HGAC HISTORY

Located in suburban Johnstown, the HGAC campus coversmore than 45 acres. Taking three years to build, it is theworld’s first and largest rehabilitation facility specificallydesigned to provide comprehensive rehabilitation servicesunder one roof.

From its opening in April, 1959, HGAC has achievedworldwide recognition, attracted distinguished visitors frommany countries and has provided individualized educationaland rehabilitation programs for resident and commuterstudents. An individual’s program may include vocationalevaluation, educational programming and physicalrestoration.

HGAC also houses the Commonwealth Technical Institute, apostsecondary school which offers 6 associate degreeprograms and 10 diploma programs.

Hiram G. Andrews Center conducts a comprehensiveprogram of services featuring the integration of education,counseling, evaluation and physical restoration in a barrier-free environment.

At the Hiram G. Andrews Center, education is not confinedto the classroom. While the majority of a student’s time andattention is focused on education and training, job skills areonly part of the learning experience. A continuum of supportservices, ranging from vocational evaluation and careerexploration to independent living skills, combine to offer ourstudents the skills they will need to live, work and contributein the community.

PHILOSOPHY

Center for Occupational Readiness (COR)No credits or hours are earned. Open entry/Open exit.Program Description: COR provides instruction in basicacademic and occupational skills necessary for success in apre-determined training area and in the workforce. All CORstudents are pre-tested to determine their current level ofknowledge. The outcome will determine which skills need tobe improved upon. Remediation in math, English, readingand life skills is self-paced, highly individualized andprovides a pre-occupational environment integrated intostudents’ occupational training via a team teaching approachwith the occupational instructor. Emphasis is placed oncommunication skills and following written and oraldirections. Computer-assisted instruction is used to aid inremediation and teaching new materials. Emphasis is placedon preparing students to meet employer expectations and tobe successful in the workforce. Student achievement ismonitored by progress review staff ings involving thestudent, counselors, instructors and other appropriate staff.Academic progress is also determined through standardizedpre-and post-tests.

Personal Growth and DevelopmentThe Personal Growth and Development program providesstudents with the opportunity to acquire independent skillsneeded to function in daily living and the world of work.The program identifies and addresses a variety of individualneeds. Experiential and structured learning activities areoffered, including meal preparation, financial literacy,clothing care and selection, environment care and the use ofpublic transportation.

STUDENT SERVICES

Vocational Rehabilitation CounselingThis counseling component helps students reach theireducational goals while guiding them in problem-solvingand decision-making processes. Individual and groupcounseling sessions are available to meet students’ needs.

Vocational EvaluationVocational evaluation is an empowering process whichprovides the potential student with information necessary forsound vocational planning. By participating in the evaluationprocess, individuals learn how to identify their vocationalstrengths and weaknesses, and how to locate and usevocational reference materials. They receive informationabout various job requirements and about matching theirabilities to those specific occupations.

Therapeutic ServicesIndividual therapeutic services are provided bypsychological services associates. Through this service,students have the opportunity to maximize their potential byaddressing social and emotional issues that may hinder thevocational process.

Financial AidFinancial aid is available to students who qualify on the basisof demonstrated financial need and are enrolled in eligibleprograms. On-site work study opportunities are available.Financial aid personnel are available during regular businesshours to answer questions.

Learning ServicesThere are three programs that provide academic supportservices to students: Act 101 Learning Assistance, TRIOStudent Support Services and the Learning Support Program.These programs are designed to assist eligible students inachieving their academic goals. Learning Support Servicesstaff works closely with disability support services to provideappropriate accommodations.

Disability Support ServicesSupport services are provided to assist students withaccommodations that may be needed during their trainingprogram. Services may include providing materials inalternate formats, note-taking assistance, testingaccommodations, strategies in using assistive technology andin time management. A peer counselor is also available.

Driver Education

No credits or hours earned.Program Description: The program offers the opportunity toacquire a valid Pennsylvania driver’s license. Classroominstruction consists of 30 hours, and behind-the-wheeltraining consists of 6 hours. In addition to learning how todrive, students learn the risks associated with driving andhow to manage them. The goal of the Driver Educationprogram is to provide students with the skills, confidenceand attitude to safely participate in the highwaytransportation system. Having a valid Pennsylvania driver’slicense will enable students to participate in activities such aseducation, recreation, employment and social activities.

Nursing Assistant (Program of Study Participant)

Program length & credits: 1 term – 18 creditsProgram Description: The program provides instruction inbasic nursing assistant skills and principles of restorativecare. The overall objective is to provide the trainingnecessary to deliver caring service and respect to residents ofa care facility. Students participate in a clinical experience.

Office Technology (Program of Study Participant)

Program length & credits: 3 terms – 53 creditsProgram Description: The program provides instruction inbasic, entry-level skills and knowledge of clerical andrecordkeeping off ice work.

Printing Technology (Program of Study Participant)

Program length & credits: 3 terms – 48 creditsProgram Description: The program provides instruction inbasic entry-level skills in operating duplicators, plate makers,paper cutters, collators and binders.

Small Engine and Equipment Repair

Program length & credits: 3 terms – 48 creditsProgram Description: The program provides instruction inentry-level skills in the service and repair of a wide variety ofsmall engines, repair and adjustment of related equipment,and basic skills in sharpening a variety of household andindustrial cutting tools and blades.

Cognitive Skills Enhancement Program (CSEP)CSEP focuses on preparing individuals with cognitivedisabilities, learning disabilities, Attention-Deficit/Hyperactivity Disorder, stroke and traumatic brain injury forvocational training and placement. We work to improve skillsin self-knowledge, communication, self-advocacy, problemsolving and organization, and the effective use ofaccommodations and assistive technology.

CSEP, tier one is a one-term, stand-alone program. Acustomer does not have to attend a vocational trainingprogram at HGAC in order to participate in CSEP. OVRcustomers can be referred for CSEP and return home forvocational training or placement. Program componentsinclude cognitive enhancement, assistive technology, socialcognition, night support program, vocational cognition,vocational planning and mentorship in the community.

CSEP, tier two is a follow-up program for students whoparticipated in the tier one program. Tier two staff follow-upwith students who participated in the tier one program to seehow they are progressing. Services and counseling areprovided if needed.

CSEP, tier three provides consultation for students currentlyenrolled in HGAC training programs, and who have notparticipated in the CSEP tier one or two programs.

Career Guidance Center (CGC)The CGC provides occupational information materials forcareer exploration. Supervised and independent research atthe CGC provides students with an opportunity to makeimportant career decisions. Job duties, occupationaloutlooks, salaries, chances for advancement, qualificationsand type and length of training are all important factors toconsider when choosing a career or an educational facility.

Business Retail Sales (Program of Study Participant)Program length & credits: 3 terms – 47 creditsProgram Description: The program provides instruction inentry-level skills and a working knowledge of various typesof wholesale and retail operations. Students utilize theseskills through their work experience in Notions, the gift shopat HGAC.

Culinary Arts – Kitchen HelperProgram length & credits: 2 terms – 28 creditsProgram Description: The Kitchen Helper program providesinstruction in entry-level skills essential in kitchenmaintenance, sanitation, production and safety necessary foremployment in food service operations.

Dental Assisting (Program of Study Participant)Program length & credits: 3 terms –58 creditsProgram Description: The program prepares students tohelp a dentist with total office management. The programprovides instruction in chairside assisting, dental laboratoryprocedures and front off ice administration duties. The overallobjective is to provide the training necessary to obtain anentry-level position in the field of dental assisting. Theprogram is fully accredited by the American DentalAssociation Commission on Dental Accreditation. Studentswill be eligible to take the Pennsylvania Radiology Exam andreceive training in CPR as part of their program. DentalAssisting students participate in clinical experiences at localdental off ices.

Materials Management and DistributionProgram length & credits: 2 terms – 34 creditsProgram Description: The program prepares students for avariety of positions in business and industry. The programprovides instruction in skills in receiving, storing, sorting,packing, shipping, freight handling and controlling ofproducts and materials using computers and electronicdevices. In addition, students will be introduced to a varietyof industrial lift trucks and materials-handling equipment.

PlacementPrior to graduation, students are referred to job preparednessclasses. Completing applications, résumé writing,interviewing skills, videotaped mock job interviews andemployer contacts are focused on in this program.

Deaf/Hard of Hearing ServicesThe deaf/hard of hearing services unit includes arehabilitation counselor and certified interpreters, all ofwhom are fluent in American Sign Language and areknowledgeable about the use of assistive listening devices.Vocational evaluation and remediation services arecustomized to meet the needs of the students. Day andevening services are available for students.

RecreationA spacious recreation hall with daily programs offersactivities such as ceramics, bingo, dances, movies andtournaments in table and video games. Intramural volleyballand basketball leagues comprise the bulk of gymnasiumactivities. A safe and well-equipped weight room withexercise equipment are also available. Supervised, off-campus trips include concerts, bicycling trips, sportingevents and special events in the local Johnstown area.

Transit ProgramAll customers and students receive training in the use of citybus services. In addition, persons with disabilities are able toride city buses at reduced fares during non-peak hoursduring the day.

AST Mechanical Drafting (Program of Study Participant)

Program length & credits: 4 terms – 70 credits

Program Description: The program provides instruction incomprehensive coverage of design drafting for industriesinvolved in mass manufacturing and tool and machinedesign.

AST Networking and Telecommunications Technology(Program of Study Participant)

Program length & credits: 5 terms – 73 credits

Program Description: The program provides instruction inbasic and advanced training in diagnosing and solvingnetwork and telecommunication problems.

Automotive Technology (Program of Study Participant)

Program length & credits: 3 terms – 52 credits

Program Description: The program provides instruction inentry-level skills in parts replacement, troubleshooting,minor repairs, general engine tune-up and preparation forstate inspection of motor vehicles. Students will be eligible totake the Pennsylvania Motor Vehicle State InspectionExamination as part of their training. Proper tool handling,equipment and safety procedures are emphasized throughoutthe program.

Building Maintenance (Program of Study Participant)

Program length & credits: 3 terms – 46 creditsProgram Description: The program provides instruction inbasic, entry-level skills and knowledge to help maintenancepersonnel keep buildings and grounds clean and in a goodstate of repair. Hands-on training follows classroominstruction.

Student Advisory Committee

Students have the opportunity and responsibility of self-government. Dormitory and commuter students electrepresentatives to the student advisory committee, which hasthe responsibility to conduct and coordinate its activities withHGAC managers and supervisors on issues of interest andconcern. All students are eligible to take part in the electionof off icers and to attend meetings.

Student Enrichment Program

The Student Enrichment Program implements individualizedprogramming to help improve personal hygiene, self-esteem,social relationships, cultural diversity, social skills andadjusting to the school setting. Guidance is provided ingroup sessions that emphasizes social issues and studentsparticipate in off-campus social events to practice their socialskills.

Center for Assistive and Rehabilitative Technology orCART

In the CART department, highly trained specialists evaluatecustomers’ abilities and match them with appropriateassistive technology to maximize independence in the home,school and/or work environments. Assistive technologyassessment is provided in the areas of positioning andmobility, computer access, environmental controls, driverassessment and vehicle modification, devices for activities ofdaily living, devices for visual and/or auditory impairments,and home/school/work modifications specific to architecturalbarriers and ergonomics. Assessment, equipmentrecommendations, and training needs are addressed byCART staff.

COMMONWEALTH TECHNICALINSTITUTE PROGRAMS

ASB Medical Office Assistant (Program of Study Participant)Program length & credits: 4 terms – 70 creditsProgram Description: The program develops a high degreeof competency in the essentials of a medical off ice assistant.The program emphasizes off ice responsibilities, not clinicalskills.

AST Architectural Drafting (Program of Study Participant)Program length & credits: 4 terms – 70 creditsProgram Description: The program offers comprehensivecoverage of design drafting for the construction industry. Itpresents a detailed study of construction practices andbuilding technology plus the technical capacity to reason,plan and design in terms of sound engineering methods,modern materials and cost factors.

AST Culinary Arts (Program of Study Participant)Program length & credits: 4 terms – 66 creditsProgram Description: The program provides instruction inbasic and advanced skills in the food service continuum.Students are taught the skills essential for independentpreparation of appetizers, entrees and desserts in thecommercial and institutional kitchen. Electives and apracticum round out the student’s professional growth andexperience.

AST Dental Laboratory Technology (Program of Study Participant)Program length & credits: 4 terms – 63 creditsProgram Description: The program provides instruction inremovable prosthodontics and fixed restorative techniques.Students develop skills in various specialties within the dentallaboratory industry. Related and elective courses enable thestudent to round out professional growth and development.

ALLIED HEALTH SERVICES

Student Health ClinicThe health clinic provides a comprehensive, caringatmosphere that encourages students to maintain a healthylifestyle and helps them succeed in their vocational training.The clinic maintains a medical file on all students. Thefollowing services, and more, are offered: treatment foracute/chronic conditions, emergency and non-emergencysituations, first aid, medication administration andmonitoring, individual health teaching, outside referrals andscheduling of diagnostic testing. Registered nurses staff thehealth clinic form 7 a.m. to 11 p.m.

Speech TherapyIndividuals admitted to HGAC receive a speech and hearingtest. If results show speech therapy is needed, it will bescheduled. Speech therapy services include speech andlanguage evaluations, speech and hearing screenings andaugmentative communication evaluations, follow-ups andtraining.

Occupational Therapy (OT)OT provides therapeutic intervention for students withdisabilities. OT is used to meet educational goals and tomaximize independence in activities of daily living (ADLs).Available services include work tolerance and physicalcapacity testing, perceptual motor evaluations, upperextremity activities, perceptual and cognitive retraining andADL treatment.

Physical Therapy (PT)

PT provides individualized treatment programs for studentswith disabilities or physical limitations affecting theirvocational objectives. Work hardening therapy includeslifting techniques, body mechanics, posture training, fitnessand conditioning with the goal of achieving maximumphysical potential. Other therapies, such as prosthetic andorthotic training and massage are also provided. A staffphysiatrist is available four days a week to conductevaluations of a person’s physical capacity and to develop anappropriate treatment plan.

Pennsylvania’s Assistive Technology Lending Library

The lending library provides the opportunity forPennsylvanians to borrow and assess assistive technologydevices prior to purchase. The library is located on the HiramG. Andrews Center’s campus, and the services are free to allPennsylvanians with disabilities. For more information calltoll-free 877-722-8536 voice/TTY.

HGAC Security

The Security Office provides a safe and secure environmentfor HGAC. The Center has 24-hour coverage, card accessentrances and security cameras located throughout thebuilding that record and monitor activity. Security makesfrequent rounds inside the building, and is available forreporting and dealing with inappropriate or illegal behavior.In addition, the security office works closely with the localpolice department.

Programs of Study incorporate secondary education andpostsecondary education elements and include coherent andrigorous content aligned with challenging academicstandards and relevant career and technical content in acoordinated, non-duplicative progression of courses thatalign secondary and postsecondary education to adequatelyprepare students to succeed in postsecondary education.Programs of Study may include the opportunity forsecondary students to participate in dual or concurrentenrollment programs or acquire college level credit orequivalent clock hours in other ways, leading to an industry-recognized credential or certificate at the postsecondarylevel, or an associate or baccalaureate degree.

Articulation for advanced credit transfer is made possiblewhen Perkins-Allocated Postsecondary Institutions andPennsylvania Secondary Schools offering SOAR Programs ofStudy agree to the terms and conditions stated in the PerkinsStatewide Articulation Agreement. This agreement outlinesthe general agreement conditions between secondary andpostsecondary institutions and student qualification measuresallowing the student to acquire postsecondary educationcredits leading to an industry-recognized credential orcertificate at the postsecondary level or an associate orbaccalaureate degree.
