STATEMENT OF WORK (SOW) 1.1 INTRODUCTION: The existing wallcovering in the hallways and elevator lobbies of the Elbert P. Tuttle U. S. Court of Appeals Building were installed in approximately 1985. They are discolored, separated at the seams, and show wear. Additionally, the paint on some walls within the building is thin and faded and requires repainting.

1.2 OBJECTIVES: Contractor shall remove the existing wallcovering and replace with new breathable wallcovering. If the option is chosen, contractor shall repaint selected walls in the existing paint color.

1.3 SCOPE: Base Project: Contractor shall provide all labor and material to remove the existing wallcovering and replace with new breathable wallcovering in the fourth-floor hallway. Contractor shall repair any damage found or created during the removal and installation of wallcoverings.

Option 1: Contractor shall provide all labor and material to remove the existing wallcovering and replace with new breathable wallcovering in the fourth floor Walton Street elevator lobby. Contractor shall repair any damage found or created during the removal and installation of wallcoverings.

Option 2: Contractor shall provide all labor and material to repaint the fifth-floor hallway in the existing paint color.

Option 3: Contractor shall provide all labor and material to remove the existing wallcovering and replace with new breathable wallcovering in the stairwells between the third and fourth floors, on the Poplar Street and Walton Street sides of the building. Contractor shall repair any damage found or created during the removal and installation of wallcoverings. 1.4 SPECIAL REQUIREMENTS/INFORMATION: The contractor shall be a licensed contractor in the State of Georgia and be registered in SAM.gov with an active DUNS number. Contractor shall provide proof of state licensure.

Diagrams of the work areas with annotations are attached and incorporated herein. Contractor must verify all field dimensions. 2.1 BASIC REQUIREMENT:

A. Contractor shall remove existing wallcovering in the fourth-floor hallway of the Elbert P. Tuttle U. S. Court of Appeals Building and replace with new breathable wallcovering.

B. Contractor shall possess GSA-issued contractor badges or apply for GSA-issued contractor badges within seven (7) days of the date of award for the number of technicians working on this project. One badged person may escort a maximum of five (5) unbadged workers.

C. Contractor shall always provide a minimum three (3) foot access for passage. D. Contractor shall minimize spread of dust and debris during project. E. Contractor shall accommodate court functions and minimize disruption. F. Contractor shall temporarily remove furniture and remove existing wall mounted

items, including lights, as needed. G. Contractor shall apply temporary plastic wall and floor protection. H. Contractor shall prepare all surfaces as necessary for new wallcovering. I. Contractor shall make any repairs to the plaster and wall structure underneath the

existing wallcovering resulting from the discovery of existing damage or the creation of new damage during the wallcovering removal and installation processes.

J. Contractor shall install the following wallcovering: Koroseal Arte Sapphire Pearl. K. Contractor shall micro-vent all wallcovering to allow breathability and to combat

moisture build-up. L. Contractor shall re-install all wall mounted items. M. Contractor shall remove all debris and trash from the building and haul away each day. N. Contractor shall clean the areas of work at the end of each day and perform a final

cleaning of the areas when all work is completed. O. Contractor shall provide a warranty of not less than one year on all material and labor.

2.2 OPTIONAL REQUIREMENTS: The options listed below shall be priced separately on contractor’s written quotation. For all quotations submitted, the Court will evaluate the price for the basic requirement together with the prices for the optional requirements. At the Court’s sole discretion, it may issue an award for the basic requirement and any or none of the optional requirements.

Option 1:

A. Contractor shall remove existing wallcovering in the fourth floor Walton Street elevator lobby of the Elbert P. Tuttle U. S. Court of Appeals Building and replace with new breathable wallcovering.

B. Contractor shall temporarily remove furniture and remove existing wall mounted items, including lights, as needed.

C. Contractor shall apply temporary plastic wall and floor protection. D. Contractor shall prepare all surfaces as necessary for new wallcovering. E. Contractor shall make any repairs to the plaster and wall structure underneath the existing

wallcovering resulting from the discovery of existing damage or the creation of new damage during the wallcovering removal and installation processes.

F. Contractor shall install the following wallcovering: Koroseal Arte Sapphire Pearl. G. Contractor shall micro-vent all wallcovering to allow breathability and to combat moisture

B. Contractor shall temporarily remove furniture and remove existing wall mounted items, including lights, as needed in the fifth-floor hallway of the Elbert P. Tuttle U. S. Court of Appeals Building.

C. Contractor shall apply temporary plastic wall and floor protection.

D. Contractor shall prepare all surfaces as necessary for new paint. E. Contractor shall apply the following paint to match existing color: Sherwin Williams Pro

Industrial Pre-Catalyzed Water Based Epoxy in eggshell finish. F. Contractor shall apply a minimum of one coat of the manufacturer’s recommended primer

and a minimum of two (2) coats of eggshell finish to all painted walls. G. Contractor shall re-install all wall mounted items. H. Contractor shall remove all debris and trash from the building and haul away each day. I. Contractor shall clean the areas of work at the end of each day and perform a final

cleaning of the areas when all work is completed. J. Contractor shall provide a warranty of not less than one year on all material and labor.

Option 3:

A. Contractor shall remove existing wallcovering in the stairwells between the third and fourth floors, on the Poplar Street and Walton Street sides of the Elbert P. Tuttle U. S. Court of Appeals Building and replace with new breathable wallcovering.

B. Contractor shall temporarily remove existing wall mounted items, including lights, as needed.

C. Contractor shall apply temporary plastic wall and floor protection. D. Contractor shall prepare all surfaces as necessary for new wallcovering. E. Contractor shall make any repairs to the plaster and wall structure underneath the existing

wallcovering resulting from the discovery of existing damage or the creation of new damage during the wallcovering removal and installation processes.

3 DELIVERABLES: Contractor shall (1) remove existing wallcovering and replace with new wallcovering in the locations described herein and (2) if the option is chosen, apply a minimum of one (1) coat of primer and a minimum of two (2) coats of the selected paint to the walls of the fifth floor hallway. 3.1 SCHEDULE FOR PERFORMANCE AND DELIVERABLES The period of performance for this contract shall start on the date of award and end within seven (7) weeks of the date of award. Contractor’s working hours will be scheduled and coordinated by the COR and all work shall be conducted Monday - Friday between the hours of 8:00 AM and 4:30 PM ET in the Elbert P. Tuttle U. S. Court of Appeals Building located at 56 Forsyth Street NW, Atlanta, GA 30303. The schedule of work may be modified at the sole discretion of the COR. Changes to the schedule are not considered modifications of the contract.

For the basic requirement, Contractor shall complete the removal and replacement of the

wallcovering on the fourth-floor hallway by the end of week two (2).

If Option 1 is exercised by the court, contractor shall complete the removal and replacement of the wallcovering on the fourth floor Walton Street elevator lobby by the end of week three (3).

If Option 2 is exercised by the court, contractor shall complete the painting of the fifth-floor hallway by the end of week five (5).

If Option 3 is exercised by the court, contractor shall complete the removal and replacement of wallcovering on the stairwells between the third and fourth floors on the Poplar Street and Walton Street sides of the building by the end of week seven (7).

3.2 REVIEW PERIOD FOR DELIVERABLE(S) The COR will review the Contractor’s work within three (3) business days of completion and Contractor shall correct any noted deficiencies within three (3) business days of notification. Contractor shall make any necessary corrections at no additional cost to the Court. 3.3 ACCEPTANCE CRITERIA FOR DELIVERABLE(S) The COR will review all deliverables for accuracy, quality, and completeness and will provide final acceptance of the work performed. 4 ENVIRONMENT: The hallways, stairwells, and elevator lobbies are in the Elbert P. Tuttle U. S. Court of Appeals Building. The ceiling height will not prohibit vertical movement needed to reach the work areas.

4.1 LOCATION FOR PERFORMANCE: All work shall be completed within the Elbert P. Tuttle U. S. Court of Appeals Building located at 56 Forsyth Street NW, Atlanta, Georgia 30303. 4.2 GOVERNMENT FURNISHED PROPERTY: The Court will provide access to the work areas. 4.3 CONTRACTOR FURNISHED MATERIAL: Contractor shall provide all labor and material for the basic requirement and all chosen optional requirements for this project. 4.4 SITE VISIT A site visit will be held on Wednesday, 19 August 2020 at 10:00 AM in the Elbert P. Tuttle U. S. Court of Appeals Building at 56 Forsyth Street NW, Atlanta, GA 30303. rate is a union rate (current union negotiated rate for local),a survey rate (weighted average rate) or a union average rate(weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosedin dotted lines beginning with characters other than ""SU"" or""UAVG"" denotes that the union classification and rate wereprevailing for that classification in the survey. Example:PLUM0198‐005 07/01/2014. PLUM is an abbreviation identifier ofthe union which prevailed in the survey for thisclassification, which in this example would be Plumbers. 0198indicates the local union number or district council numberwhere applicable, i.e., Plumbers Local 0198. The next number,005 in the example, is an internal number used in processingthe wage determination. 07/01/2014 is the effective date of themost current negotiated rate, which in this example is July 1,2014.

Union prevailing wage rates are updated to reflect all ratechanges in the collective bargaining agreement (CBA) governingthis classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate thatno one rate prevailed for this classification in the survey andthe published rate is derived by computing a weighted averagerate based on all the rates reported in the survey for thatclassification.  As this weighted average rate includes allrates reported in the survey, it may include both union andnon‐union rates. Example: SULA2012‐007 5/13/2014. SU indicatesthe rates are survey rates based on a weighted averagecalculation of rates and are not majority rates. LA indicatesthe State of Louisiana. 2012 is the year of survey on whichthese classifications and rates are based. The next number, 007in the example, is an internal number used in producing thewage determination. 5/13/2014 indicates the survey completiondate for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until anew survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicatethat no single majority rate prevailed for thoseclassifications; however, 100% of the data reported for theclassifications was union data. EXAMPLE: UAVG‐OH‐0010

08/29/2014. UAVG indicates that the rate is a weighted unionaverage rate. OH indicates the state. The next number, 0010 inthe example, is an internal number used in producing the wagedetermination. 08/29/2014 indicates the survey completion datefor the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January ofeach year, to reflect a weighted average of the currentnegotiated/CBA rate of the union locals from which the rate isbased.

1.) Has there been an initial decision in the matter? This canbe:

*  an existing published wage determination*  a survey underlying a wage determination*  a Wage and Hour Division letter setting forth a position on   a wage determination matter*  a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requestsfor summaries of surveys, should be with the Wage and HourRegional Office for the area in which the survey was conductedbecause those Regional Offices have responsibility for theDavis‐Bacon survey program. If the response from this initialcontact is not satisfactory, then the process described in 2.)and 3.) should be followed.

With regard to any other matter not yet ripe for the formalprocess described here, initial contact should be with theBranch of Construction Wage Determinations.  Write to:

PREVAILING WAGES

You must be paid not less than the wage rate listed in the Davis-Bacon Wage Decision posted with this Notice for the work you perform.

OVERTIME You must be paid not less than one and one-half times your basic rate of pay for all hours worked over 40 in a work week. There are few exceptions.

ENFORCEMENT Contract payments can be withheld to ensure workers receive wages and overtime pay due, andliquidated damages may apply if overtime pay requirements are not met. Davis-Bacon contract clauses allow contract termination and debarment of contractors from future federal contracts for up to three years. A contractor who falsifies certified payroll records or induces wage kickbacks may be subject to civil or criminal prosecution, fines and/or imprisonment.

APPRENTICES Apprentice rates apply only to apprentices properly registered under approved Federal or State apprenticeship programs.
