Identify components of Strategic National Stockpile (SNS)
Ensure understanding of the process of requesting/receiving SNS
Goal
The mission of the DSNS is to deliver critical medical assets to the site of a national emergency. The DSNS stands ready for immediate deployment to any U.S. location in the event of an terrorist attack, or a natural or technological disaster.
Stockpile elements that DSNS maintains include:◦ 12-hour Push Packages◦ Managed Inventory◦ Federal Medical Stations◦ Other Medical Resources through a Rapid Procurement
System◦ Technical Assistance to State and Project Areas.

CBRNE event – chemical, biological, radioactive, nuclear, or explosive
Medical emergency brought on by natural disaster
Information from intelligence or law enforcement
Clinical, lab or epidemiological indications Unexplainable increase in emergency
medical service requests Unexplainable increase in antibiotic
prescriptions or OTC medication use
What would justify SNS?
A variety of medical resources which includes:◦ Federal Medical Stations◦ Antibiotics (oral and IV)◦ Vaccines, antivirals, antitoxins◦ Chemical Antidotes◦ Personal Protective Equipment◦ Portable Ventilators◦ Wound care supplies◦ Items for radiation, burns, and blast◦ IV administration supplies◦ Airway management supplies (pediatric/adult)

Federal Responsibilities

Act on Governor’s request for SNS.
Once approved, ship SNS to state officials at the designated Receiving, Staging and Storage (RSS) facility.
Assess need for supplemental medications, vaccines, medical supplies and equipment in collaboration with local requesting agencies.
Formally request SNS from federal authorities
Receive SNS; break down, repackage into unit doses, and affix labels.
Ship SNS elements to point of dispensing (POD) locations designated by LHJ.
On arrival, break down and transport SNS needs to distribution locations.
Work with local authorities and local or regional EOC/ECC to assess need for deployment of the SNS.
Communicate need for SNS to health officials at State EOC.
Setup emergency clinics in communities as situation dictates.
Dispense medications or immunize residents. Assist the local EOC/ECC under unified
command in determining needs and distribution for other critical medical supplies (during an event of public health significance).
SNS Summary of Responsibilities
Establish communications. Assess your needs! Request ONLY when it is
anticipated resources will be exhausted and cannot be procured locally.
Request capabilities, not specific items or drugs unless absolutely necessary.
Track utilization of assets. Provide information upon request to local
EOC/ECC.
