Sealed Bids – Dump body and equipment.

INTENT: City of Sycamore Public Works is accepting sealed bids to provide for the purchase and installation of equipment, to outfit one (1) 2020 Freightliner M2 106, tandem axle truck chassis. Equipment will include, dump body, hoist, central hydraulic system, plow hitch, salt spreader with pre-wet system. All equipment in bold text shall be used unless approved by the City. You will find enclosed, the bid specifications for this purchase. Bids will be evaluated on several factors, including but not limited to, price, responsiveness to the bid specifications, warranty, availability of service & parts, and dealer/vendor reliability and service history. The City reserves the right to reject any or all bids or any part thereof, and to waive any minor technicalities. If you are unable to meet these specifications or unable to bid for any reason, please submit a written explanation. Original manufacture’s brochures of the proposed units are to be submitted with the proposal. The City of Sycamore has a competitive bidding procedure relating to qualified local bidders from DeKalb County. Procedure is outlined in the City’s Municipal Code; Chapter 11, 1-11-3. The City of Sycamore is a Sourcewell member. ID# 106309 Sealed bids must be submitted by 10:00 a.m., August 13, 2019. Addressed to: City of Sycamore 308 West State Sycamore, IL 60178. Bids submitted by mail or in person shall be marked “Sealed Bid, Pubic Works Dump Body & Equipment”. Bids submitted via email or fax will be automatically disqualified. Bids will be opened and read aloud in the Sycamore Council Chambers immediately following the deadline for submittal. The approval of this purchase is scheduled on the August 19, 2019 Council Meeting agenda.

• Allison 3000 RDS automatic transmission with LH PTO provision.

• Stationary front grill.

MINIMUM EQUIPMENT SPECIFICATIONS DUMP BODY:

• 13’ 6”, stainless steel dump body. Duraclass SL-316 or equivalent.

• Sides: 42".

• Front: 54".

• Rear: 50".

• Cab shield: 10 gauge, 18” extension, full width of body, side supports to extend at least 4” below top rail. Continuous welded.

• Floor shall be ¼” AR400 steel.

• Body to be crossmemberless, continuous welded.

• Quick release upper tailgate pins.

• Top rail to include 10” sideboard pockets with center supports.

• 3/8" X 2" flat, walk rails both sides.

• Fold up access ladder assembly bolted to driver side of dump body. With 5 rungs and latch to secure ladder in stowed position (see Image 1).

• Yellow prismatic conspicuity marking tape across the back of the cab shield and lower rails of dump body.

• Self adjustable 87-107 db. backup alarm.

• LED strobes mounted in rear corner post of dump body, Whelen 70A02FAR (see Image 2).

• LED B/T/T lights mounted in rear corner post of dump body, Whelen 70BTT (see Image 2).

• LED B/T/T lights mounted on top of boxed in cab shield. With protective shield, Whelen 60BTT (see Image 3).

• Removable LED backup lights, mounted on each upper rear corner posts of dump body, with weather proof disconnects (see Image 4).

• Tailgate lift assist loop, attached to upper center of tailgate (see image 5).

• Tailgate adjusting chains incased in poly expandable sleeving and secured to tailgate (see image 2).

• Shaped poly fenders covering rear wheels.

• Paint: Upper body to match truck cab. Dupont L6460EB. Under body can be painted black. o After all fabrications are completed on the dump body. Entire dump body shall be

sandblasted to remove factory applied primer. o Primer: non sanding epoxy primer, PPG ESU470 or equivalent.

HOIST:

• Duraclass HPT53-120 sub frame hoist or equivalent.

• 25-ton capacity.

• 2000 P.S.I.

• Grease zerks at all pivot points, including hinges and rollers.

• Removable pins.

• Double action cylinder.

CENTRAL HYDRAULIC PACKAGE:

• PTO, constant mesh.

• Pump; 4.88 CU IN; RH; 1"-15 splined shaft; PTO mount pump only.

• Rex-Roth MP18 sectional valve with spreader manifold or equivalent.

• Force pneumatic controls.

• Two control levers. Plow U/D/L/R, Body U/D.

• Control counsel design and location in cab to be approved by City.

• 30-gallon stainless steel hydraulic tank.

• Stainless steel valve enclosure.

• In-tank return filter with pressure gauge.

• Plow cushion valve. • Salt spreader hydraulic connections located under rear corners of dump body(see Image 6).

• Block manifold used at dump body pivot point.

• City to supply flat-faced hydraulic couplers for plow and spreader connections. PLOW HITCH:

• Pin & loop quick hitch type receiver.

• Receiver section shall be permanently attached to frame.

• ½” hitch material.

• Receiver shall be set to a quick loop centerline of 16”.

• Dimensions of quick attach loop to be confirmed by successful bidder.

• Compact fold down lift arm frame assembly.

• 4" X 10" single acting lift cylinder with nitride rod.

• Primed and painted black. SPREADER CONTROL and PRE-WET SYSTEM

• FORCE, 5100ex Controller o Closed loop system. o Located on control console. Location to be approved by City before it is

permanently mounted.

• 45 gallon polyethylene tank. o Frame mounted saddle tank. o Stainless steel brackets. o Stainless steel straps. o 5” vented lid with neoprene gasket. o Replaceable polypropylene bulkhead adaptors.

• Electric prewet pump in a fiberglass or stainless steel enclosure to operate a closed loop system. Includes an IP68 wire connection for feedback signal.

• Pump inlet shall include a Y-strainer with serviceable screen.

• Additional plumbing installed between tank and pump. To isolate storage tank and to draw fluid from detached container to flush pump.

• All fasteners shall be 316 stainless steel. SPREADER:

• Stainless steel, reverse flight under-tailgate spreader with bottom-opening design, with a safety shut off feature built into the hydraulic system.

• 6” diameter auger, 4” pitch.

• Width shall not be over 96''.

• Direct drive with 22 cubic inch motor.

• Stainless steel, quick detach mounting brackets, mounting and removing shall be done without the use of any special tools (see image 7).

• Discharge port is located 24 in. from the left end.

• Three-point hinged bottom pan that will expose the entire auger for easy clean out. This pan will be fabricated of 7 gauge stainless steel.

• Hinged bottom pan shall be held in place with two heavy-duty cam locks with a lifting handle near each lock for easy one-man handling.

• Spreader lid will be of 7 gauge stainless steel and will be an integral part of the unit that may be raised when spreading or lowered when dumping.

• Lid shall be locked in position by two latches that are replaceable.

• Single 18 in. diameter polymer spinner disc.

• The entire spinner assembly shall be easily removed by pulling two pins and uncoupling two hydraulic quick-disconnect hoses.

• Spinner assembly shall remain horizontal to the road at all dump box angles.

• A spinner shield shall be provided to prevent material from striking the truck.

• Stainless steel 18” prewet spray bar with one hole located above discharge port.

• The spreader shall incorporate a stainless-steel light bar providing rear safety lighting. The light bar shall be fabricated from 14 gauge stainless steel, and shall be formed 25° off vertical to provide a more direct lighting angle when the dump body is raised. The light bar shall have two oblong Stop/Turn/Tail LED lights and a LED three light cluster mounted in the center of the bracket.

• City of provide flat-faced hydraulic couplers.

• Location of hydraulic connections as described in central hydraulic package (see Image 6).

• Stainless steel tailgate shields/support. Shields shall be integrated into tailgate support arms and attached to side of tailgate with hitch pins (see Image 8).

REAR HITCH

• Hitch design similar to Image 9.

• LED B/T/T lights recessed into hitch: Whelen 60BTT (see Image 9).

• LED backup light recessed into hitch: Whelen 60C00WCR (see Image 9).

• LED marker light cluster in stainless steel bracket.

• 30 ton pintle hitch, bolted to hitch. Centerline of tow ring at 24”.

• Welded on D-rings.

• 2.5” receiver hitch incorporated into rear hitch under pintle. • 7- pin trailer connection, round body with flat terminals (RV style).

CAB & CHASSIS

• IDOT Whelen, 72” light bar with LED strobes and front driving lights.

• Timed off delay relay, to remove power to control console.

• Auxiliary switch panel location in cab, to be approved by City prior to installation.

• Plow lights: Hella C220 combination headlamps.

• Plow lights to be mounted on hood of cab with stainless steel supports and fasteners.

• Undercoating: Daubert NOX-RUST 1523. Coverage from rear of front bumper, including oil pan, all the way back to rear hitch plate. Face of hitch plate left uncoated.

WARRANTY The manufacturers standard warranty on new equipment that will cover all items furnished in accordance with these specifications. The minimum warranty period on new equipment will be one (1) year from the date that the new equipment is received by the City. PARTS AND SERVICE INFORMATION The vendor shall provide a complete parts list of components used, identifying make and model. Service information shall include operation and maintance manuals but not limited to repair instructions but include wiring schematics and detailed preventative maintenance. OTHER The City reserves the right to inspect the equipment after delivery to determine whether the equipment meets the contract specifications. Vendor has thirty (30) day from delivery to bring equipment up to contract specifications. If not, the city will evoke one of the options below.

1. Reject the equipment and return it to the vendor at vendor’s expense, at which time the City’s obligations to the vendor as to the rejected equipment shall become null and void.

2. Request the vendor to conform the equipment to contract specifications. This work shall be performed properly within time limits established by the City at no cost to the City.

3. Hold back from any monies due the vendor, the reasonable value of the rejected material, parts, workmanship or services, based upon the contract price.

Submitted bid must include a detailed order summary sheet. State approximate date of delivery based on execution of order.
