SUBJECT: Steel Water Tank Coatings
The Quartz Hill Water District (QHWD) is soliciting proposals from qualified companys for
coating systems on four of the District owned steel welded water reservoirs. These reservoirs
are a critical component of the Districts distribution system accounting for 5.2 million gallons of
potable water.
Your proposal should contain, but not be limited to the following considerations: 1. Experience of your company in relation to the scope of work proposed for QHWD. 2. A list of similar local governments or pertinent jobs served by your company. 3. A break down of the cost per Tank site and overall completed job cost (see following pages). We will look forward to receiving your proposals on or before 12/20/2017 by 9:00am, in the form of a sealed proposal. It can be mailed to: Quartz Hill Water District 5034 W. Ave L Lancaster Ca, 93536 The final decision of the selection of the company to conduct the work proposed will be made by the Board of Directors. The final agreement will be in the form of a written contract. Scope for Exterior Painting
Provide a new coating system for the exterior of a steel welded water tank per the District
Specifications and manufactures specs. Include painting the inlet/outlet piping as well.

Scope For Interior/Exterior Painting
Provide a new coating system for the interior and exterior of the following steel welded water
tanks per the Districts Specifications and manufactures specifications. Include painting the
inlet/outlet piping as well.
Remove the existing ladder with cage and install a secure/safe staircase system.
Note:These two tanks have an “old cold tar” black coating on the interior which will need to be
removed.
Note: These two tanks have several cellular antennas mounted to them which will need to be
painted to match the Tank color using an approved water base paint.

District Paint Specifcations
New construction, two coat atmospheric coating system:
• Clean surface per SSPC-SP 1 and prepare steel to a minimum of SSPC-SP 10 achieving a
sharp angular profile
o Primer – Bar-Rust 235 – apply one coat at 4-8 mils DFT on properly prepared
steel with 1.5-2.5 mil profile or
o Primer – Bar-Rust 233H – apply one coat at 4-8 mils DFT on properly prepared
steel with > 2.5 mil profile
o Finish – Devthane 378 (semi-gloss) – apply one coat at 2-3 DFT mils or
o Finish – Devthane 379 (gloss) – apply one coat at 2-3 mils DFT
Existing painted structure or repair/maintenance, two coat atmospheric coating system:
• Old coatings, rust, all bare steel, etc. require SSPC-SP 2 cleaning
o Clean surface per SSPC-SP 1 with minimum of 3000 psi pressure washer
removing contaminants
o Rinse thoroughly with water and allow to dry
o Dull glossy areas by light sanding to well adhered existing coating and remove
sanding dust

o Prime bare areas with primer Devran 203 at 3-4 mils DFT or
o Prime bare areas with primer Bar-Rust 231 at 4-8 mils DFT
o Finish – Devthane 378 (semi-gloss) – apply one coat at 2-3 mils DFT to all
properly prepared new and existing surface or
o Finish – Devthane 379 (gloss) – apply one coat at 2-3 mils DFT to all properly
prepared new and existing surface
Interior immersion service for potable drinking water storage tank
• Clean surface per SSPC-SP 1 and prepare steel to a minimum of SSPC-SP 5 achieving a
sharp angular profile of 1.5-2.5 mils
o Brush stripe all weld lanes, edges, hard to reach locations, etc. with Bar-Rust
233H
o Primer – Bar-Rust 233H – apply one coat at 4-8 mils DFT on properly prepared
steel
o Finish – Bar-Rust 233H – apply one coat at 4-8 mils DFT
� For best performance apply third coat at 4-8 mils DFT, entire system not
to exceed 20 mils
Interior immersion service for potable drinking water storage tank with 2 coats above high
water line (roof, rafters, etc.) and single coat for immersion
• Clean surface per SSPC-SP 1 and prepare steel to a minimum of SSPC-SP 5 achieving a
sharp angular profile 1.5-2.5 mils
o Above high water line coat as follows:
� Brush stripe all weld lanes, edges, hard to reach locations, etc. with Bar-
Rust 233H
� Primer – Bar-Rust 233H – apply one coat at 4-8 mils DFT on properly
prepared steel with > 2.5 mil profile
� Finish – Bar-Rust 233H – apply one coat at 4-8 mils DFT
o For best performance apply third coat at 4-8 mils, entire
system not to exceed 20 mils TDFT
o Below high water line in immersion as follows:
� Brush – stripe all weld lanes, edges, hard to reach locations, etc. with
Bar-Rust 234P
� Finish – Bar-Rust 234P – apply one coat of Bar-Rust 234P at 25-30 mils
TDFT, not to exceed 50 mils TDFT
Steel preparation and coating application completed in accordance with Product Data Sheets
and Application Guidelines.
