The Town of Gardnerville is requesting proposals from qualified firms for environmental remediation services at the Gardnerville Station (former Eagle Gas Station) located at 1395 Highway 395 North. Background The Town of Gardnerville took ownership of the Gardnerville Station in June 2013 and has been able to obtain several grants to carry out onsite remediation activities. To date, the Town has received a Nevada Brownfields Grant to remove the underground heating oil tank, underground waste oil tank, and above ground kerosene tank. The Town is currently carrying out remediation activities related to soil contamination caused by the heating oil tank (which was removed in January 2014). The Town received a 2014 Community Development Block Grant (CDBG) to finish remediation activities at this site. The 2014 CDBG Grant will provide up to $23,500 in funds to remove and close the three fuel underground storage tanks at the former gas station. Remediation Services The Town is requesting proposals from State of Nevada certified underground tank handlers for the removal and closure of three underground gasoline tanks. All three tanks are enrolled in the State of Nevada Petroleum Insurance Fund (Facility 2-000007). The selected company will be required to conduct the following:
• Remove residual product, rinse USTs, and dispose of product and rinsate; • Excavate and remove the three tanks (two 8,000 gallon tanks, and one 6,000
gallon tank); • Excavate and remove associated fuel dispensary lines which run from the tanks
to the fuel dispensary locations beneath the existing 13’-0” canopy; • Recycle/Disposal of the removed equipment including tanks and conveyance
lines; • Assessment of tank excavation through confirmation soil sampling; • Disposal of soil at an appropriate facility; • Backfill of excavation with clean imported fill approved by the Town of
Gardnerville; and • Prepare a UST closure report.
Since the environmental remediation services are being paid with federal funds, the wage rates must be based on Davis-Bacon Wages (see Attachment 2).
Anticipated Schedule The anticipated schedule for these services is as follows: May 22 Request for Proposals for Environmental Remediation Services June 12 Deadline for Submittal of Proposals June 19 Selection of Firm June 19-26 Preparation of Contract with Town of Gardnerville June 26 Notify NDEP and East Fork of UST Removal and Closure July Carry out removal and closure activities Submittal Requirements Interested firms should complete Attachment 1 showing the cost for each task along with a cover letter that includes the following information:
1. Availability to carry out remediation services during July 2015 2. Subcontractors that may be required for this project, such as a Certified
Environmental Manager 3. Estimated number of days required to complete the remediation services 4. Description of three recent gasoline UST removal and closure projects and client
contact information. Selection of Firm The Gardnerville Town Manager will select the firm with the most reasonable and responsive proposal for environmental remediation services based on the following factors:
1. Total cost and cost for each task 2. Ability to complete remediation services during July 2015 3. Client references for three recent gasoline UST removal and closure projects
