1. PREFACE
This Request for Proposals (RFP) for the Supply of PDD Pole Mounted Transformers has been prepared by
Palau Public Utilities Corporation - Electric Power Operations (PPUC-EPO). PPUC-EPO wishes to receive
Proposals from all interested persons or firms eligible to operate and with the capability to supply the services
in the Republic of Palau.
2. BACKGROUND Due to Power Distribution Department (PDD) New Installation, System Upgrade, Emergencies and Other
Tasks Related to a Sustainable Electrical Power. Power Distribution Department (PDD) is in need to purchase
this PDD Pole Mounted Transformer. In order for PDD to meet and perform the Expectation of Costumer and
to fulfil the needs of the PDD Operation.
The Palau Public Utilities Corporation (PPUC) provides power, water and sewerage services to Koror and other
areas in the Republic of Palau. In this RFP, Palau Public Utilities Corporation - Power Distribution Department
(PPUC - PDD) intends to buy the needed Materials and Hardware to be Utilize by Power Distribution
Department (PDD). PDD is located at Malakal, Koror Republic of Palau.
The Republic of Palau comprises of 350 tropical islands and islets located in the westernmost part of
Micronesia about 600 miles (960 kilometers) East of Mindanao, Philippines and some 800 miles (1,280
kilometers) southwest of Guam. Palau lies between 8°10’N/3°N Latitude and 132°45’/134°25’E Longitude.
The main group of Palau Islands is dominated by the 150 square mile (390 square kilometers) island of
Babeldaob—Palau’s largest land mass.
PPUC was created in 1994, the same year Palau gained independence as a sovereign nation. Since then,
PPUC has been operating the national electric utility and the distribution facilities, which now covers about 47
linear miles of 34.5KV transmission and 114 linear miles of 13.8KV distribution lines.
Palau has a current real capacity of slightly over 28MW with power plants located at Malakal, Aimeliik,
Peleliu, Angaur and Kayangel. Malakal and Aimeliik provide power to the central grid supplying Koror, and
Babeldaob.
PPUC has grown from 1,500 connections while under national government management into a public utility
serving over 6,800 customers comprised of 77% residential, 14% commercial, and 9% others. Last fiscal year’s
compiled data showed a total combined generation of 101,227 KW with the highest combined peak load
recorded at 15,760 KW.
3. SCOPE OF WORKS

Specifications: Transformers shall be capable of operating satisfactory in an ambient temperature range
of 75 to 95 degrees Fahrenheit, relative humidity of 90% and humid coastal environment.
The altitude range shall be from sea level to 3 feet above sea level.
The transformer design, construction and testing shall be in accordance with the latest
accepted published ANSI, IEEE<and NEMA standards such as: ANSI C57.12.00,
C57.12.22, C57.12.70, C57.12.90 and NEMA TR-1 and TR-P9 – 1977 and REA U-5.
A. VOLTAGE
The PPUC uses 13.8KV/7..87KV multi grounded system for its primary distribution
feeders.
Transformers will be connected as single phase or connected as three phase banks for
120/240 or 240/480 or 3phase 120/208 or 277.
B. TEPERATURE RISE
At rated voltage and KVA, the temperature rises of the windings of the transformer
shall not exceed 65 degree C when measured by the resistance method. The hot spot
temperature rise shall not exceed 80 degree C, in accordance with the latest Revision of
ANSI C57.12.90.
C. TRANSFORMER TANKS
Tanks cover bottom and associated hardware and brackets shall be fabricated from
Type 304L or Type 304 low carbon (0.05%) stainless steel.
D. PAINT
Paint to be used for the transformer tanks and cover shall be #70 gray. If special
corrosion resistant paint or painting methods are available, describe their advantages,
and indicate a price adder, if any.
E. Bushing shall be #70 gray with a minimum leakage of 17”, 25KV insulation
class, 150KV minimum BIL. There shall be corona protected high voltage
gaskets to prevent tracking on transformer cover (each transformer shall have
two primary bushings).
F. If manufacturers have other features which will extend the life of their
transformer in a corrosive sea cost environment, they should describe the
feature(s) and indicate any price adder for those features.

G. For each size transformer, bidder shall quote the guaranteed average No Load
(NL loss) and average Full Load (FL loss) losses in watts. Bids will be
evaluated in accordance to the following formula: Evaluated Cost = Bid Price
+ N/L losses *$9.17 + F/L loss #$4.59.
H. The supplier of the transformers shall provide PPUC with certified test reports
of supplied transformers. If the average losses are higher or lower than quoted
losses, the invoice will be adjusted accordingly. If the difference in losses is
excessive, PPUC reserves the right to reject the transformers and require the
manufacturer to remanufacture new transformers in according with
specification and quoted losses.
I. Transformers shall have two (2) primary bushings. Pushing insulation is 30
KV BIL>
J. Transformers shall have four (4) 2.5% taps all below the rated voltage, to boost
secondary voltages. Taps shall be set up as follows:
Tap 1 – 100% or 7.97 KV
Tap 2 – 97.5% or 7.77 KV
Tap 3 – 95% or 7.57 KV
Tap 4 – 92.5% or 7.37 KV
Tap 5 – 90% or 7.17 KV
K. Transformers shall have on tank mounted MOV lightning arrester with
insulated bird guard and insulated jumper to the bushing.
L. Transformer oil shall comply with EPA regulations for one PCB oil. Each
transformer shall be clearly marked with a “NON-PCB” sign.
M. Transformer shall be conventional, not CSP transformers. Transformers shall
be protected with outside mounted fuse cutouts.
N. Transformers shall be capable of begin connected into three phase banks.
GENERAL REQUIREMENTS:
A. The transformers shall be capable of operating satisfactory in an ambient

B. VOLTAGE
The Palau Public Utility Corporation utilizes a 13.800/7970 voltage multi
grounded system for its primary distribution feeders.
C. BUSHINGS
Primary connection to be dead front, loop feed, 15KV 200 AMP, externally
clamped high voltage epoxy bushing wells and load break inserts, Insulation
class 95 KV BIL.
Low voltage connection to be in plated 4 holes spade type insulated terminals
to accept copper or aluminum NEMA spades, with external removable
grounding strap on neutral. Insulation class 30 KV BIL.
D. TEMPERATURE RISE
At rated voltage and KVA, the temperature rise of the windings of the
transformer shall no exceed 65 deg. C., when measured by the resistance
method. The hot spot temperature rise shall not exceed 80deg. C, in accordance
with the latest Revision of ANSI C57.
E. GENERAL CONSTRUCTION AND ARRANGEMENT
The transformer tank, cover, enclosure, cocking fins, and all assorted hardware
metal shall be fabricated form type 304L, stainless steel. Manufacturer shall
identify by appropriate marking the type of Stainless Steel metal used and
specify the thickness of the metal in inches or in gauge size.
The hand hole cover shall be tightly gasket and securely clamped to the tank to
prevent entrance of moisture.
Standard ANSI accessories shall be provided and fill plug and pressure relief
device suitable for relieving excessive pressure if such develops within the
tank.
In addition to regular locking provisions, access doors shall be secured by
recessed captive Stainless Steel Penta head bolt.
F. CIRE ABD COILS
Core and coils shall be assembled properly with five-legged core/coil assembly
and free of foreign material and rust.
Transformer core assembly with Low Loss Amorphous Steel.
G. IMPEDANCE AND SHOR T CIRCUIT CAPABILITY

The transformers shall be constructed to withstand mechanical and thermal
stresses due to secondary short circuit in accordance with the latest revision of
ANSI standard C57.12.00.
H. TAPS
Each transformer shall be supplied with an approved external tap changing
mechanism for de-energized operation.
Each transformer shall be equipped with four (4) different tap setting in 2.5%
increments, in addition to the neutral position.

I. FUSING
High side fusing shall be by means of BAY-O-NET type, oil immersed,
expulsion fuses accessible through primary compartment and backed up by
isolation link. A drip shield shall be below the fuses.
Manufacturer shall stencils in yellow letters at least 1” tall, the following
statement in a visible location above and or below the fuse. Words shall be
stenciled in English and Palau as follows:

J. HIGH VOLTAGE SWITCHES
All transformers 300 KVA and over shall have high voltage load break
sectionalizing switches. The above high voltage load break switches are to be
contained inside the transformer tank and may be oil immersed.
The load-break switches shall provide circuit connections as shown in Exhibit 1
(8.3.13.2) Line 1 –on, Off. Line 2 –on, off.

The operating handles of the high voltage load break switches for Line 1 and
Line 2 shall be located in the high voltage section of the terminal and switching
compartment and shall be suitable for hot stick operation. The position of the
switches, whether open or closed, shall be clearly indicated.
The high voltage bad break switches shall meet the following requirements
when completely assembled and installed in the pad mount transformer.
a. Voltage rating of load break switches: 15,000 volts, 95 KV BIL
b. Make and latch rating: 5000 rms
c. Symmetrical amperes
d. There shall be no arcing time after the switch blades have traveled from
the closed position to the fully open position.
The transformer shall be electrically rested in accordance with ANSI standard
C-57.12.90.
The bidders shall submit with their bids, the “guaranteed average” no load and
full load losses for each transformer classifications.
The Successful bidder after testing the transformers at the factory shall submit
certified test reports within 2 weeks as to actual losses of each transformers.
PPUC may select to send someone to witness the tests. PPUC will reject all
transformers that do not comply with PPUC tendering specifications and quote
form the successful bidder.
4. OBTAINING RFP
Electronic copies of the RFP may be obtained by emailing the nominated Contact Officer below, or from the
PPUC website www.ppuc.com. All prospective bidders are requested to provide their contact details (company
name and website, contact person, email and telephone number) to ensure they receive any updates to the RFP.

5. PROPOSAL REQUIREMENTS
The Proposer shall submit a written proposal which includes:
1. A Title Page identifying the RFP No. and the Works to be provided;
2. An appreciation of the scope of work and activities required, and the methods proposed to be used
to complete the works;
3. Summary of experience in the Pacific Rim for the last three years.
4. Key Personnel or Contact Personnel;
5. Proposed time to start after notification of award
6. Fixed Lump Sum Price for works;
7. Other Proposal features which will contribute to the value of the offer.
6. SUBMISSION OF PROPOSALS
Interested Contractors may submit their sealed Proposal hardcopy to PPUC- Main Office, 2nd Floor, Oldiais
Building, Medalaii, Koror, Palau 96940, or by email to the nominated Contact Officer. For inquiries regarding
submission of quotations, please contact Mr. Mahor as noted above.
7. PAYMENT TERMS
A. Payment terms shall be determined as follows: a. After evaluation per proposal b. After negotiations with the winning offeror. c. All payments shall be made after receipt of original invoice from contractor for each work
phase, certified by a duly authorized PPUC representative
8. EVALUATION AND SELECTION PROCESS All proposals received shall be evaluated by a specially convened committee. The following criteria (NOT
Necessarily in Order) will be used to evaluate proposals:
A - Technical: 60%
1. Proposal compliance with all RFP requirements as stated in this document
2. Proposed Project Time-Frame
3. Familiarity and experience with this type of project for the last Three Years in the Pacific Rim.
4. Fast Records with PPUC Projects.
5. Meet the Required Specifications.
B - Financial: 40%
1. Proposed Project Cost.

9. GENERAL CONDITIONS
A. Suppliers are required to submit their proposals based upon the conditions expressed in these
instructions
i. Assignment of Contract: The contract shall not be assigned to any party without prior written consent
from PPUC.
ii. RFP Modification: This RFP does not commit PPUC to award a contract, to pay any costs incurred
in the preparation of the proposal under this request, or to procure or contract for services. PPUC also
reserves the right to accept or reject any or all proposals received under this request, to negotiate with
qualified Bidder, or to cancel in whole or in part this RFP, if it is in the best interest of PPUC to do so.
Prospective Bidder under this RFP may be required to participate in negotiations and to submit any
price, or technical revisions to their proposals as may result from the negotiation process.
iii. Transfer of property: All proposals shall become PPUC property.
iv. Conformity: The PPUC procurement regulations shall apply to all proposals and winning contractor
shall be bound by them.
v. Submission of the Proposal:
1. A cover page with a table of contents
2. An executive summary page that summarizes the corporate history, contractor’s ability to
satisfy the requirements of this RFP, project cost and a synopsis of salient details required
in this RFP.
3. The proposals shall be sealed in a package and should include:
a. The Contractors information (i.e., Name, Address, and Contact) on the outside package
b. The RFP# on the outside of the package that should be submitted NO LATER THAN
4:00 PM of CLOSING DATE-Palau Time.

c. The sealed package should include the One (1)original plus Six (6) and One (1) USB Soft
copies of the proposal.

Appendix 2: Schedules of Rates and Prices
Price Schedules
General
1. The Request for Proposal will be a Lump Sum Quotation for completion of all specified works;
Electric Poles.
2. The Schedules generally describe the works to be performed. Bidders shall be deemed to have read
the RFP and visited the sites to ascertain the full scope of the requirements prior to filling in the
price. The entered price shall be deemed to cover the full scope as aforesaid, including overheads
and profit.
3. If bidders are unclear or uncertain as to any item, they shall seek clarification in writing prior to
submitting their bid.
Pricing
4. Prices shall be entered in indelible ink, and any alterations necessary due to errors, etc., shall be
initialled by the Bidder.
5. Bid prices shall be quoted in United States Dollars, in the manner indicated in the Bid Form of the
RFP. For each item, bidders shall complete each appropriate column in the respective Schedules,
giving the price breakdown as indicated in the Schedules.
6. Payments will be made to the Contractor in United States Dollars.
7. When requested by the Employer for the purposes of making payments or partial payments, valuing
variations or evaluating claims, or for such other purposes as the Employer may reasonably require,
the Contractor shall provide the Employer with a breakdown of any composite or lump sum items
included in the Schedules.
