INFORMATION FOR PROPONENTS

1. As per the specifications provided, each manufacturer is invited to submit pricing and delivery for one (1) Rescue Fire Apparatus.

2. The specifications shall be answered on the forms provided or the bid will be disqualified. Each bidder shall submit a set of specifications outlining the exact vehicle proposed.

3. Other bid forms or the submission of alternates, not detailed in the specifications, shall be cause for disqualification.

4. It is the intent that the specifications clearly identify the furnishing and delivery of a complete Rescue Fire Apparatus as specified.

5. Bids submitted will be reviewed and evaluated based on qualifications, bonding, quality programs, irregularities, delivery and price.

6. The purchaser shall be the sole determining organization as to the award of the bid, and the lowest price may not necessarily be accepted.

7. A proponent may submit separate proposals for more than one vehicle.

8. The proponent may withdraw a submitted proposal at any time up to the official closing time by letter bearing a signature and/or seal. Withdrawal requests received after the proposal closing time will not be permitted.

9. In the event that only one proposal is received at time of closing, the Municipality will either open the proposal or delay opening of the proposal until a decision is made as to whether to open or reject the proposal.

10. Any and all changes to the terms, conditions or specifications required before proposal closing will be issued by the Municipality in the form of a written Addendum. If addenda are issued, their receipt must be acknowledged by the proponents.

11. The Municipality reserves the right to accept or reject any and all proposals.

12. The Proposal Form must be completed in ink, in full, signed and returned in a sealed envelope clearly marked with the name and address of the proponent, and labeled “Proposal – Rescue Fire Apparatus”

13. Facsimiles are not acceptable.

14. All prices must be in Canadian funds.

15. Pricing provided shall be held firm for a maximum of thirty (30) calendar days from the RFP closing date.

16. The vehicle shall be delivered in no more than 400 calendar days from the award of the contract to (preference may be given to shorter delivery dates):

17. Detail the cost of delivery separately as the Municipality may pick up the vehicle from the successful proponent. If applicable.

18. If any payment is required prior to delivery, the proponent shall complete a payment schedule with their submission.

19. The Municipality reserves the right to hold back 10% of payment until such time as the vehicle is proven to perform at expected levels.

BID BOND

A 10% bid bond shall be provided from the apparatus manufacturer. Bonds from sales

representatives, agents, or other parties shall not be recognized or accepted. This bond shall

remain in effect until the time of contract award. (Mandatory Requirement)

WARRANTY

1. The warranties required by the Municipality are noted in Section 35 of the proposal specification. Copies of all warranties shall be included with the bid submission.

2. All warranties shall be binding on the successful proponent over the service life of the apparatus.

3. All warranties from the proponent or any subcontractor, whether or not herein requested for any portion of the unit proposed shall be included in the bid submission.

4. Warranties shall begin on the dates noted in Section 35 of the proposal specification.

TERMS & CONDITIONS

1. The successful proponent shall provide a written contract outlining the scope of the product to be supplied as per the specification document. The contract shall be acceptable to the North Middlesex Fire Department and endorsed by both parties.

2. Vehicle must be supplied with suitable components necessary to ensure safe and satisfactory operation whether or not specified herein.

3. Where minimums are called for, the unit must meet or exceed the minimum stated.

4. The successful proponent shall provide instruction by a qualified and responsible representative of the supplier to a representative of the North Middlesex Fire Department. Topics of instruction shall include but not be limited to operation, care and maintenance of the apparatus and equipment. The training plan is to be included with your proposal submission.

5. Should the vehicle require special tools to perform maintenance, repairs, etc., such tools shall be provided to the North Middlesex Fire Department at the time of delivery and shall be included in the bid price.

6. The proponent will not, without written consent of the Municipality, make any assignment or any subcontract for the execution of any service or product hereby proposed on.

7. In cases of dispute whether a product or service proposed or delivered meets the condition in the accepted proposal, the decision of the Municipality shall be final and binding on all parties.

8. Defective components will not be accepted. Parts, equipment and assemblies that have been repaired or modified to overcome deficiencies shall not be furnished without the written approval of the Municipality.

9. Any welded, bolted or riveted construction utilized shall be in accordance with the accepted standards of the industry. Component parts and units shall be manufactured to definite standard dimensions with proper fits, clearances, and uniformity. The general appearance of the vehicle shall not show any evidence of poor workmanship.

QUALIFICATION DOCUMENT

All bidders must fill this form out completely. Bids not returned with this form completely filled out will be disqualified. Any blank spaces or noncompliance to Mandatory Requirements could result in the manufacturers bid submittal being disqualified. REQUIREMENTS 1) The manufacturer or designated servicing dealer of the apparatus must be certified and in good standing with the Workers Compensation Board. Proof of certification must be supplied with the bid. A manufacturer or designated servicing dealer that is not in good standing with their local Workers Compensation Board shall be disqualified. ENGINEERING DRAWINGS The proponent shall submit with the "proposal" blueprints which are “representative” of the vehicle being proposed and these have been generated on computer-aided-design (CAD) equipment. The blueprints submitted shall be on "B" size paper, 11" x 17" in size and views are on 1/16" to 1" scale. The blueprints are provided as follows: Left side exterior view Right side exterior view Rear exterior view Front view Top View The proponent shall provide construction drawings for approval prior to actual construction of the vehicle. The design of the equipment is in accordance with the best engineering practices. The equipment design and accessory installation shall permit accessibility for use, maintenance and service. All components and assemblies shall be free of hazardous protrusions, sharp edges, cracks or other elements, which might cause injury to personnel or equipment. All oil, hydraulic, and air tubing lines and electrical wiring shall be located in protective positions properly attached to the frame or body structure and shall have protective loom or grommets at each point where they pass through structural members, except where a through-frame connector is necessary. Parts and components will be located or positioned for rapid and simple inspection and recognition of excessive wear or potential failure. Whenever functional layout of operating components determines that physical or visual interference between items cannot be avoided, the item predicted to require the most maintenance shall be located for best accessibility.

SERVICE MANUAL SUPPORT As part of the standard delivery manual, the proponent shall give a password-protected link to the end user, allowing access to the manufacturers' database on service parts. The internet-based system shall allow the end user to access the major component supplier's service parts listing such as Hale, Waterous, Akron, etc. This shall be accomplished with simplistic point and click features on the manufacturer line item within the "stripper" or "line item sheet". This will include automatic updates, printable schematics and manufacturer's web links and be available in the commercially available format of Adobe Acrobat Reader to access these documents. As

1. GENERAL INSTRUCTIONS

a. The bidder shall submit four (4) sets of completed Qualification Documents, Proposal Forms, Specification Documents and Attachments.

b. For each item in this RFP, the “Yes/No” column of the form must be completed. Bidder shall indicate “Yes” only where the equipment or service provided will fully comply with that item. If the mandatory criteria cannot be supplied, “No” shall be indicated and the “Specification/Variations” column must be completed with the specifics of the proposed alternatives. If necessary, the Bidder may also supply a separate document fully detailing the variation on a separate page, referring to the section and the item number.

c. Where the RFP asks for information the answer must appear in the “Specification/Variations” column. If more space is required the information may be provided on a separate page, referring to the section and the item number.

d. The bidder shall specifically point out in their written RFP any circumstances where the minimum specification requirements may not be met.

e. Proposals which do not meet specification, and for which retrofitting is impractical, will be disqualified.

f. The warranty coverage applicable to various components or assemblies shall be specified. Such warranty coverage to become effective from the date the apparatus is placed in service.

g. Proposals must be based on a new apparatus. The apparatus and all accessory items shall be in current use in the fire service and have parts availability within a reasonable time/distance.

h. All bidders must supply a five (5) view drawing of the truck proposed. Drawings which are “For reference only” shall not be acceptable.

i. Unless otherwise specified, construction shall meet or exceed CAN/ULC S515-13 standards and NFPA 1901 latest edition.

j. All items offered must comply with the requirements of all applicable Canadian Federal and Provincial (ON) regulations.

k. The specifications are to be considered as a minimum requirement and do not relieve the vendor of the responsibility of supplying a complete fully functional unit, suitable for the service intended.

l. Bidder shall state the after sales service and parts support provided.

m. The apparatus and equipment shall comply with the Canadian Motor Vehicle Safety Standards and all Federal and Provincial Motor Apparatus laws that are applicable to the apparatus being used in Ontario.

n. Documentation supporting the vehicle is to be delivered with the vehicle, such documentation will include: One maintenance manual and one parts list (in hard

copy) and one additional copy on CD­ROM. Two operator manuals. One set of repair manuals (hard copy and on

CD­ROM) Instructions shall include service, maintenance, repair and troubleshooting procedures for major and minor components of the chassis. A table of contents, wiring and air schematics shall be included. Parts lists shall include description, part numbers and quantities of all major and minor components.

o. A minimum of one (1) pre-construction meeting shall take place at a place and time suitable to the North Middlesex Fire Department.

p. One (1) Mid-Point inspection trip for two (2) Fire Department personnel shall be made to the facility at the completion of body construction and prior to paint application. Air travel (for distances over 400 km), meals and lodging expenses shall be included. This Mid-Point inspection may also be achieved through live video conferencing at a time acceptable to the North Middlesex Fire Department.

q. One (1) Final inspection trip for two (2) Fire Department personnel shall be made to the facility at the completion of construction of the apparatus including all bracketry and mounting hardware. Air travel (for distances over 400 km), meals, and lodging expenses shall be included.

r. The GAWR, and GCWR or GVWR of the chassis shall be adequate to carry the fully equipped apparatus including: all tanks; reservoirs; personnel weight; and any miscellaneous equipment allowance of 5000 lb. (2268 kg). The successful proponent shall calculate the unequipped personnel weight at 250 lb. (91 kg) per person, times five (5) persons to ride the apparatus. The successful proponent shall supply the final manufacturer’s certification of GVWR or GCWR, and GAWR on a nameplate affixed to the vehicle.

version of “NFPA 1901- Standard for Automotive Fire Apparatus” at the time of manufacture. The height of the vehicle's center of gravity shall not exceed the chassis manufacturer's maximum limit. State the actual number of inches from the ground for the center of gravity The front to rear weight distribution of the fully loaded vehicle as defined in NFPA 1901, Section 8-1 shall be within the limits set by the chassis manufacturer. Front axle loads, when fully loaded, shall not be less than the minimum axle loads specified by the chassis manufacturer. The difference in weight from side to side on each axle, when the vehicle is fully loaded and equipped as defined in NFPA 1901, Section 8-1, shall not exceed 7 percent.

t. The completed apparatus shall be treated prior to delivery with a rust proofing application that creates a barrier of protection for metals and neutralizes the harmful effects of salt and moisture. Rust proofing products/applications utilizing tars, waxes and tackified oils are not acceptable.

u. Hydraulic lines, air system tubing, control cables and electrical lines shall be clipped to the frame or body structure of the apparatus and shall be furnished with metal protective looms or grommets at each point where they pass through body panels or structural members.

Exception: Where the design provides a through-the-frame connector, metal protective looms or grommets shall not be required.

g. A 110V AC power receptacle shall be provided in the cab. This receptacle shall be connected to the shoreline power system. The exact location of the receptacle will be discussed at the pre­construction meeting.

h. The apparatus "Electrical Distribution System" (EDS) shall be mounted in a sealed weather proof box and located away from water spray conditions. The main body junction panel shall house the automatic reset breakers and relays where required. The main body junction panel shall be located in the pump compartment.

i. One (1) 12 volt dual USB power outlet with 5 volt 2.1 amp output shall be provided in the centre cab console. The alternator shall be connected to the power and ground distribution system with cables sized to carry the Manufacture’s rated alternator output. Two (2) complete, CLEAR LAMINATED circuit diagrams shall be provided with the apparatus. computer using either Microsoft ™ or Apple ™ Operating

Systems using Class 1/ O.E.M. supplied reporting software.

17. BODY WIRING

f. The diagnostic display shall allow for fault and condition messages to be displayed.

g. The networked system shall meet the following minimum requirement components:

• Power management centre

• Load shedding power management

h. All wiring shall be stranded copper or copper alloy conductors of a gauge rated to carry 125 percent of the maximum current for which the protected circuit. Voltage drops in all wiring from the power source to the device shall not exceed 10 percent.

i. The wiring, wiring harness and insulation shall be in conformance to applicable SAE J-1128 with GXL temperature properties and NFPA standards.

j. All exposed wiring shall be protected in a loom with a minimum temperature rating of 289 degrees Fahrenheit. All wiring looms shall be properly supported and attached to body members.

k. The electrical conductors shall be constructed in accordance with applicable SAE standards.

l. Wiring connections shall use a method that provides a positive mechanical and electrical connection.

m. Electrical connections shall be with mechanical type fasteners and large rubber grommets where wiring passes through metal panels.

n. Wiring between the cab and body shall be joined using Deutsche type connectors or in an enclosed terminal junction panel and permit body removal with minimal impact on the apparatus electrical system.

o. Electrical junction or terminal boxes shall be weather resistant and located away from direct water spray. In addition, the main body junction panel shall house the automatically reset breakers and relays as required.

p. Exposed electrical cabling, harnesses, or terminal connections shall not be located in compartments, unless they are enclosed in an electrical junction box or covered with a removable electrical panel.

q. Wiring shall be uniquely identified at least every two feet (2') by colour coding or permanent marking with a circuit function code and identified on a reference chart or electrical wiring schematic per requirements of the applicable NFPA 1901 standards.

r. The electrical circuits shall be provided with low voltage over current protective devices. Such devices shall be accessible and located in required terminal connection locations or weather resistant enclosures. u. A single warning light switch shall activate all required warning lights. This switch will allow the vehicle to respond to an emergency and "call for the right of way".

18. INTERIOR LIGHT & ACCESSORIES

c. Two (2) Whelen M9LZC M9 Series scene light (or equivalent) with chrome flange shall be supplied on the rear of the apparatus body. h. One (1) Knight 2, manufactured by Command Light, part number KL415A-FS, light tower shall be provided and installed on top of the body. The location of the light tower and its controls shall be installed according to instructions given by the customer and the requirements of the light tower manufacturer. The location of the light tower shall be towards the front portion of the apparatus body and shall be recessed to allow for protection when the light tower is in the nested position. The light tower shall extend 87-1/2" above the mounting surface and shall extend to full upright position in less than 15 seconds. The overall size of nested light tower shall be approximately 35" wide x 47" long x 13" high and weigh approximately 165 pounds. The electrically controlled unit shall not require usage of the vehicle's air supply for operation, thereby eliminating the chance for air leaks in the vehicle braking system. Hydraulic or pneumatic type floodlights are not acceptable alternatives to the specified all electric light tower. The light tower shall be tested to in wind conditions of 90 mph (150 kph) minimum. Other type floodlights that have not been tested to these conditions are not acceptable. The light tower shall be capable of overhanging the side or back of the vehicle to provide maximum illumination to the vicinity adjacent to the vehicle for the safety of emergency personnel in high traffic conditions. Any tower that is only capable of rotations at the top of a pole is not an acceptable alternative to the specified tower. The light tower shall be a two-stage articulating device with a lighting bank on top of the second stage capable of continuous 360 degree rotation. The light shall be elevated by electric linear actuators, one (1) actuator shall elevate the lower stage and one (1) actuator shall adjust the light bank angle from 0 to 110 degrees. Power for the light bank shall be supplied through power collecting rings thus allowing continuous 360 degree rotation in either direction.

23. GENERATOR

a. One (1) hydraulic PTO driven generator is to be installed on the apparatus. The generator is to be 10,000 Watts and capable of running all electrical equipment specified including the hydraulic Power unit specified in 30 a. and installed and tested in compliance with NFPA 1901(current edition) Chapter 22 standards and requirements. The generator shall be mounted on top of the apparatus in a location approved by the North Middlesex Fire Department as determined at the preconstruction meeting. The generator shall be easily separated into three major components (tray, cooler/fan assembly, and reservoir) for mounting in custom or remote locations on the apparatus. The installation of the generator shall be designed for continuous operation without overheating and undue stress on components. The generator tray assembly shall be delivered with the cooler/fan assembly mounted such that hot air is exhausted straight up, through an NFPA approved walking grate. The generator system shall consist of the following components;

Generator tray assembly which includes the generator, hydraulic motor, cooler, fan, Electronic Control Unit, 10 micron spin-on fluid filter and reservoir. The generator mounting base shall be constructed of a solid 3/8” thick 6061T6 extruded aluminium base plate.

Axial piston hydraulic pump with pressure compensated control;

Command and Control Center (CCC) display with all required wiring harnesses.

The generator tray assembly shall be delivered with the cooler/fan assembly mounted such that the hot air is exhausted straight up. An NFPA 1901 compliant extruded aluminium grate walking surface shall be installed on top of the entire generator tray assembly. The generator system shall be provided with a digital meter display in compliance with NFPA 1901 Chapter 22.4.6. The Command and Control Center (CCC) shall be an interactive operator control center, equipped with smart touch solid state buttons, with super bright red LERD displays for voltage, frequency, dual amperage displays , hour meter, service reminders, operator warnings, system faults and diagnostics. e. Steps, platforms, or permanently affixed ladders shall be provided, as necessary, to permit firefighters to access all working and storage areas of the apparatus. There will be no exception to this and details will be discussed at a pre-assembly meeting. When such items are utilized, the maximum stepping height shall not exceed 18”, with the exception of the first step to the ground which shall not exceed 24”.

where the ground to the first step, platform, or

f. Handrails shall be supplied to assist fire fighters whenever they are expected to climb on or onto the apparatus and a ladder is not supplied. There will be no exception to this and details will be discussed at a pre-assembly meeting. NFPA approved, extruded aluminium ribbed finish "non-slip" access rails with chrome plated mounting brackets shall be provided. Smooth access rails or rails having an adhesive or rubber covering that can loosen over time are unacceptable. Handrails shall be fabricated from 1 ¼” diameter anodized aluminium extrusions, with a ribbed design, to provide a positive gripping surface. Handrails shall have a clearance of at least 2” between the handrail and any surface. Rubber gaskets shall be installed below each handrail bracket to prevent cracking or fracturing of the painted surface. Drain holes shall be provided in the bottom of all vertically mounted handrails.

g. There shall be a swing out and down access ladder supplied and installed on the rear of the apparatus, for accessing the top of the apparatus. It shall be of an all-aluminum design and shall incorporate treads 6" deep and no more than 18" apart. The ground to the first step dimension, on level ground, shall be no more than 18". When in the deployed position the ladder shall have an angle of approximately 75-degrees to facilitate ascending and descending the ladder. The ladder shall be retained in the stowed and deployed position by two (2) gas cylinders and shall not require the use of latches to hold it in position. The ladder shall be used to access the generator as described in 23 a.

b. A reflective trim and lettering package shall be installed to the specifications of the North Middlesex Fire Department. The exact details will be discussed at a pre-construction meeting. The following outlines the basic requirements.

c. There shall be a reflective stripe running the full length of the apparatus on both sides. The stripe shall incorporate a large scrolling “Z” pattern. The stripe shall be one (1) 4” and two (2) 1”white 3M reflective material. The Municipality of North Middlesex Logo shall be overlaid in the 4” portion on the rear of the body on both sides.

d. The front cab doors shall have the North Middlesex Fire Department crest applied and include the word “Parkhill” in the lower portion of the door below the crest.

e. A graphic of a telephone receiver over the numbers “911” shall be provided on both rear side roll up doors. The graphic shall be roughly 10” in height. The graphic shall be done with white 3M Diamond Grade reflective material.

f. On either side of the hood, above the fender area, the word “RESCUE” shall be lettered with 4” small engine turn gold and black shadowing.

g. The left and right sides of the body (above compartment doors) shall be provided with a slogan done in 5” small engine turn gold with black shadowing. The verbiage shall read “SMOKE AND CO ALARMS SAVE LIVES”.

h. The left and right sides of the body (above compartment doors) shall be provided with a flowing Canadian Flag. The flag shall be located between the upper level driver’s and officer’s side warning lights as described in 20 i and the slogan as described in 33 g. The exact flag graphic shall be approved by the North Middlesex Fire Department at a pre-construction meeting.

i. The entire rear portion of the body shall have 3M Diamond Grade reflective red and yellow Chevron striping installed as required by NFPA 1901.

j. The apparatus body and chassis cab shall be painted to match the colour of the apparatus body.

l. Preparation of the painted components, including pre-clean and pre-treat shall be in accordance with the paint manufactures specified guidelines.

The apparatus body and all other painted components shall be primed with a primer specified by the paint manufacturer and in accordance with their accepted guidelines.

m. The colour coat application shall be acrylic urethane. The final finish shall be free of dirt and sags and shall meet a minimum grade of 5 when compared to the "ACT" general orange peel standards by "ACT" Laboratories, Inc. of Hillsdale, MI.

n. All seams shall be caulked both inside and along the exterior edges with an automotive sealant to prevent moisture from entering between any body panels.

Once construction of the body and all parts have been completed, compartment doors, shelves, rub rails, running boards kick plates, overlays, handrails, lights, and all other parts are to be removed.

Tacked free of any dust particles, the body and all parts shall be individually sprayed to inhibit corrosion and provide lasting adhesion.

While constructing the truck body, all parts shall be properly fitted on the body and then removed. The backside of all parts shall be sanded smooth of any burrs and sharp edges.

During reassembly of the apparatus, care shall be exercised in fitting and fastening the parts back in their respective position on the vehicle.

o. One (1) quart of touch-up paint shall be furnished with the truck.

When the shoreline is disconnected all shoreline outlets will be transferred and run through the inverter including the load as described in 17 y. One (1) Command Light KL409D-H4 light tower shall be provided and installed on top of the body. The location of the light tower and its controls shall be installed according to the customer and the requirements of the light tower manufacturer.
