ONE (1) RESCUE FIRE APPARATUS

Sealed proposals to be addressed to William Davidson, Director, Emergency and Safety Services/Fire Chief, Municipality of North Middlesex, 229 Parkhill Main Street, Parkhill, ON N0M 2K0, marked “PROPOSAL - RESCUE FIRE APPARATUS” and to be received by 10:00 a.m. Local Time, Tuesday, May 07, 2019. Public Opening 10:10 a.m. Local Time, Tuesday, May 07, 2019. All proposals received will be date and time stamped according to the Municipal Office computer system. Proposals received after the date and time above will not be considered. It is the responsibility of the submitter to ensure their package is received prior to the closing whether sent by mail, courier or delivered in person.

INFORMATION FOR PROPONENTS

1. As per the specifications provided, each manufacturer is invited to submit pricing and delivery for one (1) Rescue Fire Apparatus.

2. The specifications shall be answered on the forms provided or the bid will be disqualified. Each bidder shall submit a set of specifications outlining the exact vehicle proposed.

3. Other bid forms or the submission of alternates, not detailed in the specifications, shall be cause for disqualification.

4. It is the intent that the specifications clearly identify the furnishing and delivery of a complete Rescue Fire Apparatus as specified.

5. Bids submitted will be reviewed and evaluated based on qualifications, bonding, quality programs, irregularities, delivery and price.

6. The purchaser shall be the sole determining organization as to the award of the bid, and the lowest price may not necessarily be accepted.

7. A proponent may submit separate proposals for more than one vehicle.

8. The proponent may withdraw a submitted proposal at any time up to the official closing time by letter bearing a signature and/or seal. Withdrawal requests received after the proposal closing time will not be permitted.

9. In the event that only one proposal is received at time of closing, the Municipality will either open the proposal or delay opening of the proposal until a decision is made as to whether to open or reject the proposal.

10. Any and all changes to the terms, conditions or specifications required before proposal closing will be issued by the Municipality in the form of a written Addendum. If addenda are issued, their receipt must be acknowledged by the proponents.

11. The Municipality reserves the right to accept or reject any and all proposals.

12. The Proposal Form must be completed in ink, in full, signed and returned in a sealed envelope clearly marked with the name and address of the proponent, and labeled “Proposal – Rescue Fire Apparatus”

13. Facsimiles are not acceptable.

14. All prices must be in Canadian funds.

15. Pricing provided shall be held firm for a maximum of thirty (30) calendar days from the RFP closing date.

16. The vehicle shall be delivered in no more than 400 calendar days from the award of the contract to (preference may be given to shorter delivery dates):

17. Detail the cost of delivery separately as the Municipality may pick up the vehicle from the successful proponent. If applicable.

18. If any payment is required prior to delivery, the proponent shall complete a payment schedule with their submission.

19. The Municipality reserves the right to hold back 10% of payment until such time as the vehicle is proven to perform at expected levels.

BID BOND

A 10% bid bond shall be provided from the apparatus manufacturer. Bonds from sales

representatives, agents, or other parties shall not be recognized or accepted. This bond shall

remain in effect until the time of contract award. (Mandatory Requirement)

WARRANTY

1. The warranties required by the Municipality are noted in Section 35 of the proposal specification. Copies of all warranties shall be included with the bid submission.

2. All warranties shall be binding on the successful proponent over the service life of the apparatus.

3. All warranties from the proponent or any subcontractor, whether or not herein requested for any portion of the unit proposed shall be included in the bid submission.

4. Warranties shall begin on the dates noted in Section 35 of the proposal specification.

TERMS & CONDITIONS

1. The successful proponent shall provide a written contract outlining the scope of the product to be supplied as per the specification document. The contract shall be acceptable to the North Middlesex Fire Department and endorsed by both parties.

2. Vehicle must be supplied with suitable components necessary to ensure safe and satisfactory operation whether or not specified herein.

3. Where minimums are called for, the unit must meet or exceed the minimum stated.

4. The successful proponent shall provide instruction by a qualified and responsible representative of the supplier to a representative of the North Middlesex Fire Department. Topics of instruction shall include but not be limited to operation, care and maintenance of the apparatus and equipment. The training plan is to be included with your proposal submission.

5. Should the vehicle require special tools to perform maintenance, repairs, etc., such tools shall be provided to the North Middlesex Fire Department at the time of delivery and shall be included in the bid price.

6. The proponent will not, without written consent of the Municipality, make any assignment or any subcontract for the execution of any service or product hereby proposed on.

7. In cases of dispute whether a product or service proposed or delivered meets the condition in the accepted proposal, the decision of the Municipality shall be final and binding on all parties.

8. Defective components will not be accepted. Parts, equipment and assemblies that have been repaired or modified to overcome deficiencies shall not be furnished without the written approval of the Municipality.

9. Any welded, bolted or riveted construction utilized shall be in accordance with the accepted standards of the industry. Component parts and units shall be manufactured to definite standard dimensions with proper fits, clearances, and uniformity. The general appearance of the vehicle shall not show any evidence of poor workmanship.

QUALIFICATION DOCUMENT

All bidders must fill this form out completely. Bids not returned with this form completely filled out will be disqualified. Any blank spaces or noncompliance to Mandatory Requirements could result in the manufacturers bid submittal being disqualified. ENGINEERING DRAWINGS The proponent shall submit with the "proposal" blueprints which are “representative” of the vehicle being proposed and these have been generated on computer-aided-design (CAD) equipment. The blueprints submitted shall be on "B" size paper, 11" x 17" in size and views are on 1/16" to 1" scale. The blueprints are provided as follows: Left side exterior view Right side exterior view Rear exterior view Front view Top View The proponent shall provide construction drawings for approval prior to actual construction of the vehicle. The design of the equipment is in accordance with the best engineering practices. The equipment design and accessory installation shall permit accessibility for use, maintenance and service. All components and assemblies shall be free of hazardous protrusions, sharp edges, cracks or other elements, which might cause injury to personnel or equipment. All oil, hydraulic, and air tubing lines and electrical wiring shall be located in protective positions properly attached to the frame or body structure and shall have protective loom or grommets at each point where they pass through structural members, except where a through-frame connector is necessary. Parts and components will be located or positioned for rapid and simple inspection and recognition of excessive wear or potential failure. Whenever functional layout of operating components determines that physical or visual interference between items cannot be avoided, the item predicted to require the most maintenance shall be located for best accessibility.

SERVICE MANUAL SUPPORT As part of the standard delivery manual, the proponent shall give a password-protected link to the end user, allowing access to the manufacturers' database on service parts. The internet-based system shall allow the end user to access the major component supplier's service parts listing such as Hale, Waterous, Akron, etc. This shall be accomplished with simplistic point and click features on the manufacturer line item within the "stripper" or "line item sheet". This will include automatic updates, printable schematics and manufacturer's web links and be available in the commercially available format of Adobe Acrobat Reader to access these documents. As

an alternative One (1) compact disc manual(s) may be provided on the operation of the complete apparatus. The CD manual(s) shall include a troubleshooting guide complete with recommended daily, weekly and annual maintenance procedures as well as a complete colour coded wiring diagram.

1. GENERAL INSTRUCTIONS

a. The bidder shall submit four (4) sets of completed Qualification Documents, Proposal Forms, Specification Documents and Attachments.

b. For each item in this RFP, the “Yes/No” column of the form must be completed. Bidder shall indicate “Yes” only where the equipment or service provided will fully comply with that item. If the mandatory criteria cannot be supplied, “No” shall be indicated and the “Specification/Variations” column must be completed with the specifics of the proposed alternatives. If necessary, the Bidder may also supply a separate document fully detailing the variation on a separate page, referring to the section and the item number.

c. Where the RFP asks for information the answer must appear in the “Specification/Variations” column. If more space is required the information may be provided on a separate page, referring to the section and the item number.

d. The bidder shall specifically point out in their written RFP any circumstances where the minimum specification requirements may not be met.

e. Proposals which do not meet specification, and for which retrofitting is impractical, will be disqualified.

f. The warranty coverage applicable to various components or assemblies shall be specified. Such warranty coverage to become effective from the date the apparatus is placed in service.

g. Proposals must be based on a new apparatus. The apparatus and all accessory items shall be in current use in the fire service and have parts availability within a reasonable time/distance.

i. Unless otherwise specified, construction shall meet or exceed CAN/ULC S515-13 standards and NFPA 1901 latest edition.

j. All items offered must comply with the requirements of all applicable Canadian Federal and Provincial (ON) regulations.

k. The specifications are to be considered as a minimum requirement and do not relieve the vendor of the responsibility of supplying a complete fully functional unit, suitable for the service intended.

l. Bidder shall state the after sales service and parts support provided.

m. The apparatus and equipment shall comply with the Canadian Motor Vehicle Safety Standards and all Federal and Provincial Motor Apparatus laws that are applicable to the apparatus being used in Ontario.

n. Documentation supporting the vehicle is to be delivered with the vehicle, such documentation will include: One maintenance manual and one parts list (in hard

copy) and one additional copy on CDROM. Two operator manuals. One set of repair manuals (hard copy and on

CDROM) Instructions shall include service, maintenance, repair and troubleshooting procedures for major and minor components of the chassis. A table of contents, wiring and air schematics shall be included. Parts lists shall include description, part numbers and quantities of all major and minor components.

o. A minimum of one (1) pre-construction meeting shall take place at a place and time suitable to the North Middlesex Fire Department.

p. One (1) Mid-Point inspection trip for two (2) Fire Department personnel shall be made to the facility at the completion of body construction and prior to paint application. Air travel (for distances over 400 km), meals and lodging expenses shall be included. This Mid-Point inspection may also be achieved through live video conferencing at a time acceptable to the North Middlesex Fire Department.

q. One (1) Final inspection trip for two (2) Fire Department personnel shall be made to the facility at the completion of construction of the apparatus including all bracketry and mounting hardware. Air travel (for distances over 400 km), meals, and lodging expenses shall be included.

r. The GAWR, and GCWR or GVWR of the chassis shall be adequate to carry the fully equipped apparatus including: all tanks; reservoirs; personnel weight; and any miscellaneous equipment allowance of 5000 lb. (2268 kg). The successful proponent shall calculate the unequipped personnel weight at 250 lb. (91 kg) per person, times five (5) persons to ride the apparatus. The successful proponent shall supply the final manufacturer’s certification of GVWR or GCWR, and GAWR on a nameplate affixed to the vehicle.

version of “NFPA 1901- Standard for Automotive Fire Apparatus” at the time of manufacture. The height of the vehicle's center of gravity shall not exceed the chassis manufacturer's maximum limit. State the actual number of inches from the ground for the center of gravity The front to rear weight distribution of the fully loaded vehicle as defined in NFPA 1901, Section 8-1 shall be within the limits set by the chassis manufacturer. Front axle loads, when fully loaded, shall not be less than the minimum axle loads specified by the chassis manufacturer. The difference in weight from side to side on each axle, when the vehicle is fully loaded and equipped as defined in NFPA 1901, Section 8-1, shall not exceed 7 percent.

t. The completed apparatus shall be treated prior to delivery with a rust proofing application that creates a barrier of protection for metals and neutralizes the harmful effects of salt and moisture. Rust proofing products/applications utilizing tars, waxes and tackified oils are not acceptable.

u. Hydraulic lines, air system tubing, control cables and electrical lines shall be clipped to the frame or body structure of the apparatus and shall be furnished with metal protective looms or grommets at each point where they pass through body panels or structural members.

2. TRAINING


a. Training sessions shall be provided by a qualified factory technician upon delivery. The intention is to have sufficient training sessions for each operator to become comfortable with key features relevant to the operator. These sessions will not be consecutive, and must be coordinated with the North Middlesex Fire Department.

3. COMMERCIAL CHASSIS


a. A three-piece 14 inch chromed steel bumper with collapsible ends shall be provided. No extension required.

b. A rearview camera system shall be provided. The camera shall activate when the transmission is placed in reverse.

c. Two (2) corrosion proof chrome tow eyes shall be mounted directly to the chassis frame rails, on each side of the front bumper. The eyes are to be close ended to allow for the towing of the apparatus as well as anchor points for technical rescue operations.

d. Two (2) corrosion proof chrome tow eyes shall be mounted directly to the chassis frame rails, on each side, at the rear of the apparatus. They shall be mounted in an easily accessible location but not in a position to become a trip/safety hazard when working around the apparatus. The eyes are to be close ended to allow for the towing of the apparatus as well as anchor points for technical rescue operations.

e. The angle of approach and angle of departure shall be within the specifications outlined by the most current NFPA 1901 standards.

f. The vehicle shall be equipped with an electronic stability control system which utilizes the chassis manufacture’s anti-lock braking and throttle control systems to aid in the prevention of vehicle rollover.

g. The apparatus shall be mounted on a new domestic commercially produced, four (4) door chassis with seating capacity for five (5). The preferred chassis is a Freightliner M2106 or International MV.

4. ENGINE


a. The engine shall be an electronically governed, turbocharged diesel engine with a minimum 350 hp. The preferred engine is a Cummins diesel.

d. An engine hour meter shall be mounted in the cab and incorporated into the gauge package.

e. The apparatus shall be equipped with an auxiliary braking system with controls mounted on the dash. The preferred method is a Turbo Brake or equivalent.

f. A programmable high idle switch shall be provided and mounted in the cab. It shall be pre-set so when activated, it will operate the engine at the appropriate RPM to increase alternator output and optimize output of the HVAC system.

g. The engine cooling system fan shall incorporate a thermostatically controlled, clutched type fan drive. When the clutched fan is disengaged it shall facilitate improved vehicle performance, cab heating in cold climates, and fuel economy. The fan clutch design shall be fail safe so that if the clutch drive fails, the fan shall engage to prevent engine overheating due to the fan clutch failure. Auto Fan Control system shall also include a dash switch and indicator light, not engine mounted.

5. ENGINE AIR INTAKE


a. A dry type two stage cleaner shall be provided that is properly sized for use with the specified engine. The air

6. EXHAUST SYSTEM


a. The exhaust system shall be shielded to prevent any heat damage to compartments, wiring, plumbing or any other surrounding component of the truck.

b. The Diesel Exhaust Fluid (DEF) tank shall have a minimum capacity of not less than five (5) usable gallons. The DEF tank shall be designed with capacity for expansion in case of fluid freezing. Engine coolant, which shall be thermostatically controlled, shall be run through lines in the tank to help prevent the DEF from freezing and to provide a means of thawing the fluid if it should become frozen.

c. The DEF system shall have indicators and controls on the driver’s dash. The indicators shall indicate;

d. The chassis exhaust system shall exit horizontally on the passenger side of the vehicle.

7. TRANSMISSION


a. An Allison EVS 3000 automatic transmission with electronic controls shall be provided. The automatic transmission range selector shall be a key pad type shifter, illuminated for night operation and shall be located to the right of the driver. A transmission temperature gauge with warning light and buzzer shall be mounted in the cab.

b. The transmission shall be programmed to automatically shift into neutral upon application of the park brake.

c. Transmission shall be supplied with synthetic lubricant. An electronic oil level sensor shall be included with the readout located in the shift selector.

a. The ceiling of the cab shall be covered with headliner material.

The seats shall be equipped with one (1) Bostrom Secureall SCBA bracket capable of being adjusted to fit any size bottle or brand of SCBA currently on the market. An NFPA approved and patented auto-lock mechanism shall hold the SCBA in place for a secure fit in all directions. The integrated one-touch release handle shall be located in the seat cushion for a quick and easy exit.

d. The rear passenger seats shall be H.O. Bostrom Tanker 450 SCBA Non Suspension LH, RH and Center rear passenger seats with under seat storage, Secureall ready cushion and NFPA 1901-2009 compliant seat sensor. The seats shall be equipped with five (5) Bostrom Secureall SCBA brackets capable of being adjusted to fit any size bottle or brand of SCBA currently on the market. An NFPA approved and patented auto-lock mechanism shall hold the SCBA in place for a secure fit in all directions. f. An electrical console shall be constructed of .125" black thermoplastic coated smooth aluminum material and mounted in the cab of the truck chassis. The console will have a black bed lined finish on the exterior of the compartment. Console shall be designed and installed between the driver and passenger seats. The top face of the console shall be designed as the switch panel for all emergency light switches. The switch panel shall be bolted in place for easy access to the switch connections. All emergency light switches shall be lighted, rocker style. Switches shall be internally lit when the switch circuit is in the on position. A plug-in identification label is to be provided and installed adjacent to each rocker switch with backlighting provided behind the label. A rocker style internally lighted switch shall be provided and wired through a heavy-duty relay to activate power to the emergency lights. A single “MASTER SWITCH” on the electrical console shall activate the emergency lights. An area of the console is to be designed to store hardcopy reference material. Preferably located at the front or rear of the console, the area is to safely accommodate a standard 2” binder, Transport Canada Emergency Response Guidebook and clipboard at minimum.

l. One (1) proximity door switch shall be installed and wired into each compartment door opening for the purposes of automatically activating a dash mounted flashing indicator when any door is ajar. The light shall be LED, approximately 1" in diameter, red in colour, labelled "Do Not Move Apparatus" and located in full view of the driver.

m. One (1) proximity switch shall be installed and wired to the Light Tower as described in 19 h. or 38 a. for the purpose of automatically activating a dash mounted flashing indicator when the Light Tower is not in its fully stowed position. 9. CAB EXTERIOR


a. All metal door handles shall have a backing plate to prevent paint scratching and wear.

13. TIRES & WHEELS


a. Two (2) front tires shall be supplied that will be sufficient for the G.V.W. of the fully equipped apparatus, matched to the rated axle weight, and turning radius. The tires shall be Goodyear G182 RSD (or equivalent) with a highway tread.

15. BRAKE SYSTEM


a. Braking system must meet Canadian Motor Vehicle standards and current ULC braking specifications.

c. Brake stroke indicators shall be installed on each brake chamber.

d. All reservoirs shall be equipped with automatic drains as well as a pull cord system for manually draining the reservoirs. The pull cords shall be extended to the side of the truck and labelled.

e. The air brake system shall be equipped with an electric compressor and 110V shoreline to keep the system air pressure charged while parked in the fire station. (see Section 16-e. for details)

f. The vehicle shall be equipped with an Antilock Braking System (ABS) to provide controlled stopping under emergency braking conditions.

g. The ABS shall have the ability to provide Automatic Traction Control (ATC). The ATC shall apply the ABS when drive wheels spin in slippery conditions to aid in better traction for acceleration. There shall be a dash mounted ATC selector switch that allows the ATC to be turned on. The ATC shall default to the off position.

h. The ABS shall have the ability to provide Enhanced Stability Control (ESC). The ESC shall provide automatic ABS and throttle control to aid in maintaining vehicle stability.

16. CHASSIS WIRING


a. Sufficient batteries with a minimum of 625 Cold Cranking Amps (CCA) each shall be provided and shall be easily accessible but contained within an enclosure as to reduce road grime.

b. Battery jumper studs shall be provided. The studs shall allow the vehicle to be jump started or charged in the event of battery failure and be easily accessible.

d. Two (2) 12volt power point receptacles shall be installed on the dash to power external electronic equipment. The receptacles shall be powered only when the master battery disconnect switch is in the “ON” position.

e. One (1) Kussmaul Pump Plus 1200 battery charger and air compressor system shall be installed. The pump shall be equipped with an automatic drain routed to the exterior of the vehicle. The unit shall be mounted in a clean dry area and will be accessible for service and/or maintenance.

f. There shall be a Kussmaul 20-amp super auto eject with yellow cover supplied. The shoreline shall be located near the driver’s door. A Battery Charger Indicator shall be located on the interior of the cab and viewable from the exterior while standing at ground level, with the driver’s door open.

g. A 110V AC power receptacle shall be provided in the cab. This receptacle shall be connected to the shoreline power system. The exact location of the receptacle will be discussed at the preconstruction meeting.

h. The apparatus "Electrical Distribution System" (EDS) shall be mounted in a sealed weather proof box and located away from water spray conditions. The main body junction panel shall house the automatic reset breakers and relays where required. The main body junction panel shall be located in the pump compartment.

i. One (1) 12 volt dual USB power outlet with 5 volt 2.1 amp output shall be provided in the centre cab console. The outlet will provide for a minimum of two (2) USB devices to be connected at one time. The outlet shall be powered only when the master battery disconnect switch is in the “ON” position.

j. Chassis wiring/cabling may be accomplished through the use of multiplexing or a 12 Volt electrical system.

Cables shall be mounted in the frame and protected from water and heat.

The chassis cab, engine and transmission shall be electrically bonded to the chassis frame rails with braided ground straps. All rocker type dash switches shall be non-load bearing and shall be clearly marked and back lighted. All rocker type switches shall be operated in the same direction (i.e. top is "on" and bottom is "off'). Colour coding shall be determined at pre-construction meeting. The alternator shall be connected to the power and ground distribution system with cables sized to carry the Manufacture’s rated alternator output. The successful proponent shall provide a written statement identifying all amperage required/used by the vehicle, as well as any recommendation for a higher amp alternator based upon need. Two (2) complete, CLEAR LAMINATED circuit diagrams shall be provided with the apparatus. Exposed cabling (regardless of whether or not it is protected inside of a loom) will not be allowed in compartment interiors.

k. The apparatus shall be equipped with a Class1 Seat Belt

Warning System” (SBW) that is connected to the power train CAN (Controller Area Network) bus consisting of transmission (TCM), engine control (ECM) and anti-lock

brake (ABS) modules mounted on the apparatus. The SBW will function per NFPA 1901-2009 14.1.3.10 (Seat Belt Warning) using the Class1 “Seat Belt Input Module” for seat occupied and belt status information.

SEAT BELT WARNING DISPLAY

A small rocker style display shall be installed in the chassis cab for the seat belt warning system.

l. The apparatus shall be equipped with a Class1 “Vehicle Data Recorder (VDR) that is connected to the power train CAN (Controller Area Network) bus consisting of transmission (TCM), engine control (ECM) and anti-lock brake (ABS) modules mounted on the apparatus. The VDR will function per NFPA 1901-2009 sections 4.11 (Vehicle Data Recorder) utilizing the power train s J1939 data.

The VDR data shall be downloadable by USB cable to a

computer using either Microsoft ™ or Apple ™ Operating

Systems using Class 1/ O.E.M. supplied reporting software.

17. BODY WIRING


a. All marker lights and reflectors must conform to the Provincial and Canadian Motor Vehicle Safety Standards (CMVSS) Regulations.

b. The electrical system shall include all panels, electrical components, switches and relays, wiring harnesses and other electrical components. The electrical equipment installed by the apparatus manufacturer shall conform to current automotive electrical system standards, the latest Federal DOT standards, and the requirements of the applicable NFPA 1901 standards.

c. The apparatus body shall have a Weldon V-MUX multiplexing system, to provide diagnostic capability. The system shall have the capability of delivering multiple signals via a CAN bus, utilizing specifications set forth by SAE J1939.

d. The electrical system shall be pre-wired for computer modem accessibility to allow service personnel to easily plug in a modem to allow remote diagnostics,

troubleshooting, or program additions. There shall be a diagnostic display provided in the cab.

e. The multiplexed system shall use twisted-pair shielded wire within the electrical system for noise reduction.

f. The diagnostic display shall allow for fault and condition messages to be displayed.

• Power management centre

• Load shedding power management

• Solid-state circuitry

• Switch input capability

• Responsible for lighting device activation

• Self-contained diagnostic indicators

h. All wiring shall be stranded copper or copper alloy conductors of a gauge rated to carry 125 percent of the maximum current for which the protected circuit. Voltage drops in all wiring from the power source to the device shall not exceed 10 percent.

i. The wiring, wiring harness and insulation shall be in conformance to applicable SAE J-1128 with GXL temperature properties and NFPA standards.

j. All exposed wiring shall be protected in a loom with a minimum temperature rating of 289 degrees Fahrenheit. All wiring looms shall be properly supported and attached to body members.

k. The electrical conductors shall be constructed in accordance with applicable SAE standards.

l. Wiring connections shall use a method that provides a positive mechanical and electrical connection.

m. Electrical connections shall be with mechanical type fasteners and large rubber grommets where wiring passes through metal panels.

n. Wiring between the cab and body shall be joined using Deutsche type connectors or in an enclosed terminal junction panel and permit body removal with minimal impact on the apparatus electrical system.

o. Electrical junction or terminal boxes shall be weather resistant and located away from direct water spray. In addition, the main body junction panel shall house the automatically reset breakers and relays as required.

p. Exposed electrical cabling, harnesses, or terminal connections shall not be located in compartments, unless they are enclosed in an electrical junction box or covered with a removable electrical panel.

q. Wiring shall be uniquely identified at least every two feet (2') by colour coding or permanent marking with a circuit function code and identified on a reference chart or electrical wiring schematic per requirements of the applicable NFPA 1901 standards.

r. The electrical circuits shall be provided with low voltage over current protective devices. Such devices shall be accessible and located in required terminal connection locations or weather resistant enclosures. The over current protection shall be suitable for electrical equipment and shall be the automatic reset type and meet SAE standards.

s. All electrical equipment, switches, relays, terminals, and connectors shall have a direct current rating of 125 percent of the maximum current for which the protected circuit. The system shall have electro-magnetic interference suppression provided as required in applicable SAE standards.

t. The electrical system shall include the following: a) Electrical terminals in weather exposed areas shall have a non-conductive grease or spray applied. A corrosion preventative compound shall be applicable to all terminal plugs located outside of the cab or body. b) The electrical wiring shall be harnessed or be placed in a protective loom. c) Holes made in the roof shall be caulked with silicone. Large fender washers shall be used when fastening equipment to the underside of the cab roof. d) Any electrical component that is installed in an exposed area shall be mounted in a manner that will not allow moisture to accumulate. e) A coil of wire must be provided behind each electrical appliance to allow them to be pulled away from the mounting area for inspection and service work. f) All lights that have their sockets in a weather exposed area shall have corrosion preventative compound added to the socket terminal area.

u. A single warning light switch shall activate all required warning lights. This switch will allow the vehicle to respond to an emergency and "call for the right of way".

v. When the parking brake is applied, a "blocking right of

way" system shall be automatically activated per requirements of the NFPA 1901 standard. All clear warning lights shall be automatically turned off upon application of the parking brake.

w. The apparatus shall be electrically tested upon completion of the vehicle and prior to delivery. The electrical testing, certifications, and test results shall be submitted with the delivery documentation per requirements of the NFPA 1901 standard. The following minimum testing shall be completed by the apparatus manufacturer:

1. Reserve capacity test 2. Alternator performance test at idle 3. Alternator performance test at full load 4. Low voltage alarm test

x. The following documentation shall be provided on delivery of the apparatus: a. Documentation of the electrical system performance tests required above. b. A written load analysis, including: 1. The nameplate rating of the alternator. 2. The alternator rating under the conditions. 3. Each specified component load. 4. Individual intermittent loads.

y. Sufficient 110 V shore power and 110V generator/inverter power wiring shall be installed in the body compartment housing the refrigerator as described in 29 i.

z. One (1) automatic transfer switch shall be installed that allows components normally powered by the 120-volt shore power connection to be automatically powered by the on board generator upon start-up of the generator.

18. INTERIOR LIGHT & ACCESSORIES


a. Dome lights shall be provided at each cab door area. The lights shall include a dual red and white LED lamp. There shall be one (1) light centred over each of the Driver and Officer’s seat and two (2) lights centred in the rear passenger compartment. The clear lamp shall illuminate with the opening of each respective door with both the red and clear portions of the lamp activated by individual lighted switches on each lamp.

b. One (1) gooseneck map light controlled by an individual switch shall be supplied and mounted on the centre console.

c. All equipment compartments shall be provided with two (2) - LED strip type compartment lights one (1) on each side of door opening. The lights shall be the full height of the door opening and adequately illuminate the compartment for night time operation. One (1) proximity switch shall be installed and wired in each compartment door opening for the purposes of turning on the light when the door is opened.

19. EXTERIOR LIGHTS


a. The cab exterior lighting shall include halogen sealed headlights mounted in bright chrome bezels, amber LED marker lights shall be installed on the vehicle in conformance with the Canadian Motor Vehicle Safety Standard requirements (above windshield and on cab front side corners) and combination turn signal/parking lights in bright chrome bezels in accordance with Canadian Motor Vehicle Safety Standard requirements.

b. Two (2) Whelen M9LZC M9 Series light (or equivalent) with chrome flange shall be supplied on each side of the apparatus body. The lights shall be mounted so that they flood the area around the apparatus. Two (2) clearly labelled “LEFT SCENE LIGHT” and “RIGHT SCENE LIGHT” illuminated rocker switches with an "ON" indicator light shall be mounted in the switch panel and located in the cab.

c. Two (2) Whelen M9LZC M9 Series scene light (or equivalent) with chrome flange shall be supplied on the rear of the apparatus body. The rear scene lights shall be mounted on the upper rear of the apparatus so that they flood the area behind the apparatus. A clearly labelled “REAR SCENE LIGHT” illuminated rocker switch with an “ON” indicator light shall be mounted in the switch panel and located in the cab.

The light shall also be wired to come on when the chassis is placed in reverse for added backup light illumination.

d. Two (2) sealed, watertight 12 volt surface mount TecNiq E61-WS00-1 LED lights with polished stainless steel housings shall be installed. A high brightness, extreme environment spot and flood lamp shall project the main beam of light at a 60 degree angle from the mounting surface. A secondary, lower intensity light shall emit in a rectangular pattern over a wide angular range from the light.

The lights shall be located in the rear wheel well area, one each side, and shall automatically activate when the vehicle transmission is placed into reverse to assist with backing.

e. Four (4) LED cab step lights shall be supplied on each side of the chassis cab, two (2) lights per step. The step lights shall be located below the chassis cab doors and illuminate the chassis cab steps. All cab step lights shall automatically illuminate when the parking brake is applied.

h. One (1) Knight 2, manufactured by Command Light, part number KL415A-FS, light tower shall be provided and installed on top of the body. The location of the light tower and its controls shall be installed according to instructions given by the customer and the requirements of the light tower manufacturer. The location of the light tower shall be towards the front portion of the apparatus body and shall be recessed to allow for protection when the light tower is in the nested position. The light tower shall extend 87-1/2" above the mounting surface and shall extend to full upright position in less than 15 seconds. The overall size of nested light tower shall be approximately 35" wide x 47" long x 13" high and weigh approximately 165 pounds. The electrically controlled unit shall not require usage of the vehicle's air supply for operation, thereby eliminating the chance for air leaks in the vehicle braking system. Hydraulic or pneumatic type floodlights are not acceptable alternatives to the specified all electric light tower. The light tower shall be tested to in wind conditions of 90 mph (150 kph) minimum. Other type floodlights that have not been tested to these conditions are not acceptable. The light tower shall be capable of overhanging the side or back of the vehicle to provide maximum illumination to the vicinity adjacent to the vehicle for the safety of emergency personnel in high traffic conditions. Any tower that is only capable of rotations at the top of a pole is not an acceptable alternative to the specified tower. The light tower shall be a two-stage articulating device with a lighting bank on top of the second stage capable of continuous 360 degree rotation. The light shall be elevated by electric linear actuators, one (1) actuator shall elevate the lower stage and one (1) actuator shall adjust the light bank angle from 0 to 110 degrees. Power for the light bank shall be supplied through power collecting rings thus allowing continuous 360 degree rotation in either direction.

The tower base shall have a light that illuminates the envelope of motion during any movement of the light tower mast as required by NFPA1901. The light tower shall be controlled with a hand-held 15 foot umbilical line remote control. The storage station for the remote control unit shall be equipped with a button to activate the "Auto-Park" automatic nesting feature. The controls on the remote box shall be: Two (2) switches, one (1) for each light bank. One (1) light bank rotation switch. One (1) switch for elevating lower and upper stage. One (1) indicator light to indicate when light bank is out of roof nest position. One (1) indicator light to indicate when light bank is rotated to proper nest position. The Command Light shall be equipped with the following bank of floodlights: Floodlight manufacturer: Fire Research Corp. i. One (1) backlight option shall be provided for the Command Light tower. The lower pair of light heads shall be capable of being rotated about a horizontal axis, providing light down on the vehicle or to the opposite side of the vehicle while four (4) lights remain pointed at the scene. The hand-held remote control shall have an additional switch supplied for the backlight rotation option.

j. M6 LED type red stop/tail lights shall be provided and mounted at the rear of the body.

M6 LED type amber directional signal lights with black arrows shall be provided and mounted at the rear of the body, one on each side on the rear and below the stop/tail lights.

M6 LED type clear backup lights shall be provided and mounted, one on each side at the rear of the body. The backup lights shall be mounted below the rear stop/tail and directional lights. One (1) pair of chrome plated taillight housings designed to hold four (4) Whelen M6 rear lights shall be provided.

The backup lights shall be activated when the transmission is placed in reverse.

k. Vehicle clearance marker lights with reflectors mounted in accordance with Canadian Motor Vehicle Safety Standard (C.M.V.S.S) shall be furnished and installed. All apparatus body marker lights shall be LED style lights.

l. A license plate mounting bracket shall be provided complete with a chrome plated shielded indirect type LED light. This bracket shall be mounted at the rear of the apparatus body.

m. The apparatus shall be equipped with the appropriate number, type of reflective devices located and mounted as required by the Canadian Motor Vehicle Safety Standard (C.M.V.S.S.).

20. WARNING DEVICES


a. Controls, switches and indicators shall be easily accessible and visible while the driver is in a seated position and the apparatus is in motion. The following instrumentation, controls and labels, over and above those provided by the manufacturer of the chassis, shall be mounted in the driving compartment as herein specified:

b. The apparatus warning light panel shall be mounted in a location so that the driver may conveniently access the switches from a seated position with the apparatus in motion.

c. Dual Grover Emergency Air Horns with chrome finish shall be mounted as follows:

d. Per NFPA standards, the successful proponent shall install an air pressure protection valve that prevents the use of air horns or other air operated accessories when the brake system air pressure drops below 80 psi.

e. A back-up alarm shall be supplied and the unit shall be installed so that it activates automatically when the vehicle is placed in reverse gear.

f. One (1) electronic siren, Whelen 295SLSA1 (or equivalent) complete with a microphone, shall be installed with the controls easily accessible to the driver from the seated position.

The siren shall be equipped with a remote mounted speaker Whelen SA315P 100 (or equivalent) mounted behind the front grill/bumper area.

23. GENERATOR


a. One (1) hydraulic PTO driven generator is to be installed on the apparatus. The generator is to be 10,000 Watts and capable of running all electrical equipment specified including the hydraulic Power unit specified in 30 a. and installed and tested in compliance with NFPA 1901(current edition) Chapter 22 standards and requirements. The generator shall be mounted on top of the apparatus in a location approved by the North Middlesex Fire Department as determined at the preconstruction meeting. The generator shall be easily separated into three major components (tray, cooler/fan assembly, and reservoir) for mounting in custom or remote locations on the apparatus. The installation of the generator shall be designed for continuous operation without overheating and undue stress on components. The generator tray assembly shall be delivered with the cooler/fan assembly mounted such that hot air is exhausted straight up, through an NFPA approved walking grate. The generator system shall consist of the following components;

Generator tray assembly which includes the generator, hydraulic motor, cooler, fan, Electronic Control Unit, 10 micron spin-on fluid filter and reservoir. The generator mounting base shall be constructed of a solid 3/8” thick 6061T6 extruded aluminium base plate.

Axial piston hydraulic pump with pressure compensated control;

Command and Control Center (CCC) display with all required wiring harnesses.

The generator tray assembly shall be delivered with the cooler/fan assembly mounted such that the hot air is exhausted straight up. An NFPA 1901 compliant extruded aluminium grate walking surface shall be installed on top of the entire generator tray assembly. The generator system shall be provided with a digital meter display in compliance with NFPA 1901 Chapter 22.4.6. The Command and Control Center (CCC) shall be an interactive operator control center, equipped with smart touch solid state buttons, with super bright red LERD displays for voltage, frequency, dual amperage displays , hour meter, service reminders, operator warnings, system faults and diagnostics. The electronics package shall include smart start engagement to reduce mechanical stress, precise voltage and frequency control, cold start system, automatic load and temperature compensation, integrated diagnostics system, and other automated control features to protect system, vehicle and operator. upper portion of the rear panel.

j. The front of the body shall have aluminum checker plate

installed as to avoid stone chips on an otherwise

exposed front facing painted surface. The checker plate

shall be constructed of one continuous piece.

28. COMPARTMENT CONSTRUCTION


a. All compartment doors, unless otherwise stated, shall be roll up type doors. All doors shall have door ajar sensors integrated with the door ajar system. The preferred door manufacturers are Amdor or Rom Door.

b. All compartments with storage facilities requiring a reach of greater than six foot (6’) six (6”) from ground level shall incorporate an integrated step that allows for easy, safe access to the top of the compartment.

Each roll up door shall incorporate an elastic nylon strap that is secured to the side wall of the interior compartment in a way that will allow the strap to contract automatically and tuck inside the compartment when closed to prevent the strap from dangling and hindering closing of the door. When the door is the open position, the strap shall be installed so that they are fully extended as to not interfere with removing items from the compartment. For the ease of locating, the strap shall be bright orange in colour.

32. STEPS & HANDRAILS


a. Steps and handrails shall be provided at any location where a firefighter may need to climb on the apparatus. All steps and handrails shall provide for a standard three (3) points of contact for persons climbing on the apparatus. NO EXCEPTIONS.

The entire step is to be of a one piece design, bolted in place for ease of removal. Heavy steel supports shall be provided to support the right and left side cab entrance steps. The steps are to be enclosed and to have a similar appearance to the step/fuel tank enclosure provided on the left side. Supports shall be attached directly to the chassis frame rails, and shall provide adequate support to the steps to minimize flex and distortion. The overlay shall be provided with a storage compartment intended to store passenger firefighting helmets and other items as space may provide. Helmet brackets shall be provided and installed by the vendor as to make maximum use of this space. A hinged weather tight door with latch shall be provided on the storage compartment. The preferred number of helmets to store between the right side and left side step overlay is a maximum of five (5).

e. Steps, platforms, or permanently affixed ladders shall be provided, as necessary, to permit firefighters to access all working and storage areas of the apparatus. There will be no exception to this and details will be discussed at a pre-assembly meeting. When such items are utilized, the maximum stepping height shall not exceed 18”, with the exception of the first step to the ground which shall not exceed 24”.

Platforms or secure ladders shall be provided

where the ground to the first step, platform, or

ladder exceeds 24”. The ground to the first step

shall be determined with the apparatus on level

ground.

All steps shall have a minimum surface area of

35 square inches, shall be of such a shape that a

5” diameter disk does not overlap any side when

placed on the step, and shall be arranged to

provide at least 8” of clearance between the

leading edge of the step and any obstruction.

All steps, platforms, or ladders shall sustain a

minimum static load of 500 pounds without

deformation.

A label shall be located on the vehicle at the

step areas warning personnel that riding in or on

these areas while the vehicle is in motion is

prohibited.

f. Handrails shall be supplied to assist fire fighters whenever they are expected to climb on or onto the apparatus and a ladder is not supplied. There will be no exception to this and details will be discussed at a pre-assembly meeting. NFPA approved, extruded aluminium ribbed finish "non-slip" access rails with chrome plated mounting brackets shall be provided. Smooth access rails or rails having an adhesive or rubber covering that can loosen over time are unacceptable. Handrails shall be fabricated from 1 ¼” diameter anodized aluminium extrusions, with a ribbed design, to provide a positive gripping surface. Handrails shall have a clearance of at least 2” between the handrail and any surface. Rubber gaskets shall be installed below each handrail bracket to prevent cracking or fracturing of the painted surface. Drain holes shall be provided in the bottom of all vertically mounted handrails.

g. There shall be a swing out and down access ladder supplied and installed on the rear of the apparatus, for accessing the top of the apparatus. It shall be of an all-aluminum design and shall incorporate treads 6" deep and no more than 18" apart. The ground to the first step dimension, on level ground, shall be no more than 18". When in the deployed position the ladder shall have an angle of approximately 75-degrees to facilitate ascending and descending the ladder. The ladder shall be retained in the stowed and deployed position by two (2) gas cylinders and shall not require the use of latches to hold it in position. The ladder shall be used to access the generator as described in 23 a.

33. PAINT, FINISH & LETTERING


a. All removable items, i.e.: brackets, lights, mirrors, etc. shall be painted separately or removed to insure finish paint behind mounted items. Body components that cannot be finish painted upon assembly shall be finished before assembly.

b. A reflective trim and lettering package shall be installed to the specifications of the North Middlesex Fire Department. The exact details will be discussed at a pre-construction meeting. The following outlines the basic requirements.

c. There shall be a reflective stripe running the full length of the apparatus on both sides. The stripe shall incorporate a large scrolling “Z” pattern. The stripe shall be one (1) 4” and two (2) 1”white 3M reflective material. The Municipality of North Middlesex Logo shall be overlaid in the 4” portion on the rear of the body on both sides.

d. The front cab doors shall have the North Middlesex Fire Department crest applied and include the word “Parkhill” in the lower portion of the door below the crest.

e. A graphic of a telephone receiver over the numbers “911” shall be provided on both rear side roll up doors. The graphic shall be roughly 10” in height. The graphic shall be done with white 3M Diamond Grade reflective material.

f. On either side of the hood, above the fender area, the word “RESCUE” shall be lettered with 4” small engine turn gold and black shadowing.

g. The left and right sides of the body (above compartment doors) shall be provided with a slogan done in 5” small engine turn gold with black shadowing. The verbiage shall read “SMOKE AND CO ALARMS SAVE LIVES”.

h. The left and right sides of the body (above compartment doors) shall be provided with a flowing Canadian Flag. The flag shall be located between the upper level driver’s and officer’s side warning lights as described in 20 i and the slogan as described in 33 g. The exact flag graphic shall be approved by the North Middlesex Fire Department at a pre-construction meeting.

i. The entire rear portion of the body shall have 3M Diamond Grade reflective red and yellow Chevron striping installed as required by NFPA 1901.

j. The apparatus body and chassis cab shall be painted to match the colour of the apparatus body.

k. The cab/body paint colour shall be Red

A colour chip or equivalent sample shall be provided to successful proponent at a pre-construction meeting.

The final finish of the cab shall be to fire apparatus standards; exhibiting excellent gloss durability and colour retention properties.

l. Preparation of the painted components, including pre-clean and pre-treat shall be in accordance with the paint manufactures specified guidelines.

The apparatus body and all other painted components shall be primed with a primer specified by the paint manufacturer and in accordance with their accepted guidelines.

m. The colour coat application shall be acrylic urethane. The final finish shall be free of dirt and sags and shall meet a minimum grade of 5 when compared to the "ACT" general orange peel standards by "ACT" Laboratories, Inc. of Hillsdale, MI.

n. All seams shall be caulked both inside and along the exterior edges with an automotive sealant to prevent moisture from entering between any body panels.

Once construction of the body and all parts have been completed, compartment doors, shelves, rub rails, running boards kick plates, overlays, handrails, lights, and all other parts are to be removed.

Tacked free of any dust particles, the body and all parts shall be individually sprayed to inhibit corrosion and provide lasting adhesion.

While constructing the truck body, all parts shall be properly fitted on the body and then removed. The backside of all parts shall be sanded smooth of any burrs and sharp edges.

During reassembly of the apparatus, care shall be exercised in fitting and fastening the parts back in their respective position on the vehicle.

o. One (1) quart of touch-up paint shall be furnished with the truck.

34. APPARATUS TESTING


a. All applicable tests as outlined under the latest edition of NFPA 1901 shall be performed on the finished apparatus.

b. All applicable tests as outlined under the latest edition of CAN/ULC S515-13 shall be performed on the finished apparatus.

c. Written certificates/documentation detailing the results of all testing shall be provided with the finished apparatus.

d. The apparatus, prior to acceptance, will be required to meet the vehicle stability of the applicable NFPA Automotive Fire Apparatus Standard. A calculated center of gravity shall be provided. The calculated or measured center of gravity (CG) shall be no higher that 80-percent of the rear axle track width.

35. WARRANTY & SERVICE


a. The chassis frame shall carry a Non-Pro Rated lifetime warranty. Provide actual warranty coverage with proposal.

b. The manufacturer shall warrant the entire hydraulic PTO driven generator system, as described in 23 a., including the Command and Control Center (CCC) digital meter display for a period of 6 year or 1,000 hours. Provide actual warranty coverage with proposal.


c. The manufacturer shall warrant the 220 Volt Hurst Quad P650-4G Hydraulic Power Unit as specified in 30 a., for a minimum period of ten (10) years. Warranty to be Non-Pro Rated. Provide actual warranty coverage with proposal.


d. The manufacturer shall warrant the Light Tower, as specified in 19 h. or 38 a. for a minimum period of five (5) years.


e. Unless otherwise stated equipment selected from the Options section shall carry the manufactures standard warranty for the specified equipment.


f. Warranties shall begin on the in-service date as reported by the North Middlesex Fire Department. No Exception.

g. The manufacturer shall warrant the Acrylic Urethane finish for a period of ten (10) years from its date of delivery. The warranty shall be Non-Pro Rated and shall cover 100% of the cost of the warranty repairs and shall include, but not be limited to, adhesion, blistering,

bubbling, corrosion, cracking, gloss or colour retention.

h. The manufacturer shall warranty the modular body structure for a period of at least ten (10) years. This warranty shall be Non Pro-Rated. Provide actual warranty coverage with proposal.


i. The manufacturer shall warranty the apparatus, bumper to bumper for a one (1) year period. This warranty shall be Non-Pro Rated and shall include the vehicle's electrical system and components as well as workmanship defects. Provide actual warranty coverage with proposal.

j. Within one (1) business day after receipt of a verbal or written notification that warranty and or service contract work is required, the successful proponent shall respond verbally, and immediately follow up by letter to the Municipality with a statement of intent to show where and when the warranty service shall be accomplished.

k. Proponents shall state the location of the fire truck manufacturer's nearest service facility and parts depot to the Municipality’s location.

36. DELIVERY


a. The successful proponent shall deliver the vehicle under its own power to the North Middlesex Fire Department as outlined in the Information section #16 and #17. All documents necessary for licensing shall be completed prior to delivery and the vehicle shall be delivered, licenced and registered to the Municipality of North Middlesex.

If cost reduction is possible through the North Middlesex Fire Department taking part in the delivery of the vehicle, proponents should state options for such arrangements.

a. One (1) Hurst eDraulics Spreader SP 555E2 (28.7”) (271555000) is to be supplied. One (1) Hurst eDarulics Cutter S 700E2 (272085000) is to be supplied. One (1) Hurst eDraulics Ram R 421E2 (53”) (274085000) is to be supplied. One (1) Hurst eDraulics 110V Adapter (272085412) is to be supplied. One (1) 3000 watt (25.0 Amperes), 120/240-volt portable generator/inverter shall be provided for on the apparatus. The generator shall have approximate dimensions of 26.8" L x 17.5" W x 21.9" H and a dry weight of 136 pounds. The preferred generator is a Yamaha EF3000iS or comparable Honda product. A properly ventilated compartment shall be provided for the generator and include a slide out tray. One (1) 12 gauge 100 foot extension cord, yellow in colour. One (1) 12 gauge 50 foot extension cord, yellow in colour. One (1) 12 gauge 25 foot extension cord, yellow in colour. One (1) DC to AC power inverter system with a 30-amp AC automatic transfer switch furnished on the apparatus. The shore power shall be connected to the system AC output receptacle to supply power to the AC loads. When the vehicle is underway and the shoreline power is disconnected, the automatic transfer switch connects the AC output receptacle to the power inverter that obtains power from the 12-volt battery system. The preferred Inverter is a Vanner model IQC12-2600 AC. When the shoreline is disconnected all shoreline outlets will be transferred and run through the inverter including the load as described in 17 y. One (1) Command Light KL409D-H4 light tower shall be provided and installed on top of the body. The location of the light tower and its controls shall be installed according to the customer and the requirements of the light tower manufacturer. The location of the light tower shall be towards the front portion of the apparatus body and shall be recessed to allow for protection when the light tower is in the nested position. The umbilical line remote control for the light tower shall be conveniently located in compartments L1 or L2. The light tower shall include the backlighting option. The high idle switch described in 4 f. shall be programmed to activate when the light tower is in use.
