that will be carried by the party. These three challenges will color the implementation of the Direct Regional Election and the life of local democracy in the future. (SN)

5. The P2P held a National Seminar of Twenty Years of Reformation with the theme, “Two Decades of Reformation: Quo Political Vadis that are Dignified?” Invited some speakers from researchers, professionals, and academics, in 2018.

6. The P2P-LIPI held a Debriefing of the Asia Dialogue Meeting on Forced Migration (ADFM) on Thursday, March 29, 2018, at the Widya Sarwono LIPI Building. This activity was led by Dr. Tri Nuke Pudjiastuti, the Deputy for Social Science and Humanity, who was the representative of the P2P-LIPI in the forum held in Sydney, 13 to 15 March 2018.
