REQUEST FOR PROPOSAL NATIONWIDE SURVEY IN DENMARK

The U.S. Embassy in Denmark (the Client) is considering commissioning a nationwide survey. We would like to conduct the survey in the summer of 2019. The U.S. Embassy will provide a preliminary English-language version of the questionnaire. This will be translated by the vendor in consultation with the Embassy. NATIONWIDE SURVEY PROJECT OVERVIEW: The U.S. Embassy will provide a list of six closed end questions, two of which have 13 sub divisions and two of which have eight sub divisions. Please indicate whether a question can have more than one element (e.g., “How do you feel about our relations with the following countries: 1) Country A, 2) Country B, 3) Country C, 4) Country D”). Please provide a calendar of omnibus surveys over the next three months in which the Client could purchase questions if attaching to an existing omnibus survey is an option. Being attached to one or several omnibus surveys is our preferred option. Included in the schedule, please indicate the time and day of the week that final questions are required to be included in an omnibus wave. Also, indicate the next available omnibus, the number of questions open, and how quickly the deliverables would be available to the Client. SUMMARY OF CONTRACTOR’S RESPONSIBILITIES

Designing a representative sample with appropriate allocations to sampling frames, proper sample management protocols, and transparent weighting adjustments if required to account for differential probabilities of selection and post-stratification requirements;

Translating, back-translating, and formatting the questions submitted by the U.S. Embassy in Copenhagen;

Managing and monitoring interviewing from a dedicated call center;

Coding questionnaires, entering data, checking and cleaning the data; and

Providing required deliverables: detailed sampling design, marginal frequencies, data in SPSS, ASCII, and Excel formats, methodological report, final version of the client’s questions, and additional supporting documentation as necessary.

An analysis of the results, including summarized data in Excel format, a written report with supporting graphics outlining the main conclusions of the survey.

These responsibilities are described in detail below. SAMPLE DESIGN: Design and implement a probability sample design for telephone interviews to achieve at least 2,000 interviews of adults age 18 and older. The interviews would be based on two samples: a nationally representative sample of 1,200 interviews in Denmark, including the Faroe Islands, and a representative sample of 800 interviews in Greenland. It is anticipated that separate sampling frames may be needed for landline

telephones and mobile telephones, leading to a multiple frame survey. QUESTIONNAIRE: The U.S. Embassy will provide a list of closed-end questions focusing on issues of interest to the Embassy. In addition, for each respondent the questionnaire and final data set will include:

All demographic variables made available to clients purchasing space on the survey. Please specify which demographics and other variables are included.

Interviewing information (Please indicate which of the following will be provided):

date of interview (month, day, day of week);

interview start time, interview end time, duration of interview in minutes;

variables used to stratify the sample, if any;

respondent ID, interviewer ID, supervisor ID;

interviewers’ indication of the comprehension and candor of the respondent;

The number of call-backs necessary to achieve a successful interview, and whether the interview was monitored.

TRANSLATION AND BACK-TRANSLATION OF QUESTIONNAIRE: The Contractor is responsible for translating the questionnaire into colloquial Danish, and for back-translating the translated questionnaires into English. The back-translations must be done by someone who has not seen the original English questionnaire.

The Client will review the translation and consult with the Contractor on necessary changes. The Client must approve the final translation before field, including the CATI sequencing and logic of the questionnaire. Once the U.S: Embassy approves the final version of the questionnaire, no further changes to the questionnaire will be accepted for the duration of the survey project. FIELDWORK: Interviewing will be done by telephone. All interviews shall be conducted in strict adherence to the sampling plan and agreed upon callback protocols. The Contractor is responsible for organizing and overseeing all aspects of fieldwork, including: programming the final questionnaire into a CATI system; selecting and training interviewers; supervising interviewers; enforcing quality controls, monitoring non-response rates; and providing regular feedback to the Client on the status of fieldwork. Contact with every sampled respondent should be attempted multiple times during fieldwork. The contact attempts should be spread over different times of the day and days of the project. Full details on the call-back protocol need to be included in the proposal. Note: the minimum achieved sample for the survey is 2,000 completed interviews, 800 of these with people residing in Greenland.

DATA MANAGEMENT: The Contractor is responsible for processing, cleaning, and coding the data in English, enforcing quality controls for data entry, and detecting data fabrication, if any.

Closed-end questions: The Contractor shall use the codes specified on the final questionnaire for all items.

Weights: The weight values for each separate case or record should be placed

in a designated set of columns in the delivered data file. DELIVERABLES: The Contractor shall deliver the following to the U.S. Embassy by email:

1) Detailed sampling design including information on allocations to each frame,

stratification (if applied) and sample management protocols.

2) Final translated and back-translated version(s) of the questions included in the omnibus on the Client’s behalf as well as any questions and demographics that we receive as part of the standard omnibus purchase;

3) Marginal frequencies (weighted, if appropriate) for all questions, including demographics.

4) The final, cleaned data files including all survey questions, demographics, interviewing information and (if applicable) weight values. These files shall be in three formats: a) ASCII, with all records having the same length b) SPSS Windows format (*.sav), with all variables and values labeled in

English c) Excel

5) A complete codebook for all survey questions, demographics, interviewing

information, and (if applicable) weight values, identifying the column positions of all variables in the ASCII file.

6) A detailed methodological report which contains sufficient details on the

sampling design and weighting so that independent researchers would be able to replicate the survey using only information in the report. In particular, the methodological report shall include the following:

A brief report of any unusual problems or significant events which may have influenced the conduct of the survey or the responses given.

A description of interviewing, including: exact dates of field work; interviewer selection, training and supervision; and enforcement of quality controls.

A description of the sampling design and procedure, including:

o The universe sampled. o A detailed description of the sampling frames from which telephone

numbers are drawn and a description of the coverage of each frame (percentage of the population reached and any known or potential bias in that frame).

o Identification of any populations excluded from the sample and why these were excluded (for example, by unlisted numbers or by no telephone of any type).

o All forms of stratification used and the basis for stratification. If you use differential probabilities of selection in sampling (e.g., stratification with different rates by strata), provide the justification for using those rates and describe the expected effects on the variances.

o Selection procedures used at each stage including the random method used for selecting the eligible respondent in each contacted household.

o If quotas are used, a detailed description of the quotas and the rationale for using them.

o If multiple frames are used, the procedures for combining samples from the multiple frames to produce a single weighted data set.

o Description of statistical documentation used to prepare sample (e.g., census data, official statistics, other research) and date of information.

If you weight the data, provide a detailed description of weighting procedures. The Client must be able to recreate weight values based on this documentation, the data sources, and the data file. Any weights should account for:

o The probability of selection of the household and the adult (i.e., the base weights should be the inverse of the probability of selection);

o Nonresponse and noncoverage; o Adjustments to match population data (describe sources of

population data); o Phone ownership/access (e.g., landline only, mobile only, or dual

use).

Report on sampling performance should include:

o The number of completed interviews, partial interviews, refusals, failed contacts (e.g. no one at home), cases that are not eligible (e.g. not a residential unit, no adults in the household), and cases of unknown eligibility, and the resulting response rate (“RR1” using the disposition codes and formulas provided by the American Association for Public Opinion Research, AAPOR [www.aapor.org] ).

o The response rate (as defined above) for each frame (if multiple sampling frames are used).

o Rate of respondent substitution and procedures for substituting respondents (if

any). o An estimate of sampling error that takes into account the actual

sampling procedures used. Include a brief explanation of how interviewing and fieldwork procedures affected the theoretical margin of error.

7) The Client may request additional supporting documentation to fully

understand the design and conduct of the survey.

8) An analysis of the results, including summarized data in Excel format, a written report with supporting graphics outlining the main conclusions of the survey.

TIME SCHEDULE: Each stage of nationwide survey should be conducted according to a schedule agreed to by the Contractor and the Office of Opinion Research. It is anticipated that the contractor will provide all final deliverables to the Client by September 2, 2019. SUB-CONTRACTORS: If any part or stage of the focus group project and nationwide survey will be sub-contracted to an individual or firm outside of your company, please identify the individual or firm, along with their relevant qualifications and the scope of their responsibility on the project. CONFIDENTIALITY: The study is to be conducted in the name of the Contractor, in keeping with standard industry practice. The Client's identity shall not be revealed to field supervisors, interviewers or participants in order to minimize bias. Further, the Client’s identity, details of the project and the results shall not be revealed to outside parties – e.g., media, academic or government – at any point before, during or after completion of the project without the express written permission of the Client. BILLING AND PAYMENT: Payment is authorized upon receipt and approval of all required deliverables. Please note, payment cannot be authorized upon commissioning the project. Describe the qualifications and experience of the firm and project team, including the project manager and methodologist; include description of comparable focus group projects conducted in Denmark.

Indicate any portion of work that will be done by subcontractors and identify the subcontractors

✓ Local research conditions:

General appraisal of the state of public opinion research in Denmark, including any specific topics which are too sensitive to cover;

Any requirements for government approval of the project or discussion guide.

✓ Description of delivery method(s) of all required materials

✓ Schedule: Please provide information about any scheduling constraints you may have for the proposed fieldwork period. Estimate the number of working days required to complete each of the following:

Development, translation, back translation, and formatting of the discussion guide and screening questionnaire

Recruitment and selection of participants

Fieldwork – group discussions (number of groups per day)

Preparation and submission of the transcripts, tabulations of screening questionnaire, short summary reports, methodological report and final analytic report.

✓ Budget and detailed explanation of costs

A total price for the project in U.S. dollars and Danish Kroner, including ALL anticipated costs and fees and any relevant taxes. This cost must include a total cost for transcription and translation of group discussions – not per word or per page. Please confirm that your firm will hold the firm-fixed price for 60 calendar days.

EVALUATION OF PROPOSALS: When drafting proposals, please include all information requested above. Failure to do so will weigh heavily against your selection for this project. It is anticipated that the award will be made without discussions, so Contractors should submit their most advantageous technical response and pricing in response to this RFP. Proposals will be evaluated on the following criteria:

1. Technical Evaluation Factors

Quality of the sampling design; including, but not limited to, the appropriateness of the proposed sampling method to the target population. We will evaluate this factor to determine whether or not the sampling design meets all stated criteria of the aforementioned work requirements.

Quality of data-collection procedures. We will evaluate this factor to determine whether or not the data-collection procedures meet all stated criteria of the aforementioned work requirements. A satisfactory procedure is one with sufficient quality control checks in place to insure that data are collected and recorded with full respect to garnering the most valid and reliable data from each respondent.

Time-frame for delivery of results; including, but not limited to, an appropriate amount of time in the field for the method chosen and delivery of initial deliverables within a reasonable time frame for the method chosen.

2. Past Performance and Relevant Experience

This will be evaluated by examining the quality of a Contractor’s past performance on similar types of projects (at least three but no more than five) and its capacity to meet the task order requirements, including the performance of its major subcontractors. The Department may also use this to evaluate the credibility of the Contractor's proposal. In addition, the Contracting Officer may use past performance information in making a determination of responsibility. The Contractor shall demonstrate successful past performance during the past three (3) years that reflect conditions, scope, effort, size, and complexity comparable to this solicitation. Contractor's past performance reputation with its customers will also be used. Contractors with no past performance history will be classified as "Neutral" (Acceptable). All the Embassy’s contractors have to be registered in the System for Award Management (SAM) prior to contract award for all contracts at or above USD 30,000. (http://www.sam.gov).

3. Price

BASIS FOR AWARD For this solicitation, technical merit, past performance, and relevant experience are more important than price. Award will not be automatically determined by numerical calculation or formula relationship between these variables. As technical merit of the offerors' proposals and past performance becomes more equal, the evaluated price may become the determining factor. The Contracting Officer shall determine what trade-off between technical merit, past performance, and price promises the greatest value to the Government, price and other factors considered.

(1) The Comptroller General of the United States, or an authorized representative of the

Comptroller General, shall have access to and right to examine any of the Contractor’s directly

pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records,

materials, and other evidence for examination, audit, or reproduction, until 3 years after final

payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially

terminated, the records relating to the work terminated shall be made available for 3 years after

any resulting final termination settlement. Records relating to appeals under the disputes clause

or to litigation or the settlement of claims arising under or relating to this contract shall be made

available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and

practices, and other data, regardless of type and regardless of form. This does not require the

Contractor to create or maintain any record that the Contractor does not maintain in the ordinary

course of business or pursuant to a provision of law.

(a) The Contractor shall comply with the Department of State (DOS) Personal Identification

Card Issuance Procedures for all employees performing under this contract who require frequent
