    Executive Summary: The Carmel Chamber of Commerce is requesting Council authorization tooperate a Concours Refreshment Lounge on the east side of San Carlosbetween Ocean and Sixth Avenues, from the hours of 11:30 a.m. to 3:30p.m., during the Concours D Eiegance on Thursday, August 14, 2014.The Refreshment Lounge will be a place to get a quick drink or bite to eat,as well as an alternative to sit-down restaurants. Visitor information willalso be provided.The lounge will off r coffee, water, soft drinks, juice, pastries, snacks, and

    Setup will begin at 7:30a.m ; tear-down will take place from 3:30 to 4:00p.m.The entire site will be contained by fencing around the perimeter. Beerwill be served in an enclosed area with taller fencing, and access to thebeer garden will be controlled by staff stationed at the entrance to theenclosed area (see Attachment A - Detail Map). The Chamber ofCommerce will secure an ABC license for the event.Sidewalks and a 12 foot wide emergency vehicle lane will be left open.Protective water barricades will be set up across San Carlos and 6 thAvenues (see Attachment Site Map).The Chamber will work with Waste Management, Inc. to provide trashcontainers inside the lounge areas and will be responsible for cleaning upthe site.The Chamber has spoken with Concours D Elegance Tour Director SeanJacobs, who is supportive of the Refreshment Lounge. The Chamber alsoconducted an online survey of local bu sinesses to ascertain whetherthere would be support for the idea. Of the 151 responses, 122responders were in favor of the Refreshment Lounge (see Attachment C .Chamber of Commerce Executive Director Manta Potter emailed localrestaurateurs about the idea. Eight restaurateurs who representfourteen local restaurants responded: all were in favor of the idea. Sheis also currently speaking with all the businesses in the proposedRefreshment Lounge area; as yet there have not been any negativeresponses.Additional Attachment {D): Proposal and Plan for a Special CommunityEvent

    DURING THE CONCOURS D ELEGANCE

    WHEREAS, the Cam1el Chamber ofCommerce is requesting Council authorization tooperate a Concours Refreshment Lounge on the east side of San Carlos between Ocean and SixthAvenues, from the hours of 11:30 a.m. to 3:30p.m., during the Concours D Elegance onThursday, August 14, 2014 at which alcohol will be served; and

    WHEREAS, the event is intended to enhance the Concours D Elegance experience forthe 8,000 to 10,000 residents and visitors who attend the event annually; and

    FOOD AND BEVERAGE

    In order to appeal to diverse tastes and age groups, a variety of simple foods items would be available for purchase. Water, juice, coffee and beer (in a separate enclosed area) would be made available for purchase. A common price would be applied to food and beverage and tickets would be purchased at the entrance. Suggested prices: Food and Beer 7 per ticket; 3 for 20 . Cash only. Water, juice and coffee: 2- separate ticket.

    FoodFood would be contracted to single vendor or multiple vendors, who would provide not only the product, but also any necessarycondiments, food supplies such as plates , cups, napkins, garbage bins and waste removal. They would also provide at least onededicated on-site staff person.

    Pricing for all items would be the same. For instance, 7 for: Coffee pastry; BBQ; etc. Snacks would be served from :30-3 :30. BBQ service from :30-3:30.

    Beverages Beer service from 11:30-3:30 . Water, juices and coffee available :30-3:30. A single vendor with on-site staffing would supply beer. A separate vendor would supply water, juices and coffee.

    Maggie Hardy is an experienced event planner community leader past member of the Chamber and past chair of theCarmel Planning Commission. She has had broad experience in the public and non-profit sectors creating events and implementing communityprograms. She has worked with White House The Los Angeles Olympics The Statue of Liberty-Ellis Island Foundation and TheAcademy Awards creating and implementing special events . As the Chamber Liaison she would create plan implement the event and provide a post-event assessment. She will work with the City its staff Community Activities and Cultural Commission and Council as well as the hamberleadership and volunteers to seek approval of and implementation of the special event.
