This Addendum shall take precedence over related specifications as they relate to the information below, and of the previously issued scope of Work with which it may prove to be a variance, unless otherwise clarified by the City. Bidder Questions and Answers Q1 The contract noted in the bid documents applies to ‘Nanaimo Bastion Street Parkade Traffic Membrane RFT-2444. I am assuming this may be an error but I wanted to confirm the contract which will be used. A1 The CCDC document has been corrected and is posted separately. Q2 Will the city be providing a ‘clean’ site with the pollutants identified in the environmental assessment remediated? If the remediation is to be our responsible it would add a significant cost to our bid. During the Phase I ESA, EBA identified four environmental issues on the Property. Two of these environmental issues were considered to be APECs and are discussed below. The issues that were considered to present a low potential of environmental contamination are outlined in the subsequent table along with the associated rationale. We consider this issue to present an APEC based on the potentially long period of time the UST was in use and that no environmental testing of the soils from the limits of the excavation following the removal of the UST were reported. Bidder Questions and Answers

APEC 2 – Former Contaminated Soil Storage

Storage of contaminated soil was reportedly conducted on the Property. The nature of the contamination was unknown. An environmental consultant reportedly collected and analyzed soil samples over time until the soil reportedly met applicable CSR standards. However, no environmental reports were available for this soil testing. The area of the Property where contaminated soil storage was reported to take place is unpaved.

The PCOCs associated with APEC 2 are PAHs, metals and regulated substances associated with this APEC listed for soil vapour in Schedule 11 of the CSR.

A2 The contract assumes a clean site and the lump sum base bid price is not to include handling, removal, or disposal of contaminated soil. If contamination is observed during construction, contractor to notify the City of Nanaimo immediately.

Additional requirements:

• The City requires that the Contractor provide a business licence in good standing.

The following requirement has been removed:

The following item is removed from the Bidders Qualification Statement in Appendix B: • “4. The Bidder must have performed in the role of Contractor, as opposed to the role of

Subcontractor, on all of the previous Contracts / Projects noted in No. 2 above.” All other qualification requirements remain the same.

Information resulting from the Non-Mandatory site meeting held October 10, 2019 at 1pm:

• Contractor is required to install and maintain construction fencing as per the drawings. • Parking lot can be used during the construction period, however must be returned to original or

better condition upon completion. • In the event of any environmental concerns the contractor is required to report the occurrence

to the City’s designate immediately. • The City is considered the Contract Administrator. • The City will be responsible for site inspections and may or may not hire a consultant for this

work. • Power to the Site if required, is the responsibility of the Contractor. • Water is available through a hose bib in the utility box located near the gate on the south side of

the site. • Water is also available from the fire hydrant located on the south side of the site. Use of the

hydrant will require a backflow preventer.

Additional requirements from the Non-Mandatory site meeting held October 10, 2019 at 1pm:

Existing Barriers: Existing barriers are to be installed and interconnected as shown in the sketch below. All remaining barriers on site are to be stockpiled in the north east corner of the gravel parking lot where the City of Nanaimo will pick them up. All handling of barriers is to be included in the lump sum base bid price.

Removal of Stumps: All existing trees have been removed. Contractor to remove stumps and place on the north side of the site boundary for City to use in future ecological restoration project.

Additional top soil area: In addition to the top soil and seed areas shown on the drawing, the additional top soil and seed area as shown below is to be included in the lump sum base bid price.

Addition of Lawn Maintenance: One (1) year of lawn maintenance for all grass areas is to be included in the lump sum base bid price. The one (1) year of maintenance will commence on the date of substantial performance. During the growing season, typically April through October, or until the grass has gone dormant, grass is to be cut and edges trimmed at least every ten (10) days and clippings are to be removed from site.

Addition of Irrigation: All turf and top soil and seed areas are to be irrigated. Irrigation is to be installed to City of Nanaimo Standards (see Manual of Engineering Standards and Specifications Section 14 which can be found here https://www.nanaimo.ca/doing-business/doing-business-with-the-city/manual-of-engineering-standards-and-specifications). Irrigation plan is to be submitted to the City of Nanaimo for approval 2 weeks prior to installation, and asbuilt drawings submitted at the end of the project. The City has provided a 2” main complete with backflow preventer and connection to the City water main, irrigation controller, and five (5) points of connection complete with wiring to the irrigation controller, see sketch below. Supply and installation of 2” valves, valve boxes, irrigation pipe and fittings, sprinkler heads, all other items incidental to the irrigation is to be included in the lump sum base bid price.

Addition of Asphalt Trail Base Gravel: Base preparation for the asphalt trailway is to be included in the lump sum base bid price. Base prep to include, removal of existing material as required, supply and install up to 150mm of 25mm minus road base, compaction to 95% MPD, grading, and all other work incidental to preparing the asphalt trail as shown in sketch and detail below. Asphalt paving to be completed by others.
